Dated 18th April, Subject: SAS Part II Examination (First Special Chance in old syllabus) to be held in September Govt. of India, Ministry of Defence (Finance) while conveying ir approval vide ir letter F.26(1)/C/2007 dated 08 March 2007 introducing revised structure of SAS Examinations including changes / modifications / framing of new rules governing SAS Examination have also decided to give following categories of s SPECIAL CHANCES for appearing in old syllabus: (i) One special chance to all those s who have got exemption eir in paper I/II or III/IV in existing Part-I examination for appearing and clearing SAS Part-I. (ii) Two special chances to following categories of s to clear Part-II examination as per existing scheme:- (a) Candidates, who have already passed Part-I Examination in old syllabus. (b) Candidates who got exemption in eir of Paper V or VI or VII/VIII in old syllabus but could not pass Part-II Examination. ( c) Candidates who might be able to pass Part-I examination as enumerated at (i) above. 1.1 As a sequel to above, schedules of examination for SAS Part-I in old syllabus (Special chance) and Preliminary Test in new syllabus, have already been notified vide this Hqrs. Circular Nos. AN/SAS/16/SAS-I/May 2007 dated 12 th March 2007 and AN/SAS/16/SAS/Prem-2007 dated 12 th March 2007 respectively. 2. 2 Page-2 2. The case of each intending (including those who are on deputation) will be carefully screened by a board of officers comprising Principal Controller/Controller/Addl. CDA/Jt. CDA, one IDAS Officer and one Accounts Officer. The candidature shall be recommended on basis of following criteria: (i) (ii) (iii) All Part I passed s ( in old syllabus) to appear in Part II examination (First special chance in old syllabus). Candidates who got exemption in eir Paper V or VI or VII/VIII in old syllabus but could not pass Part-II Examination and Candidates who may pass Part-I Examination in old syllabus (Special Chance) scheduled to be held from 21 st May 2007 to 25 th May Names of intending s who fulfill above criteria and are recommended by board of officers may please be furnished (both hard copy as well as floppy in MS Excel) in enclosed proforma. Names of s seeking first time in Part II examination may be shown in a separate proforma. 4. The following instructions may please be observed while completing above proforma: (a) Candidates from Organization of Army, Principal Controller of Accounts (Fys), Principal CDA (AF) and Principal CDA (Navy) should not attempt any questions set or s belonging to or Organizations, or than one in which y are serving, unless specifically allowed by CGDA to do so. It, has, refore, been decided that s who have been serving in a particular Organization for more than a year, as on 31/08/2007 should attempt alternative questions set for that Organization only in Paper VII and VIII. The relevant column in proforma has accordingly been modified. Applications from s for attempting portions pertaining to Organizations or than ir own, will not normally be entertained. In any particular case, if a who has completed/will be completing ONE year service in any particular Organization, is desirous of attempting portions set for Organization or than his own, his request may be obtained and forwarded to Hqrs. office indicating his previous Organization and date from which he is serving in your Organization etc. for consideration. Furr, if any who is not completing one-year stay in your Organization as on 31/08/2007 is applying for portion pertaining to his previous Organization, date of his reporting in your Organization may be shown in proforma to enable us to complete our records. (b) The centre of examination will be nearest to duty point of. In cases where due to exceptional circumstances, a desires to take examination at a centre or than one nearest to his/her duty point, his/her application toger with specific recommendation of Principal Controller/Controller concerned, should be forwarded to this office for consideration. (c) The examination will be conducted at Agra, Allahabad, Banglore, Chennai, Chandigarh, Cochin, Dehradun, Guwahati, Hyderabad, Jammu, Jalandhar, Jabalpur, Jaipur, Kannur, Kanpur, Kolkata, Lucknow, Meerut, Mumbai, Nagpur, Nasik, New Delhi, Patna, Pune A (SC), Pune B (O), Port-Blair, Pathankot, Roorkee, Shillong, Siliguri, Secunderabad, Vishakhapattnam and Wellington provided sufficient s are appearing refrom. The centres are subject to change depending on administrative convenience. The s should be advised to give firm indication of centre (with due regard to prescribed criteria) in very first instance. The instructions contained in this Office Memo 33012/(5)N 1/AN/-K, dated 30/10/71 in regard to freezing of transfer of s after notification of ir Roll Number may also be adhered to as far as possible.

3 Page-3 5. The s will be allowed option in all papers to answer questions eir in English or in Hindi. All question papers shall be printed bilingually. The option is, however, for complete paper only and not part reof. Therefore a can opt to answer all questions of a full paper or all papers eir in Hindi or English. In or words, optional use of Hindi or English question-wise will not be permitted and such answer books will not be evaluated. This aspect may be brought to notice of s. If a particular has opted to answer only one or all four Papers completely in Hindi, fact may be shown in proforma in column provided for purpose. A nil report may also please be sent in case no has opted for Hindi. 6. In pursuance of instructions contained in Govt. of India, Cabinet Secretariat, Department of Personnel and Administrative Reforms OM F 36021/10/76-Estt. (SCT), dated 21/01/77 regarding relaxation of standards in case of Schedule Case/Schedule Tribe s in qualifying examination, it has been decided by CGDA to lower/relax qualifying standards for SC/ST s appearing in SAS Part II Examination to be held in September 2007 up to a maximum extent of 5% in individual paper/aggregate. This may be brought to notice of all SC/ST s. 7. Names of s who belong to reserved community may please be furnished to this office while sponsoring ir names itself, as per instructions contained in this office Circular 0611/AN/-K/(Orders) dated 12/09/ The list in question may please be prepared independently, after verifying service books of all s and not on basis of information furnished by s concerned. It may also be certified, list furnished to HQrs office has been prepared with reference to information recorded in service-book of s concerned. Candidates may also be asked to declare wher y belong to reserved or unreserved community and such declaration may be kept on record. A specimen of declaration is enclosed. 8. The list of s may be prepared centre-wise strictly according to proforma enclosed and dispatched by names to Shri Subhas Mondal, IDAS, Assistant CGDA (Admin) latest by 12 th July It has been observed that some of Pr. Controllers/Controllers are not adhering to date fixed for submission of list of s. All efforts should, refore, be made to adhere to this date to enable us to hold examination as per time schedule. The name of s who are finally selected by this office to appear in examination and Roll Nos assigned to m, will be intimated to Principal Controllers/Controllers, as soon as possible, after receipt of proforma. 9. It has been observed from general performance of s during last few examinations that level of preparation for examination is not of standard, which would indicate that enough time and labour is not being devoted by s for this purpose. Furr, this examination provides first special chance to s mentioned at Para-2 above( out of maximum two chances) in old syllabus. Prospective s, refore, shall be advised that it is in ir own interest to start preparation for examination without waiting for intimation about acceptance of ir candidatures. It is also likely that all s are not making full use of training classes, where se are held under scheme contained in our AN/0611/AN/K, dated 17/7/58 (as amended). The Principal Controllers/Controllers are requested to take steps to see that s take adequate interest in training classes and attend same regularly.

4 10. IMPORTANT (i) Pgae-4 Absenteeism not only results in all round increase in work, but also wasteful expenditure of making administrative arrangements for holding examination. Principal Controllers/Controllers are requested to impress upon s that it is in ir own interest to take examination seriously as y may forfeit a special chance, if y absent from examination. This is golden opportunity which s must avail with greater determination to clear SAS Part-II Examination in old syllabus. After second special chance, old system of examination shall cease to exist. (ii) It has been observed that details of exemptions are not furnished in some cases causing unnecessary embarrassment to all concerned. Principal Controllers/Controllers are requested to ensure that details of last examination with year and Roll may be furnished in proforma (even when re is no exemption) to enable us to ensure that exemption details are not omitted to be shown. 11. In interest of s, it has been decided to notify schedule dates of next SAS Examinations in advance as below. This may widely be circulated.
