4 ITE is the principal provider of technical education in Singapore and a national authority in developing occupational skills certification and standards. Set up as a post-secondary institution under the Ministry of Education (MOE) in 1992, ITE is responsible for developing national-level Certification and Standards to enhance Singapore s workforce competitiveness locally and internationally. ITE adopts a One ITE System, Three Colleges Governance and Education Model, to deliver consistent standards, quality programmes and successful graduates. Under this system, ITE Headquarters oversees system and policy issues and ensures standards, while the Three Colleges, namely, ITE College Central, ITE College East and ITE College West, are empowered to develop niches of excellence, to enhance the attractiveness of ITE Education. 8 The ITE Board of Governors provides counsel to ITE Management and guides ITE in realising its goals and vision. Roles & Responsibilities 1. Provide leadership, and set strategic aims and directions for ITE 2. Review the Management performance of ITE 3. Facilitate industry linkages with ITE and promote ITE to industry 4. Establish a framework of prudent and effective controls, which enable risks to be assessed and managed 5. Ensure ITE s values, standards, obligations in the law and directions by the Minister are understood and met 6. Approve the appointment of auditors, bankers, counsel, solicitors and such officers or agents as it may be necessary to appoint 7. Authorise appropriate and necessary expenditure beyond the approval limits set for Management 8. Appoint general or specific committees, from among its own number and consisting of such number as the Board deems fit, for purposes which would be better regulated by such committees 9. Cause the financial statements of the Institute to be audited in accordance with the ITE Act, and submit a copy of such audited financial statements and annual reports, signed by Chairman/ITE, together with a copy of any report made by the auditor, to the Minister 10. Propose additions, amendments or repeal of provisions of the ITE Act to Minister 11. 13 FY2013 Highlights ENHANCING VALUES, STRENGTHENING INNOVATION At ITE, the goal of education is to provide students with not only skills to earn a living, but also the values that will guide them in their careers, and in life. Similarly, for ITE staff, they are the embodiments of professionalism, strong values, and role models for our students, colleagues and others. That is why, in FY2013, ITE s corporate theme was Enhancing Values, Strengthening Innovation. Enhancing Values compelled us to focus even more on values as the foundation to long-term personal and professional success, while Strengthening Innovation was an extension of the current ITE Innovate Plan, which will guide ITE till the end of /
14 CELEBRATIONS FY2013 was marked by several significant events which brought much awareness of ITE and its strategic role in nurturing technical workers for Singapore. These events not only celebrated specific milestones, but also highlighted the works of ITE, its staff, and former advocates of technical education. 15 Official Opening of ITE Headquarters and ITE College Central The new ITE Headquarters (HQ) and ITE College Central (CC) at Ang Mo Kio Drive was officially opened by Prime Minister (PM) Lee Hsien Loong, on 8 November The Opening Ceremony marked the completion of ITE s 10-year College Master Plan, announced in 2002, by then-prime Minister Mr Goh Chok Tong. Some 1,300 corporate guests, including political office holders, government officials, international and industry partners, community leaders, members of the media, and some 2,500 ITE staff and students attended the event. Tay Eng Soon Convention Centre At the Opening, PM Lee also announced the naming of ITE s Convention Centre, in honour and memory of the late Dr Tay, who was formerly Senior Minister of State for Education, and Chairman of ITE. Located at ITE Headquarters and ITE College Central, the Tay Eng Soon Convention Centre not only seeks to memorialise Dr Tay s legacy, but also aims to inspire future generations of students to aim high and do their best. 16 Proud of ITE: Staff and students alike felt a sense of pride when PM Lee announced ITE as the venue for the 2013 National Day Rally. (MCI Photo by Kenji Soon) National Day Rally 2013 The Prime Minister decided to hold National Day Rally 2013 at ITE for the first time, to underscore the importance of Vocational & Technical Education for the nation s progress. ITE worked closely with and supported the Prime Minister s Office (PMO), government agencies and Mediacorp, in the organising of National Day Rally ITE staff and students were involved as Ambassadors of ITE, and performed in the ITE Concert Band at the Rally. The PMO announcement and videos launched on PM's Facebook page in the run up to the event, generated significant public interest in ITE to the benefit of ITE and ITE Education. 16 ITE HIGHLIGHTS
17 DEVELOPING MARKET-READY, SKILLED PROFESSIONALS We aim to take our students into the future by offering them a holistic education that enables them to step into industry as value-adding, confident and skilled professionals. To reach our goal, we have sought to equip them with mastery in their respective skills areas, while adding versatility with broader knowledge in other areas. In FY2013, we introduced several initiatives aimed at doing just this: Nine new courses, comprising four Higher Nitec courses in e-business Programming, Facility Management, Filmmaking (Cinematography) and Shipping Operations & Services, and five new Nitec courses in Business Services, Electronics (Display Technology), Finance Services, Retail Services and Travel & Tourism Services, were introduced in These brought the total number of full-time courses offered in FY2013 to 103. A new Career Cluster-based Curriculum Framework was launched in January 2014, to enhance the adaptability and versatility of our graduates. This new framework will involve a fundamental shift in the way we prepare students for the workforce we will move from training students for a single occupation to training students for a cluster or grouping of related occupations. This will allow graduates to take on alternate specialisations and careers within the same industry. A three-year Enhanced Nitec Foundation Programme (e-nfp) was piloted in January 2014 to help Normal (Technical) students who have less than two GCE N -Level passes. This programme provides for the parcelling of curriculum into more manageable, bite-size modules, supplemented by an academic foundation programme, to build the literacy and numeracy skills of the students. 2013/

19 Holding their Own We are proud to share that some 12,447 students graduated in 2013, with 646 graduands receiving Certificates of Merit (COM). Of these, 195 were awarded Course Medals for their outstanding achievements. Top Notch: For the first time, the ITE Graduation Ceremony was held at the new Convention Centre at ITE College Central. It was also the first time that the IES Engineering Award was given out, bringing the total number of top graduates to 11. 20 Chance to Shine: Zulayqha Binte Zulkif, Valedictorian of the Class of 2013, received her Lee Kuan Yew Award from Guest-of-Honour, Ms Indranee Rajah, Senior Minister of State for Education and Law at the ITE Graduation Ceremony. Zulayqha went on to receive the LKY STEO Award, SHOAS Book Prize and Lee Hsien Loong Award for Outstanding All-Round Achievement at the 2013 MOE Special Awards Presentation Ceremony. Golden Moment: ITE graduate, Catherine Boey, did Singapore proud by winning the Gold Medal for Beauty Therapy. Her fellow competitors from ITE took home Medallions of Excellence for their efforts At the 2013 Ministry of Education Special Awards Presentation Ceremony on 29 August 2013, 15 ITE graduates who had progressed to full-time studies at the Polytechnics received the Lee Kuan Yew Scholarship to Encourage Upgrading (LKY STEP) Award. Of the 15, five also received the Sultan Haji Omar Ali Saifuddien (SHOAS) Book Prize for obtaining outstanding academic results. Zulayqha Binte Zulkifli, recipient of both the LKY STEP Award and SHOAS Book Prize, also clinched the Lee Hsien Loong Award for Outstanding All-Round Achievement. Punching Above their Weight At the WorldSkills Competition (WSC) 2013 held in Leipzig from 3 to 6 Jul 2013, ITE students, who were part of Team Singapore, held their own against stiff competition, and won a Gold Medal (in Beauty Therapy), and four Medallions for Excellence (in CNC Milling, Cooking, Electrical Installation, and Hairdressing skill categories). This contributed to Team Singapore s overall seventh ranking on the world medal tally, with three Golds, two Silvers and nine Medallions for Excellence. 20 ITE HIGHLIGHTS

22 THE PEOPLE WHO MAKE IT HAPPEN OUR STAFF At ITE, we recognise that a holistic educational environment does not happen by chance. This is why we engage our staff actively to fulfil our shared vision and mission. Our on-going Human Capital Development Programme ensures that we continue to identify and groom future leaders from amongst our staff. In addition, training activities and our mentorship scheme for staff promote a culture of active learning and sharing, as well as encourage our staff to strive for excellence. Continual Learning: To encourage staff to continuously develop and enhance their professional competency, the ITE Academy was launched on 26 April 2013 by ITE s Senior Management (above). With ITE Academy s 10 training rooms, two computer laboratories and a lecture room, all staff training courses can now be held under one roof. 22 ITE HIGHLIGHTS
23 Much Appreciated: Fifteen outstanding lecturers were presented with the ITE Teacher Awards at the annual ITE Awards on 18 October Some 300 staff were also presented with Long Service Awards of 10 to 40 years that same night. As at 31 March 2014, there were 2,718 staff in service, comprising 1,837 academic and 881 nonacademic staff. Between the teaching staff and students, the ratio stood at 1:14. To maintain a highquality workforce, consistent and continual training development is an integral part of ITE s human resource policy. Six years after implementing the Total System Capability initiative to enhance the professional capabilities of staff, 90% of ITE staff have the professional capability to Do or Lead in industry projects or consultancy work in FY2013. That is an improvement of 52 percentagepoints from FY /
24 Shining Examples We are proud to share that some 70 ITE staff were conferred the following esteemed awards in recognition of their service and contributions to Singapore: National Day Awards 2013, Prime Minister s Office Awarded to 13 staff National Day Awards 2013 Long Service Medals, Prime Minister s Office Awarded to 16 staff PS 21 Star Service Awards, Public Service Division Awarded to 1 staff Excellent Service Awards (EXSA) 2013, SPRING Singapore Awarded to 41 staff Enduring Partnership with the Union ITE has continued to enjoy good relations with its two staff unions the Union of ITE Training Staff and the ITE Staff Branch of the Amalgamated Union of Public Employees. The Unions lend strong support to many of our major activities. 25 ITE CARES To put their knowledge and skills to good use, ITE encourages its students and staff to volunteer in community service projects. Community Partnerships ITE students are given many opportunities to interact with and apply their skills in helping the under-privileged and disadvantaged. Each of the three ITE Colleges has adopted a special needs school Chaoyang School, by ITE College Central; Metta School, by ITE College East; and Delta Senior School, by ITE College West. These tie-ups allow ITE students to be actively involved in interacting with special needs students. In the course of the year, ITE staff and students also participated in various other efforts. These include the NTUC Fairprice Walk for South East 2013 event, through which ITE had raised some 105,000 bowls of rice for needy families; ITE College West s on-going Soup for the Soul programme, where ITE students prepared and distributed lunch to seniors at the Fei Yue Seniors Activity Centre (FYSAC) on a regular basis; and a Million Metre Run co-organised by ITE, the National Youth Achievement Award (NYAA) and the Gold Award Holders Alumni (GAHA), led by an ITE graduate, Mr Bruce Tong, to raise funds for financially disadvantaged ITE students. Mr Heng Swee Keat, Minister for Education, presented Mr Tong a plaque in recognition of his effort in raising a total of $60,000. Run for Charity: Mr Bruce Tong Chee Wah (in black), ITE graduate and NYAA Gold Award Holders Alumni, ran a million meters to raise $60,000 for needy ITE students. Mr Bruce Poh, Director & CEO/ITE (centre), and other staff ran the final three kilometres alongside Mr Tong in support of his efforts. 2013/
26 Fun for Everyone: ITE Fiesta 2013 saw plenty of fun activities, including go-kart racing around a Boeing 737! The event also saw Mr Seng Han Thong, Advisor to Ang Mo Kio Grassroots, giving out free spectacles to elderly residents. Heart of Bricks: ITE Fiesta 2013 also saw the record for Singapore s Largest 2D Lego Heart Model being set. Over 32,000 Lego bricks were used in the construction of the heart. ITE Fiesta 2013 As part of our community engagement efforts, the annual ITE Fiesta, organised in conjunction with our community partners, was held at ITE College Central on 25 and 26 August The event, which attracted some 13,000 visitors, including members of the public and secondary school students, provided a valuable avenue for ITE to showcase ITE Education, and the skills and talents of our students, as well as engage the community in meaningful activities. Some 200 senior citizens from Ang Mo Kio GRC and Sengkang West SMC were invited to lunch and to participate in various activities, such as floral arrangement, tote bag silk screening, baking demonstration, LAN gaming, free haircuts, health checks and massage services conducted by staff and students. Fifty-one senior citizens also received free eye-checks and spectacles sponsored by Hoya Corporation. 26 ITE HIGHLIGHTS
27 Cultivating Relationships, Both Local and Global To spearhead innovations and ensure that our students continue to benefit from authentic learning opportunities, cross-cultural and global awareness and integration, ITE has continued to strengthen its strategic partnerships and alliances with renowned global and local institutions. 2013/
28 Strengthening Strategic Alliances In 2013, ITE strengthened its international partnership through new Memoranda of Understanding (MOU) to enhance student learning and staff professional capability development. These included: Establishing or renewing 18 partnerships with renowned international institutions such as the Korea Polytechnics (KOPO), the Tech College Aalborg, Denmark, the WorldSkills Foundation (WSF), and Kaufmännische Schule Göppingen (KSG), Baden- Wüttermberg, Germany. The KSG MOU signing ceremony was witnessed by Ms Indranee Rajah, Senior Minister of State, Ministry of Law and Ministry of Education; Mr Andreas Stoch, Minister Partners in Education: ITE continued to build and strengthen its network of education partners through the signing of MOUs with institutions such as (clockwise from top left) Kaufmännische Schule Göppingen (KSG), Kirkwood Community College, WorldSkills Foundation, and Tech College Aalborg. 28 ITE HIGHLIGHTS
29 for Education, Youth and Sports, Baden-Württemberg, Germany; and Her Excellency Angelika Viets, Ambassador of the Federal Republic of Germany to Singapore. This partnership will provide opportunities for students and faculty of both institutions through exchanges and joint projects; and Nineteen collaborations with established companies located in Singapore, including Huawei International, and McDonald s Restaurants, to name a few. This brought the total number of local MOUs to 102. Industry Inputs: When it comes to ensuring ITE students are equipped with up-to-date technical skills, industry partners are key. Among ITE s latest collaborations in 2013 were (clockwise from top left) McDonald s Restaurants, Singapore Grand Prix, Canon Singapore Pte Ltd and the Singapore Sports Council. 2013/
30 International Bonds: The ISS 2013 saw participants forge international friendships during the three-day long event. Sharing Session: The ITE-VTC International Student Seminar 2013 (ISS 2013) gathered some 600 youths from various countries, including Singapore, to expound on the topic of YOUth in Service, Inspiring CoummUNITY. 31 Global Education Programme The Global Education Programme (GEP) aims to provide ITE students a holistic education by giving them the opportunity to be exposed to new skills, global mindsets and perspectives, and a better understanding of the culture and lifestyle in other countries. In 2013, 30% of the student cohort participated in the GEP through exchange programmes, industrial attachments, community service programmes, and/or cultural or sports activities. Making a Difference: The GEP trips included this one to Cambodia, where staff and students built ITE-designed water filters in villages to help reduce the chances of contracting gastrointestinal diseases by 85 percent. 2013/
32 Contributing to the Global Development of VTE In FY2013, ITE hosted over 1,300 foreign visitors from 31 countries. Notable overseas visitors included the President of the United Republic of Tanzania, Her Royal Highness Princess Maha Chakri Sirindhorn of Thailand, Ministers and high-ranking Government officials from Australia, Brunei Darussalam, Denmark, Germany, Hong Kong, India, Myanmar, Qatar, Switzerland, Taiwan, Uruguay, as well as organisations, such as the National Center on Education and the Economy from the United States, and Cambridge International Examinations from the United Kingdom. Department of Training and Technical Education (DTTE), India On 16 August 2013, a Certification Presentation ceremony was held at ITE for 13 Master Trainers from India. These trainers had completed a two-week pedagogical training programme in India, conducted by ITE s consultancy arm, ITE Education Services (ITEES), followed by a four-week technical training stint in Singapore. This was part of ITE s commitment under the five-year Memorandum of Understanding (MOU) with the Department of Training and Technical Education (DTTE), Government of National Capital Territory of Delhi, to set up a World-Class Skills Development Centre (WCSC) in India. The presentation ceremony was graced by Her Excellency Ms Vijay Thakur Singh, High Commissioner of India to Singapore, and Mr Benedict Cheong, Board Director and CEO of Temasek Foundation. An official launch of the interim campus in India took place the following month. The inauguration was graced by then-delhi Chief Minister, Sheila Dikshit. The interim campus is named Hunar, which means Excellence. Office of the Vocational Education Commission, Thailand The Signing Ceremony of the second collaboration with the Office of the Vocational Education Commission (OVEC), Thailand, took place in August 2013 in Bangkok, Thailand. Under this project, ITE will train 100 Master VTE trainers over four runs on the design and development of VTE curriculum and assessment. 32 ITE HIGHLIGHTS

ITE was one of five winners for the Award. Minister for Home Affairs Award (highest tier of the Home Team National Service Award for Employers) in October 2013, from the Singapore Civil Defence Force and the Singapore Police Force, for our contributions and support of national service activities. Minister for Defence Award 2013 (highest accolade conferred to employers), in August 2013, for our exemplary support of national defence. Singapore Experience Awards 2013 Best Education Experience Category in October 2013, for College West, from the Singapore Tourism Board, for its vibrant and conducive campus life, good curriculum, facilities and student support services. Construction Productivity (Platinum) Award (Institutional Buildings Category) in April 2013, from the Building and Construction Authority, for achievements in productivity enhancement for the ITE Headquarters and ITE College Central development project. People s Association Community Spirit (PACS) Excellence Awards 2013 (Partners of PA Category) by ITE in May 2013, in recognition of ITE s support of the People s Association (PA) and its grassroots organisations, Community Development Councils, as well as its contributions in reaching out and building social capital within the community. To prepare ITE for the challenges of the future, we have initiated a new five-year planning cycle to formulate a new roadmap. The re-defined vision will be our springboard to reinforce ITE s position as a quality vocational and technical education institution. In keeping with the corporate theme, Celebrating ITE Innovate, Envisioning the Future, ITE s strategic priorities in FY2014 will centre on: Strategising for the Future, as ITE embarks on the formulation of the new ITE five-year Roadmap to position itself for 2015 and beyond; and Enhancing the Value of ITE Education, through supporting the national drive in enhancing applied learning under the ASPIRE initiative; focusing on extending greater support for inclusive and holistic development of students; and leveraging on technology to enhance students learning experience. 36 ITE HIGHLIGHTS
