5 Part I Collection of Data How Project Code and Subscriber Identifiers are Assigned 5

6 Project Code Identifiers (PCIs) PCIs are the common thread linking reported data. Captures important information required for data analysis. Logical, organizational data structure. Each pilot will have multiple PCIs. How many will depend on individual pilot design. 6

7 PCIs Defining All Possible Combinations PCIs define the characteristics of a potential customer: Which pilot Which ETC/provider Geographic Location Packages offered ( treatment ) Choice selected from available options ( plan ) Your list of PCIs explains how your pilot is structured. 7

8 PCIs and Customer IDs PCIs will be attached to a customer ID. PCI + Customer ID indicates a customer s: Pilot and ETC Geographic Location (determined by pilot design) Treatment Group (determined by pilot design) Purchasing Decision (chosen from available options) 8

If multiple ETCs are participating in the same pilot project, then the ETC Id will vary based on the geographic area for the record (see next slide). 9

Are offers being made to potential customers in different states even though the offer does not depend on the geographic location? If Yes > Assign a different Geographic ID to each state. 17 Cheat Sheet: Organizing PCIs The first step in organizing your data records is to list all PCIs. Remember that PCIs define the characteristics of a potential customer and their choice (Project + ETC + Geography + Treatment + Plan Choice). PCIs should cover all areas, treatments, and plans defining a potential offer. 1. Are multiple ETCs in pilot? If yes, then use multiple ETC IDs with one Project ID. If no then use single ETC ID. 2. For each Project/ETC combination, list the all geographic IDs covered. 3. For each Geographic ID, list the treatment(s) offered in that geography. 4. For each treatment, list the plans offered. These steps will (a) create a list of all variations that can occur within the pilot, and (b) serve as the basis for completing Block C. Block C will build on this list of PCIs by adding price and service information for each Treatment/Plan combination. 17

18 Project Keys for Identifiers The Project Key is the roadmap or guide to understanding the PCI and how it relates to the Project. The Project Key has two primary functions: Allows Projects to accurately assign PCIs. Allows USAC/FCC to decipher PCIs during data analysis. The Project Key will not change once the project starts. USAC will contact each Participating Project and ETC to review, in detail, their Project Key. Project Key will have five components: Project ID Key (Not the same as the Project Code Identifier); ETC Key; Treatment Key; Plan Key; Geographic Key. 18

28 Subscriber ID PCI + Customer ID = Subscriber ID. Customer ID is a five digit appendage added to the end of the PCI. Customer ID must be unique. Each Project and ETC will be responsible for assigning and recording the Customer ID. 28

31 Data Blocks Completing the data blocks follows from the master PCI list. Complete the blocks in the following order A, B, C, D, E, G, F, H. 31

32 Block A Block A provides ETC information. If only one ETC in pilot, then each row is the same. If multiple ETCs in pilot, then row information will vary. ETCs are required to submit this information within 2 weeks prior to the commencement of the period for enrolling new subscribers. 32

33 Block A Form COMPANY INFORMATION PROVIDED BY ETC WITH EACH SUBMISSION TO USAC BLOCK A Each ETC is required to submit the company specific information contained in block "Identifying Information - Block A" for each submission to USAC. All raw data that the ETC submits may be submitted as an Excel or CSV file. 35 Block B Once the PCIs have been assigned within the project, Block B can be completed. The ZIP code field listed in Block B will also be used for completion of subscribers ZIP codes reported in Block E. ETCs are required to submit this information within 2 weeks prior to the commencement of the period for enrolling new subscribers. 35

38 Block C Block C lists all PCIs. This is the universe of all possible location/treatment/plans that may be offered during the pilot. PCIs define the pilot, ETC(s), geographic units, treatments, and plans. For each PCI, complete Block C to explain the characteristics of that potential offering (e.g. speed, technology, price, digital literacy, etc.). ETCs are required to submit this information within 2 weeks prior to commencement of the period for enrolling new subscribers. 38

39 Block C: Reporting All Possible PCIs? Some pilots may wish to list all possible PCIs in Block C. For example, if randomizing by ZIP code, the pilot may randomly assign treatments to all ZIP codes in the covered states. Solicitations might not occur in all ZIP codes however if potential customers are contacted via direct mail or text. Block D will report which PCIs actually were offered to customers. 39

42 Block D Block D reports how many solicitations and enrollments were actually made for each PCI on a quarterly basis. If no offers were made in a PCI, report zero. Direct Marketing (mail, text, call) Report what was offered and where. Report exactly how many offers were made. General Marketing (radio, flyers, TV) Report the estimated size of Lifeline eligible subscribers in receiving the offer. 42

47 Block E Block E reports who chose what and where. For each enrollment, list the associated PCI. Append a Unique Subscriber ID to the record. Complete remainder of fields on date subscribed, ZIP code, and digital literacy. Block E is a listing of all enrollees and through the PCI identifies their location, treatment, service. ETCs must submit this information when all subscribers have enrolled in the project (no later than 10 months after commencement of the Trial Period). 47

Each ETC files a Form 550 for each month it is claiming support For example, ABC Partnership includes Washington, Adams, Jefferson and Madison Telcos. Each telco must file a Form 550 to be reimbursed. Form 550 can be filed for the first time the month after the first month an ETC first provides subsidized broadband service. Form 550 will be filed with USAC via SFTP site. File signed PDF version also. 62
