3 CORE PROJECT OVERVIEW
4 CORE Project CORE = Cognitive Radio Trial Environment Duration: Main topic: Cognitive radio system (CRS) technology for mobile communication networks to improve their resource usage and meet the growing traffic demand Joint research project between VTT, Centre for Wireless Communications (CWC) from University of Oulu and CENTRIA Research & Development, and Oulu Business School as subcontractor.
5 CORE Consortium VTT, CWC and CENTRIA research project Research and development of trial environment EB EXFO Pehutec PPO Renesas NSN Finnish Defence Forces Industry funding Industry projects Finnish Communications Regulatory Authority
6 Project Goals Develop a trial environment for cognitive technologies in wireless communication. Define an interface between cognitive solutions and cognitive networks or devices. Research and develop cognitive solutions for selected use cases. Verify the performance of the cognitive solutions, using the trial environment and the open interface. Clarify the expected changes in the business environment, arising from cognitive technologies. Explore models for the successful regulation, standardization, and commercialization of cognitive solutions and the promotion of new business.

10 CRS Business Studies P. Ahokangas, M. Matinmikko, J. Myllykoski & H. Okkonen Future scenarios, ecosystems and business models for cognitive radio systems. VTT Technology 55. Key actors within the CRS business/value chain were identified along with their needs and the benefits of cognitive technology. Scenarios were created for the future cognitive business environment together with an analysis of the drivers, limitations and challenges of the different scenarios. Initial attempts to develop business models for selected actors in selected scenarios were also presented.
11 CRS Business Studies P. Ahokangas, M. Matinmikko, S. Yrjölä, H. Okkonen & T. Casey. Simple Rules for mobile network operators strategic choices in future cognitive spectrum sharing networks. Accepted for publication in IEEE Wireless Communications Magazine. Spectrum sharing analysis framework developed covering regulatory, technology and business domains. Simple rules for mobile network operators developed Dominant MNOs Secure current dominant position in the market by acquiring new low-cost spectrum Challenger MNOs Utilization of new, local and specialized demand Entry to new markets
12 CRS Regulation and Standardization Studies CORE project has actively contributed to international spectrum regulation to promote spectrum sharing using CRS capabilities and followed relevant standardization activities. Participation in International Telecommunication Union Radiocommunication sector (ITU-R) activities. Participation in all ITU-R WP5A meetings in and chairmanship of CRS sub-working group since May Around 20 joint contributions (VTT, NSN, Nokia, FICORA) prepared for ITU-R WP5A to develop two ITU-R reports: Report ITU-R M.2225 finalized in Another report ITU-R M.[LMS.CRS2] under preparation. Status of regulation and standardization is known. Future work area identified: Authorised Shared Access (ASA) / Licensed Shared Access (LSA)
13 Summary and conclusions CORE project has covered technical (both development of trial environments and scientific research on CRS technology), business and regulatory/standardization aspects of spectrum sharing with CRS. In addition, industry projects have bridged the gap between CRS research and product development. Significant progress has occured during the first half of the Trial program in CRS regulation and standardization and CORE project has been active in this development. CRS concept is well-known and many regulatory and standardization groups have worked on specific application areas (e.g. TV white space) New study items have been started in CEPT and ETSI to address new applications (LSA in 2.3 GHz band for mobile communications). Role of research is important to provide input to help the regulatory and standardization process.
