2 Program Overview Following a one-year pilot, the South Carolina Virtual School Program (SCVSP), legislatively created in May 2007, began offering courses in the academic year as a supplemental program for students in traditional brick and mortar schools. Over five years later, the SCVSP has worked with diploma-granting public, private, and home schools to provide state-funded, free online courses for high school credit. With enrollment steadily growing, the SCVSP continues to assist schools and districts in improving their graduation rates the original mission of the program. Mission The mission of the SCVSP is to deliver flexible, high quality online options to meet the diverse educational needs of South Carolina students as a strategy for increasing South Carolina s graduation rate and preparing students to become successful citizens in a competitive, global society. Core Values The following are the core values that guide the SCVSP: 1. Students should be at the center of each decision. 2. Integrity, honesty, and respect are paramount in all aspects of SCVSP s operations. 3. Courses must be engaging and interactive with rigorous standards-based content to meet the diverse educational needs of students. 4. Students, their parents/guardians, and the schools who sponsor the students should be active partners in the process. 5. All of these partners are accountable for their role in the educational process. 6. Continuous evaluation is vital to program improvement. Goals and Objectives The SCVSP strives to reach the following goals and objectives: 1. Increase the graduation rate in South Carolina. 2. Focus on the individual success of each student and tailor courses to students educational needs. 3. Provide students with access to Advanced Placement and specialized courses, which may not be offered at their traditional brick and mortar school in order to promote educational equality. 4. Provide an alternative to students who may not be able to complete their high school education without access to flexible options, i.e. students with children, students with mitigating work schedules/circumstances, students with disabilities or medical issues, etc. 5. Provide credit recovery courses for students. 6. Provide students with a 21 st century education to make them competitive in the workforce after their high school graduation or in their pursuit of a degree from a higher education institution. 3 Enrollment Activity The SCVSP served a total of 16,800 students during the academic year. Served students are those who are still actively participating in a course(s), successfully completed their course(s), failed to successfully complete their course(s), withdrew with a failing grade, or withdrew with no grade. A total of 11,896 students completed their course(s). Out of these 11,896 students, 11,120 students successfully completed their course(s) with a grade of 70 or better while only 776 failed to successfully complete their course(s). There were 1,026 students who withdrew failing from their course(s) and 3,726 students who withdrew with no grade from their course(s). At the time the enrollment numbers were collected, 152 students were actively participating in a course that was carried over from the academic year for various reasons. The enrollment numbers were collected at the end of the summer session in August. In addition to courses in the core content areas of English, Mathematics, Science, and Social Studies, the SCVSP offered three languages Spanish, Latin, and Mandarin Chinese and a variety of electives in such popular career majors as health occupations, family and consumer science, and business education. 7 Districts and Schools Served For the academic year , the SCVSP served students from 281 schools in 81 public school districts. In addition, students from 16 home school associations, 49 private schools, and 33 adult education centers participated. The Appendix, Section II on pages contains enrollment information for all participating districts and schools. Successes and Achievements During , the SCVSP provided high quality customer service in a variety of ways telephone, , Skype, internal messaging, and an online help desk. Although customers used each of these methods, the online help desk or LiveChat saw the greatest increase in usage. LiveChat is an online help desk that allows anyone to instant message a staff member in the program s student services division for immediate assistance in real-time during the business day. In addition, customers can leave messages for staff to respond to the following day. During the school year, LiveChat issues ranged from password problems to complex technical issues to questions about how to register. The SCVSP received approximately 3,000 instant messages through LiveChat and was able to respond to approximately 94% of them, increasing the program s responsiveness to customer needs. In addition to increasing its use of LiveChat, the SCVSP upgraded its online learning management system (LMS), Moodle. The transition from Moodle 1.0 to Moodle 2.0 was fairly seamless under the direct supervision of the administrative team. Although staff encountered some problems with the course migration, it was relatively problem-free. The upgrade to Moodle 2.0 is another example of the program s efforts to stay at the fore-front of advancements in online education. In a report titled Keeping Pace with K-12 and Online and Blended Learning published in fall 2012 by The Educational Evergreen Group and various prominent and respected educational research institutions, the SCVSP ranked third in the nation for annual growth. Although it is difficult to determine the exact causes of this growth, reasons cited by students include the following: needed course to graduate on-time, needed course online due to scheduling conflicts, and needed to repeat a failed course. In its efforts to grow the program, the SCVSP faculty and staff continued to stay abreast of the latest trends in online learning. It held monthly professional development sessions, both face-toface and online, to discuss online teaching methods and philosophies, best practices for online instruction, the latest technologies, and the program-wide implementation of new policies and procedures. 8 In addition to ongoing professional development, the SCVSP implemented a strong mentoring program for new teachers. New teachers were paired with a veteran teacher or mentor who provided guidance in instructing students online using the resources made available to them through the SCVSP. Although most of the mentoring took place online, the SCVSP required new teachers to spend a day or more, if needed, with their mentors in their mentors home offices to learn the many facets of teaching students online. Once the relationship was formed, they were encouraged to contact their mentors with questions or concerns. The mentoring program has helped to foster a collegial environment in which teachers share new information with each other. The SCVSP faculty and staff represented the program at the state and national level. In February, teachers created Short Takes, short videos on best practices in online learning, at the request of Southern Regional Education Board (SREB) in celebration of national Digital Learning Day. Of the 20 Short Takes that SREB posted on its webpage, eight of them were from SCVSP teachers. Later in the year, one of the teachers shared her video on Google Hangouts with attendees at the state Literacy in Technology Conference as part of a presentation on increasing student success in online courses. A member of the administrative team attended a conference held by the State Educational Technology Directors Association (SETDA) to create partnerships with technology directors in other state s education agencies and to learn about emerging technologies in the field of education. In addition to receiving recognition at the state and national levels, the SCVSP administered a survey to students at the end of each enrollment session fall 2012, winter 2013, and summer 2013 for the purpose of learning more about students online experiences. Data showed that roughly 80% of students would take another course with the SCVSP. Over 70% liked working at their own pace and the flexibility that taking an online class afforded them. Almost 90% were very satisfied or satisfied with their experience with the SCVSP. These results indicate that students are, for the most part, pleased with their course(s) and their interactions with the SCVSP. In addition, students, parents, and guidance counselors included several positive comments about the SCVSP in their responses. Some of these comments can be found on page 13. Another measure of success was the program s completion rate. In , approximately 93% of SCVSP students successfully passed their course(s) with a grade of 70 or above. Almost 60% completed above average by earning a final grade of an A or B. Below is a graph with the breakdown of grades as well as a table with the course completion percentage for each course. 11 Statistics CP 86.45% US History and Constitution CP 90.12% US History and Constitution Credit Recovery 96.19% Web Design CP 89.24% Overall Program 93.47% Expenditures In FY 2013, the SCVSP expended money for salaries and fringe benefits for faculty and staff, as well as operating costs, from two funding sources: the General Fund and K12 Technology Funds, respectively. The agency allotted $2,002,000 for salaries and fringe benefits for five administrative staff, 27 full-time teachers, and 30 part-time teachers. The operating budget totaled $1,471, Of that, the SCDE spent $877,328.40, leaving a balance of $594,019.59, which was carried forward into FY Expenditures included instructional materials; online textbooks; hosting and maintenance for the Virtual School Administrator, the program s student management system; office maintenance (rent, electricity, phones, etc.); data processing; the development of mobile applications; and professional development. Future Plans for Growth and Development In 2014, the SCVSP will undergo a re-branding to distinguish itself from other South Carolina virtual schools and programs. The re-branding will include the following: A name that better represents the mission of the program. A revamped website that is more user-friendly. A student information system aimed at improving the student registration process and enrollment management. New courses based on requests from the districts as well as the students and their parents. Plans are underway to add Advanced Placement Biology, Advanced Placement European History, Anatomy and Physiology CP, French 1 CP, German 1 CP, Mandarin Chinese 3, Spanish 4, Architectural Design 1 CP, and Mechanical Engineering 1 CP. The SCVSP is also developing and implementing a Keyboarding course for students in grades 3-6, as well as intervention courses in middle level English Language Arts and Mathematics. Expanded blending learning projects with students instructed partially through online content and partially through a traditional classroom at their brick and mortar school. Schools without certified teachers in highly critical content areas will be targeted for participation. Page 10

12 Franchising whereby the SCVSP will provide access to its student information system, learning management system, and courses to schools and districts that want to start their own online learning program using their own teachers. Training will be provided by the SCVSP to the schools and districts as they start with the franchise. Recommendations As the SCVSP continues to experience a rise in enrollment, it has become apparent that its ability to function at an optimal level is being threatened. The main concern is that the SCVSP will no longer have the capacity to successfully serve students as the student body outgrows the program s staffing. As a result, the SCVSP is recommending the hiring of additional staff. At this time, the SCVSP has an administrative team comprised of five employees. There is a team leader, blended learning coordinator, curriculum coordinator, and two student services coordinators, with a third to be hired later this year. Despite the student services coordinators working earnestly to provide the best customer service, they often find themselves overwhelmed with an inordinate amount of telephone calls and s from schools, guidance counselors, students, and parents while responding to instant messages received through LiveChat. In , they worked diligently to assist the 16,800 students who were enrolled, but found it difficult, at times, to provide superlative service due to under-staffing. The addition of a fourth student services coordinator would enable the program to provide better customer service to its diverse audiences. Although each student who registers with the SCVSP must be sponsored by the traditional school the student attends, a student s potential for success is increased if the SCVSP can establish a positive working relationship with the student s guidance counselor. While the student services coordinators try to do this, they lack the specialized training that a guidance counselor would have in addressing the high school graduation requirements, Individualized Graduation Plans (IGPs), Individualized Education Plans (IEPs), 504s, NCAA regulations for high school athletes, behavioral issues, etc. Having a counselor with knowledge about all of the counseling domains career, social, and academic would greatly benefit SCVSP students. Likewise, the addition of four instructional designers is critical if the SCVSP is going to continue to offer high quality, effective online courses that meet the diverse needs of its students. These instructional designers would work with content experts to design courses that incorporate best practices in online learning while meeting state, national, and international standards. To grow the program, the SCVSP needs additional instructional designers to expand its course offerings at all grade levels. Finally, although the SCVSP had 27 full-time teachers in , it had to rely on 30 parttime teachers to meet the course demands of students. Despite its using a substantial number of Page 11

13 part-time teachers, the SCVSP failed to serve 434 students who requested courses. Therefore, the SCVSP is requesting ten additional full-time teachers to ensure that all students who request courses will be able to enroll and, therefore, graduate on time. While the program could employ additional part-time teachers, employing full-time teachers is more effective. During the academic year, the SCVSP spent over $500,000 on part-time teachers. Although hiring 10 full-time teachers would cost approximately $750,000, the effectiveness of full-time teachers significantly outweighs that of part-time teachers. Since the program s inception, data indicate that full-time teachers have higher retention and successful completion rates than part-time teachers. Page 12

14 I'm really glad that the South Carolina Virtual School Program was there, because without it I wouldn't be able to graduate. Without this program, other students like me wouldn't be able to graduate or even get more credits. I love the idea of credit recovery being available for continuous sign up. This serves a great need. Thanks for all you do!! Guidance Counselor Testimony I personally enjoyed the online course in the South Carolina Virtual School Program. It was an amazing experience. I loved it, and it was very fun and a great learning exercise for those who want to take online classes. Student Testimony This was the first time my son took a course with the virtual program. I must say it was a very transparent experience and anytime he had a problem with something the teacher responded either through the virtual or Skype. He would have taken courses to better enhance his GPA if we knew about it starting in 9th grade for he is pursuing a scholarship opportunity with football. I look forward for the law to be passed increasing the number of courses to be taken during a school term. This experience has prepared me to share with other parents other options available to them. This program is as difficult as a brick and mortar; and it's important to pace yourself to be successful. Staying on task is key or even working ahead.
