Together we can tackle SDG monitoring challenges GEO-UN engagement: a dialogue Global Expanded Water Monitoring Initiative: Baseline Report 2017 Geneva, 18 February 2015 Rifat Hossain World Health Organization Geneva, Switzerland
Purposes of Global Monitoring Global advocacy Measuring progress for the global community Informing global investments Informing investments at country level by governments and donors Supporting regional and country benchmarking and reporting 2
Transition in indicators development déjà vu? MDGs 8 goals, 21 targets, 60 Indicators MDGs were crafted by technocrats : goals directly from MD, targets mapped to indicators Available data dictated indicators framework: IAEG- MDGs SDGs 17 goals, 169 targets, 100 indicators (1 indicator per target max) SDG goals and targets are created by Member States: technical proofing by technocrats? Measurability will dictate monitoring and indicators framework: IAEG-SDGs
Lessons from MDG monitoring High focus on development: silent on sustainability etc. Piggy backing on household surveys Cost effective Limit different aspects and timely reporting Admin data: quality improved in the last decade? Earth observations: Data available for cost effective monitoring Huge investments in EO: developed countries contribution to monitoring next goals and targets? Data revolution: integrate EO, Big Data, traditional data 4
Post 2015 development agenda Political Goals and targets UN General Assembly Non political Indicators/monitoring framework UN Statistical Commission
Post2015 development actors FOC group: reports to statistica l commiss ion
Strengthen means of implementation enhance global partnership for SD enhance the global partnership encourage and promote effective public, publicprivate, and civil society partnerships by 2020, enhance capacity building support to developing countries to increase significantly the availability of high-quality, timely and reliable data by 2030, build on existing initiatives to develop measurements of progress on sustainable development and support statistical capacity building in developing countries
Independent Expert Advisory Group on Data revolution for SDGs Recognizes use of various data, including novel, geospatial and Big Data, in an integrated manner An urgent call for action for global consensus on principles, Share technology/innovation for common good New resources for capacity development Data revolution is a joint responsibility of Governments, international and regional organizations, the private sector and civil society. Underscores importance of CRVS: denominator issue
EO in SDG water monitoring EO, novel data & data integration WASH (WHO/UNICEF JMP) WWM & WQ WRM domestic waste water and reuse industrial waste water and reuse water quality and reuse water withdrawals and productivity water withdrawals and ecosystems Integrated water resources management 9
Task Team Contributors International: WHO, GEO, WMO, UNU-FLORES, WCRP (GEWEX), WMO-CHY, CIESIN, World Bank, UN Global Pulse Countries: Australia (CSIRO), Bangladesh, China, Colombia, Japan (MEXT), Germany, Pakistan, USA (USEPA, USGS, NSF, USACE, US GEO), Space Agencies: ESA, JAXA, NASA, NOAA Academia and institutes: Chouaib Doukkali University (Morocco), U of Tokyo, Chinese Academy of Sciences, U of Bonn, Vrije Universiteit Amsterdam, University of Twente, CUNY, U of Texas, GMU, Delatres, Fraunhofer Institute of Optronics, WRI Two members from SG IEAG on data revolution for SD
OWG Target 6.3: waste water indicators Indicator: A consolidated indicator of waste water production, treatment and reuse/recycling Rationale: AQUASTAT and natural Environment agencies have reliable statistics for some countries but are limited. Global Estimates validated by AQUASTAT etc. greatest promise EO support for the indicator: 1) 2) Population densities derived from Landsat data can be combined with census data to estimate waste water generation potential, Releases and their impacts. High resolution satellite images could document the location of treatment facilities.
OWG Target 6.5: IWRM indicators Possible indicator: Number of tools and data sets available to support IWRM. Rationale: Implementation of IWRM is very difficult and needs to be enabled by the support of agencies and countries with this vision. EO support for the indicator: The availability and sharing of satellite information is not restricted by national boundaries or national data policies. Basin-scale EO data relate to: - Changes in water availability - Water stress - Storage capacity or CC impacts Basins Countries Lack of data sharing across borders
Friends of the Chair group on broader measures of progress (FOC) 44 th Statistical Commission (2013) created FOC in response to Rio+20 to launch a programme of work on broader measures of progress to ensure a robust statistical approach for the post-2015 development agenda. To help OWG discussions, FOC submitted to 45 th Statistical Commission (2014) a compendium of 29 statistical notes, prepared by experts from many national statistical offices and international organizations, coordinated by UNSD; FOC in April 2014, reviewed100 proposed indicators by UN Sustainable Development Solutions Network in terms of measurability, based on a consultation with Friends of the Chair Group members and international organizations
