3 DHHS- Division of Behavioral Health Prevention System Vision Develop a sustainable and effective prevention system that is committed to the reduction of substance abuse and its related consequences. Mission Promote safe and healthy environments that foster youth, family, and community development through the implementation of early intervention and substance abuse prevention best practices. 14 Other Helplines Nebraska Family Helpline For hearing and speech impaired with TTY equipment *This services provides trained counselors 24/7/365 to provide assistance to families with youth experiencing behavioral health challenges or other crises. Nebraska National Guard Counterdrug Task Force *This services provides assistance to federal, state, local law enforcement agencies, community based organizations and educational institutions that have anti-drug focus in their events or activities. Their primary focus is on drug awareness and prevention efforts. Nebraska Tobacco Quitline Problem Gambling Helpline GAMBLER ( ) Frequently Used Terms Behavioral Health Disorder: mental illness or alcoholism, drug misuse, problem gambling, or other addictive disorders. Behavioral Health Services: services, including, but not limited to, consumer-provided services, support services, inpatient and outpatient services, and residential and nonresidential services, provided for the prevention, diagnosis, and treatment of behavioral health disorders and the rehabilitation and recovery of persons with behavioral health disorders. Prevention: Delivered prior to the onset of a disorder, these interventions are intended to prevent or reduce the risk of developing a behavioral health problem. Promotion: These strategies are designed to create environments and conditions that support behavioral health and the ability of individuals to withstand challenges. Mental health promotion is a state of complete physical, mental and social well-being, and not merely the absence of disease. Risk factors are characteristics at the biological, psychological, family, community, or cultural level that precede and are associated with a higher likelihood of problem outcomes. Protective factors are characteristics associated with a lower likelihood of problem outcomes or that reduce the negative impact of a risk factor on problem outcomes. Evidence-based practices (EBPs): in prevention, refers to a set of prevention activities that evaluation research has shown to be effective. Some of these prevention activities help individuals develop the intentions and skills to act in a healthy manner. Others focus on creating an environment that supports healthy behavior. 14
