1 New York State Girls Basketball Officials Association Open Book Rules and Mechanics Examination 1) Team A has 8 team fouls when player A1 commits a common foul in the backcourt, bringing the team foul total to 9. Team A s head coach does not agree with the call and is very quick to go on to the court and yell at the official, prompting the official to issue a technical foul on the head coach. Team A now has a total of 10 team fouls. a. Team B shoots a one-and-one with all players off the line for the first infraction and then the technical foul shots before inbounding the ball at mid-court opposite the scorers table to resume play. b. Team B shoots two shots with all players off the line for the first infraction and then the technical fouls shots before inbounding the ball at mid-court opposite the scorers table to resume play. c. Team B shoots two free throws for the technical foul with all players off the line followed by a one-and-one with all players lined up to resume play. d. Team B shoots two free throws for the technical foul with all players off the line followed by two shots with all players lined up to resume play. 2) As the shot clock is at 2 seconds, A1 attempts an obvious try that does not hit the rim or flange. The missed try is grabbed by A2 who proceeds to dribble and pass the ball to A3. As A3 drives to the basket to attempt a shot, one official notices that the shot clock has never sounded and there is now 27 seconds on the shot clock. A3 is fouled in the act of shooting with 27 seconds on the shot clock. a. Since play resumed with the shot clock being accidentally reset, A3 s attempt and foul stand and cannot be taken away. A3 goes to the line for two free throw attempts. b. Since play resumed with the shot clock being accidentally reset, A3 s attempt and foul do not count. Ball is placed at the point of interruption for Team A with 27 seconds on the shot clock. c. Since play resumed with the shot clock being accidentally reset, A3 s attempt and foul do not count. Ball goes to team B for a shot clock violation on team A. d. This is not a correctable error. 3) A1 is dribbling the ball in the backcourt down the sideline. B1 has established a legal guarding position near the sideline. A1 try s to go between the sideline and B1 where there is not enough room for her to go through. She makes contact with B1 then falls out of bounds. The official calls: a. A1 out of bounds. b. A1 with a player control foul. c. B1 with a blocking foul. 4) A1 attempts a 3-point shot. As the ball is in flight, the shot clock horn sounds. The try does not hit the rim or flange. B1 grabs the rebound and starts down court on a fast break. a. The official shall blow his/her whistle and call a shot clock violation and award the ball to team B out of bounds on the endline. b. The official shall blow her/his whistle and call a shot clock violation and award the ball to Team B out of bounds closest to where the shot was taken. c. The official shall blow her/his whistle and call a shot clock violation and use the AP procedure to establish possession. d. The official shall not stop play since team B got the rebound and is on a fast break.
2 5) A1 is fouled and team A takes the ball out. A2 gets the ball and scores a three point field goal. At this point the scorer informs the officials that A1 should have had a one-and-one. a. The score by A2 shall count. A1 will be awarded her one-and-one with no one lined up in the lane. Play will resume at the point of interruption. b. The score by A2 shall be cancelled. A1 will be awarded her one-and-one with the players lined up in the lane, where play will resume c. The score by A2 shall count. A1 will shoot her one-and-one and play will resume as usual after the free throw(s). d. It is too late to correct this error. 6) A1 is fouled and is awarded a one-and-one. A1 makes the first but misses the second. Team B rebounds and B2 scores a field goal. At this point the officials are notified that and error was made, it was Team B s 6 th foul and not the 7 th. a. Cancel the made free throw, cancel B2 score. Allow Team A to take the ball out where A1 was fouled. b. Count all the scorers, and allow team A to take the ball out where A1 was fouled. c. Cancel the made free throw, count B2 s field goal. Allow Team A to take the ball out where A1 was fouled. d. Cancel the made free throw, count B2 s field goal. Allow Team A to take the ball at the point of interruption, which is after the made basket by B2 7) A1 was fouled, but A2 is erroneously awarded two free throws. A2 makes both free throws. Team B then takes the ball out, throws it in to B1 who is called for traveling. At this point the officials are notified of the mistake. a. The successful free throws by A2 are canceled. Play resumes at the point of interruption by awarding the ball to Team A after the violation on B1. b. The successful free throws by A2 are canceled. The correct player A1, shall be awarded the free throws with no players on the lane. Play resumes at the point of interruption by awarding the ball to Team A after the violation on B1. c. This is not a correctable error. 8) The officials will instruct the official scorer, timer and coaches of the overtime procedure. Which is NOT a correct procedure. a. There will be a one-minute intermission before the start of the overtime period. b. Each team is entitled to one additional full-length timeout. c. The length of the overtime will be five minutes without teams changing baskets. d. 3 10) A1 has the ball for a throw-in. B1 reaches across the line and accidentally touches the ball while A1 still has possession. She removes her hand immediately from the ball. The official shall: a. Issue a player technical foul to B1 and issue a warning to Team B for reaching through the boundary. b. Blow the whistle as soon as B1 reaches across the line and issue a warning for reaching through the line to Team B. c. Issue only a player technical foul to B1. d. Since it was an accident, allow play to continue with no penalty. 11) A1 s shot is in flight when B1 and A2, who are above the three-point arc in the middle of the court, are called for a double personal foul. The shot is not successful. a. Team B will take the ball out on the sideline above the three-point line. b. Team A will take the ball out on the sideline above the three-point line. c. The AP procedure will be followed and the ball will be taken out nearest to where the try was unsuccessful. 12) A1 is dribbling the ball in her backcourt. B1 is in legal guarding position within 2 feet of A1 for 5 seconds. a. This is a 5 second closely guarded violation. b. The is no violation till she is dribbling in the backcourt for 5 more seconds. Then we would have a 10 second violation. c. There is no violation, play will continue. 13) The officials will award two free throws for: a. A personal foul against a player who attempts a 2 or 3 point field goal and is not successful. b. An intentional (Fragrant 1) foul and the try is successful. c. Each common foul committed by the defensive team, beginning with a teams 7 th foul of the half. d. None of the above 14) Team A was issued a warning in the first quarter for reaching through the throw-in boundary line. In the 4 th quarter A2 interferes with the ball after a goal. The official shall: a. Issue a warning for interfering with the ball after a goal. b. Since this is Team A s second warning, the officials shall assess A2 with a player/substitute Technical Foul. c. Since this is Team A s second warning, the officials shall assess Team A with a Technical Foul. d. Since it is the 4 th quarter the official shall ignore the interference. 15) The referee bounces the ball to A1 for a throw in from a designated spot. She fumbles the ball and it rolls away from her. A1 leaves the designated spot to retrieve the fumble. The official shall: a. Call a violation b. Re-administer the throw in. c. Ignore the fumble and let play continue
4 16) Team A has used all their timeouts. A1, who is her frontcourt, throws a pass to A2, who jumps from her frontcourt, catches the pass and calls a time-out before landing in the backcourt. The official shall: a. Let play continue. It is a legal play. b. Ignore the time-out request and call a backcourt violation when she lands in the backcourt. c. Grant the time-out and charge Team A with an administrative technical foul for excessive time-outs. 17) Team A has used all their timeouts. A1, who is her frontcourt, throws a pass to A2, who jumps from her frontcourt, catches the pass and calls a time-out before landing in the backcourt. This time the official blows the whistle and grants the timeout. a. This is a legal play and Team A will get their timeout and the ball after the timeout. b. Team A will get their timeout, but since this is an excessive timeout, team A will be assessed an administrative technical foul. c. Team A will get their timeout, but since this is an excessive timeout, A2 will be assessed a player/sub. technical foul. d. This is an inadvertent whistle; team A will be awarded the ball for at the point of interruption, which is a throw-in at mid-court. 18) A1 starts a try, while the ball has not been released, B1 fouls A1. The horn ending the quarter sounds after the foul but before the ball is released. The shot is a successful 3-point shot. The official shall: a. Count the basket and charge B1 with a personal foul. A1 is awarded one free throw. b. Not count the basket, charge B1 with a personal foul. A1 will be awarded two free throws. c. Not count the basket, charge B1 with a personal foul. A1 will be awarded three free throws. d. The horn ends the quarter. Any fouls or shots will not count. 19) Whenever the lead administers the ball for a throw-in from the frontcourt she/he will: a. If on the end line she/he will hand the ball to the thrower-in. except when your partner calls a foul and goes tableside to report it. Then the official shall bounce the ball across the lane. b. Blow the whistle. c. If the throw-in is on the sideline the Lead will bounce the ball to the thrower-in. d. All of the above. 20) When the administering official places the ball at the disposal of the thrower-in, he/she shall: a. Begin the 5-second count with a flick from the shoulder outward to head level with the arm away from the thrower-in. b. Begin the 5-second count with one arm straight in the air and flick of the other arm. c. Begin the 5-second count with a flick of one arm using the fingers giving a visible count of the 5 seconds.
5 21) To draw an offensive foul on the ball handler/dribbler, the defensive player: a. After establishing legal guarding position, she may have one foot out of bounds. b. After establishing legal guarding position, she may move laterally or backwards. c. After establishing legal guarding position, she may be moving towards the offensive player. 22) A1 is attempting the second of two free throws. Before A1 releases the ball, B2 on a marked lane space, steps into the lane, followed by A2 stepping into the lane. A1 shoots and the attempt is unsuccessful, the ball hits the rim. a. A1 will be awarded a substitute free throw for the violation by B2. The violation by A2 will be ignored. b. A double violation on A2 and B2. A1 will lose her free throw and the AP procedure will be followed. c. A double violation on A2 and B2. Play will resume with the result of the missed free throw. d. Since A2 and B2 stepped into the lane, the violation will be ignored. 23) On the 2nd of two free throws by A1, B1 commits a lane violation. A1 s free-throw misses the rim and flange. a. No violation, play will continue. b. A1 will get another free throw for the violation by B1. c. Double violation, the AP procedure will be followed. d. Double violation, team B will take the ball out. 24) A1 has the ball and is about to shoot the first shot of a one-and-one. A2 and A3 are both in legal lane spaces, when the coach of Team A tells A2 and A3 to get off the line and go down court. Before A1 releases the ball, A2 and A3 follow their coach s instructions. a. Since A2 and A3 were following the coach s instructions the violations are ignored. b. Since A2 and A3 were following the coach s instructions a technical foul shall be issued to the coach of Team A. c. Violation by A2 and A3. A1 will lose her free throws and Team B will take the ball out on the endline. d. Violation by A2 and A3. A1 will lose her free throw and Team B will take the ball out at mid-court opposite the scorers table. 25) A1 has the ball and is about to shoot the first shot of a one-and-one. A3, who is behind the 3-point line and above the free throw line extended, moves to talk to her coach to a position that is above the 3-point line, but is below the free throw line extended. a. No violation, play will continue. b. Violation on A3. A1 will lose her free throws. Team B will take the ball out. c. This is a held whistle. If the shot is made then the violation is ignored. d. Violation by A3. A1 will lose her free throws. The AP procedure will be followed.
