GIS Support of Long Term Disaster Recovery from Hurricanes Katrina, Rita, Gustav and Ike North Dakota GIS Conference October 13 th, 2011 FEMA/Marvin Nauman
What is Long-Term Recovery? Begins after initial efforts to meet needs for housing, food, and water Aids individuals, families, and communities especially hard hit which may need more time and specialized assistance to recover Assists in disasters with complex restoration or rebuilding challenges
FEMA/Michael Rieger
Magnitude of Hurricane Katrina Recovery 950,000 Applicants for individual assistance Residents still restricted to daylight only access in portions of New Orleans 6 months after the storm. 100,000 families still in temporary housing 1 year after the disaster
FEMA Program Areas FEMA/Robert Kaufmann FEMA/Marvin Nauman FEMA/Jocelyn Augustino Public Assistance Individual Assistance Mitigation FEMA/Marvin Nauman FEMA/Robert Kaufmann FEMA/Barb Sturner
The Situation Two years after Hurricanes Katrina and Rita hit Louisiana Joining a team that had moved from response to recovery Replacing outgoing staff
Moving from simple communication of facts to interpretation Informational products were no longer good enough Simple questions (who, what, when, where, why, how) giving way to more complex questions (how much since last time, is our progress slowing, how does what we are doing now compare to the data from the storm event)
Best Practices - Recordkeeping Documenting requests can save you a lot of work down the road Documenting your data so you can find it again can save you a lot more time Processes must be documented so new staff can carry them out
Best Practices - Flexibility Just because something can t be done doesn t mean that you don t have to do it Consider alternate or less advanced technology (can t use ArcGIS Server, how about ArcReader, ArcGIS Online, or GeoPDF?) Accomplishing something the hard way can create an opportunity to make things easier (we re done, but it took a week, but if you d only let us.)
Best Practices - Communication Communicate existing data and capabilities to users throughout the agency through websites, newsletters, training classes, or other resources Communicate internally with your team to understand what is going on and draw on institutional knowledge
Workflow Management - HMGP Hazard Mitigation Grant Program begins later in the recovery process with the goal of reducing future damage by purchasing or elevating properties damaged by the disaster Opportunity to both automate the workflow for efficiency reasons, allowing multiple users to work on the same applicant at the same time without passing paperwork desk to desk

Data Management Gulf Coast Recovery Office Data Scrubbing Inconsistent standards in identifying address and location of Public Assistance projects resulted in errors in Address and Location fields 80,000+ records manually reviewed by 10 full time staff over a 4 week period.

Situational Awareness Louisiana Critical Information Interface (LaCII) Provide a snapshot of current recovery progress based on enterprise data for Individual Assistance, Public Assistance and Mitigation Track Issues and the activity of Public Relations staff and their interactions with local government and provide that information as a snapshot for management

Lessons Learned With a staff made of temporary personnel, continuity is critical, learn from your personnel while they are there and document, document, document Previous work had developed a large amount of useful data the most biggest challenge was communicating it effectively to the people who needed it
Lessons Learned Good data doesn t create itself be prepared to have to do some work to turn enterprise data into successful GIS data Communicate! It s the best way to learn what work might be coming down the pipe as well as reminding your clients of your capabilities
