5 Iowa Association for the Education of Young Children Thank you for your interest in early childhood higher education in Iowa! Our Iowa early care and education landscape has changed in the past ten years, shifting from an emphasis on minimum requirements to an expectation that most programs will choose to provide quality services and, in many cases, programs are required to meet higher standards. As part of this shift, ever increasing numbers of the early care and education workforce are seeking higher education in the form of degrees and credentials. This workforce demands accessible classes that help them continue working in early care and education, while they move along an education pathway, earning CDA credentials and degrees in early childhood education, often with teaching licenses and early childhood endorsements. They need coursework offered online, and scheduled during evenings and weekends. They need specific training in infant-toddler care and education, in administration, curriculum and assessment, and special needs. Nationally, the demand is also shifting, from supporting minimum requirements, accessibility, and training, to a requirement that states begin to focus on system development work to ensure quality programs and services are in place. A new Institute of Medicine report released in April 2015 challenges us to consider higher education as a requirement for every caregiver and teacher of a child, beginning at birth. In addition, college coursework should be one means for meeting the training requirements of the December 2014 Child Care Development Block Grant reauthorization. We want early childhood teachers who are both qualified and effective, working in secure and nurturing early care and education environments. We want a diverse workforce representative of the children and families they are serving. Early Childhood Iowa and Iowa AEYC, together with other partners, are engaged in professional development system building work. This work should create even more demand for higher education for our field. We also hope a clearly defined system, with clear pathways and choices for our workforce, will lead us all to best practices, and create a valued, professional, and fairly compensated early care and education field. T.E.A.C.H. Early Childhood IOWA is a comprehensive scholarship program that provides the early childhood workforce with access to educational opportunities leading to degrees, licenses, and credentials in early childhood education, and helps to establish a well-qualified, fairly compensated, and stable workforce for the young children in our state. T.E.A.C.H. requires compensation increases as child care providers complete increased levels of formal education. Through T.E.A.C.H., providers can work toward credentials and degrees in early childhood education and immediately use that knowledge in their early care and education setting. Since 2003, over 1,700 practitioners from nearly 900 child care programs in Iowa have benefited from having more qualified directors, teachers, and providers who are retained in their programs. Over 1,200 have completed CDA credentials, degrees, or early childhood teaching license endorsements, to this date. Currently over 400 Iowa child care providers, preschool teachers, and child care center administrators are currently seeking degrees or credentials in early childhood education, and receiving compensation increases, while they continue the important work of caring for our youngest children. Thousands of Iowa s children are receiving higher quality care which will lead to greater outcomes for these children and families including school readiness. T.E.A.C.H. Iowa AEYC is an affiliate of the National Association for the Education of Young Children (NAEYC), the world's largest early childhood education association, with over 75,000 members and a network of over local and state affiliates. NAEYC membership is open to all individuals who share a desire to serve and act on behalf of the needs and rights of all young children. Over 1,200 early care and education practitioners from all corners of our state are members of Iowa Association for the Education of Young Children. Fourteen active chapters and one local affiliate support these members in their local communities. Our mission is to serve and act on behalf of the early childhood profession. The members of Iowa AEYC are united in working to bring high-quality early learning opportunities to all children from birth through age eight. Together, we support excellence, inclusion, innovation, and community in the early childhood profession. In partnership with the T.E.A.C.H./WAGE$ Advisory Committee of Iowa AEYC, Early Childhood Iowa, the Iowa Head Start State Collaboration Office, and the Iowa Head Start Association, we are pleased to provide you with an updated issue of the Early Childhood College Directory. Ph.D. Coursework leading to the Child Development Associate credential Associate of Arts Associate of Science Associate of Applied Science Bachelor of Arts Bachelor of Science Master of Arts Master of Science Doctor of Philosophy An Early Childhood diploma has traditionally been a full-time, one-year program offered by some of Iowa s community colleges. Accreditation of the campus lab school is assumed to be with the National Association for the Education of Young Children (NAEYC), unless otherwise noted. EC program articulates with indicates the schools or training programs with formal agreements to articulate for credit with this college. Credit for experience indicates willingness in the ECE program to award credit for life or work experience as part of the required degree program credits. The Early Childhood endorsement indicates a college that provides the coursework for a required endorsement for the four-year teaching license through the Iowa Department of Education s Board of Educational Examiners. 8 Iowa Community Colleges/Regents Universities Associate of Arts (A.A.) Degree Articulation Agreement Students who complete an A.A. degree at an Iowa community college and who subsequently enroll at one of the Regents universities are considered to have met freshman and sophomore level general education requirements for certain Bachelor s degrees under the terms specified in the agreement. Transfer of Vocational-Technical Credits The Regent s universities accept up to 16 semester credit hours of vocational technical courses for transfer from the community colleges provided those credits apply to the A.A. degree at the host community college and the other Iowa community colleges. You do not have to obtain an A.A. degree, however, to have this credit awarded. 132 Simpson College What makes a degree from your college or university unique in comparison to others? Students earn two majors one in Professional Studies in Elementary Education and one in Liberal Studies for Elementary Education. All students earn at least one endorsement in addition to the elementary education endorsement. Our students complete a field experience as part of their first class and continue to increase the number of field hours and responsibilities throughout their programs (completing well over 100 hours). All students complete a field experience at: the elementary level, secondary level, in urban settings, in small town settings, and frequently in rural and/or suburban districts. All of our field experience and practicum hours are observed by full-time education faculty. Our early childhood endorsement is #106 which covers birth through 3rd grade. A few students qualify for our #103 endorsement. Most students earn the elementary reading endorsement (#148) as well; the two endorsements are designed to dovetail and there is some overlap in the requirements. 154 Information Regarding the Iowa Teacher Licensure Standards for Early Childhood Education There are several types of teacher licensure endorsements currently recognized in Iowa as acceptable for teaching young children age birth through age 8. They are the following: 1. Endorsement 103 Teacher Pre-Kindergarten through Kindergarten 2. Endorsement 106 Teacher Pre-Kindergarten through Grade 3 3. Endorsement 100 Teacher Birth through Grade 3 including Special Education (Endorsement 100 is also referred to as the Unified Teacher Licensure. Unified means Early Childhood and Early Childhood Special Education combined. Some positions in Iowa s early childhood systems require licensure; some do not. For some positions, one endorsement may be more desirable than another. Be sure to talk to your employer, your college academic counseling service, and your T.E.A.C.H. Early Childhood IOWA counselor to help make the right choice. To obtain an Iowa teacher s license, you must attend a recognized Iowa teacher preparing institution that offers the appropriate program for the early childhood education licensure and meet that institution s current requirements for the endorsement. This will include a professional education core, a human relations course, student teaching at the preschool level, and a Praxis test, as well as other general education core and early childhood course requirements. You must also receive that institution s baccalaureate degree and recommendation for a teacher s license. If you have attended an out of state institution, you must contact the Iowa State Board of Educational Examiners to obtain the procedure required for obtaining the Iowa teacher s license. You may apply for as many additional endorsements as you would like with that license, provided current requirements for those additional endorsements have been met. Once the original license has been issued, you may add other endorsements to that license upon proper application to the State Board of Educational Examiners, provided current requirements for that additional endorsement have been met. Institutions of higher education (colleges and universities) must be approved through the Iowa Department of Education and the Board of Educational Examiners to offer the various endorsements, and one institution may not offer the curricula necessary for each of these listed above. Therefore, as a student and a consumer of education, you need to know which type of endorsement(s) you want, and take that into consideration when you are selecting a college to attend next. 156 Financial Aid There are many forms of financial aid (loans, grants, and tax credits) available to child care providers and early childhood education students in Iowa. Many employers offer tuition support or scholarships to their employees. T.E.A.C.H. Early Childhood IOWA is available for teachers and providers who work full-time in regulated child care settings. The early education workforce and full-time college students will want to determine eligibility for federally funded financial aid as well. A Pell grant or similar form of aid will greatly reduce the eligible student s share of costs for tuition and other expenses. All colleges begin the process of determining eligibility for financial aid in the same way. Completion of the Free Application for Federal Student Aid (FAFSA) may be done online at A paper copy of this form may be obtained through any college or university s financial aid office, and in many public libraries in Iowa. Students should know that this financial aid is determined by their own family s financial need, and may vary year to year based on funding available at the federal level and to each individual college. Typically, a grant does not need to be re-paid, while loans do require a signed commitment to re-pay, often (but not always) delaying this repayment until the student has completed college. Students should apply as soon as possible after January 1 each year for the following school year. You must re-apply every year. Usually it is advisable to wait until the family s tax return has been completed for the previous year, as this information is required on the form. The earlier all paperwork is completed, the more likely that more forms of financial aid will be available, if you are eligible. 159 Other Scholarship or Financial Aid Opportunities t able to receive a T.E.A.C.H. Scholarship What next? If your program will not sign a T.E.A.C.H. contract, or you are not able to receive a T.E.A.C.H. Early Childhood IOWA scholarship, be sure to go to your college financial aid office for help. Below are several other resources that might be helpful. Be sure to apply for FAFSA (Free Application for Federal Student Aid). This is part of the U.S. Department of Education and allows you to apply for federal aid online. The fastest way to file the FAFSA is online at This web-based form includes online assistance and can be processed faster by signing the FAFSA with your FSA ID. The FSA ID replaces the Federal Student Aid PIN. If you already have a PIN, you can you re your information to your new FSA ID by entering your PIN while registering for your FSA ID. (This will save you time when registering for your FSA ID.) However, a PIN is not required to create an FSA ID. The Federal Student Aid PIN was replaced with the FSA ID on May 10, The new FSA ID consists of a user-created username and password to electronically access personal information on Federal Student Aid Web sites. Once FSA ID has been implemented, you will be directed to create your username and password. Use the IRS Data Retrieval Tool (IRS DRT) to update your FAFSA with IRS tax return information. If you have already submitted a FAFSA and would like to use the IRS DRT, click Login to start a correction. Once in the FAFSA, navigate to the Finances section, where the option to use the IRS DRT displays for eligible students and parents. You must indicate that you have completed a Federal tax return to be eligible to use the IRS DRT. Paper forms for mailing can be obtained by calling FEDAID ( ). You must complete a new FAFSA for each new school year. You should gather the documents you need in advance. Ex: Social Security number, driver s license, income tax return, bank investments and investment records, your alien registration number (if you are not a U.S. citizen). Keep in mind that you NEVER have to pay for a FAFSA to be processed! A completed FAFSA is your application for federal and state scholarship and grant programs. It is used to determine eligibility for Federal Stafford and PLUS Loans. Additionally, some colleges use the results of FAFSA to determine eligibility for their own aid. You should apply as early in the year as possible. After submitting your FAFSA, you will receive a Student Aid Report (SAR). You should get this within a few days if you apply electronically and within a few weeks if you filed by paper. The SAR will give your Expected Family Contribution (EFC). This number measures your financial need and determines your eligibility. The SAR is sent to each college or university that you list on your FAFSA. 160 Examples of aid through FAFSA: Pell Grant: This is federal money awarded that is based on financial need and does not have to be paid back. Pell Grants are awarded to undergraduate students who have not earned a bachelor s or professional degree. They are issued to the college/university you designate. Stafford Loans: These loans are available to undergraduate and graduate students of all income levels. There are two types: Subsidized Stafford Loans, for those with demonstrated financial need. The interest is paid by the government while you are enrolled in school at least half time, during your sixmonth grace period. And Unsubsidized Stafford Loans, for those who do not have to demonstrate financial need to qualify. You will be charged interest when you receive the funds until the loan is paid off. Individual College/University Scholarships: Schools may offer scholarships each year based on merit and/or achievement. Many of these scholarships consider financial need based on FAFSA results. Scholarship selection at individual schools is sometimes competitive and not all applicants will receive a scholarship. Many scholarships may require full-time enrollment and maintaining a specific grade point average. The scholarships are sometimes available in specific majors and departments. Some scholarships may be based on diversity. Be sure to look at your schools website or contact the school s financial aid office regarding individual school scholarships. The following are some options for financing school if you do not receive grants, scholarships or Stafford Loans: Tuition Payment Plans: Some schools allow you to make payments over several months on your tuition. Federal Perkins Loans: Some schools receive funding from the federal government to make low interest loans to students with financial need. Federal Grad PLUS Loans: For students enrolled at least half time in graduate and professional programs. Private Loans: Use only as a last resort. They are not federally insured and may be more costly. Iowa College Aid: Iowa College Aid provides a scholarship search at to several reputable scholarship searches that allows you to customize your search for local, national, and college-specific scholarships. 161 Teacher Loan Forgiveness Programs: TEACH Grant Program: (This is different from T.E.A.C.H. Early Childhood IOWA Scholarship program).through the College Cost Reduction and Access Act of 2007, Congress created the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program that provides grants of up to $4,000 per year to students who intend to teach in a public or private elementary or secondary school that serves students from lowincome families. For more information, go to the following website You should also contact the financial aid office at the college where you will be enrolled to find out if they will participate in the TEACH Grant Program. In exchange for receiving a TEACH Grant, you must agree to serve as a full-time teacher in a highneed field in a public or private elementary or secondary school that serves low-income students. You must teach for at least 4 academic years within 8 calendar years of completing the program of study for which you received a TEACH Grant. If you fail to complete this service obligation, all amounts of TEACH Grants that you received will be converted to a Federal Direct Unsubsidized Stafford Loan. You must then repay this loan to the U.S. Department of Education. You will be charged interest from the date the grant(s) was disbursed. Federal Teacher loan Forgiveness Program FFELP and Direct Loans: This is a nationwide program funded by the U.S. Department of Education. You must be teaching in a low-income building for 5 consecutive years before applying and receiving any loan forgiveness. Borrowers will receive $5000 or $17,500 maximum depending on teaching subject area(s). Go to for more information. Federal Perkins Loan Teacher Cancellation: You can receive 100% of the Perkins Loan balance eligible for loan forgiveness if you work full-time teaching in a low-income building or subject shortage area. Iowa Teacher Shortage Loan Forgiveness Program: You must be a licensed teacher in Iowa shortage areas who started first teaching job on or after July 1, This is funded by the state of Iowa and the benefits vary. 162 Public Service Loan Forgiveness: Borrowers may qualify for forgiveness of the remaining balance due on their eligible federal student loans after they have made 120 payments on those loans under certain repayment plans while employed full-time by certain public service employers. Since borrowers must make the 120 monthly payments on their eligible federal student loans beginning after October 1, 2007 before they qualify for the loan forgiveness, the first cancellations of loan balances will not be granted until October, Go to for more information. Child Care Provider Loan Forgiveness Demonstration Program: Borrowers may have 20% of their total loans forgiven after 2 years of service. An additional 20% is forgiven after completing a 3 rd consecutive year of qualifying service, and rises to an additional 30% after each of the 4 th and 5 th consecutive years of service. Student Loan Repayment Plan: The Department of Education announced in January of 2013 that borrowers can take advantage of a new repayment plan that could lower their monthly federal student loan bills. The plan is called Pay As You Earn and it caps the monthly payments for recent graduates at an amount that is affordable, based on their income. Borrowers may pay more in interest in the long run, but this option can provide relief on loan payments in the early years of repayment. The Department of Education has developed a resource called the Financial Awareness Counseling Tool, which helps borrowers establish an individual budget and gives repayment tips and strategies to avoid default. Tax Credits: Life Learning Tax Credit: This may be claimed for the qualified tuition and expenses of students in the taxpayer s family who are enrolled in eligible educational institutions.
