3 COMPLETE FINANCIAL SOLUTIONS FINANCING EximBank offers standard loans for current activity or investments as well as products with the state aid component: loans at a subsidized interest rate and partial compensation of the interest rate. GUARANTEES The guarantees provided by EximBank support the companies that need financing but do not have enough collateral guarantees. INSURANCE - EximBank provides insurance covering the commercial and political risks that may incur during international commercial transactions. 3
4 FINANCING SOLUTIONS LOANS FOR CURRENT ACTIVITY Companies may cover the cash shortfalls through a flexible financing mechanism, customized to their needs. INVESTMENT LOANS Companies willing to develop their business may use investment loans to finance the diversification of their activities, the replacement or upgrade of their production facilities etc. EXPORT FINANCING Companies may cover the costs related to the production and shipment of goods or services for export. A special segment of provided loan facilities that fall under state aid products: loans with subsidized interest rate The applicable interest rate is diminished with 3 pp. and remains fixed during the financing period. 4
5 SOLUTIONS FOR PROJECTS WITH EU FUNDS CO-FINANCING LOANS May cover up to 85% of the beneficiary contribution and of non-eligible expenses Tenor - customized based on investment project, implementation schedule, reimbursement PRE-FINANCING LOANS May cover up to 100% of the funds received from the EU Funds Management Authority Tenor - up to 2 years LETTERS OF COMFORT Binding or Non-binding GUARANTEES EximBank may guarantee loans granted by commercial banks to support EU-funded projects implementation 5
6 GUARANTEES EximBank issues guarantees on behalf and for the account of the Romanian State. EximBank guarantees are sovereign and ensuring reduce the credit risks incurred by lending banks, thus facilitating access to financing. EximBank Guarantee: Covers up to 80% of the principal of the Loan (loan or L/G) that a company may contract from any commercial bank, including EximBank The tenor is related to the Loan period Issued in the currency of the Loan For the guarantees issued on behalf of the Romanian State, with a value of max. EUR 1.5 Mio and a tenor of max. 5 years, the application is processed by EximBank in max. 10 days upon receipt of the complete documentation. 6
7 RISK MITIGATION EximBank offers to the Romanian companies the possibility to substantially reduce the commercial and political risks incurred in international transactions through a wide range of insurance products: Short Term Export Credit Insurance for non-market and temporary non market risks Covers the deliveries with a payment term up to 2 years for debtors and ensures cashing of 85% of the export contract value. Medium and Long Term Export Credit Insurance Covers deliveries with a payment term longer than 2 years and ensures cashing 85% of the export contract value Insurance of Romanian Capital Investments Abroad Covers receivables derived from an investment project and ensures cashing 90% of the project value BUYER S CREDIT INSURANCE Covers loans contracted by foreign buyers to purchase goods or services of Romanian origin and covers up to 95% of the insured value. 7
8 RISK MITIGATION As of October 2014, EximBank is offering a new insurance facility for exporters, covering up to 85% of the losses registered by Romanian exporters following the occurrence of commercial and political risks on EU and OECD markets. BENEFICIARIES - SME-s with a yearly turnover lower than 2 million Euros - Exporters (SME-s and big companies) that deliver to a sole debtor, in case of a risk exposure longer than 181 days but not more than 2 years. FEATURES - Insurance period: maximum 2 years - Currency: Ron or other currency, as per the export contract. APPLICABILITY Exporters may require insurance for export credits based on the scheme, regardless of their domain of work, except for the goods mentioned on the List of export goods that are not allowed to benefit from export trade support instruments implemented by EximBank. 8

10 TRADE FINANCE The longer than 20 years experience of EximBank in supporting the international commercial transactions offers to the bank the advantage of building trade finance and external factoring solutions tailored to each company s specific profile DOCUMENTARY BILL OF CREDIT- EximBank is irrevocably assuming for its importer client the payment to the exporter of the counter value of documents showing the goods delivery or services providing. LETTER OF BANKING GUARANTEE- EximBank offers letters of banking guarantee for participating in biddings, for payments, good execution, reimbursement of advance payments, custom and taxes payments. EximBank also offers letters of counter-guarantee issued in favor of another bank as a support for letters of guarantees issuing or granting other facilities. DOCUMENTARY INCASSO EximBank transmits the commercial documents (invoices, transport documents) and /or financial (bills, promissory notes) as per the exporters instructions in order to obtain the payments / payments approval from the importer. DOCUMENTARY PAYMENT ORDER - EximBank instructs the beneficiary bank to credit a certain amount to the beneficiary s account upon fulfilling certain conditions and/or presenting documents, statements, etc. 10
11 FACTORING EximBank may finance partially/totally, with or without recourse to exporters, the commercial invoices related to export activity, issued in the framework of a commercial contract/agreement/confirmed order with deferred payment, for covering the temporary lack of cash between the invoicing date and the due date of payment. ADVANTAGES No administration fee Financing up to 100% of the nominal value of the invoice Services at international standards EximBank is member of Factors Chain International No collaterals requested Immediate Financing - upon signing the factoring agreement payment is performed no later than 24 hours after the invoices are being presented. Payment of receivables before maturity - deferred payment becomes payment at sight Flexibility in funding usage funds may be used as needed Access to information related to potential partners through the foreign factoring agency Minimal documentation as compared with the one required for granting a loan 11
12 TREASURY EximBank offers up to date information about financial markets, competitive calculations and financial risks management solutions through a wide range of products: Exchange Market - EximBank offers competitive calculations for pairs of currencies including RON as well as for pairs of foreign currencies including: Transactions with the clearing date TODAY Transactions with the clearing date SPOT (clearing T+2) Client s option to place transaction orders at a limited exchange rate Derivatives: EximBank offers the following structures for protection against foreign exchange risks: FORWARD TRANSACTIONS (clearing >T+2) for the due dates indicated by the client SWAP TRANSACTIONS Monetary market: Standard and non standard period deposits (in order to place a cash excess client may constitute deposits with preferential rates, in RON or other currencies, for amounts higher than 100,000 RON, EUR/USD) Automatic Overnight option of having an overnight deposit automatically with preferential interest rates (minimal amount RON, EUR or USD) 12
