3 Introduction What is ECCE Mundus? ECCE Mundus stands for Enhancing Cross-regional Cooperation with Erasmus Mundus. It is a joint initiative launched by three Erasmus Mundus National Structures: Austria - Austrian Agency for International Cooperation in Education & Research (OeAD-GmbH) Hungary Tempus Public Foundation (TPF) Slovakia Slovak Academic Association for International Cooperation (SAAIC). The project is funded by the Erasmus Mundus programme. What are the objectives? The basic idea of ECCE Mundus is to enhance and facilitate co-operation in Erasmus Mundus between higher education institutions in Central European EU countries, and Central Europe and other regions outside EU (Western Balkans, Eastern Europe, Central Asia) by organising three joint training and contact seminars for universities from these regions. The training and contact seminars in Budapest, Vienna, Bratislava, Almaty and Budapest again will provide excellent opportunities for HEIs to gain detailed knowledge on developing, managing joint programmes, institutional cooperation and mobility. The project also aims to increase visibility of the programme in these regions among higher education institutions and students.

4 Who is involved in this seminar? The ECCE Mundus seminar in Almaty is organised in cooperation with Campus Hungary and the support of the NTO Kazakhstan and the Al-Farabi Kazakh National University. 9 AT Ms Last Name Brugger First Name Katrin Montanuniversität Leoben Industrial Liason International Affairs Manager Address Franz Josef Strasse 18 Town 8700 Leoben Country Austria Telephone Technical studies such as: Applied Geosciences, Mineral Resources, Petroleum Engineering, Materials Science, Metallurgy, Polymer Engineering & Science, Mining and Metallurgical Machinery, Industrial Environmental Protection, Industrial Logistics, Industrial Energy Technology Joint Projects & Mobility Programmes The Montanuniversität Leoben has a strong interest in being an international partner in terms of expertise, education and innovation. In combination with our current preparation of a KIC (Knowledge and Innovation Community) proposal in the field of raw materials the university aims to reach much further outside the borders of the European Union and cooperate with partners from higher education as well as from industry to create a network to foster education and innovation. Montanuniversität Leoben and their partners from 7 European countries are currently preparing a proposal to establish a Knowledge and Innovation community (KIC) in the field of Raw Materials (Sustainable Exploration, Extraction, Processing, Recycling & substitution). Such a KIC will be part of a call, launched by the European Institute for Technology (EIT) in spring The future KIC will have a regional structure formed by co-location centers and regional development centers. One of the co-location centers or regional development centers will be established in East and South East Europe (ESEE region). Coordination of the ESEE region will be done by Montanuniversität Leoben.

10 AT Mr Last Name Kruessmann First Name Thomas University of Graz Russian East European & Eurasian Studies Centre Director Address Universitätsstr. 15 / A1 Town 8010 Graz Country Austria Telephone [email protected] Law, Development (Rule of Law); Gender Studies, Religious Studies (Islam and Islamization) Joint Projects & Mobility Programmes REEES is actively interested in gender studies and the law of gender relations in Central Asia (CA). Related projects fall under two categories. In the category EMPOWER the central issues are law and gender. Thus, (1) international conferences are held addressing scholars and representatives of NGO's particularly from CA; e.g. REEES organized in November 2012 a major conference entitled "Women in Modern Central Asia", in November 2013 a smaller conference was devoted to "Promoting Gender Equality Abroad: An Assessment of EU Action in the External Dimension"; (2) encouraging researchers to refine their research and publish in peer-reviewed international journals; e.g. currently a special gender edition of "Central Asian Survey" is under preparation; (3) encouraging early-stage researchers in the ongoing Erasmus-Mundus calls to come to Graz and to devote themselves to rule of law and gender studies; for this purpose targeted calls were issued; (4) developing a lecture on "Gender and the Law. Global Standards and Implementation Challenges" to be taught in Graz in English; and (5) developing training seminars "Empowerment of Women through Rights-Based Trainings in Central Asia". Under the category of INSPIRE REEES supports the teaching of Islamic Law in Graz and looks into issues of Islamization and radicalization from a comparative post-soviet point of view. EMPOWER projects meet a lot of interest on the ground (esp. in Kyrgyzstan and Tajikistan), but there is a visible restraint in higher institutions of learning to include gender-related subjects. It is difficult to say whether gender approaches in political science, sociology and anthropology are more refined, but in general there is a strong cultural "distrust". Most commonly, students and also lecturers perceive a gender approach in law and social sciences as something alien or "Western", while in fact all of them agree that the situation of women under conditions of migration, rural poverty etc. does merit research. It is therefore hoped that the seminar in Almaty can help to dispel some of the doubts and involve representatives of the academic community to at least look into the possibility of developing a more formalized approach in higher education, i.e. by including the subject into the study plan or even perhaps by developing separate degree programmes.

11 AZ Mr Last Name Aliyev First Name Sannur Qafqaz University External Affairs Vice-Rector Address Hasan Aliyev str. 120 Town 0101 Khirdalan Country Azerbaijan Telephone n/a Economics, Finance, Business Adminstration and international Relations departments Joint Projects Qafqaz University is eager and enough well equipped with its infrastructure and academic staff to launch Joint Programs in the above mentioned fields. We are described just 4 departments above but there are more than 10 departments at our university, which are appropriate to these kinds of mutual degree programs. Considering that teaching language is English at Qafqaz University and Bologna System has already been accepted and applied since 2005, we think that our participation in these kinds of programs will be quite easy and without any major problems. Moreover, in order to meet international standards of the contemporary education milieu and keep the pace with continuously developing worldwide, Qafqaz University took decisive steps with the key principles of meeting international quality standards endeavouring to be a prominent international university. As an example to this, Qafqaz University started the implementation and application of ISO 9001:2000 Quality Management System standards to institutionalize and sustain standard administrative system. In addition, we are regional partner and have been implementing the DOGUP TEMPUS project which aimed to bring the Quality Assurance process of Study Programs in Partner Countries into line with the European Standards and Guidelines for internal Quality Assurance and to enhance quality of study programs in partner countries.

13 HU Mr Last Name Bujdosó First Name Géza Corvinus University of Budapest, Faculty of Horticultural Science of Pomology Research fellow Address Villányi u Town 1118 Budapest Country Hungary Telephone Agricultural Sciences / Horticultural Sciences Joint Projects & Mobility Programmes Horticultural Sciences (incl. fruit growing, grape production, medicinal and aromatic plant production, ornamental plant growing, vegetable and mushroom growing) give special potential for every region in the earth. These sciences need special knowledge and lifelong learning because of new planting materials, new technologies, and new challenges. There are lot of horticultural species can be grown on the wide area so the problems connected to the growing those species are appeared globally. From another point of view, horticulture helps a region to be developed because of producing fresh products and raw material for the food industry. This activity can help to keep the young engineers near their home or give chance for the people living far from the well-developed areas to save their standard of living. The Faculty of Horticultural Science, Corvinus University of Budapest would like to search for some new partners teaching horticulture on higher education level from Eastern Europe and Central Asia to create new subjects (e.g. unique plants in the horticulture, unique technologies in the horticulture, development trends in the horticulture) in their teaching plan together. In the European horticulture there is a keen interest in traditional growing methods, Eastern part of Europe and Central Asia are rich in traditional horticultural technologies, which may be a good combination. These old methods can give a new input in the teaching material in all participating institutions. An important stress is put on how to motivate the students. On one hand, the summer school is a good possibility to collect the students from different EU-member and non-eumember countries together to deal with a special topic related to horticulture together or to make a developing plan for a special region. On the other hand, exchange of students are also important e.g. to make a short-term (4 to 8 weeks) practice in a different county. We think that joint PhD education is also a good solution to put young researchers together with other scientists coming from a different part of the world.

Town Kostanay Country Kazakhstan Telephone Education Joint Projects & Mobility Programmes The project aims at creating a joint multidisciplinary programme "Master in Intercultural Education" with full incorporation of the Bologna principles. It is supposed that while creating the Master programme, the three modules (30 ECTS each) for professional development of school and university teachers will be created. These modules will focus on CLIL-Content and Language Integrating Learning; New Methods and technologies in teaching; Leadership in Education. EU partners will facilitate on development of these modules, minimum three universities from Hungary, Austria and Slovakia will facilitate qualitative education in each of the modules via professional development of academic staff of Kostanay State University (or probably with involvement other KZ partners) It is also expected that EU universities will lead in the methodology of the joint programme development. The training of the academic staff may take place in Kostanay State University by EU experts. Once the joint programme is developed, the academic mobility to earn ECTS within the Master in Intercultural Education will be possible. In case the project involves other CA partners, it will be possible to organize training and later academic mobility within the universities involved. The involved universities will organize training in the modules for working teachers of higher education. Such training is important at this level of education because the demand for professionals with good foreign languages proficiency is rather high. Though most of the university academic staff studies a foreign language now, they still lack skills to teach a discipline using a foreign language, and they lack teaching skills at all as most of them were taught different professional skills which have nothing to do with education. So when they come to class they bring old method with which they had been taught. The secondary school teachers might be involved in CLIL training as many schools have started teaching different subjects in English, but teachers lack knowledge and skills to do it. Use of the module for professional development of in-service teacher will provide for sustainability of the project. So the proposed project will become the basis for development of academic mobility and will contribute to internationalization of education.

Mobility Programmes Mobility has much to do with internationalization of higher education. Students mobility is one of the main elements of the Bologna Process, creating opportunities for individuals personal growth, developing international cooperation between individuals and institutions, enhancing the quality of higher education and research. With the joining to the Bologna Process the Ministry of Education and Science of the Republic of Kazakhstan emphasizes the significance of students mobility. Every year the Ministry of Education and Science gives financial support to a limited number of talented students to study abroad for one semester. With existence of one and the same degree levels made the students mobility from one country to another easier. However, more efforts are needed to widen students participation in mobility, better information; counselling and guidance are needed in this field. We shall increase and diversify funding opportunities for students at all levels. In Kazakhstan students mobility at different level (be that at bachelor, master or PhD level) remains one of the key issues to be further developed and opportunities should be found and created. Therefore, the ERASMUS training seminars and international networking with different higher education institutions will give opportunities to find out more mobility possibilities for students and to discuss common issues related to mobility projects.

Since 2009, Volga Tech university endeavours in diversification its campus by attracting international students (from zero to about 300 in four years), and promoting academic mobility of its own students and professors. Our university is eager to establish and develop partnership with higher education institutions in the EU member states, EU candidate countries and republics of the former Soviet Union in the fields of student and faculty mobility, and joint academic programs. Historically, Volga Tech was established as a School of Forestry Engineering. Therefore, Forestry, Timber Engineering and Environmental Studies now make a core of our academic profile and tradition. Since 2005, the university has been involved into 3 Joint academic projects within the European Union Tempus programme, focused on Sustainable Forestry, and Qualification Framework in Forestry. We have a strong background of interaction with partner universities in Austria (BOKU University of Natural Resources and Life Science in Vienna), Finland (University of Helsinki), France (Lille 1 University), Greece (Aristotle university in Thessaloniki), and Denmark (University of Copenhagen). The ongoing Tempus project "SUFAREL" implies the mobility of Master and PhD students within the project consortium. Due to our cooperation with the Tempus programme office in the Russian Federation, the Delegation of the European Union in Moscow; we are familiar with the current EU initiatives in higher education and science. We suppose that our experience and background in Tempus can be used in new cooperation projects focused on academic mobility within newly formed Erasmus+ consortia, or bilateral agreements on academic exchanges. Although Forestry and Environmental Studies are our priorities, we are open for international cooperation in other areas, such as Information Technologies and Computer Science, Public Administration, Tourism and Hospitality, and Social Work. The university has started the public accreditation process of the MA Program in Public Administration in cooperation with the Network of Institutes and Schools of Public Administration in Central and Eastern Europe that eventually led to series of academic exchanges by students and professors with College Sládkovičovo in Slovakia. Volga Tech would like to develop the existing linkage into the Erasmus+ project, or become a member of an existing consortium.

It is proposed that during the first stage of the project there will be mobilities of EU academic staff to Uzbekistan with the purpose of professional development of UZ teachers and mobility of UZ staff to EU universities to be trained in methodology of joint programme development. These mobilities will allow development of joint interdisciplinary programme in Mathematical Engineering. During the second stage of the project the joint programme will be launched and students' mobilities will contribute to the programme. The programme may gain a lot if other CA partners are involved. Mobilities between CA partners are not complicated by visa issues, besides some similarities in educational systems developments may help to promote the common idea. Kazakhstani universities may provide for the sustainability of the programme as foreign internship is compulsory for a master student, besides, Kazakhstani government sees academic mobility as one of the key aspects of implementing the Bologna principles and some financing is provided for its development. Such contribution will support the project a lot.
