Graduate awards are adjudicated on the basis of academic standing and demonstrated potential for advanced study and research. They provide financial support to highcalibre scholars who are enrolled in Master s or doctoral programs a t the University o f Calgary. Normally, only Master s students in their first two years of program and doctoral students in their first four years of program are eligible to hold Scholarships. If, in the opinion of the Graduate Scholarship Committee, a suitable candidate cannot be found, it reserves the right not to award any one or any number of award(s) in any year. This guidebook is intended to outline the procedures, standards, and philosophy behind the creation, administration and adjudication of graduate awards. 1. INTRODUCTION OVERVIEW OF GRADUATE FUNDING AT U OF C There are five main sources of funding for graduate students. Funding in the form of Graduate Assistantships (Teaching and Non-Teaching) is provided by line faculties and departments out of the university s operating budget. The terms and conditions for this funding are set out in the Collective Agreement between the Governors of the University of Calgary and the Graduate Students Association. Approximately two-thirds of a GA(T/NT) is a stipend for teaching or research assistance and one-third is an award. For 2004/2005 (the most current and complete figures) the total value of GA(T/NT) awards was about $7.8 million, representing approximately 18.8% of the $41.4 million in total graduate funding. Some scholarships and awards allocated and administered by the Faculty of Graduate Studies (FGS) are also funded from the University s operating budget. Graduate Research Scholarships (GRS) are the largest component - $3.8 million in 2004/2005. Including the $377,500 in FGS Awards brings the total of this support to $4.18 million, representing about 10% of total graduate funding in 2004/2005. Other internally administered scholarships amounted to almost $6 million in 2004/2005. This consisted of scholarships awarded through recommendation of line departments and faculties and through the Open Scholarship Competition, including FGS-funded awards such as the Dean s Special Master s Scholarships, Dean s Special Doctoral Scholarships, Special Entrance Awards, top-up funding for Queen Elizabeth II Graduate Scholarships (top-up awards are intended to attract/retain students by bringing the provincial scholarships to the value of a major award from a national granting council), and Dean s Research Excellence Awards. Named awards, both endowed and annually funded by private donors, are included in this group. This category also includes the Dean s Entrance Scholarships, developed to aid the recruitment of excellent graduate students into doctoral programs. This category of student support is referred to as Internal Funding and is the focus of this document. These internal scholarships amounted to nearly 14.5% of graduate funding in 2004/2005. In this same year, $11.6 million, or 28% of total graduate student funding, was from research funding (Trust Funds) generated by faculty members. Finally, close to $11.1 million, or almost 27% of total graduate funding in 2004/2005, was from external scholarships, primarily those provided by federal and provincial funding agencies. 2

These last two categories (Trust Funding and External Scholarships) are funded by external sources rather than University of Calgary s operating budget or endowments, and are referred to as External Funding. In 2004/05 the Faculty of Graduate Studies received additional funding to increase student support through Graduate Teaching Fellowships (GTF). A department or faculty may offer a senior doctoral student a sessional appointment contract to teach a course as Instructor of Record. If the student is of exceptional merit, the department or faculty may recommend to the Dean of Graduate Studies that the student be awarded a GTF, an award valued at $3,000 that is paid on top of the regular sessional fee. Over 90 GTF units have been made available to graduate programs. In addition, since 2004/05, the University has committed the fee differential charged to international students to increased graduate funding. This revenue, amounting to approximately $1.9M, is returned to the program of the student s registration and used for the support of graduate students. Total graduate funding over the five year period 1998/99 to 2004/05 has increased from $18.85 million to $41.4 million, representing an annual growth rate of about 20%. 2. COMPONENTS OF GRADUATE AWARD ADMINISTRATION 2.1 DELEGATION OF AUTHORITY General Faculties Council delegated full responsibility and authority to the Dean of Graduate Studies for the adjudication and administration of all graduate awards. The Dean of Graduate Studies has divided the operation of these two roles between the Faculty of Graduate Studies Scholarship Committee (adjudication) and the Graduate Awards and Review Policy Group (policy and administration). 2.2 GRADUATE SCHOLARSHIP COMMITTEE - ADJUDICATION The Graduate Scholarship Committee is a Standing Committee of the Council of the Faculty of Graduate Studies. The membership consists of the Dean and the Associate Deans (4) of the Faculty of Graduate Studies (ex officio, voting) and not fewer than twenty members, who are not necessarily members of the Council, elected by Faculty of Graduate Studies Council. The Graduate Scholarship Office staff are ex-officio members in an advisory and support capacity, to assist with the operation of the subcommittees. The Dean of Graduate Studies is the Chair of the Committee, and service on the Committee is for a period of three years. The Committee reviews Scholarship application files and recommends scholarship recipients to the Dean. There are six subcommittees of the Graduate Scholarship Committee, which are designated by the competitions they adjudicate: SSHRC NSERC CIHR CGS Killam and Silver Awards Medals and Prizes Special Awards and Bursaries 3

The Graduate Scholarship Committee, as a whole, is responsible for the ranking and selection of the applicants in the Open Scholarship Competition. The Open Scholarship Competition is the University of Calgary s major graduate award competition. 2.3 GRADUATE AWARDS, REVIEW AND POLICY (GARP) POLICY AND ADMINISTRATION The responsibility for developing and administering the graduate awards program has been delegated to the Graduate Awards, Review and Policy Group (GARP). The membership consists of the Graduate Scholarship Officers (3), the Budget Manager, the Manager, Graduate Awards, the Associate Dean (Scholarships) and the Dean of Graduate Studies (ex-officio). The Graduate Awards Review & Policy (GARP) group is an advisory committee to the Dean of Graduate Studies in areas relating to graduate student funding. The committee is chaired by the Associate Dean (Scholarships). Meetings are open to all members of the Office of the Dean, Graduate Studies, and other guests as requested/invited. Minutes are distributed weekly, following approval at GARP, to all members of the Office of the Dean, Faculty of Graduate Studies. GARP S MANDATE IS: 1. To develop and review Scholarship policy and procedures 2. To provide editorial review of Terms of Reference for new and revised Scholarships developed by the Manager, Graduate Awards 3. To review other Faculty of Graduate Studies documents that may become policy or practice 4. To provide a forum for discussion of Scholarship issues such as financial, ethical, leadership and donor concerns 5. To initiate and participate in special projects related to areas of Scholarship and the Faculty of Graduate Studies 2.4 TERMS OF REFERENCE CREATING GRADUATE AWARDS TYPES OF AWARDS Scholarships, Awards & Fellowships are awarded on the basis of academic merit, with some terms of reference including secondary requirements (e.g., specific fields of study, extra-curricular activities, leadership,) Bursaries are awarded on the basis of academic merit to students who have been assessed as having financial need commensurate with the value of the ward, with some terms of reference including secondary requirements (e.g., specific fields of study, extra-curricular activities, leadership). 4

Prizes are normally awards in the form of cash, books or payment of registration fees for attending conferences. They are awarded on the basis of academic merit and other conditions stated in the terms of reference. Medals are awarded annually at fall convocation to graduate students who achieve the highest academic standing. These medals are adjudicated, based on the following, as applicable: the abstract of the student s research, transcripts, list of publications or professional achievements, official reports of the thesis examiners, a letter from thesis supervisor or Examining Committee Chair, a letter from Department Head (or equivalent) or Graduate Coordinator, and the thesis or other creative work. DONOR: TEMPLATE See the appendix for examples of Terms of Reference in each category of adjudication. All Terms of Reference for graduate awards use the following template: NAME OF SCHOLARSHIP/BURSARY This area is used to acknowledge the Donor(s) and indicate their goals and/or intentions for establishing the scholarship fund. This area is often used to memorialize the individual for whom the award is named. FIELD OF STUDY: VALUE: NUMBER: DURATION: ELIGIBILITY: CITIZENSHIP: WHERE TENABLE: NOMINATION PROCESS: APPLY: DEADLINE: APPROVAL General Faculties Council delegated the authority to approve Terms of Reference for all new awards to the Academic Awards Committee (AAC). The Academic Awards Committee has delegated authority to approve graduate awards of a routine nature to the 5

Dean of Graduate Studies. Graduate awards of a more complex or controversial nature will be recommended to the Academic Awards Committee for approval. The Committee may, at its discretion, forward complex awards to the General Faculties Council for final approval. AWARDS OF A ROUTINE NATURE: All graduate award Terms of Reference are reviewed, as they are developed, by GARP at its weekly meetings. When the Terms of Reference are deemed satisfactory to the donor(s) and the members of GARP (including the Dean), the award is approved and the date and meeting number of its approval are recorded in the individual Scholarship records. The approved Terms of Reference are forwarded to the Faculty of Graduate Studies Council and the Academic Awards Committee for information. AWARDS OF A COMPLEX NATURE: These may be defined as awards where the donor requests restrictions outside the norm for University of Calgary awards. Examples could include: i) Awards offered to students at both the graduate and undergraduate level ii) Awards requesting conditions that appear to violate the basic principles of human rights legislation on the basis of race, religion, colour, gender, physical/mental disability, marital status, ancestry, place of origin, family status, source of income, or sexual orientation Note: Exceptional treatment has been approved by GFC for the following distinct groups: - Canadian Aboriginal students - Students with disabilities - Mature students iii) Exceptional conditions established in a will, bequest or trust that cannot be altered iv) Awards that require an unusual, complex selection process v) Awards that require a preference for particular lifestyle choices (e.g., nonsmoking student) All graduate award Terms of Reference are reviewed as they are developed, by GARP at its weekly meetings. Terms of Reference for awards of a complex nature will be brought to the Academic Awards Committee for approval. At the discretion of the Committee, terms may be taken to General Faculties Council for final approval. Once approved, the Terms of Reference are forwarded to the Faculty of Graduate Studies Council for information. See the appendix for examples of Terms of Reference in all categories GRADUATE SCHOLARSHIP OFFICE ADMINISTRATION Once the Terms of Reference for an award are approved, the Manager, Graduate Awards, notifies the Donor(s) and the appropriate Director(s) of Development related to the award. The terms of the award are documented in the Gift Agreement and where applicable, the Endowment Agreement. These documents are the responsibility of the University of Calgary Development Office. The timing for selecting the first award recipient is established, based on the funding outlined in the Gift Agreement. 6

A Scholarship Trust account is opened by the Manager, Graduate Awards, for each award as it is established; The Faculty of Graduate Studies holds the account; the Dean and the Budget Manager are the designated account holders with signing authority for the account. The type of account is determined by its funding structure (i.e., endowed (internal/external) or annually funded). Files are coded accordingly in the Graduate Scholarship Office and their administration is designated to one of the Graduate Scholarship Officers. Each award is assigned an account code on SIS / GSAD (the Student Information System) for tracking and reporting of graduate student support. This account coding system also records the receipt of an award on the student s University of Calgary transcript. Only graduate awards administered by the GSO will appear on a student's University of Calgary transcript. The approved Terms of Reference are posted on the Faculty of Graduate Studies website, and the Scholarship is included in the next printing of the University of Calgary Graduate Calendar. Graduate Programs are advised of new awards on an individual basis and provided with updated listing of awards relevant to students in their respective programs. 3. FACULTY OF GRADUATE STUDIES POLICIES FOR GRADUATE STUDENT SUPPORT The Faculty of Graduate Studies supports a broad range of opportunities to provide financial assistance to graduate students attending the University of Calgary. It is expected that graduate students will apply for all awards for which they are eligible, especially for funding available through NSERC, SSHRC and CIHR (known as the Tri-Council). The Faculty of Graduate Studies offers workshops to teach students the best practices in compiling an application for these competitive national awards. A major award is defined as an award of $15,000 or more. In any one academic year, students who hold either a major award or combination of awards totaling $15,000 or more are not eligible for any other awards in the Faculty of Graduate Studies, except Dean s Entrance Scholarships (DES), Dean s Research Excellence Awards (DREA) and Prizes and Medals administered by the Graduate Scholarship Office. All awards have a one-year tenure, unless specified otherwise in the Terms of Reference. Students who have been offered either a University of Calgary major award, or combination of University of Calgary awards equivalent in value to $15,000 or more, and a major external award must decline the awards offered by the University of Calgary. Students who are offered a Queen Elizabeth II Graduate Scholarship (formerly the Province of Alberta Graduate Scholarship or Fellowship) who are subsequently awarded an external award or combination of awards of $15,000 or more must decline the Queen Elizabeth II Graduate Scholarship. Students must inform the Graduate Scholarship Office, in writing, of awards held concurrently with a University of Calgary award. Students who receive either an external award or combination of awards of $15,000 or more after they receive a University of Calgary graduate award must decline the University of Calgary graduate award immediately. Funding for the University of Calgary award will stop at the beginning of the first month in which the student is able to take up the external award. 7

Students who hold either a major award or combination of awards of $15,000 or more from the University of Calgary or from external sources continue to be eligible for Graduate Research Scholarships (GRS), Graduate Teaching Fellowships (GTF) and Graduate Assistantships (Teaching, Non-teaching and Trust) (GA-T, N/T, Trust). The Open Scholarship Competition is the most significant award competition in the Faculty of Graduate Studies at the University of Calgary. It is the objective of the Faculty of Graduate Studies to use awards adjudicated through the Open Scholarship Competition to fund as many students as possible. Allocation of the funds available to graduate students through Scholarships, Awards, and Prizes is made on the basis of dispersing available funds as broadly as possible. The Faculty of Graduate Studies funds students according to their rank in the competition. Priority is given to students who do not receive funding from an external funding body such as the Tri-Councils. Based on this policy, students who enter the Open Scholarship Competition with major external funding will not be awarded University of Calgary scholarships. 4. FACULTY OF GRADUATE STUDIES DEFINITION OF SCHOLARLY EXCELLENCE The following criteria are taken into consideration when assessing a scholarship application: Grade Point Average: The student s GPA should be at a level that the particular program recognizes as excellent. In addition, the following factors are taken into account: i) the student s course load ii) the substance of the course and course materials iii) laboratory requirements Two letters of reference for each graduate student: A statement of research topic i) Graduate students who are entering or in their first year of program may use admission references. ii) Other students must obtain two new references on the University of Calgary Graduate Scholarship Reference Form. One reference must be from the student s supervisor. Other statements as requested in the award terms of reference Other indicators of success: i) Undergraduate accomplishments ii) Awards held iii) Publications or presentations at conferences 8

5. THE ADJUDICATION PROCESS There are five ways in which University of Calgary graduate awards can be given out: Open Scholarship Competition: Major award competition, primarily for students in research-based degree programs; student applies through on-line scholarship application Recommended by program: Awards specific to a program or specialization; recommendations are sent to the Chair of the Graduate Scholarship Committee by graduate coordinator, or line dean, according to the terms of reference of the award Special Awards and Bursaries Subcommittee of the Graduate Scholarship Committee: Student applies directly to Chair of Graduate Scholarship Committee according to terms of reference; adjudication may involve donor(s) and/or specific faculty in selecting recipients. Bursary application requires that the applicants demonstrate financial need commensurate with the value of the award Medals and Prizes Subcommittee of the Graduate Scholarship Committee: These awards are normally given upon completion of the student s graduate program and presented at fall convocation. They are awarded on the basis of the quality of the thesis. There are usually limits on the number of applications that are accepted. Nomination is usually made by the Graduate Coordinators. 5.1 OPEN SCHOLARSHIP COMPETITION Each graduate program has a quota for the number of applications it may submit for the Open Scholarship Competition, based on its success rate in previous competitions. A graduate program may submit no more than its quota for any given year. Each graduate program usually has a committee to select the scholarship applications to fill its quota. The deadline for Open Scholarship Competition applications to be received in the Faculty of Graduate Studies is February 15 th. Each graduate program must file a statement defining academic excellence for its program, and rank its applicants, to assist the Committee members in the ranking process. The Graduate Scholarship Committee is comprised of faculty members, elected to the committee by the Faculty of Graduate Studies Council. The committee has a minimum of twenty members who are not necessarily members of Council, but are elected by members of Council at the May meeting, normally for a three-year term. In March, the Committee reviews all applications. A computer program compiles the raw scores calculated by the committee members and tabulates a ranked listing of all applications. Approximately 200 applications in the Master s and 100 in the PhD categories are successful in receiving funding. Applications are reviewed based on the criteria outlined in Section 4. 9

5.2 PROGRAM RECOMMENDED AWARDS The Faculty of Graduate Studies defines the policy and the process Graduate Coordinators must use to recommend their students for named awards. Each graduate program must have an adjudication committee and a documented process for selecting candidates for Program Recommended awards. A document indicating the selection process and structure of the committee must be filed in the FGS Graduate Scholarship Office. The Recommendation Form for Program Specific Awards should be sent to the Graduate Scholarship Office within one month after the deadline date. Programs do NOT notify students of their nomination; the Graduate Scholarship Office will electronically issue an official Letter of Offer to the student upon approval, with a copy sent to the Graduate Coordinator and Graduate Program Administrator. Students have one month from the date of offer to accept the award. 5.3 SPECIAL AWARDS AND BURSARIES SUBCOMMITTEE The Graduate Scholarship Office administers all graduate bursaries at the University of Calgary. Candidates complete the appropriate forms and the complete application package is submitted to the Graduate Scholarship Office by the deadline. This committee also reviews awards where the Terms of Reference define a specific or focused field of study and/or the makeup of the selection committee. The selection committee may include participation of the donor or designated representative, and/or particular faculty/department members. The ratio of academic members to non-academic members (i.e., donor representatives) is never less than 2:1. Awards in this category often include those that are specific to several, but not all, graduate programs. An award often crosses over two or more faculties. The deadline dates allow the students sufficient time to know whether they will receive funding from both the Open Scholarship Competition and the national TriCouncil competitions. Late or incomplete applications will not be accepted. 5.4 MEDALS AND PRIZES SUBCOMMITTEE This committee reviews applications for medals and prizes that are selected on the basis of the quality of completed theses. These include the Governor General s Gold Medal, the Chancellor s Medal, and several Canadian Association of Graduate Schools (CAGS) Dissertation Awards. These awards are open to all graduate students in any graduate program. Prizes are normally valued at $500 or less. The committee also adjudicates prizes in the form of book certificates and conference registration fees. An application is required for each medal and prize competition, as defined by the award s Terms of Reference. 6. PAYMENT OF AWARDS The Faculty of Graduate Studies will not issue Letters of Offer to students unless funding for the particular award is available. Donors who make annual contributions to an award will be sent a Request for Funds each spring from the Development Office, requesting payment by June 30. Programs that fund a graduate award must have the funds 10

transferred into the Scholarship trust account, or have a guaranteed funds arrangement signed with the Dean of Graduate Studies before the award is offered to the student. All awards administered the Faculty of Graduate Studies are paid in equal monthly installments by direct deposit on the last banking day of the month. Award holders must provide a Canadian Social Insurance Number or a Student Authorization / Study Permit Number, with expiry date, in order to receive payment. Award winners may request that these funds be credited towards their fee assessment. They must contact the Fees Office located at Room 122 MacKimmie Library Block ( , option 6) or visit their website at Students must be registered in a graduate program in order to hold an award from the Faculty of Graduate Studies. In order to process payment(s), students must have activated their registration by the 10 th of the month in which they are taking up the award. Failure to meet this requirement will delay payment of the award to the following month The following payment schedule applies to all Faculty of Graduate Studies awards. This payment schedule is followed unless the terms of reference of the award specify otherwise: Amount of Award Up to $2,500 Payment One lump sum payment $2,501 to $6,000 Paid in equal monthly installments over a four month term $6,001 to $10,000 Paid in equal monthly installments over eight months Awards over $10,000 Paid in equal monthly installments over twelve months 7. TERMINATION OF FUNDING If a student has a successful final oral examination during the tenure of an award, the award will be terminated at the end of the month following the month in which the final oral examination was held, or at the date of the termination of the award, whichever comes first. 8. RENEWAL Some awards may be renewable but renewal is never automatic. If an award is renewable for a further year, the award holder must complete the Scholarship Progress Report form for review by the Graduate Scholarship Committee. The award is renewed if the Committee finds the student has made satisfactory progress. Holding an award that is not renewable does not preclude the student from entering the competition for the same award in subsequent years, unless otherwise noted in the terms of reference of the award. In the case of bursaries, the student must demonstrate continued financial need commensurate with the value of the award. 11

9. ALBERTA SCHOLARSHIP PROGRAM AWARDS 9.1 QUEEN ELIZABETH II GRADUATE SCHOLARSHIP PROGRAM (FORMERLY PROVINCE OF ALBERTA GRADUATE SCHOLARSHIPS & FELLOWSHIPS): The number of graduate students enrolled full-time at the University determines the number of Queen Elizabeth II Graduate Scholarships (Master s and doctoral) allocated to the University of Calgary each year. Award units are allocated to the University of Calgary at a ratio of 1 award for every 30 enrolled students. An Award Unit corresponds to an academic session. Awards are allocated through the Open Scholarship Competition. Units are assigned according to the students registration date in program. Recipients must be Canadian citizens or Permanent Residents. The Faculty of Graduate Studies brings the value of the Queen Elizabeth II Graduate Scholarship (doctoral) up to the value of a major award ($5,000 per academic session). These awards are administered and paid through the Faculty of Graduate Studies. 9.2 ALBERTA GRADUATE STUDENT SCHOLARSHIPS There are 1,000 Alberta Graduate Student Scholarships available through all Alberta Universities offering graduate programs. Awards are allocated based on the enrollment numbers in Master s programs of each institution. Each award is an academic scholarship and has a value of $2,000. It is paid directly to the student by the Alberta Heritage Scholarship Fund. To be eligible for an Alberta Graduate Student Scholarship, a student must: 10. REPORTING Be a Canadian citizen or Permanent Resident Have completed the first year of a Master s program as a full-time student (defined as enrolled in at least 60% of a full-course load) by August 31. There can be no gaps between year one and year two. Have confirmed registration in the fall term (i.e., in September) as a full-time student in the second year of a Master s degree program in the Faculty of Graduate Studies or the Faculty of Environmental Design at the University of Calgary Not hold a Ralph Steinhauer or an Arts scholarship from Alberta Heritage Each fall the Graduate Scholarship Office produces an annual report of Graduate Student Support, which includes support received through Graduate Assistantships (GAT/NTs), Graduate Research Scholarships (GRS), Graduate Teaching Fellowships (GTF) and Faculty of Graduate Studies (FGS) awards, Trust Funds (Research), Internal and External awards. The report for the previous academic year is presented to the Council of the Faculty of Graduate Studies in the fall session. 12

The Graduate Scholarship Office also produces a report of new graduate awards established each academic year. Both reports are made available to the Academic Awards Committee. 11. APPENDIX TERMS OF REFERENCE The first four Terms of Reference included in the appendix are examples of standard forms of awards for each of the adjudication categories. The final Terms of Reference is an example of a more complex award that would require approval of the Academic Awards Committee Terry and Sue White Doctoral Scholarship has the recipient selected by his or her rank order in the Open Scholarship Competition Luke Bridgewater Memorial Scholarship is an award that is recommended by the Graduate Program, in this case Greek and Roman Studies Calgary Airport Authority Graduate Scholarship is adjudicated by the Special Award and Bursary Subcommittee of the Graduate Scholarship Committee. The committee includes a representative of the donor in the selection process John D. Petrie, QC Memorial Bursary is adjudicated through the Special Awards and Bursaries Subcommittee of the Graduate Scholarship Committee Ron Ghitter Award in Human Rights is open to 4 th year undergraduate students and all graduate students. Because the donor is represented in the selection process, and the eligibility crosses over both the Student Awards and Financial Aid Office and the Faculty of Graduate Studies, the award is adjudicated through the Faculty of Graduate Studies Special Awards and Bursaries Subcommittee. The terms of reference were developed collaboratively between both Scholarship offices and taken to General Faculties Council at the same time. Awards of this nature and complexity would be referred to Academic Awards Committee for final approval. 13

JOHN D. PETRIE, QC, MEMORIAL BURSARY A quiet, yet significant supporter of the University of Calgary, Mary Petrie passed away on Friday, October 19, During her long and generous relationship with the university, Mary Petrie endowed many undergraduate bursaries and scholarships - most in tribute to her late husband, John D. Petrie QC. Mary Petrie was interested in breaking the chain of poverty that can afflict families from one generation to another. In her opinion, education was the solution. Through her interest, she supported bursaries as she felt this was a way to make education accessible to students with the academic talent, but not the financial means to attend university. The bursaries she supported were renewable awards as she felt this provided incentive for students to do well once they were at the U of C, and to recognize them when they did. Each year, as a direct result of her philanthropy, at least 10 University of Calgary students have received awards instigated by Mary Petrie. This will continue in perpetuity.
