Tiered Intervention A comprehensive attendance approach Pupil Services Opening Meeting September 8, 2009 Continuum of School-wide Instructional, Behavioral, & Attendance Supports
What do YOU believe? All students can attend school everyday? All students can learn? All students can graduate? All students can be successful? So what do we do if they don t? How do we ensure that ALL are successful?
We Believe in a Spectrum of Intervention Attendance Supports STUDENT (Attitude) Behavior Supports Academic Supports From: LAUSD Multidisciplinary Team Support From: LAUSD Multidisciplinary Team Support
We believe in the 3 A s and RtI Academic Achievement Attitude (Behavior) Attendance & RtI: Response to Intervention
Why RtI now? No Child Left Behind Increase Accountability for Student Performance Moving limited English proficient students to English fluency IDEIA 2004 RtI can also be used to identify specific learning disability (SLD)
What is RtI? Response to Intervention Response to Intervention (RTI) is a multi-tier approach to the early identification and support of students with learning and behavior needs. RtI Action Network RtI is a framework for prevention and early intervention which involves determining whether all students are learning and progressing adequately when provided with high quality instruction and intervention Indiana Department of Education
What is RtI 2 Response to Instruction & Intervention In California, RtI 2 is a systematic, data-driven approach to instruction that benefits every student. California has expanded the notion of RtI to RtI 2 which is meant to communicate the full spectrum of instruction, from general core, supplemental or intensive, to meet the academic and behavioral needs of students. RtI 2 integrates resources from general education, categorical programs, and special education through a comprehensive system of core instruction and interventions to benefit every student. California Department of Education
Core Components of RtI 2 1. High-quality classroom instruction 2. Research-based instruction 3. Universal screening 4. Continuous classroom progress monitoring 5. Research-based interventions 6. Progress monitoring (instruction & intervention) 7. Fidelity of implementation 8. Staff development & collaboration 9. Parent involvement 10. Specific Learning Disability Determination
Yeah but RtI?...Attendance? What do the letters R, t and I 2 T s in attendanc e have to do with attendance?
We all must consider attendance ATTENDANCE IS THE FIRST STEP IN DROPOUT PREVENTION
RtI and Attendance Attendance is a behavior We can teach good attendance habits We intervene with students having attendance problems We monitor attendance and need to assess the effectiveness of our interventions
Response to Intervention RtI 2 in a nutshell... All students should have instruction that is tailored to meets their needs Uses scientific method to identify, address, monitor and evaluate interventions within the 3 tiered model

3 Tiered Approach to Intervention Targeted/ Intensive (3-5%) (High-risk students) Individual Interventions Selected (At-risk Students) Classroom, Family, & Small Group Strategies Adapted from Sprague & Walker, 2004 *Intensive Interventions *Increased Frequency and Duration *SST Meetings *Additional Follow-up SST Meetings *Case Management *Team Meetings (COST) *Individual Student Plans *Instructional Supports *Documentation & Monitoring (10-20% of students) Universal (All Students) School-wide, Culturally Relevant Systems of Support (75-85% of students) *Incentive Programs *Clear Expectations *Positive School Climate *Instructional program * Asset Building
3 Tiered Approach to Attendance Targeted/ Intensive LEVEL Far Below Basic <87% in-seat attendance 25 + days absent Selected (At-risk Students) LEVELS Below Basic: % in-seat attendance days absent Basic: % in-seat attendance days absent Universal Level 80% of all students should be attending 96% of the time LEVELS Proficient: 96+ % in-seat attendance Perfect Attendance: 100% with less than 3 tardies Adapted from Sprague & Walker, 2004 *Intensive Interventions *SART & SARB Meetings *Specific and individualized plans *Educational alternatives/options *Case Managed support *Re-teach Attendance * Systems of Identification *Student/family supports *Documentation & Monitoring * Team Meetings (COST/SST) *Teach Attendance *Reinforce good habits *Positive School Climate * Communicate goals * Attendance plans
Universal Level Teaching Attendance The following 10 core concepts must be taught and modeled to all students, their families and to the communities in which they live. All school staff should be trained to teach and reinforce the core attendance concepts. Teaching should be universal and continual. CORE ATTENDANCE CONCEPTS 1. Clear expectations of positive attendance (Goal = 96% in-seat attendance) 2. Compulsory attendance laws 3. Benefits of good attendance (Should be motivational and relevant) 4. School calendar and schedules 5. Morning routines (importance, what they should look like, how to encourage at home)
Universal Level Teaching Attendance CORE ATTENDANCE CONCEPTS (continued) 6. Evening routines (importance, what they should look like, how to encourage at home) 7. Plans for coming to school (people to support you coming to school) 8. Creating back-up systems (others to support you that are different from those in your plan) 9. Self-care (best practices for staying healthy, sleep requirements, mental health) 10. Consequences of poor attendance
METHODS FOR TEACHING CORE ATTENDANCE CONCEPTS School-wide assemblies Classroom instruction Announcements & Notifications Kick off the new school year (back on track) Student parent handbook Parent and community groups (formal and informal) Newsletters Print and electronic messaging
METHODS FOR TEACHING CORE ATTENDANCE CONCEPTS Follow-up assemblies Parent education Community education Reinforcement of positive attendance behaviors School-wide assemblies Group recognition (classroom, grade level, PLE/SLC) Individual recognition Incentives Random events/moments to recognize those doing what is asked
How do you decide who to work with? Referral Assessment Screenings Early identification system Are systematic screenings in place to identify students who exhibit early evidence of school failure? How do you ensure that no one falls through the cracks?
What does your school triangle look like around attendance? What % of your students are in Universal level? (96% attendance) What % of your students are in Selected group? What % of your students are in Targeted/Intensive group What did you use to determine this? How can this be validated?
What does your school triangle look like around attendance? MyData does this for you!
