4 REFEREE REQUIREMENTS Age 14 or older by August 1, 2016 Take the 2016 South Central referee test Attend a clinic on July 27 th or August 14 th at Sacred Heart and the field training on August 17 at St Gerard Majella from 6pm 8pm The field training is for those refs who referee 5 th grade and above with less than 3 years experience at this level More emphasis on offside, positioning, communication, game management For those refs who have no experience More emphasis on substitutions, restarts, pregame procedure, positioning. 5 REFEREE REQUIREMENTS Complete the following forms at the parish/school where you will referee: Fill out a W9 form Read & sign the Archdiocesan Code of Ethical Conduct either for adults or youth Turn both these forms into the parish you are working Persons 18 or older must complete the following: Missouri criminal background check every 2 years Protecting God s Children Course by Sep 1, virtusonline.org then toggle down to St. Louis, MO (Archdiocese) Scroll down to an available class near you 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 5

7 REFEREE SCHEDULING & PAY Payment should be expected 2 3 weeks after games worked, however each parish may vary as payment is received from the parishes. 10 2016 Rule Changes INTENTIONAL HEADING OF THE BALL IN GRADES 4 AND BELOW IS NOT ALLOWED If the referee and goalkeepers have the same color shirt, and the goalkeeper or referee does not have another colored shirt, then allowing them to wear the same colored shirt is permissible All teams are required to wear parish issued uniforms Shirts, shorts & socks must be similar color Baseball/softball type cleat shoes are not allowed 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 10

11 2016 Rule Changes The ball is in play when it is kicked and moves in any direction Rule Exceptions for Atom Divisions (1 st & 2 nd grade) The goalkeeper touches the ball with his/her hands after it is deliberately kicked to him/her by a team-mate The goalkeeper touches the ball with his/her hands after he/she has received it directly from a throw-in taken by a team-mate 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 11

12 Law 1 - The Field of Play Is the field playable? Is it too wet, are obstacles present? Does the field have the proper lines? Does the field have goalposts? Are the goal posts anchored? Does the field have corner flags? Are they the correct height? NO coach can be positioned behind the team goal. 13 Law 2 The Ball Replacement of a Defective Ball If the ball bursts or becomes defective during the course of a match: The match is stopped The match is restarted by dropping the replacement ball at the place where the first ball became defective If the ball bursts or becomes defective while still not in play at a kick-off, goal kick, corner kick, free kick, penalty kick or throw in: the match is restarted accordingly The ball may not be changed during the match without the authority of the referee. The approved ball sizes are as follows: Junior, Juvenile, Parochial, Intermediate & Cadet, (Gr. 7 and above)... # 5 Crusader, Midget & Bantam Divisions; (Gr. 3 to 6) # 4 Atom Division (K-2)...Most leagues use a #3, some use #4 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 13

14 Law 3 The Number of Players A match is played by two teams. Each consisting of not more than 11 players, one of whom is the goalkeeper. K-4 teams consist of not more than 8 players, one of whom is the goalkeeper. A match may not start or continue if either team consists of fewer than 7 players. (5 players for K-4) All games must start on time. A 15 minute grace period is provided. If 15 minutes after the scheduled starting time of each game, a team fails to field at least 7 players, the game shall be forfeited to the team having the required number of players. 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 14

15 Law 3 The Number of Players (continued) Substitutions Unlimited free substitution shall be permitted, subject to the following restrictions: Beckoned from the center line by the referee: 1) Goal Kick 2) Throw in (If the team in possession substitutes player (s) then the opposing team may also substitute player (s). Coaches must have players up and ready to go into the game prior to calling the substitution.) 3) Goal 4) Half Time 5) Injury on the field, if the coach comes on the field. (Substitution for this player is mandatory, even if it is the goalie, if a substitute is available). Both teams may make unlimited substitutions at this time, provided the substitutes are present at the center line, when play is ready to resume. 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 15

16 Law 3 The Number of Players (continued) Substitutions 6) If a player, coach or official is bleeding, or any blood is found on a uniform, equipment or field/court, play must be stopped.» If the blood is on the player, coach/manager or official, that person should be given the appropriate treatment to stop the bleeding and cover the wound. The player must come out of the game/match for treatment. If the bleeding can not be stopped, they may not continue in the game/match.» If blood is on the uniform, it must be completely cleaned or the uniform changed before the person can participate in the game/match. In this situation the uniform does not have to match, it can be a t-shirt with a number. If this is a number change, no penalty for changing numbers.» If the blood is on equipment or the field it must be cleaned before play can continue. 17 Law 3 The Number of Players (continued) Substitutions 7) If an official or a coach determines a player to be unconscious or apparently unconscious that player shall be removed from the game and not allowed to return to play in that game. 8) For Yellow Carded Player (Substitution for this player is mandatory if a substitute is available). The opposing team may also substitute an equal number, one for one. ** In the event that the offending team does not have a substitute available, the opposing team may still substitute one player. 9) Corner Kick (If the team in possession substitutes player(s) then the opposing team may also substitute player(s). 18 Law 3 The Number of Players (continued) Substitutions Changing the Goalkeeper Any of the other players may change places with the goalkeeper, provided that: The referee is informed before the change is made. The change is made during a stoppage in the match. Changing the Goalkeeper during any of the nine aforementioned situations implies that referee s permission has been given. 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 18

19 Law 4 The Players Equipment PLAYER SAFETY IS THE MOST IMPORTANT DUTY OF THE REFEREE. SAFETY - A player must not use equipment or wear anything that is dangerous to himself or another player, this means no casts, jewelry, (including earrings) bracelets, bobby pins, plastic or metal in the hair. Shinguards must be worn by all players Under the sock. Completely covered by the sock. Each goalkeeper wears colors which distinguish him from the other players, the referee and the assistant referees. 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 19

20 Law 4 The Players Equipment The goalkeeper & referee may wear the same colored shirt All teams are required to wear parish issued uniforms Shirts must be similar color Shorts must be similar color Socks must be similar color All shirts must have a permanently attached number on the back of the shirt Baseball/softball type cleat shoes are not allowed 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 20

21 Law 5 The Referee Enforces the Laws of the Game Acts as timekeeper and keeps a record of the match Stops, suspends or terminates the match, at his discretion, because of: For any infringement of the Laws Outside interference of any kind A seriously injured player and ensures that the player is removed from the field Allows play to continue if the player is slightly injured Ensures any player bleeding from a wound leaves the field 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 21

22 Law 5 The Referee (continued) Allows play to continue when: The team against which an offense has been committed will benefit from such an advantage ; And penalizes the original offense if the anticipated advantage does not ensue at that time Punishes the more serious offense when a player commits more than one offense at the same time 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 22

23 Law 5 The Referee (continued) Takes disciplinary action against players, coaches and substitutes guilty of cautionable (yellow) and sending-off (red)offenses. Is not obligated to take this action immediately but must do so when the ball next goes out of play. 24 Law 5 The Referee (continued) Provides the appropriate authorities with a match report which includes: Information on any disciplinary action taken against players And/or team officials And any other incidents which occurred before, during or after the match Decisions of the referee regarding facts connected with play are final. The referee may only change a decision on realizing that it is incorrect or, at his discretion, on the advice of his partner, provided that he has not restarted play. 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 24

25 Law 7 The Duration of the Match The match shall consist of two equal periods There will be 5 minutes between halves Period of Play (minutes per half) Adult 45 Grade 7 - High School 35 Grade Grade K min qtrs with 2 minutes between each qtr or 2 20 min halves. 26 Law 7 The Duration of the Match (continued) A game shall be ended, at the losing team s discretion, if after 75% of the game has been played and one team is ahead by 5 goals or secures the 5 goals difference anytime after this 75%. 27 Law 8 The Start and Restart of Play Preliminaries A coin tossed and the team that wins the toss decides which goal it will attack in the first half or if they will kick-off to start the match. The visiting team should call the coin toss. The teams switch ends to start the second half and the team that did not kick-off to start the first half gets the kick-off for the second half. A kick-off is a way of starting or restarting play: At the start of the match After a goal has been scored At the start of the second half of the match Note: A goal may be scored directly from the kick-off 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 27

30 Law 8 The Start and Restart of Play (continued) Dropped Ball A dropped ball is a way of restarting the match after a temporary stoppage which becomes necessary, while the ball is in play, for any reason not mentioned elsewhere in the Laws of the Game, such as but not limited to: Injury Undetermined Possession The ball is touched by an outside agent, (dog, bird, lion). 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 30

31 Law 8 The Start and Restart of Play (continued) Dropped Ball The referee drops the ball at the place where it was located when play was stopped. Play restarts when the ball touches the ground. The ball is dropped again: If it is touched by a player before touching the ground If the ball leaves the field of play after it makes contact with the ground, without a player touching it Note: only one player has to be present for a drop ball. 32 Law 8 The Start and Restart of Play (continued) An indirect free kick awarded to the attacking team in its opponents' goal area is taken from the goal area line parallel to the goal line at the point nearest to where the infringement occurred. 39 Law 10 The Method of Scoring A goal is scored when the whole of the ball has: passed over the goal-line, between the goalposts and under the crossbar, provided that no infringement of the Laws of the Game has been committed previously by the team scoring the goal. The team scoring the greatest number of goals during a match is the winner. 41 Law 11 Offside Offside Position It is not an offense in itself to be in an offside position. A player is in an off-side position if he is nearer to his opponents' goal line than both the ball and the second last opponent. Tackles an opponent to gain possession of the ball, making contact with the opponent before touching the ball 8. Holds an opponent 9. Spits at an opponent 10. 49 Law 12 Fouls and Misconduct Indirect Free Kick The indirect free kick is taken from where the offense occurred. An indirect free kick awarded inside the goal area is taken from that part of the goal area line which runs parallel to the goal line, at the point nearest to where the infringement occurred An indirect free kick is awarded to the opposing team if a player, in the opinion of the referee, commits any of the following 4 offenses: 1. Plays in a dangerous manner within playing distance of an opponent Foot or knee above the players own waist Head below the players own waist, playing the ball on the ground 2. Impedes the progress of an opponent (formerly known as obstruction) 3. Prevents the goalkeeper from releasing the ball from his hands 4. A player in grade four or younger intentionally strikes the ball with his/her head 5. 50 Law 12 Fouls and Misconduct Indirect Free Kick An indirect free kick is also awarded to the opposing team if a goalkeeper, inside his own penalty area, commits any of the following 4 offenses: 5. Takes more than six seconds while controlling the ball with his hand(s), before releasing it from his possession, (wastes time) 6. Touches the ball again with his hand(s) after it has been released from his possession and has not touched any player 7. Touches the ball with his hand(s) after it has been deliberately kicked to him by a team-mate, (excludes K-2) 8. 51 Law 12 Fouls and Misconduct Disciplinary Sanctions Cautionable Offenses (Yellow Card) A player is cautioned and shown the yellow card if he commits any of the following 8 offenses: 1. Is guilty of unsporting behavior 2. Shows dissent by word or action 3. Persistently infringes the Laws, (can be 3 or more fouls vs any opponent); can also be many teammates vs one opponent 4. Delays the restart of play 5. Fails to respect the required distance when play is restarted with a corner kick, free kick or throw-in 6. Enters or re-enters the field of play without the referee's permission 7. Deliberately leaves the field of play without the referee's permission 8. An unsuccessful attempt (the goal is scored anyway) to deny an obvious goal-scoring opportunity, (DOGSO), to an opponent moving towards the player's goal 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 51

52 Law 12 Fouls and Misconduct Disciplinary Sanctions Sending Off Offenses (Red Card) A player is sent off and shown the red card (his team will play short) if he commits any of the following 7 offenses: 1. Is guilty of serious foul play (only may occur while ball is in play) 2. Is guilty of violent conduct 3. Spits at an opponent or any other person 4. Denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area) 5. A successful attempt to deny an obvious goal-scoring opportunity, (DOGSO), to an opponent moving towards the player's goal by an offense punishable by a free kick or a penalty kick 6. Uses offensive, insulting or abusive language 7. Receives a second caution in the same match 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 52

53 Law 12 Fouls and Misconduct Disciplinary Sanctions A player who commits a cautionable or sending-off offense, either on or off the field or play, whether directed towards an opponent, a team-mate, the referee, or any other person, is disciplined according to the nature of the offense committed. Always remember: The goalkeeper is considered to be in control of the ball by touching it with any part of his hand or arms. Possession of the ball includes the goalkeeper deliberately parrying the ball, but does not include the circumstances where, in the opinion of the referee, the ball rebounds accidentally from the goalkeeper, for example after he has made a save, (if the goalkeeper has the ball trapped between his hand, leg or body & the ground he has possession of the ball). 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 53

54 Law 12 Fouls and Misconduct Disciplinary Sanctions Subject to the terms of Law 12, a player may pass the ball to his own goalkeeper using his head or chest or knee, etc. If, however, in the opinion of the referee, a player uses a deliberate trick while the ball is in play in order to circumvent the Law, the player is guilty of unsporting behavior. He is cautioned, shown the yellow card and an indirect free kick is awarded to the opposing team from the place where the infringement occurred. A tackle from behind, which endangers the safety of an opponent, must be sanctioned as serious foul play, (red card, and ejection.) A player using a deliberate trick to circumvent the Law while he is taking a free kick is cautioned for unsporting behavior and shown the yellow card. 55 Law 13 Free Kicks Free Kicks are either direct or indirect, for both direct and indirect free kicks, the ball must be stationary when the kick is taken the kicker cannot touch the ball a second time until it has touched another player. The Direct Free Kick If a direct free kick is kicked directly into the opponents' goal, a goal is awarded If a direct free kick is kicked directly into the team's own goal, a corner kick is awarded to the opposing team 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 55

56 Law 13 Free Kicks The Indirect Free Kick Signal-Referee indicates an indirect free kick by raising his arm above his head. 57 Law 13 Free Kicks Ball Enters the Goal on indirect free kick On indirect free kicks, a goal can be scored only if the ball subsequently touches another player, (either teammate or opponent) before it enters the goal. If an indirect free kick is kicked directly into the opponents' goal, a goal kick is awarded. If an indirect free kick is kicked directly into the team's own goal, a corner kick is awarded to the opposing team. 8/29/2016 SOUTH CENTRAL CYC REFEREE TRAINING 57

111 REFEREE POSITIONING & TECHNIQUE Weather Related Issues Lightning/Thunder Policy-Referee will remove all participants from the field of play at the first sign of a lightning flash or thunder. They will instruct the participants that the game is suspended and that they should move to a place of safety. A waiting period of 20 minutes will take place after the first flash seen and an additional 20 minutes from the last flash seen before play is resumed. After a maximum of 30 minutes of wait time, the game will be postponed and rescheduled as a rainout. Games played earlier in the day/night will have no effect on the later games unless there is still lightning in the area.
