Overview: Douglas County Libraries the Library is soliciting proposals from qualified firms for a Storage Area Network, and Enterprise Backup Solution. The final award will be based on Library Board approval. 2. Entity Description: The Library is a Colorado special district formed in 1990 serving Douglas County with a current population of approximately 294,000. The Library has six full service branches: Philip S. Miller branch in Castle Rock (45,750 square feet), Highlands Ranch (42,000 square feet), Parker (20,293 square feet), Lone Tree (9750 square feet), Roxborough (5584 square feet), and Castle Pines (2511 square feet); plus a satellite branch in Louviers. Administrative and technical support services are housed in the Castle Rock library. 3. RFP Distribution: The Library utilizes the Rocky Mountain E purchasing system at to distribute official copies of this Request for Proposal ( RFP ). II. INSTRUCTIONS TO PROPOSERS 1. Purpose: This RFP provides prospective bidders with sufficient information to enable them to prepare and submit proposals for consideration by the Library. 2. Scope: This RFP contains the instructions governing the submission of the proposal and the material to be included therein; mandatory requirements that must be met for proposals to be eligible for consideration; and other requirements that must be met by each proposal. 3. Bidder Qualifications: Bids will only be accepted from companies that have an established reputation in the field of Storage and Backup Architecture and Design. 4. Pre proposal conference meeting: A recommended pre proposal conference is scheduled on June 16, 2010 at 1:00 pm at the Philip S. Miller branch, located at 100 S. Wilcox, Castle Rock in the Castle Rock Bank West Conference Room to discuss the specifications. A representative of the Vendor is encouraged to attend this conference in order to become familiar with the specifications. 5. Modification or Withdrawal of Proposals: Proposals may be modified or withdrawn by the bidder prior to the established due date and time, via written notice to the Library.

Addendum to RFP: In the event it becomes necessary to revise any part of this RFP, an addendum will be posted as an addendum on Rocky Mountain E purchasing system. 8. Department of Homeland Security Certification: By submitting a proposal, proposer hereby certifies that at the time of this certification, proposer does not knowingly employ or contract with an illegal alien; and that proposer has participated or attempted to participate in the Basic Pilot Program administered by the United States Department of Homeland Security in order to verify that it does not employ any illegal aliens. 9. Non appropriations: The Library has reason to believe that sufficient funds will be available for the full term of the contract. However, financial obligations of the Library payable after the current fiscal year are contingent upon funds for this purpose being appropriated, budgeted, and otherwise made available. In the event that funds are not appropriated, the Library will notify the vendor and the contract will be terminated without penalty on the last day of the current fiscal year. 10. Library contract: A sample contract is included with this request for review, Attachment 4. III. PROPOSER SUBMISSIONS 1. Proposal Submissions Requirements: Each proposal shall include, as a minimum, the following: a. The following subjects should be addressed. i. Name ii. Address iii. Phone number during normal business hours iv. Contact person during normal working hours v. Fax number vi. Company size (including number of employees, branches, etc.) b. Provide a list of at least three (3) references for similar services to include the name, address and telephone number of each reference. c. Pricing i. Total All inclusive maximum price by phase the bid should contain all pricing information relative to purchasing the solution recommended and implementation of said solution. The total all inclusive maximum price to be bid is to contain all direct and indirect costs including all out of pocket expenses, separated by each of the two different phases d. Detailed description of the proposed solution, indicating whether or not your solution meets the requirements shown under Requirements for Disaster Recovery Site e. Receipt of any addendums must be acknowledged with the bid response Proposals must be received on or before June 24, :00 PM mountain standard time. Late proposals will not be accepted. It is the responsibility of the bidder to ensure that the proposal is received on or before the proposal submission date and time. Bidders mailing their proposals must allow sufficient mail delivery time to ensure receipt of their proposals by the time specified. Proposals must be dated and signed by a duly authorized agent, with the agent s name and title clearly identified. All of the proposal contents and pricing must be guaranteed for ninety days from the proposal date.

Incurring Costs: The Library is not liable for any costs incurred by bidders prior to execution of a contract by the Library and the selected firm. Costs of developing the proposals, oral presentations, or any other such expenses incurred by the bidder in responding to the RFP are entirely the responsibility of the bidder, and will not be reimbursed in any manner by the Library. 3. Rejection of Proposals: Issuance of the RFP in no way constitutes a commitment by the Library to award a contract. The Library reserves the right to reject any and all proposals received in response to the RFP, or to cancel the RFP if it is deemed in the best interest of the Library to do so. 4. Selection Process: The Library will review all proposals for quality, ability to consistently address Library s needs, and pricing. After this initial review, the Library will develop a list of firms for final consideration. These firms may be invited for an interview. The Library will not be obligated to accept the lowest priced proposal. The award will be made to the firm that the Library believes will best meet its needs and obligations, taking into consideration vendor qualifications, price, products and service capabilities. IV. SCOPE OF WORK 1. The Library is soliciting proposals from a qualified vendor to provide the functional and technical expertise for implementing the recommended product(s) to assure that the configuration is based on best practices and the Library s environment. The Library s Information Technology Department (IT) will be actively involved in the product implementation with the expectation that there will be a transfer of product knowledge. If separate training is required, it must be noted in the RFP response. An IT manager will manage the project in coordination with the vendor s project manager to include weekly status meetings. The Library requires the Vendor s Project manager to develop a project plan, govern the plan and manage the daily activities. The Project Manger will work directly with the Library s IT Manager in meeting the established timelines, scope, deliverables, objectives and budget, and for reporting progress of the project. The successful Vendor s project Manger must provide weekly project progress status reports including issues and resolutions to the Library IT Manager

The first phase consists of the changes shown in the system diagram, known as Exhibit 1. This Phase will be completed during Phase 2 of the project, which completes the process as shown in Exhibit 2, will be completed during Current Assessment: In a recent assessment of the Douglas County Libraries Storage, Backup and Virtualization infrastructure, three primary areas were identified as critical priority one items that need immediate attention. a. Storage Environment. The Library currently is utilizing one of its four LeftHand Storage Area Networks (SAN) units which are all configured with SATA drives. It is our intention to move this to a faster storage as primary storage for the VMware environment and all of the existing LeftHand SANs be repurposed for Disaster Recovery, Secondary Storage and ESX Servers. b. Backup and Disaster Recovery. Windows NT backup is what is currently used with manual copies being put on a backup server for Disaster Recovery purposes. It is our desire to have a new backup system in place that will utilize the HP LeftHand equipment purchased by the Library that is not in use today. This solution would backup the Library s environment and replicate the backups to our offsite Disaster Recovery facility. c. Virtualization. The Library has approximately 31 physical servers, 15 virtual servers and 14 file SNAP server appliances running within the Library s environment. These SNAP servers have all now been consolidated into two Windows based servers with 2.5 TB of SAN storage provisioned from the LeftHand SAN. The Windows environment consists entirely of standalone systems. Active Directory 2008r2 was recently deployed within the environment. The following is the storage requirements form the SAN and Disaster Recovery Solution. (Note: There are 23 servers that could not be analyzed for several reasons and thus, the current storage capacity of these has not been included here. An estimate of what might be needed is what we are currently working with). d. Operating System Distribution (See Table 2) TABLE 2 OPERATING SYSTEM DISTRIBUTION There is currently an initiative within the Library to virtualize and consolidate the servers within the environment. The current file server SNAP appliances have all been migrated into a single physical DELL server machine acting as a Windows file server at the P.S.Miller main data center location (in Castle Rock) with a redundant system at the alternate data center at the Highlands Ranch Library Location.

The storage throughout the environment is a mixture of storage directly attached to each server individually and a SAN utilized for the VMware environment. A combined total of over 5TB is currently allocated on the SAN with a total of 3.6TB allocated to directly attached storage (of the servers analyzed). The current SAN environment consists of two identical LeftHand storage systems. Both of these systems are attached to a Dell MD1000 storage shelf containing RPM, 750GB SATA drives configured in a RAID 50 array. The first of these is located in the Castle Rock location which houses VMware data while the other is in the Highlands Ranch location unused. There are an additional two HP P4500 LeftHand storage systems that contains RPM, 1TB SATA drives that have not yet been put into production. The future goals for the SAN infrastructure within the Library s environment is for backend storage for VMware and to move all current SNAP file servers to the P.S.Miller location and host the storage on the SAN. g. SAN Storage Space (See Table 6). TABLE 6 SAN STORAGE SPACE Total Capacity Provisioned Space Used Space 8,241,200 5,116, ,199, The calculated total used space within the environment is 6.5 TB. For the purposes of this RFP you will need to price a minimum of 7.2TB of SAS storage in a RAID 5 configuration. The DR and BACKUP Data Protection must be a solution which can utilize the existing LeftHand P4500 Storage. The DR Storage must be provisioned for 11TB on the existing LeftHand P Production Site Overview: The SAN is required to have iscsi (8 x 1Gbps ports) connectivity at the production site for primary storage. It s highly available with active active dual clustered controllers and redundant components with greater than % uptime. A high performance array sustaining up to 120,000 IOPS and has intelligent and automated tiering to instantly increase the performance of applications. It must have 15K RPM SAS drives with 7.2 TB raw capacity (up to 6TB usable after RAID 5) and SATA drives with 8 TB raw capacity (up to 6 TB usable after RAID 5) with total scalability up to 336 drives (SAS, SATA or SSD). The 6.5 TB s of usable SAS capacity is up to 80% of the current capacity that the Douglas County Library is utilizing today which is more than sufficient
10 Request for Proposal Storage Area Network, Backup and Disaster Recovery Page 9 to handle the 10% annual growth rate. The 8TB of SATA is being required as extra capacity for snapshot retention, File Storage and any new applications that may arise. The higher performance SAS drives are recommended for higher I/O applications such as database applications and to automatically and instantly increase performance on applications running on the SATA tier if there are hot zones on the SATA storage tier. The SATA drives are recommended for lower I/O applications such as file / print applications as well as for snapshot space for all applications including those on the SAS tier of storage. This SAN will provide iscsi connectivity to any existing servers and reducing overall cost. Thin Provisioning will allow the Library to easily and automatically expand storage to applications as they grow. Migration must be done while applications are up and running. Management of the solution must provide for simple and with numerous automated capabilities (storage expansion with Thin Provisioning, Auto Tiering with HotZone / SafeCache etc.). Management is required through a web GUI with built in reporting for Disk Utilization, trending etc. A vcenter Plug In for VMware is required so you can allocate and manage storage from within vcenter allowing for automated virtual machine creation and storage allocation from the same management console. This vcenter plug in will provide for reduced complexity and simplified management by consolidating storage and VMware management into a single pane of glass. Additional capacity should be easily and cost effectively added in the future by simply adding a Disk Enclosure Units (DEU) and the required drive type (SSD, SAS or SATA or future drive types). It must allow for any 3 rd party storage device to be added and managed by the software with no additional charge. This allows the Douglas County Library to easily compare and negotiate the best price or future technology without being locked in any single platform or price point. 4. Requirements for the Production Site: a. A High Available enterprise level iscsi storage with dual controllers for full redundancy, which offers virtualization, provisioning, high performance, and centralized storage management for our production environment. b. Requires a data change rate for replication at the 512 bytes (1 disk sector level) only the 512 byte change is sent over the network. d. Snapshots i. Snapshots must contain only changes from the original source data and therefore not consume a significant amount of disk storage space relative to the original volume. Snapshot must provide for up to 255 snapshots per volume, and an open storage model must allow them to be placed on any storage array in addition to the array where the primary is found. Must include Windows/Linux file system snapshot agents ii. Must include Windows/Linux database/application snapshot & recovery agents e. Windows/Linux multi pathing i. A multi path Agent is required to ensure constant data availability across the SAN by creating parallel active storage paths that transparently reroute application server traffic to a redundant storage path without interruption in the event of a storage network problem. Load balancing enhances peak performance of the SAN by automatically distributing server traffic among the server s multiple storage paths for higher throughput and to eliminate bottlenecks so that enterprises can meet today s demands for 24x7 business continuity f. iscsi Boot Option i. If a server encounters a problem, such as a virus infection or hard disk damage, this option allows for users to swiftly resume operations by switching off the server and leveraging the iscsi Boot function to carry out a remote boot from the storage server, specifying a point in time during which the server was operating normally. Rebooting should only take 3 to 5 minutes. g. Central Manager i. A Centralized Manager lets you configure and monitor protected servers from a single point of view. Creating snapshot schedules per groups of servers or applications reduces management time and helps ensure consistent protection. h. Storage Replication Adapter for VMware Site Recovery Manager i. A Storage Manager is required to provide extend advanced storage management capabilities into VMware vcenter Server as a plug in. Create virtual machines with data stores allocated from storage and managed by the solution within the VMware vcenter management client i. Failback Manager for VMware Site Recovery Manager i. A Failback Manager completes the DR infrastructure of VMware vcenter Site Recovery Manager by automating failback processes. This eliminates all of the manual steps required to reverse the direction of the DR settings and replicate data at the storage layer. 5. Disaster Recovery Site Overview A solution must be configured for Douglas County Libraries with 11 TBs of usable capacity on the existing HP LeftHand P4500 and should be easily and inexpensively expanded with additional capacity for future growth and flexibility. The solution will be located at the DR site for longer term snapshot retention as well as for DR SAN capabilities. Agents will be installed on each server and data will be sent over the existing WAN links to the appliance to replace all existing client agents on these hosts. Provide a backup agent with capabilities of enabling a fully stable snapshot image to the backup server over the SAN without any impact to or interaction with the application servers and LAN. There should be no need to allot a backup window to perform daily backups you should be able to perform backups at any time, even during peak hours. Based on
12 Request for Proposal Storage Area Network, Backup and Disaster Recovery Page 11 Douglas County Libraries requirements and snapshot retention policy a typical SAN can only store 10 days of snapshots (255 snaps taken hourly) which would still require backup software on each individual server and require a new separate disk target to store the backups on to meet these retention requirements. In this scenario of a SAN for data protection, the SAN would store up to 10 days of snapshots (consuming expensive disk storage), the backup software would retain backups on a separate disk target for 3 months and then could be moved to a tertiary backup target such as tape, a low cost disk storage solution or in the cloud. The proposed solution should alleviate the need for backup software client software and replaces the disk backup target through its intelligent snapshot consolidation. In the event of a disaster it should have a full usable (read/write) copy of the data and does not require a SAN to restore data to. Simply point a server or virtual server to the appliance and boot off the appliance. At this point (30 minutes or less) the server and application should be completely up and running again with its application aware snapshots. 6. Requirements for Disaster Recovery Site Please answer all with detailed description of the proposed solution or indicate Not Supported (NS) a. Individual hardware components {at the primary location} must be fully redundant and hot swappable including: i. Storage controllers ii. Disk drives iii. Power supplies iv. Fans v. Power cords b. Must support RAID 6 to protect from double disk drive failures c. Servers must be allowed to boot from the SAN, eliminating the need for internal storage in the individual servers d. The SAN must allow multiple LUN 0s to be assigned in order to boot multiple servers in a clustered environment e. The SAN must support Thin Provisioning and increasing volumes without storage downtime f. The SAN must be online expandable to add additional storage capacity without affecting system performance and data availability to users g. Must be able to increase data volumes without application downtime h. The SAN must provide data movement (tiering) capabilities between drives with different performance characteristic. Explain the process. Is it automated? i. The SAN must be certified on VMware, MS Windows, IBM AIX and IBM Power Systems hardware j. The SAN must support a volume of data larger than 2 TBs k. The SAN must support FC, SAS, SATA and SSD drives on the same platform l. The SAN must support iscsi server connectivity within a single storage system. Specify whether the SAN can also support 10 Gbps iscsi, FCoE and NAS (CIFS/NFS). m. The SAN must support synchronous and asynchronous replication. Further, is the replication bi directional to support multiple locations without 3rd party hardware or software? n. Can the SAN support remote replication to multiple locations without 3 rd party hardware and/or software? o. Can the SAN allow remote and local sites to be of different hardware/software configurations? p. The SAN must include an internet enabled call home functionality to send alerts and status to the manufacturer and/or customer without the requirement of a modem or other device.
13 Request for Proposal Storage Area Network, Backup and Disaster Recovery Page 12 q. Vendor must offer 24x7x365 hardware and software support r. Vendor must have immediate call back policy s. The SAN must be able to capture at least 255 point in time copies of data (snapshots) t. Snapshot data blocks must not occupy additional disk space u. Snapshots must be near instant and overhead should be non disruptive to production operations v. The snapshots should be easily mountable onto any attached host within the solution. (Describe in detail this process, and specify how long it would take to mount these snapshots) w. The system must support restoration of individual files from a snapshot x. The snapshot feature must be compatible with Windows 2003 / 2008 file system, Microsoft Exchange 2003 / 2007 / 2010 and Microsoft SQL Server 2000 / 2005 / 2008 (application consistent snapshots) y. Snapshots must be file system and application consistent (Explain requirements to insure file system and/or application consistent snapshots) z. Entire system shall be manageable from a web based single, secure interface without requirements for a separate management device or server aa. Software must be able to be managed within a single pane of glass bb. Entry level system should have the same management platform as the manufacturer s largest system in order to allow system expansion without learning curves in the future cc. Management interface shall display overall and detailed views of current and historical capacity allocation and utilization of the storage system 7. Attachments to RFP: a. GENERAL TERMS AND CONDITIONS 1. The bidder agrees to abide by all the laws, regulations, and administrative rulings of the United States of America, the State of Colorado, and the Library, securing all necessary licenses and permits in connection with bid proposals. 2. All proposals become the property of the Library upon receipt and will not be returned to the bidder. Selection or rejection of the proposal will not affect this right. 3. In its acceptance of any proposal, the Library is relying on the representations of the bidder regarding its experience and expertise to provide the services requested, which representations are material and basic to the Request for Proposal, unless otherwise indicated. 4. The successful proposer shall maintain insurance for workers compensation as required by law, and shall additionally maintain general liability insurance with limits not less than $1,000, for bodily injury and for property damage; 2,000, aggregate. Comprehensive automobile liability insurance coverage of $1,000, is also required
14 Request for Proposal Storage Area Network, Backup and Disaster Recovery Page The successful proposer shall be required to disclose any conflicts of interest to their accepting an award of the contract; and if conflict of interest exists, the manner in which said conflict of interest would be rectified. 6. The Library is a member of the National Institute of Governmental Purchasing (NIGP), Rocky Mountain Governmental Purchasing Association (RMGPA), and also participates in the Douglas County Purchasing Partnership (DCPP). We hereby request that any/all members of NIGP, RMGPA, or the DCPP be permitted to contract and purchase any and all services specified herein from the successful vendor/contractor at the prices established herein. Each NIGP, RMGPA, DCPP member that would purchase from the award resulting from this RFP will establish their own contract, place their own orders, be invoiced independently and make their own payments. It is understood that the Library is not legally responsible for any business conducted resulting from this award. 7. All contracts between contractor and subcontractors shall conform explicitly to all applicable provisions of this RFP. 8. The bidder will be solely responsible for the delivery, storage and handling of all products. 9. All workmanship, manufacturing procedures and materials will be performance guaranteed. If any findings or test studies reveal improper materials, defective components or inadequate performance as outlined in the performance/technical specifications, the bidder will remove and replace the materials in question. 10. The bidder will guarantee all materials, equipment and workmanships for a period of 2 years (from the date of the final acceptance of the completed job) against original defects of material and workmanship, or excessive wear or deterioration. Defects will be made good at the bidder s expense with no cost or obligation to the Library. 11. The bidder or authorized personnel will provide training to Library personnel in the daily use and maintenance of the SAN and Backup system. Training will be provided for all personnel or certain individuals within the Library.
