1 GENERAL INFORMATION AND CHECK SHEETS MANUFACTURED (MOBILE) HOMES ***PLEASE READ*** WHEN in applying for permits to connect utilities and install tie downs for a manufactured (mobile) home, bring the following data to the Rome/Floyd County Building Department, 607 Broad Street. ( ). SEPTIC TANK CERTIFICATE If your manufactured (mobile) home will be connected to a septic tank system, you must first apply to the Floyd County Health Department for a current certificate. If your home will be connected to Floyd County Sewer, then you must apply to the Floyd County Water Department. **( Septic tank is not allowed where public sewer is available) The Floyd County Health Department is 315 W. Tenth Street, telephone (706) The Floyd County Water Department is 217 Calhoun Avenue, telephone (706) DECAL AND RECEIPT To place a manufactured (mobile) home on a lot in Floyd County, you are required to have a current Floyd County decal sticker along with the receipt. The decal may be obtained at the Historic Court House located at Fifth Avenue, Room 16, and telephone (706) EXACT STREET ADDRESS/DRIVEWAY PERMIT To issue a permit and to receive the necessary inspections, you will be asked for a current street address and driveway permit. Floyd County resident, contact the Floyd County Engineering Department located at 12 E. 4 th Avenue, suite 204, telephone (706) City of Rome resident contact the City Public Works Department, Engineering Division, telephone (706) Driveway permits are required for county residents only. PLOT PLAN/ TAX MAP OR SURVEY You will be required to submit a plot plan or affidavit signed by the owner to show selected site complies with provisions in the Mobile Home Ordinance. ZONING VERIFICATION You will be required to obtain a copy of zoning verification for your property. This form states the required setbacks for properties located in Rome & Floyd County. The Zoning Department is 607 Broad Street, telephone (706) or APPLYING FOR APPLICATION The application is made only when the above items have been obtained and brought into our office. The Building Inspection Department will complete the application in order to issue the mobile home permit. The application will be filled out by the Rome/Floyd County Building Department located at 607 Broad Street. (706) ** If the customer is residing in a mobile home park, we only require a copy of decal & receipt*** REVISED
2 PERMITS A permit is a written authorization issued by the Rome/Floyd County Building Department to inspect work performed in connecting utilities and installing tie downs to the manufactured (mobile) homes. You will be asked to purchase the following permits: Tie Down Permit: Each manufactured mobile home shall be secured to ground anchors or other devices securing the stability of the manufactured mobile home based on requirements of the Building Code. Fee: $87.00 on an individual lot $70.00 on a lot in a mobile home park **Formula for Tie Down Placement: Length of mobile home 4 divided by required tie spacing plus 1. Electrical Permit: Electrical permits are issued according to the size of the electrical panel in the manufactured home. **If you hire a certified electrician to do the work then he/she is required to purchase the electrical permit* Fee: $ amp service $ amp service $ amp service $ amp service Plumbing Permit: A plumbing permit is issued to check the connection from the mobile home to the septic tank or pubic sewer. Fee: $53.00 Natural Gas: To inspect a natural gas connection, the gas line must be holding 15 to 20 pounds of air pressure on the gauge at the time of the inspection. Fee: $45.00 WHEN all connections are in place and permits are purchased, notify the Building Department for an inspection. A twentyfour (24) hour notice is required. PERMITS for installation of electrical, plumbing, and natural gas services shall be issued to Georgia State Licensed contractors. This does not prohibit an individual from installing electrical, plumbing and natural gas services in a manufactured mobile home owned and inhabited by him provided all such work is in accordance with code regulations and is inspected by the Building Department. When inspections are called for and work is incomplete, a $35.00 reinspection fee will be charged.
3 MANUFACTURED (MOBILE) HOME PIER FOOTINGS Below is an approved method for manufactured (mobile) home piers. Use two (2) solid 4 X 8 X 16 concrete blocks laid side by side, leveled, with additional 4 X 8 X 16 concrete block centered on top, perpendicular to the two (2) below. Additional block can then be set on top as needed, within the further guidelines of appendix H in the Southern Standard Building Code. MANUFACTURED (MOBILE) HOMES SHALL BE REQUIRED TO HAVE THE FOLLOWING IMPROVEMENTS AT THE MANUFACTURED HOME: TIE DOWNS: Each manufactured home shall be secured to ground anchors or other devices securing the stability of the manufactured home based on the requirements of Appendix H of the Building Code. FOUNDATIONS: Foundations shall be installed in accordance with the standards set forth in Appendix H of the Building Code. In no instance will a manufactured or mobile home be allowed to be placed on a site which results in the first floor elevation being lower than the elevation of the one hundred (100) year floodplain. STEPS: Steps are required to be placed within ninety (90) days of installation for all doors into the manufactured home and shall be least thirty-six (36 ) in width. If more than three (3) steps are required, the steps shall be equipped with a hand railing. The steps with regard to treads and risers shall comply with the provisions of the Building Code. SKIRTED: Any manufactured or mobile home located within Floyd County shall be skirted, as defined above within ninety (90) days after installation. UNDERPINNING IS NOT TO BE INSTALLED UNTIL INSPECTION IS MADE. POURED FOOTINGS: POURED FOOTINGS MUST BE INSPECTED PRIOR TO POURING. NONCONFORMING SITES NONCONFORMING manufactured home sites, parks, or subdivision lawfully existing at the time of adoption of this regulation may be continued, but if such nonconforming use is discontinued for a period of one (1) year, the manufactured home site, park, or subdivision shall be made to conform with the requirements of these regulations prior to its being occupied again. Any expansion or addition to an existing manufactured home park or subdivision shall be in compliance with these regulations. LOCATION STANDARDS MANUFACTURED HOMES located on individual lots in Floyd County shall be required to meet the following lot standard. With public water and public sewer, minimum lot size has 7200 square feet or.165 acres. With public water and a private on site sewer disposal system, a minimum lot size of 15,000 square feet or. 34 acres. With private water source (well, spring, etc.) and a private on site sewer disposal system, a minimum lot size of one acre is required.
4 Health Department approval will be required for every manufactured and/or mobile home on a lot not connected to public sewer systems. Percolation tests and/or soil data as provided by a registered soil scientist shall be required and shall be approved by the Health Department, which may require additional lot area depending on soil, slope and density conditions. No septic tanks shall be allowed if public sewer is available. All dwellings shall connect to public sewer when such sewer is within three hundred (300) feet of the property being subdivided. The City of Rome will be responsible for extending public sewer to the property being subdivided. All lots shall comply with the Flood Damage Prevention Ordinance. Each lot shall have thereon a visible home site above the one hundred- (100) year floodplain. No two- (2) dwellings shall be placed upon a parcel of land unless said parcel meets the requirements of this Ordinance for placement of both dwellings. The manufactured or mobile home residential building set back lines shall be at least twenty five (25) feet from the front property line on lots abutting local or residential streets and forty (40) feet from the front property line on lots abutting collector and arterial streets. Where private sewer disposal systems are to be placed in front yard areas. Set backs shall be established by the Floyd County Health Department but shall not be less than forty (40) feet. A plot plan shall be submitted to the Building Inspection Department or an affidavit signed by the owner stating that the site complies with the provisions of this Ordinance concerning the placement of individual manufactured mobile home ANCHORAGE INSPECTION Anchor Locations: Manufactured installation instructions commonly provide anchoring details for each wind zone. The authorized inspection personnel shall ensure that the location of the anchors is in accordance with the installation instructions for the wind zone in which the home is located. For used homes and for homes for which installation instructions are not available, the number of anchors that must be installed per each side of each manufactured home shall be indicated in Table 1. TABLE 1 See next page.
5 NOTES NOTES: 1. Length excluding draw bar. 2. Multi section homes are not required to have vertical ties. Occasionally, manufactured homes are designed to be anchored to a basement foundation. Care should be taken by installers and inspection personnel to ensure that the home is properly anchored to the supporting foundation. 3. Areas for inspection include the following. Spacing anchors: Improper spacing of the first anchor from the front and rear of the home may result in the installation of fewer anchors than are required. Intermediate spacing of the anchors should be adequate for the wind zone in which the home is located. TRANSPORTATION DAMAGE THE unit may be damaged in transport so that it no longer conforms to the Manufactured Home Construction and Safety Standards and should not be accepted by the local building inspection department or other authorized inspection personnel. WHEN damage is discovered or suspected, the inspection personnel may require tests on plumbing, fuel-burning, and/or electrical systems to determine the extent of damage. PLEASE note that the manufactured home retailer is prohibited from selling, leasing or offering for sale or leasing any manufactured home that does not conform to the applicable standards. Please refer to the Manufactured Home Construction and Safety Standards and Manufactured Home Procedural and Enforcement Regulations. Title 24 CFR Parts 3280 and AUTHORIZED inspection personnel should report violations of the Standards to the Georgia Insurance and Fire Commissioner s Office, Manufactured Housing Division. INSTALLATION MANUAL MANUFACTURERS of HUD-labeled homes are required by the Federal Regulations to provide with each home a consumer manual and installation manual. The consumer manual generally describes features and required maintenance of the home. The installation manual required describing one foundation and anchorage system and providing instructions for construction and connections. AUTHORIZED inspection personnel as well as installers should ensure that consumer and installation manuals are available at the time of installation or inspection of the home. The manuals should be used for installation and left with the homeowner for future reference. INSTALLATION instructions are not available, the foundation and anchorage system, including anchors shall be in accordance with the Rules and Regulations for Manufactured Homes. These regulations of manufactured and mobile homes are made and promulgated by the Georgia Safety Fire Commissioner.
