2 ilding Inspection lletin 2010 National ilding Code Adoption & Associated Process Changes for Energy Efficiency Requirements 1 As of January 1, 2015, the 2010 National ilding Code of Canada (the Code) has been adopted in the Province of New Brunswick. The City of Saint John is now applying the provisions of the Code to all building permit applications received after January 1, With the adoption of the 2010 Code, new energy efficiency requirements have been introduced. As a building permit applicant, you should be aware that additional information may be required at the time of the permit application. This document is intended to help you prepare for your permit application. It also provides a highlight of new Code requirements that may have an impact on the construction industry and practice in the field. As Code changes cannot all be captured in this document, it should not be considered as a complete list of all the 2010 Code changes and may only be considered as information to assist you National ilding Code Energy Efficiency Requirements - Section 9.36 The following sections are applicable to Part 9 buildings only. The 2010 Code has energy efficiency requirements that apply to all Part 9 buildings. These requirements can be found in Volume 2, Division B, Section 9.36 of the Code. Part 9 buildings are those that are 3 storeys or less in height with a building area not exceeding 600m 2 and have occupancies of Group C (residential), Group D (business or personal service), Group E (mercantile) or Group F2 and F3 (medium and low hazard industry respectively). This Code requirement applies to new construction, including new buildings, additions to existing structures and significant renovations to existing structures. Please contact ilding and Inspections at to find out how your project may be affected by the new energy efficiency requirements. The table below will help assist you to determine what energy efficiency compliance options are available for the different types of construction under Part 9 buildings (from NBC 2010 Table A ).
3 2 Prescriptive compliance - the building is to comply with the prescribed standards of the National ilding Code, Section to Performance compliance - the building is to comply with the performance requirements outlined in the National ilding Code, Section NECB compliance the building is to comply with the National Energy Code of Canada for ildings
4 3 APPLYING FOR A BUILDING PERMIT USING PRESCRIPTIVE CODE REQUIREMENTS Additional information is needed at the time of the building permit application. A new PRESCRIPTIVE ENERGY EFFICIENCY DESIGN DETAIL FORM is available and must be submitted as part of a complete building permit application. The new Prescriptive Energy Efficiency Design Detail Form captures the necessary information to evaluate a project for energy efficiency requirements. As part of the form, you will need to provide information on: Each of the different building above-grade assemblies (exterior walls, ceilings below attics, cathedral ceilings, flat roofs and floors over unheated spaces (such as crawl spaces, or cantilevered over grade) including drawings and RSI (or R values) of each differing assembly; Each of the different below-grade assemblies or assemblies in contact with ground (foundation walls, unheated floors above and/or below the frost line, heated floors and slabs-on-grade with an integral footing) including drawings and RSI (or R values) of each differing assembly; Detail about the windows, doors and skylights (including the ER value, U value or Energy Star Rating); Information about the mechanical systems (ventilation, HRV, HVAC, Heat Pump, other mechanical systems) that will be installed; Information about the service hot water system that will be installed. To assist our customers in determining RSI (or R-values), the City of Saint John will be making standard building assembly cross-sectional templates available. These templates represent standard types of assemblies that are used in general construction practice and the templates show the RSI that is achieved. As a note, other templates are available on the Canadian Wood Council site at Be advised that cross-sections of each of the building s assemblies will be needed at the time of the permit application. If you choose to use a different construction that is not detailed in the templates made available by the City of Saint John, a cross-sectional drawing and the associated RSI value is needed for EACH different assembly. The tables below are from Section 9.36 of the National ilding Code and will help you to identify minimum design values.

If you make changes in the field without prior approval, you run the risk of receiving a Stop Work Order. This is because it may be necessary for a re-check of the design components to ensure that the efficiency requirements of 9.36 are still being met. To help ensure that your project runs smoothly, work out the project details in advance. This includes identifying the project s construction build, the mechanical systems and the service hot water systems. All these items need to be checked for energy efficiency requirements during the permit application phase. MECHANICAL SYSTEMS New Requirement As part of the permit application, it will now also be necessary to complete a Mechanical Ventilation Record for all residential occupancies. Additionally, sign-off for the correct installation of the system(s) will be required at the end of the project. The Mechanical Ventilation Record is part of the Prescriptive Energy Efficiency Design Detail Form. ATTIC INSULATION RECORD New Requirement Attic insulation records will need to be submitted at the end of each project where conformance to 9.36 is needed. This form will be made available at the time the building permit is delivered. The attic insulation record will require sign-off from the insulation installer, builder or general contractor stating that the insulation was done and meets the required RSI as per the approved design.
6 5 TRADE-OFFS If your project will involve trade-offs that are under Section of the Code, you will need to provide the details on the Prescriptive Energy Efficiency Design Detail Form.
