1 5 12 th Five Year Plan Projects CSIR-WIDE CONSORTIUM ACCESS TO ONLINE INFORMATION RESOURCES (NKRC) Journals are a key resource required by scientists and researchers for their research pursuits. The advent of electronic journals has redefined access to this very important resource. Scientists and researchers, irrespective of their locations, can have instant access to this much needed primary source of information. However, subscribing to electronic journals in an isolated manner is not cost effective as it leads to having fewer journals and increases costs. Hence, institutional consortia have come into being that facilitate wide access to substantial resources at a relatively lower cost. Through the 12th Five Year Plan on CSIR-wide Consortium Access to Online Information Resources (NKRC), CSIR-NISCAIR facilitates comprehensive access to world class R&D journals and databases thus enabling CSIR scientists and researchers to engage in competitive high science. 2 CSIR-NISCAIR Annual Report The above resources were selected through an analytical process involving negotiations with the publishers by a Negotiation Committee. The Negotiation Committee consists of members from CSIR labs, DST institutes and other leading consortia in the country. NKRC Nodal Officers Meet The NKRC Nodal Officers Meet 2013 was held at the Kodaikanal Observatory of the Indian Institute of Astrophysics during 5-7 June Dr. R R Hirwani, Head, URDIP and Chairman of the Negotiation Committee in his address highlighted the challenges owing to unrealistic and, many times, arbitrary pricing of the electronic resources by the publishers. He also emphasized the need for the Nodal Officers to actively involve themselves in promoting open access in their institutes. Dr. Gangan Prathap, Director, NISCAIR and Chairman of the CSIR Task Force on the consortium remarked that the NKRC meets have evolved over the years and the third meet had 44
3 many study-based presentations. He called upon the nodal officers to transition the event to a National Knowledge Research Conference (NKRC) in the coming years. Prof. B.P. 4 CSIR-NISCAIR Annual Report CSIR KNOWLEDGE GATEWAY & OPEN SOURCE PRIVATE CLOUD INFRASTRUCTURE (KNOWGATE) Over the last few years, there have been rapid advances in technology across various sectors be it open source, cloud computing, big data, knowledge management, performance management, business intelligence, etc. These technologies can be leveraged as catalyst for process transformation and service innovation. This becomes even more meaningful for R&D organizations, when we consider the emerging paradigms of modern science, i.e., shifts from observation, thinking and computational science to data intensive research/data driven decision making. This project aims to facilitate micro-analyses for intelligent information. The project will have far reaching applications with many tangible and intangible benefits that can be harnessed by not only CSIR but also by various other S&T agencies. The Competent Authority accorded the approval on 7 January 2013 for the implementation of the project CSIR Knowledge Gateway & Open Source Private Cloud Infrastructure (KNOWGATE), under Information Sciences cluster of National Laboratories scheme of CSIR during 12th five year plan with a project outlay of ` lakh. KNOWGATE has three modules as follows: - Module CSIRCloud CSIRCat CSIRTrend Description Capacity and Capability Building: CSIR Open Source Cloud Computing Infrastructure and Open Source Software Technology Solution Cell (OSSTSC) CSIR Distributed Library/Virtualized Union OPAC of CSIR Holdings, using Z39.50 protocol & Open Source Integrated Library Management Software Multi-dimensional Analysis System (MDAS) - Extended information access for enabling excellence The major objectives of CSIR KNOWGATE are as follows: 1. To enhance the capacity and capability of CSIR computing power through CSIR private cloud infrastructure and Open Source Software Technology Solution Cell (OSSTSC) 2. To provide CSIR Knowledge Resource Centres (KRCs) an Integrated Library Management Solution using open source Software 3. To share information resources among CSIR laboratories by creating CSIR Distributed Library: catalogue sharing, inter library loans, & referral service for document supply service 4. To analyse CSIR research, technology and related data using multi-dimensional analysis 46
5 The project is being implemented in a network mode by CSIR-NISCAIR as nodal laboratory with 38 CSIR laboratories as participating laboratories including CSIR-M Complex & CSIR-HQ. 6 CSIR-NISCAIR Annual Report The major achievements of the project till March 2014 are as follows: 1. Design & development of working prototype for open source CSIR private cloud for providing infrastructure as a service to 39 CSIR KRCs 2. Design & development of software solution for data migration from LibSys, e-granthalaya, WinISIS, Alice, LibSuit and OpenBiblio to an open source platform i.e. Koha for 14 out of 14 Group 1 and Group 2 KRCs and work has been started for group 3 CSIR laboratories KRC (CSIRCat) 3. Technical support (IT) for new ILMS for 14 Group 1 & 2 labs 4. Customization of OSS ILMS software, implementation of Z39.50 protocol, Implementation of procedure/program for migration of catalogue data & Z39.50 client for federated search for 14 out of 14 group 1 and group 2 KRCs 5. Training organized for 12 KRCs in Group 1 & 2 labs 6. Design & development of CSIR Virtualized Union Catalogue of above KRCs 7. Successful implementation of OAI-PMH 8. Design & development of system architecture and working prototype of CSIRTrend 9. Report on international technology benchmarks for other comparable countries CSIR 10. Design & development of online system for automated data collection, validation, review & updation from all participating laboratories CSIR Private Cloud Infrastructure developed under CSIR-KNOWGATE project ( ) CSIR Online Information Repository (COIR) developed under CSIR-KNOWGATE project ( ) 48
7 11. Paper titled Analyze and Visualize to Decide: Enabling Data Driven Decision Making for R&D institutions presented in conference 12. Design and development of Integrated KNOWGATE portal with authentication by CAS (Central Authentication Server) and authorization by LDAP (Lightweight Directory Access Protocol) 13. Successfully migrated more than 4.6 Lakh records for 14 out of 14 Group 1 and Group 2 KRCs holding data.
