2 Purpose This policy sets out how Council will fulfil its Corporate Reporting responsibilities. Scope The policy is a corporate document which applies to the whole organisation. Acting under the lead of the Manager Business Transformation, the Coordinator Communications & Improvement is responsible for the development of appropriate frameworks, ensuring that data is collected efficiently and that Council s performance is effectively reported. Legislative Reporting requirements The Local Government Act 1989, Local Government Amendment (Performance Reporting and Accountability) Act 2014, Section 2-16, outlines Council s reporting requirements. This policy has been developed in line with those requirements. Organisational Accountability Mitchell Shire Council is developing an integrated approach to planning and reporting recognizing that effective corporate performance reporting is a key component of organisational transparency and accountability. Council believes that effective data supports evidence-informed decision making and provides the base from which to drive sustainable improvement. This approach aligns with the Council Plan theme Organisational Capacity and Performance and our commitment to improve reporting and accountability. Accordingly Council will: Report to Council six monthly on progress with each year s Annual Action Plan of the Council Plan Seek sustainable improvement through a service review program Meet its obligations to report under the Local Government Performance Reporting Framework Mitchell Shire s Integrated Planning & Reporting Framework Council s key strategic document is its Council Plan which covers the four year Council term. Planning is undertaken annually to review the Council Plan, develop Department business plans and prepare individual work plans. This ensures a strong line of sight between Council s strategic direction and day-to-day delivery. Mitchell Shire Corporate Reporting Policy May
3 Management Plans Government strategy, policy and budgets Each Department contributes to the Council Plan Annual Action Plan which seeks to progress the overall strategic direction in annual increments. Council s Integrated Planning and Reporting Framework is outlined in the diagram below. 4 The Local Government Performance Reporting Framework The mandatory Local Government Performance Reporting Framework (LGPRF) is designed to ensure Councils measure and report their performance consistently. The explanatory diagram below was issued by Local Government Victoria and shows that the LGPRF indicators are to be reported on annually via the Annual Report. The indicators are designed to measure: effectiveness how well the outcomes of a service achieve the stated objectives; efficiency how well resources (inputs) are used to produce outputs and outcomes, expressed as a ratio of outputs to inputs; and quality the extent to which a service is suited to its purpose, conforms to specifications and meets users needs The indicators and measures are grouped into three sections covering: Service performance Financial performance Sustainability In addition a Know Your Council website is being developed. 5 Mitchell Shire s reporting Forums Executive Leadership Team ELT receives all corporate and statutory reporting. This includes quarterly reporting on a set of Core Corporate indicators designed to assist informed decision making at the Executive level and which provide a health check across a set of key internal services including Customer Service, People & Culture, I.T., Risk and Planning. Councillors Progress reports on Council Plan actions, finance and capital works are presented to Councillors at a formal meeting on a quarterly or six monthly basis. Audit Committee The audit committee oversees corporate systems including compliance with the LGPRF. Reporting Roles and Responsibilities Corporate Improvement Officer Manages the Interplan system Collates data and produces reports for: Annual Action Plan actions Core Corporate indicators LGPRF Prepares Annual Report data and supports services to provide audit data Officer/Coordinator (in each team) Manager (SLT) ELT CEO and Mayor Collects and provides accurate and full data on relevant indicators Provides supporting evidence in preparation for external audit as applicable in relation to the LGPRF Reviews results Explains material variances Reviews quarterly reports on core corporate indicators; Council Plan Annual Action Plan; capital works and finance Sign off LGPRF Governance and Management checklist Corporate Performance Reporting System Council uses the Interplan Corporate Performance Reporting module. This is currently used to report on the Council Plan Annual Action Plan. Council intends to add key Strategies to Interplan in 2015 to facilitate and integrate corporate reporting.
