Utilizing Administrative License Revocation for drunk driving offenders According to the rating, Requiring ignition interlocks for all convicted drunk drivers is the area in which Virginia needs to improve, and for which we need your support in the 2012 legislative session. Currently, ignition interlock devices are required only when a person who is convicted of DUI has a BAC of.15 or higher, or for the 2nd or subsequent conviction of DUI. Steven Flaherty at the Tie One On for Safety press conference held November 21, MADD Releases National and State-by-State Ratings as Part of the Campaign to Eliminate Drunk Driving- 5th Anniversary- Report to the Nation MADD announced in November that Virginia received 4 out of 5 stars in a ranking of states progress toward eliminating drunk driving, determined by the adoption of the following proven drunk driving countermeasures: 1. Requiring ignition interlocks for all convicted drunk drivers 2. Conducting sobriety checkpoints 3. Creating enhanced penalties for those who drive drunk with children in the vehicle 4. Participating in no-refusal activities for those suspected of drunk driving If properly administered, alcohol ignition interlocks could save thousands of lives and give offenders the ability to drive while not endangering the public. 2 Legislation Turn Cars Into The Cure In 2006, MADD, the government, traffic safety advocates and members of the automotive industry created a panel to encourage and support the development of new technology that would stop drivers from operating a vehicle if drunk. The result was DADSS or Driver Alcohol Detection System for Safety. Together, MADD and DADSS are working toward a nation free from drunk driving. The national research effort to develop publicly-acceptable technology that will prevent the illegal operation of a vehicle by a drunk driver (0.08 or above blood alcohol content) is entering a new phase in which it will move out of the laboratory and onto the road with a drivable test vehicle expected to be ready in two years. MADD Applauds Senate Legislation to Fight Drunk Driving On December 14, 2011, the Senate Commerce, Science and Transportation Committee approved Mariah s Act (S. 1449), a comprehensive traffic safety measure that has the potential to prevent thousands of drunk driving deaths and injuries each year. Specifically, MADD would like to thank committee members: Chairman Rockefeller as well as Senators Tom Udall, Corker, Lautenberg, Pryor, Vitter, Klobuchar, Murray, and Collins. Mariah s Act advances all of the components of MADD s Campaign to Eliminate Drunk Driving. It would provide support for high visibility law enforcement crackdowns, such as NHTSA s Drive Sober or Get Pulled Over campaign; it would also provide incentives for more states to enact ignition interlock requirements for all convicted drunk drivers; and it would substantially increase funding for the advanced alcohol detection research program which is working to develop a non-invasive, in-vehicle technology that will prevent a drunk driver from operating a vehicle (see article, Turn Cars Into the Cure, also in this newsletter). The measure would also establish mechanisms to assure that state traffic safety programs supported with Federal funding are more effective in addressing the most critical safety needs. (Source: NHTSA) MADD Around Virginia State Trooper Alan Mann and the MADD DUI Simulator participated in the CSX Vehicle Safety Rodeo, Covington, VA MADD Expands Efforts to include Drugged Driving While MADD has been providing support for victims and survivors of drugged driving crashes who have been referred to or have reached out to us, until now, we have not made specific national efforts to reach these underserved victims. In October, in recognition of the growing problem of poly-abuse and drugged driving, MADD announced, alongside the White House of National Drug Control Policy, the launch of a national coordinated effort to reach out to the underserved and growing number of drugged driving victims in the country. In addition to providing victim services, MADD will also begin honoring law enforcement officers who are pioneers in discovering effective strategies for recognizing drugged driving. Starting this year, an award, known as the MADD Hero Award for Drugged Driving Enforcement, will be awarded biannually to a law enforcement agency, individual or group that has made significant contributions toward getting drugged drivers off of the nation s roadways. 10 News from NHTSA The Super Bowl is America s most popular national sporting event. All across the country, millions of people gather to socialize and watch the big game. The U.S. of Transportation and National Highway Traffic Safety Administration (NHTSA), with support from the National Football League (NFL) and Techniques for Effective Alcohol Management (TEAM) Coalition, have joined forces with local highway safety and law enforcement officials to spread an important safety message to the public about designating a sober driver on Super Bowl Sunday Fans Don t Let Fans Drive Drunk. For more information, visit here: Super Bowl Party Tips Make sure all of your guests designate their sober drivers before kick-off or help arrange ride-sharing with sober drivers. Find unique ways to reward the designated drivers at your party Give them a great spot to watch the game. Whatever non-alcoholic beverage they are drinking, make sure their glass is always full. Let them have the first pass at the buffet table. Make sure their cars are easy to access when it is time to start driving people home. Serve plenty of food. Offer a variety of non-alcoholic choices like soft drinks, juice, and water. Serve one drink at a time and serve measured drinks. Only serve alcohol to guests over 21 years of age. Determine ahead of time when you ll stop serving alcohol, such as one hour before the end of the party or at the end of the third quarter of the game (just like NFL stadiums) and begin serving coffee and dessert at that time. Add the numbers of local cab companies into your phone so they are just one touch away. Take appropriate steps to prevent anyone from driving while impaired. Be prepared for guests to spend the night if an alternative way home is not available. If you are attending a Super Bowl party or watching at a sports bar, restaurant or a friend s house: Designate your sober driver before the party begins and leave your car keys at home if you plan to drink. Find unique ways to reward the designated drivers when you are out at a bar or restaurant Offer to be the designated driver the next time you go out. Cover the cost for parking or even pay for a tank of gas. Whatever non-alcoholic beverage they are drinking, make sure their glass is always full. Pick up the tab for their food and drink.
