Box Helena, MT Fellow Montanans: At times, Montana s weather can test our resolve and our driving skills. That was certainly the case last March 11, 2011 when a spring snow storm blew into the northeastern corner of the state. Blowing snow reduced visibility to almost nothing, road conditions were dismal and the wind chill was approaching 30 below. In these conditions, Trooper Derek Werner of Poplar responded to a crash on Highway 2, pulling victims out of stranded cars moments before more cars hit, putting himself at risk time and again, and saving victims from more serious injury or death. The total wreckage involved 10 vehicles including a semi tractor-trailer and 18 people. All of them survived, many with only minor injuries. Werner s selfless response is credited with saving lives and preventing the accident from becoming worse. Later last year, Werner was called on to rescue two swimmers who were being washed away in the current of the Missouri River. For his outstanding courage and quick thinking, Trooper Werner has been selected as Montana s Trooper of the Year and the top Mountain Pacific Trooper of 2011 a region of 14 western U.S. states and western Canada. These honors reflect the caliber of Montana s troopers and the truly outstanding commitment to public safety that permeates the Patrol. Trooper Werner and the other men and women who patrol Montana s highways every day deserve our respect and our thanks. They also deserve our cooperation. Despite the Patrol s effort, in 2011 traffic fatalities increased 10 percent, and the first few months of 2012 have seen a third more fatalities than during the same time period in the previous year. Let s all do our part to reduce this toll. Buckle up on every trip. Lighten up on the accelerator. And don t drive if you ve been drinking. Through the 24/7 Sobriety Program, which became effective on October 1 last year, Montana s courts now have a way to hold repeat drunk drivers accountable. Through March 2012, twice-daily sobriety testing is up and running in 10 counties Lewis and Clark, Yellowstone, Powell, Lincoln, Custer, Big Horn, Glacier, Butte-Silver Bow, Flathead and Anaconda-Deer Lodge. Beaverhead, Sheridan and Sweet Grass counties started the program March 13, and more counties have completed the training and will be starting their own programs over the next few months. The results from Oct. 1 through Feb. 29 are impressive. Well over 35,000 tests have been administered, with a success rate in excess of 99 percent. Through the 24/7 Sobriety Program, we finally have a way to reduce the number of repeat DUI offenders who endanger everyone on our roads troopers and citizens alike. The information is gathered through the efforts of many people, and the data from the investigations helps agencies on the Federal, State, and Local level to reduce the number and severity of vehicle crashes in our state. In recent years we have seen historic decreases in traffic fatalities in our state. Unfortunately in 2011 traffic fatalities rose over ten percent. While the numbers of people killed in DUI related crashes continue to decrease, substantial increases in other areas overcame those gains. The three biggest factors in fatal crashes continue to be failure to use safety restraints, speeding, and driving under the influence. As a result, the Montana Highway Patrol will continue to make those issues our top enforcement priorities with an added focus of preventing conflicts and the resulting crashes between commercial and passenger vehicles. Finally, I am pleased to report that for the first time since 2007 we have not lost an officer in the line of duty. We will never forget the recent sacrifices of David Graham, Evan Schneider, Mike Haynes, and David DeLaittre. We pray that this honored list never grows. As always, the Montana Highway Patrol is proud of the work that we do on a daily basis to improve public safety in our state. Montana is a great place to live and work, and through partnerships with other law enforcement agencies, the Department of Transportation, and your office we will continue to work towards an even safer future. To make efficient and effective use of time by diligently detecting and making contact with people who violate traffic and criminal laws on Montana s roadways as mandated by the citizens of the State of Montana, especially those laws concerning driving under the influence and occupant protection. 17 Strategic Traffic Enforcement Team (STET). The STET team of the Montana Highway Patrol was introduced in 2008 and remained in patrol for all of 2009 and Funded by the Department of Transportation, Highway Traffic Safety Division, due to a grant application by MHP, this team of troops consists of 4 full-time troopers and 1 sergeant. The STET team conducts a series of intensified saturation patrols throughout the state of Montana during the entire year, concentrating their efforts on those notoriously dangerous, high-crash highway corridors in the state. The team performs high visibility patrols in an attempt to discourage negative driving habits with special attention to speed in these high crash areas. STET troopers spend 80% of on duty hours patrolling the roadways with the Sergeant patrolling 75% of all on duty time. STET enforcement has had a very positive effect on the areas patrolled, the 6219 hours of concentrated enforcement during fiscal year 2011 yielded: Suspended licenses 109 Uninsured motorists 280 Seat belt citations 524 DUI and drug arrests 50 Speed citations 2789 Speed warnings 3452 citations and warnings 7880 citizen contacts
