3 Preface ehealth refers to the use of digital information and communication technologies to meet the needs of citizens, patients, healthcare professionals, healthcare providers, and policy makers. Interactive health communication channels like the Internet have multiple potential benefits for the public, such as access to general and individualized health information on web sites. Support for health decision-making processes for prevention, diagnosis, and disease management is also possible. In addition, home care applications and mobile emergency call systems can be used by elderly or handicapped people at any time or place. Ministers of the European Union, associated countries and EFTA countries met in May 2003 to formulate a ministerial declaration on ehealth with the following main objectives: Promoting quality of and enhancing efficiency in health care through ehealth applications Facilitating citizen involvement through access to high quality information Implementing and sharing best practices of ehealth concepts The ministers acknowledged that ehealth applications enhance efficiency by avoiding duplicate or unnecessary diagnosis for therapeutic interventions, by supporting the continuity of care and by widening access to health knowledge and evidence-based medicine. In the meantime, the ministers reiterated their commitment to developing information systems for early warning, detection and monitoring of health threats. ehealth should help to achieve more comprehensive, inexpensive, and easy-to-use health care services. The following benefits are possible: Availability and accessibility of health care knowledge and expertise Health care on a more equitable basis to underserved rural or urban areas Availability of health services and advice, regardless of time and location Saving of procedural, travel, and claim processing costs Reduced use of traditional emergency services If these benefits occur, the development of ehealth concepts, infrastructures and platforms, together with mobile applications will contribute to the ehealth paradigm shift. However, a number of barriers remain to be overcome. These include the lack of accepted world-wide standards and exchange formats, the need for enforcement of transition from traditional care processes towards relationship programs, and the need to build improved confidence in society for web-based ehealth services and programs. The European Conference on ehealth aims to address the main issues of digital information and communication technologies applied to the health market. It encompasses the planning of strategic health systems, improvement of quality and decision making processes in healthcare, support for demand and disease management, provision of webbased services and education for healthcare providers and healthcare consumers as well as the linking of health professionals to individuals, e.g. in home care applications. The
4 selected research papers cover process management, integretion, intermediation, pervasive and mobile services, data warehousing, web services, security and data protection, telemonitoring and homecare. The program activities of the European Conference on ehealth are the result of a huge effort by many authors, reviewers, and organizers. We thank them all for helping to make this conference a success. Many thanks go to the presenters and keynote speakers for their contributions.
