3 Introduction The United States is undergoing one of the worst recessions since the 30s. During any downturn, managing a Zero based budget is not only important but a prudent course of action. This requires business executives to take drastic actions to manage expenses and to cut costs. According to Gartner, a number of clients have already completed one or more waves of IT cost cutting during the current fiscal year and are under pressure to cut costs even further. The result is an average decline in IT budget of 4.7%, most of which came during the first quarter of Cutting expenses is a necessary evil that cannot be easily avoided. Because you don t see the physical servers they are sometimes referred to as being in the cloud, hence Cloud Computing. Importance of robust IT Systems IT Systems have become as important as electricity. Can you imagine running your company without electricity today? IT systems have become equally important. In fact, companies worldwide spent $3.3 trillion dollars in 2008, an increase of 6.2% from A non functioning IT system not only results in lost revenue from missing an opportunity but also hurts future repeat business. The increased risk of long term investment and increase in financing costs reduces the overall ROI for the technology investments. What do people do when they cannot afford to buy? They rent.
