3 Background Institutions of Higher Education ASSOCIATION OF HUNGARIAN PH.D. STUDENTS DOKTORANDUSZOK ORSZÁGOS SZÖVETSÉGE (DOSZ) The Association of Hungarian Ph.D. Students was founded in 1994 and is a corporate body of research students taking part in doctoral training. It represents the students professional and social interests and organises professional public life for them and other young researchers. DOSZ is a corporate body of doctoral candidates who take part in Ph.D. training organised by Hungarian institutions of higher education. The Association is founded and operated on the bases of democracy, pluralism, professionalism and openness. DOSZ is not related to any ideology, although it is committed to national, social and scientific development. CHANCE FOR EDUCATION PUBLIC FOUNDATION ESÉLYT A TANULÁSRA KÖZALAPÍTVÁNY The Chance for Education Public Foundation was established by Hungarian Government Resolution 1078/1997 (17 July). The purpose of the Public Foundation is to provide support for those university and college students who live under adverse financial conditions and who would not be able to continue their studies without the support provided. The support can be granted by way of competition for a ten-month academic/school year. The monthly amount of support cannot be lower than 30% or higher than 100% of the current minimal wage. The Chance for Education Public Foundation announces two competitions each year: in autumn, for students of higher education (university and college students), in spring, for students of secondary education who intend to study in institutions of higher education. CONFEDERATION OF THE HUNGARIAN CONFERENCES ON HIGHER EDUCATION MAGYAR FELSÕOKTATÁSI KONFERENCIÁK SZÖVETSÉGE (FKSZ) Aims: co-ordination and harmonisation of the work and in several questions representation of universities, colleges and other educational institutions Scope of duties: setting up a secretary s office to manage its own affairs and to manage all the ad hoc tasks arising in higher education, to promote co-operation among the different branches of HE institutions, to promote and manage co-operation among HE institutions and different organisations protecting interests, to promote and manage the co-operation between HE institutions and the Ministry of Education, to carry out researches, working out standpoints, compiling recommendations in the cause of the above-given duties, v 221 v
4 Background Institutions of Higher Education in order to support the above-given duties, to develop and support international connections, to set up foundations, searching for other financial resources to support the above activities of the HE Conferences. The Confederation is an umbrella organisation, which was created by the Hungarian Rectors Conference (established in 1988), the Hungarian College Directors Conference (established in 1989) and the Art Universities Rectors Chair (established in 1992). All these conferences are civil organisations, which serve the HE institutions in different fields, defend their interests and represent them in several national and international forums. FOUNDATION FOR HUNGARIAN HIGHER EDUCATION AND RESEARCH ALAPÍTVÁNY A MAGYAR FELSÕOKTATÁSÉRT ÉS KUTATÁSÉRT The foundation was established in 1990 for an indefinite period by the Ministry of Culture and Public Education. Goals of the foundation: promotion and support of higher education, raising of the quality level of training, facilitation of the education of university and college students, elevation of the general standard of foreign language teaching, promotion and support of the foreign contacts of the institutions, institution of new majors at universities and colleges, support for the related research and operation, support for the universal training of Hungarian intellectuals, including the protection of Hungarian intellectual interests which are beyond the borders of Hungary, raising the level of training and support for the related research activities, improvement of the working conditions at universities and colleges, elevation of the technical level of education. At present, the Foundation manages the following six scholarships/grants: Magyary Zoltán Postgraduate Scholarship Szilárd Leó Professors Scholarship Simonyi Károly Researchers Scholarship Development of Human Resources in Civilian Professions Support for the issuing of Ph.D. theses in Social Sciences Doctoral (Ph.D.) Scholarship HIGHER EDUCATION AND SCIENTIFIC COUNCIL FELSÕOKTATÁSI ÉS TUDOMÁNYOS TANÁCS (FTT) The Higher Education and Scientific Council is an advisory body, which assists and reports to the Minister of Education in tasks and decisions related to higher education and academic research. Members of the Higher Education and Scientific Council, pursuant to Section 76, point (1) of the Law on Higher Education, are those who are experts in higher education, and being proficient, are competent and qualified to implement the general mission of higher education in decisions, so that they take the requirements of society, economy and the users into consideration. The FTT has twenty-one members. Ten academic experts holding an academic degree are elected by the institutions. Ten are representatives of various user organisations, elected by inter-trade com- v 222 v
5 Background Institutions of Higher Education mittees, employers, academic bodies, municipalities of Budapest and other towns. One member of the FTT is the representative of the Minister of Education. The head and representative of FTT is the President. The FTT, as the advisory body of the Minister of Education: a) reports on plans regarding the development and modernisation of institution and education systems, b) issues rulings on the principles of state support in high-level professional training and the modernisation of the supporting system, c) expresses an opinion on the indicators of academic accomplishment to be used in the fields of higher education, d) expresses an opinion on preferred professions based on labour-market forecasts, employment statistics and the applicants division in professional areas; furthermore, it issues rulings on the principles of medium-term development of available university places, e) gives an opinion on the priorities of academic research supported by the Ministry of Education, and co-ordinates them with other national research programmes, f) works out proposals in all issues related to higher education, g) works out recommendations for the institutions, upon request of government offices or the institutions. The FTT, upon request of the Minister of Education: a) gives an opinion on requests regarding the establishment and abolition of state institutions and faculties, b) issues rulings on the principles of professional requirements of basic training and postgraduate training and on the establishment of courses of new majors, c) expresses an opinion on the budget of higher education and on the report of its completion, d) expresses an opinion on the annually available places financed by the state and the division of these places, e) expresses an opinion on the terms of national, state-financed awards and grants related to research, and on the completion of these. Two permanent committees assist in the professional work of FTT. The Training and Research Strategic Committee has nine members. The members are experts from academic bodies and elected for three years at the President s proposal. The Financing Committee also has nine members. The members are experienced in FTT and are elected for three years at the President s proposal. Both committees elect their own executive. The committees are entitled to request additional experts to assist in their work and can establish ad hoc professional committees. The Secretariat of FTT assists in organising and preparing the work of FTT. The Secretary-General of FTT manages the secretariat. v 223 v
6 Background Institutions of Higher Education HUNGARIAN ACCREDITATION COMMITTEE MAGYAR AKKREDITÁCIÓS BIZOTTSÁG (MAB) The Hungarian Accreditation Committee (HAC) operates since 1992 (first as a provisional body) and was formally established by Hungary s first Higher Education Act (HEA) in The HAC is responsible for supervising the quality of higher education in Hungary, whereby it states its opinion to the Minister of Education concerning the quality and the meeting of legal requirements of higher education institutions and programmes. The minister must publish the reasons for any dissenting decision. The HAC is an independent professional body. Decision-making is carried out on three levels. On the top level is the plenary session or Plenum; on the medium level are the colleges and the institutional and interdisciplinary committees; and on the lowest level are the expert committees for programme accreditation, the special and ad hoc committees and the (ad hoc) visiting committees. The HAC (Plenum) has 30 full members including 15 representatives from higher education, 10 from research institutes and 5 from professional organisations. The HAC decided to invite some (at present 5) non-voting members from fields not represented by the full members. There is also one non-voting student member, representing The National Union of Students in Hungary (HÖOK). Appointments are for three years, and may be renewed once. The HAC elects its President from its own ranks. Decisions are made by majority vote. On the medium level the HAC has three Colleges or Boards, for Humanities and social sciences, Life sciences (including medicine and agriculture), Physical sciences and technology. Colleges are chaired by the Vice-Presidents of the HAC, their members are HAC members grouped according to their field of expertise. Other medium level decisions are those made by the institutional committees (for institutional accreditation) and interdisciplinary committees (for the accreditation of interdisciplinary programmes). A network of about thirty expert committees or panels consisting of specialists in their field accomplishes the bulk of the preparatory work for the decisions of the HAC. Their chairs are usually members of the Plenum. The total number of expert committee members (including HAC members) is 328 at present. Furthermore, the HAC recruits Hungarian and foreign experts for peer reviewing programme applications and visiting institutions (institutional accreditation). The HAC has an International Advisory Board. It consists presently of 9 experts, leading scholars from academia in the EU and the US. They are in correspondence with the HAC, meet in Hungary yearly, discuss the HAC s annual report, and draw up recommendations. The HAC has a Secretariat, with a staff of programme officers and administrators. They check programme applications, organise meetings, take the minutes of them, carry out the necessary correspondence and preparations for the HAC s various activities, etc. The functions and tasks of the HAC are prescribed by the HEA, in sections According to the 1999 Act, the main functions of the HAC are: the ongoing supervision of the standard of education and scientific activity in higher education (since 1993), the assessment of the quality of higher education (since 1993), the supporting of quality assurance in higher education (since 1996). At present, the HAC has the following main tasks.it approves the operation of doctoral (Ph.D./DLA.) schools (until new Governement. Decree: doctoral programmes) and decides on the v 224 v
7 Background Institutions of Higher Education disciplines/branches of art in which a university may pursue doctoral training and may award doctoral degree, expresses its opinion (advises the Minister of Education) concerning: the establishment or recognition of new institutions and faculties, national qualification requirements, launching graduate degree programmes, the doctoral or habilitation regulations of a university, the disciplines and branches of art where the conditions required for launching and pursuing specialised postgraduate training and accredited vocational higher education exist at a higher education institution (HEI), the regulations of the application of the credit system, the operation of a foreign HEI in Hungary, the drafts of international agreements on the nostrification and equivalency of degrees, at the request of the higher education institution the HAC may participate in the nomination of the external members in doctoral examination and habilitation committees, evaluates the quality of teaching and scientific activity in the individual HEIs on a regular basis but at least every eight years. Foreign HEIs may operate in Hungary and may issue foreign degrees, provided that: a) these are recognised by the State in their home country and/or are accredited, and that the degrees issued by them are also officially recognised, b) the compulsory preliminary accreditation by the HAC verifies that the degree programmes to be taught meet the legal and quality requirements. As to the degree programmes taught in foreign languages in domestic institutions the HAC applies both in the process of institutional and programme accreditation the same quality criteria as in the case of degree programmes taught in Hungarian paying due attention to the specific characteristics of teaching and learning in foreign languages. HOUSE OF PROFESSORS PROFESSZOROK HÁZA The House of Professors is an independent institution financed by a state budget. It provides the Ministry of Education and the background institutions of higher education with office and financial-management services and in connection with these, it maintains records, provides and analyses data and operates a guest house. The primary goal of the House of Professors is to assist in the effective operation of background institutions. Furthermore, as an information service provider, it facilitates co-operation between background institutions and other organisations, especially, those of higher education and the Ministry of Education. v 225 v
8 Background Institutions of Higher Education HUNGARIAN INSTITUTE FOR EDUCATIONAL RESEARCH OKTATÁSKUTATÓ INTÉZET (OI) The Hungarian Institute for Educational Research is an academic institution dedicated to social research on education. It carries out economical, sociological and statistical researches on the educational system at national, regional and institutional levels. With empirical sociological research methods, statistical analysis and case studies HIER contributes to the development of the educational system and offers policy analysis for decision makers. The Institute is maintained by the Ministry of Education but most of its researches are also supported by national and international funds. The Institute keeps contact with a large number of national and international scientific institutions, societies and committees, journal editorial boards. HIER is one of the centers of postgraduate education for teachers. Together with Debrecen University it has an M.A. and a Ph.D. programme on higher educational research which is accredited by the Hungarian Accreditation Committee. The Institute also hosts researchers, university lecturers and graduate students from Hungary and abroad in all fields related to education. The library with over 20,000 volumes and national and international periodical resources supports the work of researchers, scholars and students. HIER maintains the publishing house Educatio Press which publishes a research monograph series Educatio Books, a series of final reports of researches carried out at the Institute titled Educatio Papers and the quarterly review Educatio. HUNGARNET HUNGARNET as an expression is used in two contexts: it refers both to the association founded by institutions of higher education, academic and other research institutions and public collections (libraries, public record offices, museums) which belong to the National Information and Infrastructure Programme (NIIF) ( and to the academic network. The HUNGAR- NET Association was founded in Its goal is to represent the academic institutions which take part in the NIIF Programme in Hungarian and international organisations, concerning computer network development. v 226 v
9 Background Institutions of Higher Education HUNINET ASSOCIATION HUNINET (Hungarian University Network) Association (association for the establishment and operation of computer networks at Hungarian institutions of higher education) was founded in 1990, in response to the initiation of the International Committee of University Rectors Conference. Its goals are to develop a computer-based communication and information network and promote the application of computer culture. A productive and objective co-operation has been achieved with organisations becoming active in this field, such as the National Information and Infrastructure Development Programme and the HUNGARNET Association. Goals of the Association are: promotion of the co-operation and improvement of the installed information systems and networks at universities and colleges, the exchange of views as regards to operation, the working out of suggestions for optimal operation and the effective operation of the computer infrastructure at Hungarian institutions, facilitation of the professional advancement of information technology experts and users, the publication of results and experiences of applications, the organisation and support of the software supply of higher education, representation of the interests of the association members in realising discounts for the institutions, provision of a forum for working out, co-ordinating and representing strategic concepts of higher education regarding information technology, supporting the spread of the use of computers in different sections of society, thus, promoting the establishment of a Hungarian information society, participation in the activities of national, foreign and international organisations which aim to integrate the networks defined in point a). During these activities, the association co-ordinates with organisations which strive after identical or related goals. IUCN PROGRAMME OFFICE IUCN KÖRNYEZETI NEVELÉSI ÉS KOMMUNIKÁCIÓS PROGRAMIRODA IUCN is the abbreviation for the name of the world s largest conservationist organisation, The World Conservation Union. The Hungarian members of the organisation are the Conservation Office of the Ministry of Environment and three civilian environmentalist organisations. IUCN has six professional committees. The Programme Office is closely connected to the Environmental Education and Communication Committee. The Environmental Education and Communication Programme Office was founded and is maintained including cost-sharing under the joint auspices of the Ministry of Education (OM) and the Ministry of Environment (KöM) in co-operation with the International Conservation Union (IUCN). The control of the Programme Office is also carried out collectively by the two ministries. The Programme Office takes part in the implementation of the Environmental Education concept of the Ministry of Education, particularly in the highlighted Forest School Programme. The Office performs the following functions: Within the activity programmes, it works out and co-ordinates the details of the Forest School Programme to be used in primary schools: v 227 v
10 Background Institutions of Higher Education Within this framework, it defines and disseminates the elements of content and concept. It works out the professional and financial system of conditions, promotes arrangement of training and further education together with publication of background information material, takes a survey of Forest Schools and forwards the information to schools. It organises national programmes and facilitates the establishment of sample projects. Within the development projects: it oversees and organises environmental education training, further training and publications and forwards the information to those concerned, it facilitates the publication of required methodical and professional literature, it establishes an easily manageable and accessible information system, so as to ensure the access to professional materials, events, publications, support and opportunities connected to environmental education. In order to accomplish the above, the Programme facilitates inter-ministerial and inter-sectional co-operation. KODÁLY INSTITUTE KODÁLY ZOLTÁN ZENEPEDAGÓGIAI INTÉZET The Institute offers the following courses: One-year courses International Kodály Seminar In-service Training Course for Hungarian Music Teachers Special Courses for foreign groups The one-year courses organised by the Institute are for teaching Kodály s music pedagogical concept both in theory and in practice. The courses may be extended to two or three years according to need. The academic year for foreign specialists begins in September and extends to May of the following year. The course of study is made up of practical subjects serving the complex and intensive development of musical skills, as well as of subjects of general music theory and pedagogy. NATIONAL ACADEMIC STUDENT CIRCLE COUNCIL ORSZÁGOS TUDOMÁNYOS DIÁKKÖRI TANÁCS (OTDT) For the co-ordination of faculty, subject, departmental or institutional level organisation of students associations in 1973, the Council of National Scientific Students Associations (OTDT) was founded. The continuous work between meetings and maintaining contacts with the scientific students association representatives of the institutions are also promoted by professional committees, the Executive Board and the Secretariat. According to the formulation of the law for higher education, the goal and task of the Council of National Scientific Students Associations is to represent the professional interests, the national level support and co-ordination of students, professors and researchers involved in scientific activities at institutions of higher education, providing a basic framework for the operation of professional committees that play a key role in the scientific students associations movement, organising national scientific gatherings, forums. The most popular publication of OTDT is the Diáktudós (Student scientist). v 228 v
11 Background Institutions of Higher Education NATIONAL CONFERENCE OF SCIENTIFIC STUDENTS ASSOCIATIONS (OTDK) ORSZÁGOS TUDOMÁNYOS DIÁKKONFERENCIA (OTDK) Organised in every second year, recently in 15 sections of the National Conference of Scientific Students Associations (OTDK), with the support of the Ministry of Education and the Hungarian Academy of Sciences, as well as the moral and financial assistance of other relevant ministries and national bodies, is a scientific gathering during which the most outstanding scientific papers of the best university and college students are evaluated by boards of renowned Hungarian scientists and professors. The national conference is preceded by selection conferences of institutional level. The opportunity to give a presentation at the national conference is only possible with the recommendation of the institutional board based on the opinion of invited peers who are renowned experts in a given professional field The introduction and the possibility to give a presentation at the national conference brings mainly moral recognition, an opportunity which provides reasoning and discussing and the exchange of ideas and the collecting of experiences before a jury and the fellow participants. It is a good preparation for the future, for taking part in domestic and international conferences and by comparing their own work with those of others, students may obtain confirmation and new initiatives for their research work that often demands significant sacrifices. NATIONAL ASSOCIATION OF HIGHER EDUCATION DORMITORIES FELSÕOKTATÁSI KOLLÉGIUMOK SZÖVETSÉGE (FEKOSZ) Goals of FEKOSZ: FEKOSZ, the national corporate association of dormitories of higher education desires to contribute to the intellectual development of students residing in the dormitories of the institutions, by offering and instituting an association in which they can express and achieve their goals. Herewith, the association aims to raise dormitories to a level worthy of the important part they play in the process of one s becoming a member of the intellectual class. The association deals with youth protection and related activities. It co-operates with other national and international organisations which deal with higher education and youth representation. Tasks of FEKOSZ: FEKOSZ, in order to achieve its goals, carries out the following respective duties: Representation of collective interests of dormitories and takes joint action in issues concerning dormitory groups, Participation in national decision-making processes in issues which concern dormitories of higher education, either directly or indirectly, Provision of information flow and connection between dormitories by, for instance, arranging professional presentations and debate sessions, Offers of assistance to local institutions to settle occasional conflicts, Striving to provide the students with the proper quantity and quality of dormitory accomodation, Youth protection. v 229 v
12 Background Institutions of Higher Education NATIONAL UNION OF STUDENTS IN HUNGARY HALLGATÓI ÖNKORMÁNYZATOK ORSZÁGOS KONFERENCIÁJA (HÖOK) HÖOK, as a national corporate association of democratically functioning autonomous student unions performs those functions for the comprehensive development of higher education that are related to higher education and youth policy, and cannot be solved at local or regional levels. The association initiates the constitution of laws, gives an opinion on bills and organises professional presentations and debate sessions; furthermore, it organises and promotes information flow among its member organisations and collaborates with other national and international organisations which deal with higher education and youth representation. In the case of dispute, at the members request, it mediates between its members, local or national organisations and institutions. HÖOK membership The members are Hungarian students unions which function either at state institutions or at institutions acknowledged by the state, and are elected in each faculty, according to the rules of the respective institution. OFFICE OF HIGHER EDUCATION AWARDS AND GRANTS FELSÕOKTATÁSI PÁLYÁZATOK IRODÁJA (FPI) The recent changes in higher education financing, particularly the change-over to normative support, has induced the need to finance those activities which are not subject to normative support, yet assist and complement the essential activities of the institutions. According to the foregoing experiences also considering the importance of publicity this need can most suitably be satisfied competitively. Consequently, the amendment of the Law on Higher Education established the following resources for competitive awards including the regulations of earmarked funds. Széchenyi Professor s Scholarship, Higher Education Research and Development Tender, Higher Education Book Support Tender, Higher Education Library Support Tender, Higher Education Projects Financing Tender. The Office of Higher Education Awards and Grants was founded in October 1996, to organise the above awards and grants. The mission of the office is to promote at an institutional level the implementation of the objectives defined in the parliamentary resolution on the directives of the development of higher education. v 230 v
13 Background Institutions of Higher Education TEMPUS PUBLIC FOUNDATION TEMPUS KÖZALAPÍTVÁNY The Tempus Public Foundation was established in 1996 by the Hungarian Government. Its controlling body is the Ministry of Education. The Tempus Public Foundation co-ordinates the Tempus, Socrates and Leonardo da Vinci programmes of the European Union, as well as the Central European CEEPUS programme in Hungary. The Hungarian Training Centre for the European Social Fund, the Secretariat of the Centres for European Studies and the Alumni for Europe network also work within the Public Foundation. The goal of the foundation is to support objectives aiming at the modernisation and quality development of training through various forms of competition. Also, to support the following objectives: Support for the declaration and assertion of European Identity in education and training, Preparation of Hungarian education and training for EU accession, furthermore facilitation of the accession through the development of education and training. THE PHARE OFFICE OF THE MINISTRY OF EDUCATION OKTATÁSI MINISZTÉRIUM PHARE PROGRAMIRODA The primary task of the Phare Office is the following: The Phare Office of the Ministry of Education participates in managing and implementing the financial resources provided for education and training within the Phare programme. Ongoing programmes: The main programme (HU ) of the Phare Office aims through education and training at the social integration of the socially disadvantaged, especially the Roma youth. The programme will be implemented by the Ministry of Education in close co-operation with the Ministry of Family and Social Affairs. The programme is supervised by the Phare Working Group and the Steering Committee. The preparation and implementation of the projects related to the programme are carried out by the Phare Office and the monitoring and advisory committees. Moreover, the Phare Office also participates in co-operation with Ministry of Agriculture and Regional Development in the implementation of the programme component Development of Human Resources of the Phare programme HU entitled Regional Development. The implementation of the programmes proceeds through co-financing. v 231 v

21 Summer Universities and Hungarian Language Courses HUNGARIAN LANGUAGE INSTITUTE Internet site: The Hungarian Language Institute (HLI) started to teach Hungarian as a foreign language more than forty years ago. In those days mainly scholarship students arrived in the frame of international treaties, who wished to study at a Hungarian university. The preparation of foreigners to university studies remained one of the basic functions of the institute, but today the majority of students attend the courses at their own expense. The preparatory course lasts for a school-year: the first semester consists of an extremely intensive Hungarian language course (28 lessons/week), while in the second semester students specialise in their chosen fields, and study specialist language and subjects. The other principal function of the Institute is the organisation of university-preparatory courses for Hungarian-speaking students, who are residents in one of the neighbouring countries. In the frame of this preparation different subjects for the university entrance examinations are taught, mainly with the purpose to reconcile the levels of secondary education of the different countries with the entrance requirements of Hungarian higher education institutes. The language school of the Institute operates in a trimester-based system, and offers Hungarian language courses at different levels from September to July, expecting those who wish to learn Hungarian only. This trimester system is accompanied by an intensive Hungarian summer-course, held in July. Since the Institute is also an accredited examination place, both systems enable students to take state-approved language exams four times a year (naturally these language exams are also open for those not learning at our Institute). In addition to the above, the Institute also does research and development in the field of educational materials. A large amount of general- and special purpose teaching material have been prepared with the contribution of HLI teachers. Many hundred students attended HLI courses in the last school-year, arriving from 35 countries. More than 80 % of them successfully passed the entrance or language exams. 24 Summer Universities and Hungarian Language Courses HUNGARIAN & EAST-CENTRAL EUROPEAN STUDIES/HUNGARIAN LANGUAGE PROGRAMME (HSL) AT THE UNIVERSITY OF SZEGED Internet site: The Hungarian & East-Central European Studies/Hungarian Language Programme at the University of Szeged (abbreviated in Hungarian as: SZTE) aims at giving students a general and thorough introduction to Hungarian culture and civilization by offering basic courses in a diverse variety of fields, from aspects of cultural anthropology to poetry, political science to geography, always with a thorough emphasis on the East-Central European contexts. The primary aim of the language component of the programme is to provide visiting students with a two-semester intensive language course in Hungarian. For the first term the language courses emphasise the following skills: 1) speaking and listening; 2) reading and writing; 3) grammar; 4) situational excercises. Depending on the level of Hungarian knowledge among the students, each year the programme may offer different levels of Hungarian instruction, including beginning, lower/upper intermediate, advanced, and/or remedial. Participants of the programme can focus on either the Studies or the Language aspect and can compose their syllabus in very flexible ways. Those interested, may also enrol in various SZTE-courses offered outside the programmes, including those of the IEAS. The HSL programme is especially recommended for upper division undergraduates, particularly those majoring in areas of East or Central European history, sociology, cultural anthropology, political science, ethnic studies, Uralic studies, general history, or folklore. 26 Practical Information Tourism The territory of the country is smaller than 100,000 square kilometres, the Hungarian language is spoken only by Hungarians, Hungarian folk songs are not similar to those of any other nation yet the Hungarians have been living in the middle of Europe for over 1,100 years. Despite the numerous disastrous turns of its history Hungary is still rich in values attracting many visitors from all over the world. For its wonderful scenic values, Budapest, the capital city of Hungary the gem of the Danube is included in the World Heritage list of UNESCO. Hungary has the largest surface thermal water supply after Iceland and the hundreds of thermal springs enable thousands of people to cure a variety of conditions. Lake Balaton, the largest lake in Central Europe, is a paradise for families with small children, fans of sailing and those who simply like to spend their vacation near a lake. A foreigner, who stays more than 30 days in Hungary and does not lodge in hotels, motels, or other public lodging facilities, shall notify her/his place of accommodation to the office of the local government or to the regional alien policing authority competent according to the place of accommodation. The obligation of notification may be met in person or through the host. A foreigner having a residence permit shall notify her/his place of residence and any change therein within three days after moving in. A foreigner entering Hungary without visa or with a short-term visa (stay of less than 90 days) can obtain a permit to stay in Hungary only in cases calling for particular consideration (i.e. medical treatment). The application for the issue of a permission to stay or its extension shall be submitted to the regional alien policing authority competent according to the Hungarian residence of the v 245 v
27 Practical Information applicant within fifteen days at the latest prior to the termination of legal stay, using the prescribed form. A foreigner applying for the issue of a permission to stay, its extension or a residence permit shall submit an official medical certificate, stating that she/he does not suffer from a disease determined in legal regulations, is not contagious and is not a carrier of such pathogens. The shall be issued by the competent county (Budapest) institute of the State Public Health and Medical Administration (SPHMA) according to the Hungarian residence of the applicant. Motorists must have a valid International Driver s License. A veterinary certificate shall be required to let animals enter Hungary. In the certificate the vet shall specify that the animal has been examined and found free of diseases, and the animal has received the shots required by local and international regulations, and in the area (town, county) where the animal has been kept there has been no outbreak of any contagious diseases characteristic of the breed within 3 months of the issuance of the certificate. 39 Appendix 2 IMPORTANT INTERNATIONAL ORGANISATIONS AND PROGRAMMES CEEPUS CENTRAL EUROPEAN EXCHANGE PROGRAMME FOR UNIVERSITY STUDIES In November 1992, the city of Graz hosted the conference Education for a New Europe. In the course of the conference, the Austrian Federal Ministry of Science and Research (BMWF) introduced a preliminary outline for a Central European Exchange Program for University Studies (CEEPUS) to representatives and specialists from Bavaria, Bulgaria, Croatia, the Czech Republic, Hungary, Italy, Poland, Romania, The Slovak Republic, Slovenia, Switzerland, and the Ukraine as well as representatives of the European Commission. On 8 December 1993 the CEEPUS Agreement was signed in Budapest by the relevant Ministers of Austria, Bulgaria, Hungary, Poland, The Slovak Republic and Slovenia. The Hungarian Ministry of Education was named Depositary of the Agreement. The CEE- PUS Agreement was phrased in such a way as to allow for subsequent accession of further member states. Croatia and the Czech Republic joined CEEPUS in 1995 and 1996, respectively. Romania joined in FYROM has applied for accession. In the spring of 1994, the Central CEEPUS Office was set up in Vienna to implement the arrangements necessary in laying the foundations of the programme. During the summer of 1994 the CEEPUS Agreement was read and approved by all members, and National CEEPUS Offices were established in each country. On 24 and 25 October 1994, a CEEPUS Expert Conference met in Vienna to discuss further implementation of the program. They agreed upon the process of program administration and set the deadline of 15 December 1994 for network applications for the summer of The first meeting of the International Commission that finalises the selection of network applications was scheduled for January CEEPUS became effective on 1 January Exchange actions started with Summer Term EAIE EUROPEAN ASSOCIATION FOR INTERNATIONAL EDUCATION The main aim of the EAIE is to stimulate and facilitate the internationalisation of higher education in Europe and to enhance the quality of international education. The EAIE does this by organising an annual conference and training courses and by publishing a newsletter and occasional papers on issues of concern to those involved in international education. The EAIE members use the EAIE for networking, information exchange and as a means of influencing the process of internationalisation. As a non-governmental, non-profitmaking professional association, the EAIE is fully independent which v 259 v
40 Appendix 2 enables it to work in cooperation with governments, trans-governmental bodies, educational institutions and other associations to promote the interests of its members and of international education. Directorate The EAIE has a permanent Secretariat in Amsterdam, headed by an Executive Director, and is governed by an elected Presidency and Executive Board. Final Authority lies in the hands of the General Meeting of the membership, which takes place during the Annual Conference. Governance of the Association is truly international, with the Presidency and Board drawn from a wide variety of countries. ECML COUNCIL OF EUROPE EUROPEAN CENTRE FOR MODERN LANGUAGES It was on the initiative of Austria and the Netherlands, with special support from France, that in 1994 eight states founded the European Centre for Modern Languages (ECML) as a forum in which the responsible persons for educational policy can meet up with specialists in language teaching methodology as well as with language experts in order to discuss what will have to be done and which challenges will be taken up concerning the specific area of language policy at a time when the European integration process enters into a crucial stage. Following an initial trial period ( ) the continuation of the activities of the Centre was confirmed by Resolution 98 (11) of the Committee of Ministers. The aim of the Graz Centre is to offer - generally through international and regional workshops or seminars, a meeting place and working platform to work out projects for officials responsible for language policy, specialists in didactics, teacher trainers, textbook authors and other multipliers in the area of modern languages. Thus, the ECML hopes to promote the dissemination of good practice in language teaching and learning, and to contribute to the respect and reinforcement of linguistic diversity in a multilingual, multicultural, democratic and tolerant Europe open to other. Its activities cover all levels of education from primary to higher education as well as vocational training and lifelong learning. They are open to the European cultural and language education networks. The Graz Centre quite clearly has a pan-european role, although, in its initial stage of operation it paid special attention to the critical needs of the countries of Central and Eastern Europe. v 260 v
41 Appendix 2 ENIC NETWORK EUROPEAN NETWORK OF NATIONAL INFORMATION CENTRES ON ACADEMIC RECOGNITION AND MOBILITY The ENIC Network (European Network of National Information Centres on academic recognition and mobility) plays an important role in developing policy and practice for the recognition of qualifications, and it will also play an important role in promoting the application of the new Convention. The Network is made up of the national information centres of the States party to the European Cultural Convention or the UNESCO Europe Region. An ENIC is a body set up by the national authorities. While the size and specific competence of ENIC may vary, they will generally provide information on: the recognition of foreign diplomas, degrees and other qualifications; education systems in both foreign countries and the ENIC's own country; opportunities for studying abroad, including information on loans and scholarships, as well as advice on practical questions related to mobility and equivalence. EUROPEAN STUDIES CENTRES The European Studies Centres were established in 14 higher educational institutions in 1997 by a significant Phare support. The institutions agreed to keep financing the Centres for another 5 years after the support from Phare is over in With the help of the programme, all the statistical regions of Hungary have been provided with the opportunity to master the necessary knowledge and competencies on the European Union, its structures and policies in the sector of tertiary education (undergraduate and postgraduate training), as well as in the sphere of civil servants, lawyers, businessmen, the media, the teaching profession and other walks of life. Besides training programmes and research, the European Studies Centres launched operating European documentation centres. They also publish various publications on the EU and EU-related issues. They function as useful resource centres for higher educational institutions, the local government and the public administration sector. EURYDICE THE EDUCATION INFORMATION NETWORK IN EUROPE EURYDICE, the education information network in Europe, produces reliable, readily comparable information on national education systems and policies. EURYDICE also acts as an observatory, highlighting both the diversity of systems and their common features. By circulating the results of its work, EURYDICE promotes better mutual understanding of these systems and the common issues that run through them. Working on behalf of policy makers and the world of education, EURYDICE prepares and publishes: v 261 v

EURYDICE also has its own database, EURYBASE, which constitutes a further highly detailed reference source on education systems in Europe. NARIC NETWORK OF NATIONAL ACADEMIC RECOGNITION INFORMATION CENTRES europa.eu.int/comm/education/socrates/agenar.html The NARIC network is an initiative of the European Commission and was created in The network aims at improving academic recognition of diplomas and periods of study in the Member States of the EU, the EEA countries and the associated countries in Central and Eastern Europe and Cyprus. The network is part of the Community's Programme SOCRATES/ERASMUS, which stimulates the mobility of students and staff between higher education institutions in these countries. All EU and EEA States and all the associated countries in Central and Eastern Europe and Cyprus have designated national centres, the purpose of which is to assist in promoting the mobility of students, teachers and researchers by providing authoritative advice and information concerning the academic recognition of diplomas and periods of study undertaken in other States. The main users of this service are higher education institutions, students and their advisers, parents, teachers and prospective employers. In most cases, these centres are also responsible for work related to the implementation of the joint Council of Europe ( and UNESCO ( Convention on the recognition of qualifications concerning higher education in the European region. OECD ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT RESEARCH AND DEVELOPMENT WORKING GROUPS The Organisation for Economic Co-operation and Development groups 29 member countries in an organisation that, most importantly, provides governments a setting in which to discuss, develop and perfect economic and social policy. They compare experiences, seek answers to common problems and work to co-ordinate domestic and international policies that increasingly in today's globalised world must form a web of even practice across nations. Their exchanges may lead to agreements to act in a formal way for example, by establishing legally-binding codes for free flow of capital and services, agreements to crack down on bribery or to end subsidies for shipbuilding. But more often, their discussion makes for better informed work within their own governments on the spectrum of public policy and clarifies the impact of national policies on the international community. And it offers a chance to reflect and exchange perspectives with other countries similar to their own. v 262 v

Committees bring together representatives of member countries, either from national administrations or from their permanent delegations to the OECD, co-located with the Secretariat in Paris. Phare has provided aid - not loans but support which is not to be reimbursed - for the social and economic transition since 1990 according to the priorities set by the European Commission and the Inter-governmental Commission of the Hungarian government. The development of the educational sector, especially in the area of higher education, is essential to fulfilling the needs of the Hungarian economy for qualified human resources. The Phare programme supports training, development and re-structuring. Key problems in Hungary's higher education system noted by several expert studies are the lack of interest in economic oriented fields, lack of capacity in higher education and the low level of diversification related to the length of time required to attain a diploma or certificate, in addition to educational forms and methods. 44 Appendix 2 SOCRATES/ERASMUS THE EUROPEAN COMMUNITY ACTION SCHEME FOR THE MOBILITY OF UNIVERSITY STUDENTS europa.eu.int/comm/education/socrates/erasmus/home.html ERASMUS is the name given to the Higher Education section of the European Community action programme in the field of education "SOCRATES". Adopted on 24 January 2000 and spanning the period until the end of 2006, SOCRATES is now open to the participation of 28 countries: the 15 Member States of the European Union; the three EEA countries (Iceland, Liechtenstein and Norway) and ten associated countries: Hungary, Romania, the Czech Republic, the Slovak Republic, Poland, Bulgaria, Esthonia, Latvia, Lithuania, Slovenia. Other countries (Malta, Cyprus and Turkey) are presently negotiating their possible future participation. The SOCRATES II programme supports European cooperation in eight areas, from school to higher education, from new technologies to adult learners. The objectives of ERASMUS Higher education plays a crucial role in producing high quality human resources, disseminating scientific discovery and advanced knowledge through teaching, adapting to the constantly emerging needs for new competences and qualifications, and educating future generations of citizens in a European context. All such functions are of vital importance to the long-term development of Europe. The increasing speed at which existing knowledge becomes obsolete, and the rapid changes in the means by which it is delivered and renewed, will require the higher education sector to adopt new methods and commit itself wholeheartedly to the provision of lifelong learning. Against this background, ERASMUS contains a wide range of measures designed to support the European activities of higher education institutions and to promote the mobility and exchange of their teaching staff, students and administrators. THE FIFTH FRAMEWORK PROGRAMME (FP5) OF THE EUROPEAN UNION The Programme sets out the priorities for the European Union's research, technological development and demonstration (RTD) activities for the period These priorities have been elected on the basis of a set of common criteria reflecting the major concerns of increasing industrial competitiveness and the quality of life for European citizens. The Fifth Framework Programme has two distinct parts: the European Community (EC) framework programme covering research, technological development and demonstration activities; and the Euratom framework programme covering research and training activities in the nuclear sector. FP5 differs considerably from its predecessors. It has been conceived to help solve problems and to respond to the major socio-economic challenges facing Europe. To maximise its impact, it focuses on a limited number of research areas combining technological, industrial, economic, social and culv 264 v

UNESCO UNITED NATIONS EDUCATIONAL, SCIENTIFIC AND CULTURAL ORGANISATION The main objective of UNESCO is to contribute to peace and security in the world by promoting collaboration among nations through education, science, culture and communication in order to further universal respect for justice, for the rule of law and for the human rights and fundamental freedoms which are affirmed for the peoples of the world, without distinction of race, sex, language or religion, by the Charter of the United Nations. To fulfill its mandate, UNESCO performs five principal functions : Prospective Studies: what forms of education, science, culture and communication for tomorrow's world? The advancement, transfer and sharing of knowledge: relying primarily on research, training and teaching activities. Standard-setting action: the preparation and adoption of international instruments and statutory recommendations. Expertise: provided to Member States for their development policies and projects in the form of "technical co-operation". Exchange of specialised information. UNESCO-CEPES EUROPEAN CENTRE FOR HIGHER EDUCATION/CENTRE EUROPÉEN POUR L'ENSEIGNEMENT SUPÉRIEUR The UNESCO-CEPES (European Centre for Higher Education/Centre Européen pour l'enseignement Supérieur), a decentralized office of the UNESCO Secretariat, was established in September 1972 with a view to promoting co-operation in higher education among Member States of the Europe Region (the countries of Europe, North America, and Israel). In addition to this major mission, UNESCO-CEPES also serves as a field office representing UNESCO in Romania. Although the activities of UNESCO-CEPES are foremost focused on higher education in the Europe Region, the Centre also maintains contacts with relevant organizations and institutions in other regions, in conformity with the universal vocation of UNESCO. Through its pan-european mission and specific competence and experience in Central, Southeastern, and Eastern Europe, developed over nearly thirty years of presence in the region, UNESCO-CEPES is, in its own way, a unique institution that deals with higher education in the Europe Region by providing bridges for active international co-operation. v 265 v
