1 Hi-Lights of South Carolina Trucking A Semi-Annual Publication of the South Carolina Trucking Association Fall/Winter 2016 We Are on a Mission What does our intentionally simple and self-explanatory mission statement really mean To Advocate, Educate and Collaborate for successful trucking operations? To Advocate: means any purposeful activity that gets attention, promotes, fosters, informs, influences. That can be with the government (legislative or administrative; state, local, or federal; public schools); the media; the public at-large; other organizations, etc. To Educate: is to teach, help others learn or better understand, inform, share, gain perspective, develop, grow, save, improve, etc. To Collaborate: involves working with others to build rapport, advance a cause, accomplish an objective, etc. An organization s mission is not cyclical; its scope of work does not vary significantly up or down with the economic cycles. Our members day-to-day expectations are a constant, albeit somewhat tempered by political and economic realities. They range from servicing an immediate need, to putting out a fire, to planning and meeting project and activity deadlines. But the core, mission-centric scope of work is about doing the labor intensive, long-view, methodical grind necessary to accomplish the meaningful, and significant things that advance the industry s long-term goals and objectives. Typically, those are the things that involve development, shaping public opinion and enacting public policy. Much of it is often intangible today, out of sight, out of mind even to our most engaged leaders. But it all takes times, and staff resources. In the industry we re in the challenging, rough and tumble world of trucking we can never afford to let our guard down, or our voice grow quiet. So we can t express enough how appreciative and grateful we are to our loyal and generous members who trust that this is the way it has always been, and must always be. They understand and support the long-game. This periodical strives to graphically illustrate some of our most recent hi-lights. It doesn t attempt to cover them all, they are too numerous. But it s designed to give our members a snap-shot of what we re doing with the support you provide, and what our potential could be. (Our weekly and other periodicals capture the current goings on. And we hope you don t miss them. Check your spam filter!) Thank you for what you do as companies and individual volunteers on behalf of SCTA. Without your constant support, we would hate to imagine how limited our capabilities would be. If you want us to do more, help us grow. 4 Call for HOS Fix is Heard! SCTA Calls on Washington One of the main action items we addressed with the delegation was the need for a permanent fix to the HOS 34-hour re-start problem. They voted to include the language in a piece of legislation before adjourning for the year! This was a clear example of what direct and successful advocacy looks like! SCTA chairman Ronnie Cooper led a 22-person delegation to Washington DC in September. For a state with a nine-member Congressional delegation, this may have been a record for the American Trucking Associations grassroots advocacy program referred to as Call on Washington. In December 2015, Congress passed the long-awaited Fixing America s Surface Transportation (FAST) Act, which mandated reform of the Federal Motor Carrier Safety Administration (FMCSA) Compliance, Safety, Accountability (CSA) program, allocated $225 billion over five years to the highway program, and established a pilot program for younger veteran drivers. December 2015 also saw the issuance of FMCSA s final rule on electronic logging devices (ELDs), which set a timeline of two years for fleets and using paper logs to convert to ELDs for hours-of-service (HOS) tracking. Among its provisions, the rule grandfathers in existing ELDs until at least December 2019, and sets provisions to prevent the harassment of drivers using ELDs. However, concerns exist over the productivity impacts the industry may experience from ELDs, and at least one legal challenge has yet to be settled. In addition, the U.S. Department of Transportation s (U.S. DOT) National Highway Traffic Safety Administration (NHTSA) and the Environmental Protection Agency (EPA) issued the Phase 2 final rule on Greenhouse Gas Emissions and Fuel Efficiency Standards for medium- and heavy-duty engines and vehicles. And, in late-august, FMCSA and NHTSA issued the proposed rule on speed limiters for heavy trucks. More recently, the FMCSA issued a final rule creating a first-ever federal clearinghouse for driver drug and alcohol test results. It will become effective January 4, 2017, with a January 6, 2020, compliance date. The clearinghouse database will serve as a central repository containing records of violations of FMCSA s drug and alcohol testing program by commercial driver s license holders. Most recently, the FMCSA moved forward with new minimum training standards for new truck and bus drivers, publishing a final rule on December 8. The training standards will apply to entry-level drivers who are applying for their first commercial driver s license, or an upgrade. The rules will encompass drivers who operate trucks carrying hazardous materials, as well as tour buses and schools buses. The rules go into effect on Feb. 6, 2017 and is expected to be fully implemented by February President-Elect Donald Trump s Administration may have an impact on these and other initiatives. We will work with ATA to ensure your interests are represented.

5 CDL Study Committee Addresses Driver Shortage The entry-level CDL Driver Study Committee initiated by SCTA during the 2016 legislative session issued a final report to members of the General Assembly this fall which acknowledges an acute and growing shortage of commercial truck drivers, and points to ways to facilitate government-run fleets to hire entry-level CDL licensees. SCTA hopes that the work of this committee will boost CDL drivers as a priority for state workforce development initiatives. We also hope to work closer with Technical Colleges and high school programs to promote awareness of trucking industry careers to students. One of the key findings of the committee was the need to create a school to job pathway by utilizing existing programs as well as new concepts, this includes but is not limited to: Creating Public-Private Partnerships (TDL Pathway to Success) Build a pathway for CATE students to begin earning their CDL prior to finishing the program at a Technical College. Using state and county agencies as the employers, explore use of Youth Registered Apprenticeship as the program model which would result in a high school diploma, CDL license, nationally recognized credential, and possibly a full-time job for each participant. Assist private and public employers in developing finishing programs as Registered Apprenticeships Educate Parents & Guidance Counselors on the Industry Introduce students to the trucking industry early (K-12) SCTA continues to work with the SC Department of Commerce, SC Department of Employment & Workforce, Department of Education, SC Technical College System, Richland County One CATE program and several other entities to help our efforts to foster a new group of workforce become reality. SCTA will press the SC Department of Commerce and other agencies involved with the new Workforce Coordinating Council, to be sure that trucking fields drivers and technicians are at the top of the state s workforce-focus list. SCTA would also like to thank Jerry Smith for his work on this committee. Jerry brought a wealth of industry knowledge to the table as manager of Associated Petroleum Carriers, and his background in the insurance industry was just as helpful. 6 SCTA Op-Ed Promotes CDL Driving Careers The following op-ed was submitted to publications across the state following the work of the CDL Study Committee. It was published in the Charleston Post and Courier. GSA Business Journal, Charleston Regional Business Journal, and The State Newspaper. This is just one example of SCTA s Campaign to develop the workforce we need. Mammas Let Your Babies Grow Up to be Skilled Operators Baby Boomers took Waylon Jennings and Willie Nelson s Mammas don t let your babies grow up to be cowboys, hit song too seriously. Waylon and Willie were merely whimsically lyricizing about physical labor, manhood, independence and education. If we want our economy to function at full throttle, we ve got to lighten up. The skilled workers who build things, run our factories, maintain our machinery, and drive our trucks drive the American economy. Today, students who want to pursue a relatively fast, inexpensive technical education on the road to a professional skill they can be proud of should be supported and encouraged by their parents and society at-large. Next to those who put on a uniform and keep us all safe, these operators might very well be the most important to the American way of life. The majority of modern US Census reports have shown truck driving as the most common job in America. Automotive technology is advancing at a rapid pace, beyond our imaginations of just a few years ago. But for at least the next generation, and because of the nature of complex logistics, trucks are going to require human operators. And our needs and expectations as consumers will demand more transportation services, warehousing and trucks lots of trucks. Trucks are the physical backbone of e-commerce, and person-to-person shipments are their exclusive domain. Because of this, trucking s modal market share is over 70% and projected to grow. Most fleet owners and service providers who depend on trucks cite the shortage of qualified and experienced drivers as their number one concern. Shippers are also starting to experience the capacity crunch, and they will join the chorus, when supply chain delays and concurrent cost increases hit their bottom lines. A recent legislatively-mandated study committee found that less than.5% (one-half of one percent!) of South Carolina s commercial driver s license (CDL) holders are between 18 and 21 years old, but 45% are over the age of 52. They confirmed we presently suffer from a shortage, and these statistics point to an impending crisis. South Carolina, like practically all states allow 18-yearolds to obtain a CDL. Even then, the best new CDL licensees are finding themselves unhireable because the private sector can t get inexperienced, young operators insured. The other hurdle is the federal minimum age limit of 21 to operate in inter-state commerce. So, where is a young, inexperienced, aspiring CDL holder to get a job? We submit that government agencies who run these types of trucks hire them fresh out of tech/cdl school. Government entities have limited liability, operate locally and generally in low-speed environments. And their operators are closely supervised and home every night. As publicly-funded government entities, cooperation between the State s Technical College System, and city, county, and state-owned fleet operators to recruit, train and develop drivers and mechanics would seem to be a natural. Why not put the government to work for us by creating ready employment while developing a farm team for the private sector? Everybody needs truck operators, so the more we expand the pool, the better for all. Meanwhile, mature workers looking for more freedom, daily adventure, and a better view might consider driving for a living. Today s trucks are more technologically advanced, clean, comfortable, and safe than you might think. Most over the road units now are equipped with satellite radio (truckers even have their own channel) and a great stereo system to boot. People who have enough self-discipline to stay off drugs and conduct themselves in a law-abiding manner can find wellpaying, satisfying careers in the transportation, distribution, and logistics industries (TDL). While the 70 s touring duo may have encouraged let em be doctors and lawyers and such, I submit, in that regard, they were only half right. In more romantic, less frantic times, truckers were viewed as Knights of the Road. In other hits Waylon poetized maybe it s time we got back, to the basics..., and Willie sang joyfully about getting on the road again. This generation might want to seriously consider getting back to the basics, on the road again doing what made this country great, and that s building and moving things. Welcome New Members of 2016! 8 SC Drivers Bring Home National Award Nine professional truck drivers representing South Carolina combined enough points to earn the state of South Carolina the Team Trophy at the National Truck Driving Championships (NTDC) in Indianapolis, Indiana. The SC Drivers (listed below) and SCTA representative, Doug Lax, who also served as the 3-axle Den Mother for the competition, were presented the award during the awards ceremony on August 13. 10 SCTA Hosts Clay Shoot The first annual SCTA Clay Shoot was held on November 4 at the National Wild Turkey Federation in Edgefield, SC. Sixty-two shooters enjoyed perfect weather while competing on the 15-station course. If you missed this day of fellowship and competition, we encourage you to join us next year! We appreciate the support of all our sponsors as well as the help from Randy Downs (Carolina International Trucks); Jim Reaves (Kenworth Truck Co.); Buddy Smith (Navistar); and Mike Connelly (Transhield) for spearheading the efforts to make this inaugural event a success! We are looking into a spring event, possibly near Georgetown. Look for details. The Fall shoot is tentatively scheduled for November 3, 2017 at the National Wild Turkey Federation. These funds go to SCTA s general fund, and help with our Capital Needs.
