FOREWORD HARBOUR MASTER PORT OF PRIMORSK 1.1 GENERAL Town Primorsk (the first name B erke or Koivisto) was founded in 12 centery at North-East coast of B erkesund strait in Gulf of Finland in Katerlahti Bay against archipelago Berezoviy. In it was decided to build new port 3 miles SE of town Primorsk. Opening of new oil terminal took place on 27th Dec Already in 1 year in 2002 project capacity in 12 million tons was reached. 1.2 PORT PERFORMANCE There are two terminals in the port of Primorsk: Crude oil terminal. Loading from shore pipeline. 4 cargo berths (Nos.1,2,3,4). Turnover in 2009 about 74,5 mln.mt. of crude oil. Light oil product terminal. Loading of diesel oil from shore pipeline. 2 cargo berths(nos.8,9). Turnover in 2009 about 4 mln.mt. 12

ARRIVAL AND DEPARTURE CHECKLISTS 3.1 GENERAL Notice of ETA should be given to the Harbour Master via the ship's agent 72/24 hours prior to approaching the "Pilot Station". For all tankers pilotage is compulsory from Buoy No 6 of Bol'shoy Korabel'nyy Fairway to the berth. The position to embark/disembark pilot is located on the corresponding traffic lane of the Part III of the traffic separation scheme of Sommers Island on the meridian of 'E. Pilot service in port waters is compulsory for all vessels. NOTIFICATION PORT OF PRIMORSK 4.1 GENERAL Masters of vessels arriving at, staying in or departing from the port of Primorsk are obliged to make previous notification on a variety of subjects, ranging from health and immigration to dangerous cargo. 4.2 HEALTH Vessels should prepare Maritime Declaration of Health (International Form). 4.3 IMMIGRATION Immigration formalities are handled by Immigration Authorities, boarding the vessel on arrival. On arrival the master shall provide an actual crew and passenger list. For all foreign crewmembers and passengers it is compulsory to have valid passport. 4.4 CUSTOMS Consult the agent about customs formalities. 4.5 ETA Notice of ETA should be given to the Harbour Master via the ship's agent 72/24 hours prior to approaching the "Pilot Station". 4.6 ETD Notice of ETD should be given to the Harbour Master via the ship's agent not less than 2 hours before departure 4.7 SECURITY Ship s Security Information» in accordance with 2.1 Rule 9 Chapter XI-2 SOLAS should be given to the Harbour Master via the ship s agent. 4.8 DANGEROUS GOODS Information about cargo on board and condition of cargo compartments should be included in arrival information. 4.9 WASTE A waste notification specifying the amount of all types of waste on board and indicating the intended disposal has to be sent to the ship s agent 24 hours before arrival IOPP Valid IOPP should be on board. 18

20 PART II 5. DOCUMENTATION PORT OF PRIMORSK 5.1 GENERAL The Port of Primorsk Authority places importance on complying with rules and regulations. Therefore the vessel could be subject to inspection by inspectors of the Health, Immigration, Customs Authorities and Port State Control at any time. 5.2 REQUIRED DOCUMENTATION, TO BE AVAILABLE AT ALL TIMES Consult agent. 20

REPORTING PORT OF PRIMORSK 6.1 GENERAL Masters of vessels staying in the port of Primorsk are obliged to report a number of issues /events, or request for permission: Fire Collisions Damages to ship or port facilities Ships that are sinking or likely to sink or that went aground Ships loosing cargo, fuels or other objects Any pollution of port area Accidents on vessels Restriction or lack of manoeuvrability Ships intended for laying up Repairs Hot works Embarking/Disembarking, taking provisions in the locks Anchoring in port Loosing anchors or chain Under water inspections Engine trials Lowering boats and rafts Other circumstances actually endangering or susceptible of creating a danger for persons or objects. 22

24 PART III 7. PORT DESCRIPTION PORT OF PRIMORSK 7.1 GENERAL. Primorsk is open for navigation all year round. The beginning and end of ice navigation are advised by the Harbour Master of Primorsk on instructions from the Maritime Port Administration of St. Petersburg, usually from the end of November up to the end of April. The Port receives double hull tankers for loading. 7.2 PORT LOCATION The port of Primorsk is situated on the N coast of the Gulf of Finland/Baltic Sea, opposite Bolshoy Beryesoviy Island. 7.3 PORT LIMITS 7.4 LOAD LINES North Atlantic Winter Seasonal Zone II. PORT NAVIGATION PORT OF PRIMORSK 8.2 SPEED When sailing on the Primorsk fairway speed of the vessel at first, second and third legs of up to buoy No. 5 and 6 shall not exceed 10 knots. 8.3 RIGHT OF WAY Movement on the sea fairway is bilateral. In the absence of oncoming vessels traffic on the fairway is on the middle of fairway. In a presence of oncoming vessels both vessels must keep to the right as it possible 8.4 RESTRICTIONS Towing and shifting of tankers with the main engines, steering and anchor devices put out from the exploitation is limited to the wind speed not exceeding 10 m/sec; towing of floating cranes with wind speed not exceeding 15 m/sec. 8.5 SHIFTING VESSELS Shifting alongside is prohibited. 29

31 PART IV 9. PORT SAFETY PORT OF PRIMORSK 9.1 GENERAL For emergency assistance in the case of an incident or accident on board contact VTS Primorsk via VHF 68. Report name of ship, berth and nature of calamity. Maintain a listening watch VHF 16, EMERGENCY CONTACTS Primorsk Traffic, ch EMERGENCY RESPONSE EQUIPMENT Booming of tankers during loading operations is compulsory. Marine terminals are adequately supplied with enough number of tools for emergency response, including for cleaning water surface. 9.4 EMERGENCY COORDINATION CENTRE There are the professional divisions for oil spill emergency liquidation in the port, capable to localize and eliminate any possible oil spill. Emergency communication through the VTS Primorsk, ch EMERGENCY SCENARIOS Each terminal has special plan for liquidation of oil spill. 31

NAUTICAL SERVICES PORT OF PRIMORSK 11.1 GENERAL Harbour Master of port of Primorsk controls VTS, pilot operations, tugs assistance and mooring operations VTS VTS zone Primorsk includes the Strait Bjerke-Zund south of latitude ` N, as well as the vicinity of the Gulf of Finland, limited arch circumference at location of tower VTS described by radius 16.5 miles between the lines from the Centre for directions 225 degrees and 130 degrees. The main functions of the VTS Primorsk: -Controlling the ships movement in VTS coverage area of Primorsk port and ship positions on anchorages; - Regulation of traffic; - Navigational assistance PILOTAGE Pilotage is compulsory and available on a 24-hour basis. Notice of ETA should be given to the Harbour Master via the ship's agent or the Master of the vessel 72/24/4 hours prior to approaching the "Reception Point". The "Reception Points" (the pilot will embark/disembark the vessels for the Sea Port of Primorsk): For all tankers bounded for and departed from the port of Primorsk pilotage is compulsory: - within a section of the Bolshoy Korabelny fairway - from buoy No.6 up to berth, 36

37 PART V 11. NAUTICAL SERVICES PORT OF PRIMORSK - In case if berth is occupied vessels proceed to anchorage No.10 without pilot. From anchorage area No.10 pilot is to be embarked in the anchorage point up to the berth, - and also on recommended routes of icebreaking assistance No.1 and No.2. The positions to meet the the pilot for ships transitting through Bjyerkezund Strait via the Port of Primorsk water are: - For navigation to the Southeast: 1.0 mile to the NW from the border anchorage No. 7, lat. 60 deg. 22,40' N-long.28 deg. 34,54' E. - For navigation to the Northwest: 1.0 mile to the SE from the Southeastern border of the port water area, lat. 60 deg. 14,75' N - long. 28 deg. 34,54' E. When requested by the Master pilotage may be provided from Rodsher Island to the port berths. The point to embark/disembark the pilot in this case is located on the corresponding traffic lane of the traffic seperation scheme of Rodsher Island on the bearing 166 deg. to the Rodsher Lighthouse. PORT INSPECTIONS PORT OF PRIMORSK 15.1 GENERAL The Paris Memorandum of Understanding (MOU) on Port State Control aims at eliminating the operation of sub-standard ships through a harmonized system of Port State Control inspections on foreign ships in the Paris MOU ports. The organisation with their member states covers the waters of the European coast and the North Atlantic basin from Canada to Europe.
