3 Davis School District Early Childhood Education Training Center Parent / Guardian Policy Manual and Guidebook WELCOME to the Davis School District Early Childhood Education Training Centers system. The intent for this guidebook is to ensure that our policies and procedures are explained and understood. This guidebook will also serve as useful information concerning the administration of our Early Childhood Education Training Centers. Davis School District Early Childhood Education Training Centers welcome all eligible children on a non-discriminatory basis. No child will be excluded on the basis of race, gender, national origin, ancestry, disability, or religious affiliation. EARLY CHILDHOOD EDUCATION TRAINING CENTER GOAL and PURPOSE: Goal: The Davis School District fulfills the need to train and prepare high school students with adequate knowledge and skills regarding appropriate Child Care Training techniques and child development education. The Early Childhood Education Training Center program assists students in earning their Child Development Associate Degree. This is accomplished through our Early Childhood Education Training Centers and enrollment in Early Childhood Education courses which are available at all eight Davis District high school locations. Seven of these locations provide full-day child care training services while one limits its participation to providing only preschool services. Purpose: 1. To provide an on-site training facility for high school students who are enrolled in Early Childhood Education programs. Student learning takes place in both academic and practical realms while working with infants, toddlers, and pre-school aged children 2. To provide mentored quality child care training and appropriate learning experiences in a safe, secure, weapon free, and violence free environment. 3. To provide daily experiences that are designed to promote mutual trust and respect between children, the director, staff specialists, parents/guardians, and high school student assistants. ORGANIZATION and STRUCTURE: 1. Licensing: Each center strives to comply with the regulatory requirements outlined by Utah State Child Care Licensing Standards. Our centers are inspected for compliance with health, fire, and safety standards on a regular basis and as directed for public school facilities. 2. Health: Each child's health is a matter of major importance to all of us. Everyone will benefit when every parent shares in our commitment to healthy children by keeping sick children at home. (see page 10) 3. Fees: Services are provided through the collection of enrollment fees. Services include staff salaries, supplies, overhead expenses, snacks, lunches, and toys for various developmental learning activities. (see page 7 for fees) 4

4 HOURS: The hours at our Early Childhood Education Training Centers are 7:00 am to 4:15 pm, Monday through Friday. Early Childhood Education Training Centers operate on the traditional school calendar of the Davis School District. Traditional school calendar is interpreted as late August through early June of the respective school year. When regular high school classes are not in session, Early Childhood Education Training Centers will not be available. Conditions which may warrant the school to not be in session include state or federal holidays, weather (view the district or school website, listen to local radio stations, or watch the television for closure announcements), state championships, or testing where only a portion of the schools population is in attendance. FAILURE TO PICK-UP CHILD POLICY (a signature of compliance will be needed for this policy): If a child has not been picked up by the time agreed upon, the Child Care Training Coordinator will begin trying to contact the parent/guardian. If the parent/guardian cannot be reached, the coordinator will try to reach one of the "Emergency" contacts for the child. We will continue to try to reach a parent/guardian or emergency contact person until someone has been reached. Late Pick-up Fee: It is expected that all children will be picked up and have left the Early Childhood Education Training Center by 4:15 p.m. There will be an automatic overtime charge of $10.00 for up to 10 minutes and $2.00/minute thereafter for each child. This policy will be enforced. If the child has not been picked up one hour after the center closes, Department of Social Services will be contacted and the child transferred to their care. You will have to contact them to retrieve your child and explain your reason for not picking up your child from the Center. STAFF: Professional staff at each of the centers is comprised of an Early Childhood Education Training Center Director, Early Childhood Education Training Center Specialist Assistant(s), Early Childhood Education Pathway instructor(s), and district employed High School Student Assistants. High school students who have completed a minimum of one Early Childhood Pathway course. These are under the direction of, and tutored by, the Early Childhood Education Training Center Director and Specialist Assistants. AVAILABILITY OF SERVICES: Davis School District Early Childhood Education Training Centers offer services for children and grandchildren of district employees as capacity allows. Davis School District Early Childhood Education Training Centers are required to be self-sustaining. To be self-sustaining the parent/guardian of the enrolled child must agree to maintain their contractual status throughout the school year. If the contractual status of the child changes, they will be moved to the bottom of the priority list. The parent/guardian of the enrolled child is responsible for payment of Early Childhood Education Training Center fees. (see page 7) 5

5 ENROLLMENT: Each Center strives to meet Utah Child Care licensing ratio standards. This ratio allows for consistent monitoring of the care, safety, and secure learning environment of each child. Early Childhood Education Training Centers serve Davis School District employees children between the ages of six weeks up through kindergarten. An enrollment checklist and the required enrollment documents begin on page 12. Additional forms that are specific for the Early Childhood Education Training Centers site may be identified in the Authorizations section of this guidebook. Enrollment documents must be completed annually and accompanied with a non-refundable registration fee of $50.00 for each child attending the Early Childhood Education Training Center. Enrollment forms must be received by the Early Childhood Education Training Center prior to the first day of attendance. For a complete list of these forms, see the attached Enrollment Checklist on page 12. The Davis School District Early Childhood Education Training Center reserves the right to deny services. The decision for such action will be made by committee with a minimum of one representative from each of the following: a local school administration, the CTE Director or Coordinator, the Early Childhood Education pathway Teacher, the Early Childhood Education Training Center Director, a parent representative, and an appropriate support staff. The decision of this committee is final. ENROLLMENT CRITERIA: Enrollment at each center is limited and priority will be given to qualifying families based on the following: Priority 1. Parent, grandparent, or guardian is a Davis School District employee and the child is a sibling of children who are already enrolled on a contractual basis at that site. Priority 2.Parent or guardian is a Davis School District employee at the site of the Early Childhood Education Training Center and the child is enrolled on a full-time contractual basis. Priority 3.Parent or guardian is a Davis School District employee and the child is enrolled on a full-time contractual basis. Priority 4. Grandparent is a Davis School District employee and the grandchild is enrolled on a full-time contractual basis. Priority 5. Parent or guardian is a Davis School District employee and the child is enrolled on a part-time contractual basis where the enrollment is contingent upon completing a full time sharing slot with two part-time children that do not overlap schedules (ie: A-day B-day). Priority 6. Parent, Grandparent, or guardian is a Davis School District employee and the child is enrolled on a part-time contractual basis. Since space is limited, an enrollment waiting list is maintained. See the center director to be placed on this waiting list. Waiting lists within each priority are updated annually to fill enrollment openings. Enrollment is balanced to provide a variety of ages for optimum learning experiences. Enrollments are finalized by the center Director and Early Childhood Education Pathway teacher. If the contractual status of the child changes, they will be moved to the bottom of the priority list. 6

6 If at any time an available spot is being held for a child, (ie: a baby being born later in the school year or a child on an off-track non-traditional schedule) payment is still required in the amount of the $50.00 enrollment fee and half of the contractual monthly payment until the child attends. If the contractual status of the child changes, they will be moved to the bottom of the priority list. Maternity Leave: In order to maintain enrollment status while on maternity leave for a child who is currently enrolled and not receiving Early Child Care Training Services, one-half of the monthly fee is required to hold that child s spot until the return. If the contractual status of the child changes, they will be moved to the bottom of the priority list. Collection of fees and payroll deduction option: a. Early Childhood Education Training Center fees are due by the fifth day of each month. b. DSD payroll deduction is REQUIRED by parents/guardians. c. Should a parent or guardian leave district employment during the school year, their account will be settled to reflect service fees. d. Late payment charge: If payment is not made by the tenth day of the month, a late fee of $15.00 per child will automatically be assessed for each month delinquent. If the grandparent is the employee of Davis School District, they will have signed the Assumption of Financial Responsibility which states that after two months of the child s parent/guardian s delinquency, the grandparent will then be required to use the automatic payroll deduction to pay for Early Child Care Training services or those services will be terminated. Fee credit and make-up days will not be given for absences. Fees must be paid by the fifth of each month. 7

7 EARLY CHILDHOOD EDUCATION TRAINING CENTERGENERAL INFORMATION a) WHAT SHOULD MY CHILD WEAR TO THE CENTER? Think of your child's comfort and provide simple clothing that is free of complicated fastenings. Think of the messy art materials and other messy activities--and provide clothing that is washable. Think of our playground--and provide clothing that is sturdy. Please do not send your child in sandals/flip flops. Most of the centers playgrounds are covered with wood chips and can be uncomfortable to walk on if the child is not wearing sturdy shoes. Provide sweaters and jackets even on sunny days and provide gloves, boots, and snow pants for the cold days of winter. We feel the children should have the opportunity for some outdoor play in all but the worst weather. LABEL ALL of your child s outer garments to include hats, boots, gloves, etc. b) EXTRA CLOTHING: Please send a complete change of clothes (with long pants), including socks and underwear, for emergency usage. These clothes need to BE LABELED as well. c) TOYS FROM HOME: We ask that you leave your child's toys at home. In keeping with Safe Schools Policy, guns, war toys, or other toys of destruction are NOT allowed in our centers. d) NUTRITION: We serve breakfast or a morning snack, lunch, and an afternoon snack each day. e) REST PERIODS: Children will have the opportunity to rest each afternoon. We provide a resting mat with clean sheets. You should send a small blanket clearly marked with your child's name. f) INFANTS/TODDLERS: 1. We ask that parents provide disposable diapers for their child. Also, any wipes, burp cloths, ointments, powders, etc. 2. Parents need to provide prepared bottles (enough for the day) and baby food for the child if he/she is too young to eat the center provided food(s). 3. Label everything brought to the center. 8

8 ADDITIONAL INFORMATION: 1. Each child arriving in the center will have a crib or cot assigned to them. The crib or cot will be labeled with the child's name. 2. If the child will not be using the center that day, the center should be notified by the parent or guardian no later than 8:00 am. If the child is brought to the center after the meal count has been turned in, they will not be provided a lunch. 3. Daily records on diapering, feeding, and sleeping will be completed by care givers and available to the parent each day. 4. At least one person who has completed infant and toddler CPR training will be in the center at all times. 5. Only persons authorized on the enrollment form or by special written permission from the parent will be allowed to take a child from the center. 6. Parental involvement is welcome and encouraged at each center. If interested contact the center director for specific ways to become involved. Involvement may include educational programs, field trips, observation visits, recognition days, etc. 7. Each Director will provide individualized center information as the new school year begins. CHILD ABUSE: As a provider of Child Care Training, any staff member of the Davis School District Early Childhood Education Training Centers who has reasonable cause to believe that a child has been abused is required by law to report the incident. This report is made to the local Services for Children and Families or to a law enforcement agency. SCHOOL EVACUATION or EMERGENCY CLOSURE: In the event of a school evacuation or closure, every effort will be made to notify the parents of the child s location and/or further information and instruction. 9

9 SICK CARE POLICY (a signature of compliance will be needed for this policy): The Center must be safe for all children attending. As defined by the State Health Department, a "sick" child is one who can jeopardize the health of other children in the center. The center will not accept sick children. A daily health check of children will be completed by the staff upon drop-off. Any questions you may have should be directed to the Center Director. If the child displays mild symptoms which do not impair his/her daily activities, the parent or guardian will be notified when the child is picked-up. If a child becomes ill during the day, the parent will be notified and asked to remove the child from the center within a 30 minute time frame. Please keep your child at home if he/she has: A fever during the previous 36-hour period. Been taking antibiotics for less than 48 hours. A heavy, green nasal discharge. A constant cough. Had diarrhea within the last 36 hours or for more than 36 hours. Has vomited within the last 36 hours. Symptoms of a communicable disease such as chicken pox measles, scabies, impetigo, lice, conjunctivitis (pink eye), etc. Your child may return to the Center when: His/her cold symptoms are under control. He/she has been symptom free WITHOUT MEDICATION for 36 hours. He/she has been exposed to a communicable disease, the center has been notified of the incubation period, and return dates have been discussed. The child should be symptom free without medication for 36 hours before returning to the center. 10

10 Early Childhood Education Training Center Policy on Immunizations Purpose Simply put, vaccines save lives. You have the power to protect your baby from dangerous illnesses like measles, tetanus and hepatitis. Being a parent is a big responsibility, and the best thing you can do for your child's health is to learn the facts so that you can make the best choices. The recent trend of delaying or skipping vaccines has put children across the country at risk for diseases like Hib, whooping cough and measles. The purpose of this policy is to manage and maintain up-to-date immunization records in our Early Childhood Education Training Center, to work alongside parents giving them the tools they may need to keep their child fully immunized. Policies This policy follows Utah Statutory Code R Our policy is to receive children s immunization records before attending, assess records, notify parents of upcoming immunizations, inform parents of non-compliance, and maintain 100% up-to-date immunization records. Procedures Before a child can enter the Early Childhood Education Training Center, a parent/legal guardian must provide our facility with a medically verified, date- and dose- specific immunization record for all required immunization he/she received. To be conditionally enrolled, a student must have received at least one dose of each required vaccine and be on schedule for subsequent immunizations. If subsequent immunizations are one calendar month past due, we must immediately exclude the student from the school. If you choose NOT to immunize your child or follow the immunization schedule set by the CDC (Centers for Disease Control and Prevention) then you may visit the county health department to receive further information on how to opt out of the immunization program. Medical authorization of this choice must be received before your child can be enrolled in the Early Childhood Education Training Center. If this is not received, we must immediately exclude the student from the school. We shall routinely review every 30 days the immunization status of all conditionally enrolled students until each student has completed the subsequence doses and provide written documentation to the school Once the student has met the requirements of this rule, we shall take the student off conditional status. The Early Childhood Education Training Center will assess immunization records using USIIS (Utah Statewide Immunization Information System.) At the first of every month, we will review each child s record to ensure every child attending has an up-to-date immunization record. We will send out an upcoming forecast to remind you of immunizations that will be coming up within the next few months. If your child is due for an immunization, please make appointments immediately with your doctor to ensure that he/she stays current on immunizations at all times. After receiving an immunization, please bring a medically verified date and dose of immunization to the center. If we do not have record of your child s current immunizations, the parent/legal guardian will receive a verbal warning and must bring an immunization record within three days. If no record is received by the third day, parent will receive written notification by the facility director, and will have four days to bring in the immunization record or child may be excluded from our facility. If no record is received after the seven day period, your child will not be allowed to attend the Early Childhood Education Training Center. 11

22 DAVIS SCHOOL DISTRICT EARLY CHILDHOOD EDUCATION TRAINING CENTER Employee (Grandparent ONLY) Assumption of Responsibility for Cost of Child Care Training Services Name of Child or Children is/are receiving Child Care Training services at Name of School in Davis School District. Tuition services are $ per month and are billed on a monthly basis. Should the parent default in payment of tuition and/or late fees, the District will notify the parent and responsible employee within 15 calendar days. If after 10 calendar days of notification the amount due remains unpaid, the amount in default may be deducted from the responsible employees next paycheck. Should this amount be in default for 30 calendar days, the parent and/or responsible employee, or District may terminate service. Written notification must be given to all parties involved 5 days prior to termination of services. If services are terminated due to not making tuition and/or late fee payments in a timely manner, there is no guarantee of reenrollment and name will be placed on the bottom of the waiting list.
