1 Kenowa Hills Public Schools REQUEST FOR PROPOSAL, ARCHITECTURAL SERVICES 2015 BOND PROJECT INTRODUCTION Kenowa Hills Public Schools is planning to seek a voter approved bond millage in May To assist the district with this process, the Board of Education has formed a Facilities Planning Committee to work closely with the selected Architect and Construction Manager. This Request for Proposal (RFP) is issued to invite pre-qualified Architectural Firms to work closely with the Owner and Construction Manager to provide comprehensive design services during the pre-bond, design and construction administration phases of this project. It is expected that submitting firms are familiar with K-12 bond projects of this nature, and understand what is expected of a full-service Architectural firm. PROJECT SCOPE AND SCHEDULE While the project scope is not yet defined, it is likely that this project will impact all of Kenowa Hills Public Schools nine (9) buildings, including interior renovations, additions, mechanical, electrical and plumbing upgrades. The District anticipates a May 2015 bond vote on a series of bonds, with construction beginning in 2016 and concluding in For the purposes of this agreement, assume a total bond cost of $56 million, including site work, building improvements, equipment and technology. SELECTION SCHEDULE Requests for Proposals Issued May 20, 2014 Optional Pre-Proposal Meeting, 11:00 a.m. at Administration Building, 2325 Four Mile Rd NW, GR May 30, 2014 Proposal Due by 2:00 PM at Administration Building June 5, 2014 Shortlisted Architects notified for interviews June 9, 2014 Conduct Architect interviews June 17, 2014 Final selection, notification and letter of intent presented for Board approval 7:00 p.m. June 23, 2014 SELECTION CRITERIA The Finance Committee will review, interview and recommend the Architectural firm to the full Board. The committee s evaluation criteria include, but are not limited to, the following: Similar project experience Design approach References Capacity to complete work Team capability Fee proposal 1

2 SUBMITTAL INSTRUCTIONS To be considered, proposals must be received at Kenowa Hills Public Schools, Administration Building, 2325 Four Mile Road NW, Grand Rapids, MI on or before Friday Thursday, June 5, 2014 by 2:00 PM EST. Ten (10) hard copies and one (1) electronic copy must be submitted and organized according to format outlined on the following pages. Proposals must be addressed to: Ms. Tamera Powers, Director of Finance & ESSA Human Resources 2325 Four Mile Road NW Grand Rapids, Michigan All questions pertaining to this RFP may also be addressed to Ms. Tamera Powers at SECTION I - FIRM OVERVIEW AND SCHOOL EXPERIENCE 1. Provide the firm name, office address and telephone number. List the Principal who will be in charge of this project, with contact information. 2. Provide on one page, a brief history of your firm as related to primary and secondary (K-12) school planning and design. 3. Business Structure: Individual Partnership Corporation 4. What percentage of your firm s total work is in the educational field? 5. List the school districts you are currently working with. Indicate the dollar amount of the bond issue and what stage (design or construction) the program is currently in. 6. Explain your Professional Liability coverage: A. Total amount of coverage provided. B. Amount of deductible. C. Include a copy of your insurance certificate. 7. Have you had any litigation, arbitration or claims filed against your company by an educational client, or have you filed the same against an educational client? If yes, explain action. 8. What is your policy regarding errors and omissions in plans and specifications? 9. Explain your educational technology expertise. 10. On one page, describe how your firm stays up-to-date on education code and regulatory requirements. 11. What is your current workload? 2

The bond will touch all 7 buildings including but not limited to interior renovations, additions, mechanical, electrical and plumbing upgrades. 1. What is your approach to the establishment, use and management of contingency? What percent of the total project do you recommend when establishing a contingency? 2. Provide a timeline indicating the process from start of program development through conceptual design and budgeting. Indicate how often the district will be updated on your progress. 3. State specifically some of the prominent ways in which building materials are used in schools your firm has designed which make them superior, sustainable and unique. 4. Explain on one page why you feel your firm is best qualified for this program. 4

5 SECTION V - FEE PROPOSAL 1. Provide details of your pre-bond fee cost. 2. What is your fee schedule for services stated as a percentage of $45-60 million construction costs? 3.
