2 VACANCY FOR AN EXPERT FOR BASIC AND ADVANCED TRAINING ISSUES IN THE AREA OF CONTAINER PROFILING IN THE FRAMEWORK OF THE UNODC-WCO CONTAINER CONTROL PROGRAMME INTRODUCTION The World Customs Organization (WCO) has a vacancy for a short term contract for an Expert to work on basic and advanced training issues within the UNODC-WCO Container Control Programme (CCP). The main focus of the Expert s work will be on organizing and conducting practical and theoretical training measures in profiling containers. BACKGROUND OF THE PROGRAM Illegal shipments and cross-border diversion poses a real and serious threat to international security, public health and international trade, but successful interdiction of maritime containers is difficult. The sheer volume of international container traffic, sophisticated and often ingenious concealment methods and diverse routings are part of the problem. At the same time, law enforcement agents are often hampered by a lack of inter-institutional coordination, complex port processes and systems, lack of resources and dangerous working conditions in many seaports. Greater international communication, cooperation and information-sharing can help address these challenges. OBJECTIVES OF THE PROGRAM The project The UNODC-WCO Container Control Programme (CCP), jointly developed by the World Customs Organization and the United Nations Office on Drugs and Crime (UNODC), help states create sustainable law enforcement procedures and/or structures in selected seaports, ports of entry and dry-ports to minimize the exploitation of maritime containers and other cargo for cross-border diversion, illicit drug trafficking and other transnational organized criminal activities. Key outputs for the project are: Port Control Units (PCUs) are established on the basis of technical port assessments designed to international standards and negotiated inter-institutional cooperation agreements that enhance coordination, synergy and the tenure security of trained staff. Local steering committees comprising senior managers from participating institutions monitor and evaluate progress, facilitate cooperation, and ensure that national goals are achieved. Professional training delivered by technical experts from WCO, UNODC and other international organizations. The program s blended learning concept combines on-site theoretical and practical training, e- learning modules, work-study tours and mentoring/advisory services. 2

3 Membership in a global enforcement community provides access to innovative and secure communications technology including, for a trial period, a web-based global container intelligence application. Strengthened institutional capacity to carry out pre/post seizure investigations. Increased Customs revenues. Valuable alliances between PCUs and trade organizations facilitate both compliance and trade. Enhanced ability to respond to the threats terrorism poses to the entire global supply chain. Improved knowledge about the extent to which maritime containers and other cargo are being used for trafficking drugs and precursor chemicals for drugs and for the manufacturing of Improvised Explosive Devices (IEDs), as well as other illicit commodities. The program s objectives are envisioned to be achieved through the creation of: Strategic alliances between Customs, Police, trade and other relevant bodies to prevent criminal organizations from abusing legitimate commercial trade; So-called Port Control Units (PCUs) comprising analysts and search teams from different law enforcement agencies (e.g. Customs, Police) who have been trained and equipped to use risk analysis and other proactive techniques to systematically target high-risk containers for scrutiny; and New tools and mechanisms for collecting, analyzing and sharing information and optimizing existing human, technical and logistical resources. At the global level the Container Control Programme supports enhanced collection, standardization and reporting of data on container/cargo-related crimes for use in strategic post-seizure analysis and information sharing. The primary aim of CCP training is to enable PCU operatives to use risk assessment and other proactive techniques to systematically analyze shipping manifests and other relevant data to effectively target high-risk import, export and transit containers/commodities for examination. Training is provided by teams of experts with operational experience in container control, investigation techniques and international law enforcement cooperation. It is based on relevant provisions of international instruments and tools and emphasizes teamwork and integrity as core values. Other key training features include container examinations, concealment modalities, trade facilitation and port security. Specialized thematic areas cover: - Revenue evasion; - Narcotic trafficking; - Strategic Trade Controls (STC); 3

4 - Counter Proliferation. Theoretical training will be provided on a regional basis (WCO Regional Training Centers, WCO Offices for Capacity Building). Practical training measures should ideally be conducted on-site so that PCU staff can conduct examinations under local conditions. Additional practical training including mentoring may be provided to meet local requirements. EXPERT FOR BASIC AND ADVANCED TRAINING ISSUES RESPONSIBILITIES The Expert will take direction from the WCO program coordinator of the CCP. The appointee will be responsible for delivering basic and advanced training activities, both theoretical and practical. The person will be responsible for: Assisting the CCP coordinators in Brussels and Vienna in delivering the program objectives and outputs in the area of basic and advanced training issues from theory to practice, specified in this document and supplemented by a program plan (under development by the CCP management). Delivering basic and advanced theoretical and practical training on profiling (mainly maritime) containers. Delivering training on strategic goods like chemical, biological, radiological, nuclear and explosive material, including goods of dual use. Reporting on his/her activities to the WCO program coordinator throughout the duration of his/her contract. Assisting in the marketing and promoting of the CCP. Reporting to WCO and UNODC Committees on the progress of the program as required. Assisting in liaising with program participants, partners and other key stakeholders. Assisting in the implementation of the global program support as required. Other tasks that may be required by the WCO program management. WHAT KIND OF CANDIDATE ARE WE LOOKING FOR? The candidate must possess working experience in an operational environment within the context of border management or law enforcement. For example, this could be experience gained, but not limited to, as a Customs officer, a border or police officer, an intelligence or risk analyst, and/or an investigator. The candidate must have recent and significant experience (a minimum of three years over the past five years) in producing training materials, delivering training, and working with this type of program that involves a multi-cultural working environment and a wide variety of global stakeholders. The candidate must possess strong interpersonal skills. He/she will need to be fluent in English and be able to work in both official languages of the WCO (English and French). Ability to speak Spanish, Arabic or Russian will be considered an advantage. 4

5 The vacancy requires a person with good organizational skills, enthusiasm and open-mindedness. The person also needs to have the ability to handle stress and to be flexible. He/she is expected to be able to deliver training in a multi-cultural environment and to have good analytical skills. Training will have to be delivered in countries located in all six regions of the WCO. It is of paramount importance that the candidate brings along outstanding communication skills: - The candidate must speak and write clearly and effectively. - He/she has to be able to listen to others, to correctly interpret messages from others and to respond appropriately. - He/she is expected to ask questions to clarify and to exhibit interest in having two-way communication. - The Expert has to be able to tailor language, tone, style and format to match the audience. - Openness in sharing information has to be demonstrated and people have always to be kept informed. This position requires a high level of activity and the ability of travel frequently. PROGRAM MANAGEMENT When executing his/her tasks, the Expert is required to follow the standard WCO project management practices and procedures to which the program is subjected to. Decisions requiring the use of program funds are to be formally approved by the WCO Deputy Director of Compliance and Enforcement. PERIOD OF PERFORMANCE Services of the Expert for Advanced Training Issues are required for a period of 12 months from the date of appointment, ideally not later than 1 April 2013, with the possibility of extension 1. PLACE OF WORK The Expert will be based at the WCO Headquarters in Brussels, Belgium. REMUNERATION The remuneration will depend on the candidate s qualification and experience, up to a maximum of EUR 6,000.-/month. The remuneration is eligible to tax exemption (the applicant is responsible for the recognition of tax exemption from the tax revenue authorities in his/her home country). 1 Subject to satisfactory performance and availability of funds. 5

6 The Expert travelling on duty on behalf of the WCO under a travel order will be entitled to the reimbursement of travelling expenses actually incurred for this purpose, together with a daily subsistence allowance. No health insurance and retirement or providence fund will be provided by the WCO during the duration of the employment. The remuneration will be considered full compensation including costs to be incurred by the Expert himself for his health insurance and retirement or providence fund (a subscription to a health insurance at a reduced cost for the Expert can be offered if his/her coverage is inadequate).
