4 National Broadband Plan Transitioning from Universal Service (Voice Only) to Connect America (broadband including voice and high speed internet) for both Wireline and Mobile Services The National Broadband Plan lays out a roadmap to America s future. These initiatives will stimulate growth, spur job creation, boost our capabilities in education, healthcare, homeland security and more.
