3 Key competences for lifelong learning according to European Reference Framework (ERF) Lifelong learning has become a necessity for all citizens. We need to develop our skills and competences throughout our lives, not only for our personal fulfillment and our ability to actively engage with the society in which we live, but for our ability to be successful in a constantly changing world of work. The knowledge, skills and aptitudes of the European workforce are a major factor in the EU s innovation, productivity and competitiveness. Growing internationalization, the rapid pace of change, and the continuous roll-out of new technologies mean that Europeans must not only keep their specific job-related skills up-todate, but also possess the generic competences that will enable them to adapt to change. People s competences also contribute to their motivation and job satisfaction in the workplace, thereby affecting the quality of their work. The ways in which we access information and services continue to change. We need new competences to master a whole new digital world, not only by acquiring technical skills, but also by gaining a deeper understanding of the opportunities, challenges and even ethical questions posed by new technologies. The Council and the European Parliament adopted, at the end of 2006, a European Framework for Key Competences for Lifelong Learning. The Framework identifies and defines, for the first time at the European level, the key competences that citizens require for their personal fulfillment, social inclusion, active citizenship and employability in our knowledge-based society. So, competences can be defined as a combination of knowledge, skills and attitudes appropriate to the context. The Reference Framework sets out eight key competences: 1. Communication in the mother tongue (KC 1) 2. Communication in foreign languages (KC 2) 3. Mathematical competence and basic competences in science and technology (KC 3) 4. Digital competence (KC 4) 5. Learning to learn (KC 5) 6. Social and Civic competences (KC 6) 7. Sense of Initiative and entrepreneurship (KC 7) 8. 4 The Key competences are all considered equally important, because each of them can contribute to a successful life in a knowledge society. Many of the competences overlap and interlock: aspects essential to one domain will support competence in another. Competence in the fundamental basic skills of language, literacy, numeracy and in information and communication technologies (ICT) is an essential foundation for learning and supports all learning activities. There are a number of themes that are applied throughout the Reference Framework: critical thinking, creativity, initiative, problem-solving, risk assessment, decision-taking and constructive management of feelings play a role in all eight key competences. The CERF Training Curriculum aims to develop innovative training methodologies and curricula for five of the key competences according to European Reference Framework-ERF and a multimedia certification model for acquired knowledge, skills and attitudes of key competence: Sense of Initiative and Entrepreneurship. The five key competences according to European Reference Framework-ERF which will be analyzed and developed by CERF project are: Communication in foreign languages (KC 2) Digital competence (KC 4) Social and Civic competences (KC 6) Sense of Initiative and entrepreneurship (KC 7) Cultural awareness and expression (KC 8) Specifically for the above competences the training material developed consists of two separate manuals: 1 st the Training Curriculum and 2 nd the Trainer s Package: The material you are now reading is the Training Curriculum (1 st manual). The training curriculum introduces the Key Competence and determines the general aim of the overall training course, it also determines per each chapter the specific aim, learning objectives in terms of Knowledge, Skills and Attitudes and the detailed contents. At the end, the above content breakdown is presented in a form of a Short Description table too. The Trainer s Package (2 nd manual), which you may find in the CD, has been developed as a second separate manual and is enriched with theoretical material, contents and methodology approaches per each Key Competence for the trainer to use. It includes the trainer s methodology, i.e. the analyzed chapter introduced in the training curriculum, and describes the training techniques, tools and equipment used in each chapter. In the Annexes you may also find detailed training tools and guidelines to be used in the classroom (e.g.: ppts, Exercises, videos, etc). 6 I) TRAINING CURICULUM 1. Introduction to KC, and General description of the program Existing courses on Entrepreneurship tend to focus on strategic business planning and on the development of a new business strategy. The focus of the current module is distinct from the traditional courses on Entrepreneurship, in that it is based on the conceptualization of the Key Competence Sense of Initiative and Entrepreneurship as defined by the European Reference Framework (ERF). Based on the ERF, the Key Competence Sense of Initiative and Entrepreneurship is defined in terms of knowledge, skills and attitudes as follows: Entrepreneurship has an active and a passive component: it comprises both the propensity to induce changes oneself and the ability to welcome, support and adapt to innovation brought about by external factors. Entrepreneurship involves taking responsibility for one s actions, positive or negative, developing a strategic vision, setting objectives and meeting them, and being motivated to succeed. The current module looks into six major chapters that cover the components of this Key Competence. Entrepreneurship Concept & Basic Principles Personal SWOT Analysis, Goal Setting and Motivation for Success, Project Management, Team Building Business Ethics and Innovation and Change Therefore, this module does not only target entrepreneurs (that is people setting up their own business). It is a module that targets every European that desires to have quality of personal life as well as a prosperous career. Through this unique approach to entrepreneurship, the course provides a solid background on the major modules and also hands on experience with the use of innovative, experiential training tools. Content of the training course (Short description) 2.1 General aim of the training course The general aim of this training course is to develop the key competence "Sense of initiative and entrepreneurship" as described by the ERF. As mentioned by ERF entrepreneurship has an active and a passive component and deals with the propensity to bring about innovation as well as the ability to welcome innovation and change. To be able to achieve the above, specific knowledge, skills and attitudes must be developed. This training module adopts a structured view of entrepreneurship that: 1. Distinguishes between entrepreneurship as well in business vs entrepreneurship as used by ERF 2. Develops a model of the ERF key competence 8 to facilitate a structured and systematic method of development. 8 The above model provides a clearly defined and systematic approach for the development of the competence since it clarifies the thematic issues one should master in order to develop the ERF Key competence 7 namely: Personal SWOT analysis, goal setting and motivation for success Project Management Team building (being a team player) Business Ethics Innovation and Change The training course deals with each of the issues mentioned above separately while at the same time it deals with the relationships between these issues. 2.2 Certification The main principles upon which the certification methodology is developed is that the certification process should be integrated into the learning process. The main certification methodologies used for the certification of skills, knowledge and competencies for Key Competence 7 Sense of Initiative and Entrepreneurship are: - The In Application Methodology: The most important advantage of this testing methodology is the fact it is designed in such a way so as to examine the application of knowledge rather than the recall of information. Moreover, it is acclaimed for its high validity and reliability in testing skills. - The Paper and Pencil Methodology: the main techniques used are multiple choice questions, problem solving applications etc. The main axes of the certification scheme involve: a. The development of a reliable and valid Testing Methodology b. 9 c. Testing Questions: The pool of the testing questions developed cover the entire syllabus and all the training material. Moreover, the testing questions guarantee the coverage of all types of the pre-defined knowledge, skills and attitudes described in the curriculum. The quantity and the wording of the testing questions is taken into consideration, in the sense that the pool of the testing questions should cover all the material described. Objectives of the training course (according to ERF) Taking into account the definition of knowledge, skills and competences within the EQF, the experts defined competence as "a demonstrated ability to apply knowledge, skills and attitudes for achieving observable results". Consequently, the related descriptions will embed and integrate knowledge, skills and attitudes. 3.1 Learning Objectives regarding Knowledge In the context of EQF, knowledge is described as theoretical and/or factual. The learning objectives of the program for the acquisition of Knowledge, set of know-what I learn the way that something is made are Knowledge of available opportunities in order to identify those suited to one s own personal, professional and/or business activities. 3.2 Learning Objectives regarding Skills In the context of EQF, skills are described as cognitive (involving the use of logical, intuitive and creative thinking) and practical (involving manual dexterity and the use of methods, materials, tools and instruments). The learning objectives of the program for the acquisition of Skills I am able to do something are Skills for planning, organizing, analyzing, communicating, doing, de-briefing, evaluating and recording. Skills for project development and implementation. Ability to work co-operatively and flexibly as part of a team. Ability to identify one s personal strengths and weaknesses. Ability to act proactively and respond positively to changes. 11 3.3 Learning Objectives regarding attitudes The learning objectives of the program at the level of attitudes, cognitive and relational capacity I am able to respond effectively in professional, personal and social situations are: Disposition to show initiative. Positive attitude to change and innovation. Willingness to identify areas where one can demonstrate the full range of enterprise skills for example at home, at work and in the community. Expected impact for citizens by developing this Key Competence To realize the impact of the training course one should consider the key characteristics of Europe today both as a working as well as a living environment. The following should be listed: Working Environment Intense competition Need for increase in productivity (as a response to the competition) Living Environment The requirements of knowledge, skills and attitudes for one to live in Europe are very high. The presence of technology (e.g. e-government), bureaucracy, increased cost of living etc impose the need for more knowledge and skills today than in the past Changes are fast and European citizens must be able to adopt fast. Need for innovative products and services (as a response to the competition) Labour market is very competitive (since unemployment is high) In general, it is no longer an issue of whether changes will take place. It is how often, what the size of the consequences is and how quickly we have to respond. A traditional approach to entrepreneurship was that it was a competence needed by people starting a new business. This is not the scope of ERF. ERF adopts a more open minded approach where entrepreneurship is a competence everyone should have in order to live and work in the European Union. Entrepreneurship is no longer just a business issue. It is the ability one has to manage projects (not necessarily in the workplace but also in his/her personal life) to work together with others for the achievement of common goals, to be able to respond to change as well as to cause change and innovation if needed and to be able to motivate himself and others to respond to the challenges of the new era. 13 5. Training Contents 5.1 Detailed Description Chapter A. ENTREPRENEURSHIP CONCEPT & BASIC PRINCIPLES - 4 hours a) Introduction to the chapter: This chapter provides the framework for the competence and introduces the learner to the contents of the training programme for the specific competence. PERSONAL SWOT ANALYSIS, GOAL SETTING AND MOTIVATION FOR SUCCESS-9.5 hours a) Introduction: The second chapter of the curriculum deals with the issue of goal setting as the starting point of entrepreneurship. For the goals to be SMART, the person must be able to able to identify and recognize his/her strengths and weaknesses as well as the available opportunities and the possible threats. This chapter goes further into the issue of motivation for success, making a clear distinction between one's ability to motivate himself/ herself to success and his/her ability to motivate others for success. b) Main Aim & objectives: After the completion of this chapter the learners will be able to: 1. Identify the importance of attitude as the key to success in entrepreneurship 2. Identify their own strengths and weaknesses using SWOT analysis 3. Identify possible opportunities for own personal, professional and business activities 4.
