MDGs 8 goals, 21 targets, 60 Indicators MDGs were crafted by technocrats : goals directly from MD, targets mapped to indicators Available data dictated indicators framework: IAEG- MDGs SDGs 17 goals, 169 targets, 100 indicators (1 indicator per target max) SDG goals and targets are created by Member States: technical proofing by technocrats? Measurability will dictate monitoring and indicators framework: IAEG-SDGs

11 OWG Target 6.3: waste water indicators Indicator: A consolidated indicator of waste water production, treatment and reuse/recycling Rationale: AQUASTAT and natural Environment agencies have reliable statistics for some countries but are limited. Global Estimates validated by AQUASTAT etc. greatest promise EO support for the indicator: 1) 2) Population densities derived from Landsat data can be combined with census data to estimate waste water generation potential, Releases and their impacts. High resolution satellite images could document the location of treatment facilities.

12 OWG Target 6.5: IWRM indicators Possible indicator: Number of tools and data sets available to support IWRM. Rationale: Implementation of IWRM is very difficult and needs to be enabled by the support of agencies and countries with this vision. EO support for the indicator: The availability and sharing of satellite information is not restricted by national boundaries or national data policies. Basin-scale EO data relate to: - Changes in water availability - Water stress - Storage capacity or CC impacts Basins Countries Lack of data sharing across borders

13 Friends of the Chair group on broader measures of progress (FOC) 44 th Statistical Commission (2013) created FOC in response to Rio+20 to launch a programme of work on broader measures of progress to ensure a robust statistical approach for the post-2015 development agenda. To help OWG discussions, FOC submitted to 45 th Statistical Commission (2014) a compendium of 29 statistical notes, prepared by experts from many national statistical offices and international organizations, coordinated by UNSD; FOC in April 2014, reviewed100 proposed indicators by UN Sustainable Development Solutions Network in terms of measurability, based on a consultation with Friends of the Chair Group members and international organizations

14 Activities regarding SDGs Working group on Big Data report to Statistical Commission UNECE High-Level Group for the Modernization of Statistical Production and Services, report World Bank coordinated IHSN report on improving household surveys Report by Expert Group on Integration of Statistical and Geospatial Information PARIS21 launched Informing a Data Revolution" to help ensure data revolution serves the post-2015 development agenda What's the role of EO?

15 Indicators roadmap February 2015: Expert Group meeting on indicators framework; March 2015: 46 th Statistical Commission: road map for the development and implementation of indicator and monitoring framework and roadmap IAEG-SDGs is born July 2015: IAEG-SDGs: first note on indicator framework Nov/Dec 2015: IAEG-SDGs report to UNSC March 2016: 47 th Statistical Commission to endorse IAEG proposal and agree on an implementation plan June/July 2016: SDG global baseline report identifying gaps; : Scaling-up of national, regional and global capacities to monitor goals and targets

16 Towards 47 th Stats Comm July 2015: Financing for Development: opportunity to mobilize funding for the development of statistical capacity. Ref: Highlevel Group for Partnership, Coordination and Capacity-Building for post-2015 monitoring Methodological work and strengthening of statistical systems by IAEG-SDGs : inequalities use of new data sources, improved methods of data collection strengthening and modernization of statistical systems etc. Opportunities for EO

17 FOC recommends IAEG-SDGs to develop an indicators and report against them High-level Group for Partnership, Coordination and Capacity- Building for post-2015 monitoring: on strategy for statistical capacity-building and funding for statistics Under Statistical Commission a biennial World Forum on Sustainable Development Data bring together public and private data producers and users to discuss the latest data innovations and their potential use in post monitoring; IAEG and High-level Group seek input from the various groups working on the modernization of statistics What's the role of EO?
