3 Report from The Second Working Group Meeting On Developing a National Strategy for Regional Trade Albion Fisheries Research Station, Mauritius 12 th September INTRODUCTION OF PARTICIPANTS A total of 13 participants were present, representing both the various authorities involved and the private sector. (See Appendix A for list of participants). 2. BACKGROUND AND PURPOSE OF THE MEETING The countries included in SmartFish are very diverse in their fisheries industries and in their fish trade. Some countries are big producers and exporters of fish, others are mainly importers, and some have very little trade in fish at all. To develop a regional fish trade strategy, therefore, becomes very difficult, at least. It is understood that the preparation of a strictly regional fish trade strategy has some generic value at the level of guiding principles for rules based trade that can be covered within a broader sector strategy framework, such as the COMESA trade strategy, or the IOC fisheries strategy, but with such diverse situations in the individual countries, the real work must start at the national level with the development of national strategies for regional trade. The purpose of this meeting was to review the draft strategy document for Mauritius, and to draw up a plan for further work. 3. OUTLINE OF THE STRATEGY DOCUMENT Mr. Hempel presented a brief outline of the 5 th commented on in discussion. draft of the Strategy Document, which the working group During the discussion on objectives for regional trade, it was agreed that these should be limited to purely trade related objectives, namely: Food security: securing adequate amounts of food fish for the population at affordable prices; and Foreign exchange earnings from seafood exports. During the discussion on the present situation, a number of inaccuracies where pointed out, specifically with regard to statistics. It was stated that the statistics use mainly UN statistics provided by the FAO and ITC (Trade Map) did not conform with national statistics. After a lengthy discussion, it was agreed that the a brief study to compare 3
4 national and UN statistics should be undertaken. However, fir present purposes it was also agreed that for the moment UN statistics would be used as the basis for further analysis. It was further agreed that the performance of the fisheries sector should be separated into two parts: The industrial tuna fishery, serving mainly the processing industry and export markets; The domestic artisanal and commercial fisheries, serving mainly to satisfy domestic demand. It was further pointed out that in the 5 th draft, no analysis of the competitive situation was included. To some extent, this was rectified by introducing a new chapter on Trade Readiness. It was nevertheless felt that competitiveness aspects should be mentioned more specifically. In a way, Mauritius is competing on several fronts. On the one hand, the country is competing with Seychelles and foreign vessels for tuna raw material for the domestic tuna processing industry. On the other hand, one is competing for consumer fish for the population and for visiting tourists with other markets in the region. But the tuna processing industry is also competing with the global tuna industry for global tuna markets, particularly the European market. With regard to exports, almost 86% of the exports (by value) are destined for the EU. This means that the tuna processing and exporting industry is in a vulnerable position and needs to diversify its markets. Diversifying markets probably also means that product diversification is necessary. However, both market and product diversification implies that one has or can obtain information about product preferences in potential new markets. Thus market information becomes a necessity. Domestic consumption amounts to about 30,000 tonnes per year, and is expected to increase to some 46,000 tonnes by At the same time, aquaculture production is expected to increase substantially in the same period (according to Government forecasts), while capture fisheries are not expected to contribute much more than today. However, these forecasts need a closer scrutiny. In the section on SWOT analysis, it was agreed to make two separate analyses: one on the tuna industry and one on the food security sector. 4. TRADE READINESS ASSESSMENT The Trade Advisor presented a Trade Readiness Analysis which helped focus on Mauritius competitiveness. It was agreed to include this as a separate chapter in the Trade Strategy Document. 5. GAP ANALYSIS It was pointed out that the gap analysis was inaccurate in some respects, and this will be rectified in the next version of the strategy, with the help of working group members. 4
5 6. PROPOSED PROJECTS Four projects were proposed in the strategy document, all related directly to regional trade. These projects should now be prepared in more detail, including realistic costings. 7. FOLLOW-UP PLANS The work to be done during the period until the next meeting of the Working Group. The work will be coordinated by the Coordinator (Mr. Satish Hanoomanjee), and all correspondence will go through him. No specific date for the next meeting of the Working Group was set. 5

The Indian Ocean Commission (IOC), the Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC) and the Inter- Governmental Authority on Development (IGAD) have developed strategies to that effect and committed to regional approaches to the promotion of responsible fisheries and aquaculture. SmartFish is supporting the implementation of these regional fisheries strategies, through capacity building and related interventions aimed specifically at: implementing sustainable regional fisheries management and development; initiating a governance framework for sustainable regional fisheries; developing effective monitoring, control and surveillance for trans boundary fisheries resources; developing regional trade strategies and implementing regional trade initiatives; l amélioration de la sécurité alimentaire à travers la réduction des pertes post-capture et la diversification. contributing to food security through the reduction of post-harvest losses and diversification.
