Contract with Southtowns 2. Update our own plan t with funding 3. Update our plant without funding. Using an overhead projector Trustee Pagliaccio presented the following material, assisted by Trustee Sleeper and Trustee Marshall. " IT IS POSSIBLE TO ELIMINATE THE WASTEWATER TREATMENT FACILITY AND REPLACE IT WITH A PUMP STATION WHICH WOULD PUMP THE WASTEWATER TO THEi I SOUTHTOWNS TREATMENT FACILITY, THIS WOULD BE ACCOMPLISHED THROUGH A 20" FORCEMAIN ALONG ROUTE 20ATO THE TOWN OF ORCHARD A GRAVITY PARK WHERE SEWER WILL CONVEY THE WASTEWATER THROUGH THE TOWN OF ORCHARD PARK TO THE NORTH- EAST INTERCEPTOR FOR CONVEYING THE WASTEWATER TO THE SOUTHTOWNS TREATMENT FACILITY (SEE ATTACHED MAP),

Mr. Caruso called upon Mr. Thomas Lewandowski of Nussbaumer & Clarke, whowith the aid of drawings described a plant designed around our existing sewage treatment plant that would meet the prescribed standards. If it is feasible, additional time and money will be required, to secure a gran_. T_L:n Trustee Pagliaccio noted that Nussbaumer & Clarke could do a..: Feasibility Study that would take approximately four weeks at a ' cost of $5,000. The study would determine the availability of funds : for the update of the East Aurora plant. Mayor Kelly invited questions from the audience. L

7 June 2, 1982 Page 7 Mro AI Miranda of 119 Elmwood Avenue questioned what percentage increases may be expected if the Village joins Southtowns. He noted that some communities were paying extremely high annual bills. Trustee Marshall said he could answer the question in part, stating that communities that had a collection system were assessed $59 per unit, but communities without their own collection system were hit with astronomical bills. Mr. Donald Wheeloek of 148 Knox Road. stated that the philosophy of Southtowns is comparible to business and that no contract is ever written that is not beneficial to the writer, and in this case it would be Erie County. Grant Hamilton, Editor of the East Aurora Advertiser, asked whether the committee that would go to Albany if the Feasibility Study were authorized, would ask the question in Albany as to whether portions of the Town of Aurora (Glenridge, Castle Hill) would be included if funding was available to "go it alone." Mayor Kelly stated that population basis covering a twenty year Period would be the criteria if we were to "go it alone". (198.0 Village census projected for twenty years). Mr. Robert Lesher of 53 Elmwood Avenue spoke of the advantages of long range planning and noted there are provisions in the Town and Village law for joint ventures such as a Town/Village sewer district. It was moved _y Trustee Pagliaccio that the subject of a Sewer Study Report be added to the agenda. Seconded by Trustee Marshall the motion carried. Sewer Study Report It was moved by Trustee Pagliaccio, seconded Sy Trustee smith that a letter contract be signed with Nussbaumer & Clarke authorizing a Feasibility Study to determine the availability of State and Federal Funds for upgrading the Village Sewage Treatment Plant. The $5, fee to Nussbaumer and Clarke to be paid from the Capital Reserve Sewer Fund. A roll call vote brought Aye votes from Trustees Marshall, Pagliaccio, Smith, Dayer, and Sleeper, and a Noe vote from Mayor Kelly. Motion to Adjourn At 10:30 PM it was moved by Trustee Dayer, seconded by Trustee Sleeper and unanimously carried that the Recessed Meeting of June 2, 1982 be adjourned. Respectfully submitted,.
