The Future of MSSP 5 The primary objective of MSSP To avoid or delay the premature placement of persons in nursing facilities, while fostering independent living in the community. MSSP provides intensive case management services to eligible clients and their families to enable clients to remain in their own homes. Services must be provided at a lower cost than for nursing home placement. Under federal rules, cost must not exceed 95% of nursing home costs. MSSP case management lowers the state ss chronic health care costs by arranging for home-based services to frail elders on Medi-Cal whose physical or mental disabilities make them eligible for nursing home placement. 6 3
