1 School Counseling Overview of Courses and Ongoing Professional Development STRAND TIER 1 TIER 2 TIER 3 Management and Accountability Have a basic knowledge of student learning, school counseling content objectives, professional standards including those defined by the Professional School Counseling Program Using the VASCA Model, and relevant legal resources. Develop and implement audit based action plans to support a comprehensive School Counseling Program Become familiar with federal (FERPA), state (SOQ and SOA) and local(policy and regulations) guidance documents governing activity related to counseling programs (records management, release of student information, promotion/retention and graduation requirements, data collection and reporting, etc) Become familiar with local documents which communicate the activity of school counselors to the public (local policy, parent handbook, the division and school web pages, POS and local planning procedures described in Conduct Audit Conduct Delivery System Audit Conduct Management Audit Conduct Accountability Audit Use audit results to create action plans Identify and use effective means to communicate program objectives and related activities with students, parents, and colleagues at school. Develop skills to effect a positive school learning environment (bullying prevention, conflict resolution, safe schools/rems training) for students and staff. Follow appropriate policy and regulation when planning comprehensive school counseling program Advanced data analysis: Make your data work to support and improve classroom guidance sessions, counseling activities, and communication with stakeholders Use knowledge of student learning, the learning environment, and federal/state/local guidance documents to build a comprehensive school counseling program around Virginia objectives for academic, career and 1 Demonstrate the comprehensive school counseling program effectively contributes to the academic success of every student Develop and promulgate systematic communication with all stakeholders

3 COURSE DESCRIPTIONS Both Ongoing in Counselor Meetings and Division Professional Days Course Title Annual Orientation for Opening of School Four Audits and Development of Action Plans Target Audience Hours 3 Primary Strand Course Content Follow up/ Extension Tier I Tier I (As needed for new staff) Tier 2 (Ongoing review and discussion) Process for Planning, implementation and evaluation of comprehensive program Review of relevant federal, state and local policy and regulation Review of relevant local documents used to communicate state and local policy and practices to the public (Annual opening of school meeting) Audit Delivery System Audit Management Audit Accountability Audit Use of audit results to write action plans for annual counseling program (Ongoing as part of the annual program planning and evaluation process) (Annually as needed to support new staff and review/expand with continuing staff during regular counselor meetings) Utilize appropriate policy and regulation to guide program development and decision making in all aspects of school counseling throughout the year Meet timelines as needed for the division and school activities Document school counseling plan for program activities and evaluation for administrators by the end of September Highlight those aspects of the plan specifically related to the audit areas Develop school action plans (using audit results) in the three areas of academic, career and personal/social counseling program objectives consistent with VDOE SOLs in these areas Use mid term audit to assess mid term progress, revise as needed, and to evaluate progress at the end of the year Use of end of year evaluation to reflect on progress and improve program for following year Share documentation of program monitoring and evaluation with administrators during annual evaluation conference 3

4 Legal Issues and Counseling Communicating with Stakeholders 6 Hanover County Public Schools Professional Development Tier 1 Tier 1 and 2 (Ongoing at counselor meetings and corridor transition planning meetings) Become familiar with applicable federal and state law related to school counseling Address legal questions as need arises and disseminate information as appropriate (Ongoing at counselor meetings) Understand the tools by which the VDOE communicates promotion/retention, graduation and other policy/regulations for accrediting public schools Understand necessity of alignment of local policy and practices with SOA/SOQ Understand counselor role in the effective communication of relevant information to stakeholders Analyze current transition plans for all students and work to improve activities and communications with all stakeholders (Engage in planning and discussion of the above during regularly scheduled counselor meetings and corridor meetings) Consult with appropriate administrators when issues arise to assure appropriate action and communication as needed Consult appropriate policy and regulation in response to questions Consult with appropriate administrators regarding questions as appropriate Work to assure alignment of counseling procedures with policy and regulation, especially as articulated in Parent Handbook, POS and Division Web Page Develop descriptions of all classroom guidance and school counseling program activities and timelines to communicate with stakeholders; and to share at counselor meetings and with administrator at evaluation conference Develop transition activities to assure smooth transition for all students through grade levels and other placements; share at counselor meetings, corridor transition planning meetings and with administrator at evaluation conference 4
