2 Openness, dialogue and citizen involvement Openness, dialogue and citizen involvement are important factors in the Region of Southern Denmark s communication with citizens, municipalities, business and academic institutions. The aim is to create solutions that everyone is satisfied with and that everyone can feel a sense of ownership for. Good examples of openness, dialogue and citizen involvement include hospital wards that draw on the experiences of patients following a hospital stay, or social institutions that involve users and their next of kin in decisions concerning the users welfare. This allows us to improve the experience for new patients and citizens. Openness Award The Region has set up a so-called Openness Award, which is awarded every year to a department, institution or hospital that has shown a particular commitment to openness, dialogue and citizen involvement. The citizens have their own place in the Regional Council chamber, whence they can put questions to the Regional Council prior to every Regional Council meeting. Other examples include blogs, dialogue meetings, web-transmitted Regional Council meetings, workshops, citizen councils and user committees.
3 Gateway to Europe The Region of Southern Denmark is a dynamic growth area which enjoys a central geographical location, not only as regards the rest of Denmark, but also Germany Denmark s largest trading partner and the rest of Europe. The Region of Southern Denmark covers a geographic area stretching from approxi mately 40 km north-west of Vejle to Padborg in the south, and from Esbjerg in the west to Nyborg in the east. Southern Denmark is home to one of Scandinavia s largest and most modern hospitals, the Odense University Hospital, which specialises in heart and coronary diseases, cancer and the replantation of fingers, hands, etc. Denmark s third largest university the University of Southern Denmark is also based in the region with campuses in Esbjerg, Kolding, Odense, Sønderborg, Copenhagen and Slagelse. Several of the companies based in the Region of Southern Denmark are world-renowned: Danfoss in Nordborg, Ecco Danmark in Tønder, Gumlink in Vejle, LEGO in Billund and the offshore industry in Esbjerg. With a workforce of 25,000 people, the Region of Southern Denmark is the largest employer in the region. Maj 2010
4 The Regional Council the governing body The Regional Council is the governing body of the Region of Southern Denmark. The Regional Council comprises 41 political representatives, who are elected for four-year terms. The meetings of the Regional Council are open to the public and are broadcast live on Archive broadcasts are available on the website, allowing viewers to access previous meetings. Some cases are dealt with behind closed doors if required by Danish legislation. The Regional Council s decision-making process typically comprises the following steps: The Regional Council debates the case An advisory committee processes the case Citizens, experts and other interested parties are invited to a consultation The Regional Council makes its final decision. The Regional Council holds its meetings at the Region s headquarters in Vejle.
5 The region s core duties
6 Four main areas The main task of the Region of Southern Denmark is to run the health service in Southern Denmark. The region is also in charge of a number of specialised social services, including care for the disabled. Finally, the region must also attract and coordinate growth and development in Southern Denmark. The region s core responsibilities can be divided into four main areas: Four main areas Health Social services and special needs education Psychiatric services Regional development Framework and details The region helps draw up the framework of the services it offers and ensures the high quality of all its services, every step of the way. This applies to everything from the regional development plan, which outlines the vision for development in the region, to the pedagogical approach used in various social services and the patient in the hospital who needs their broken arm put in plaster. Working closely with different actors Many of the region s duties are carried out in close cooperation with the 22 municipalities in the region. In many areas, the region also works closely with the business community, the labour market and academic institutions.
7 Health patient-centred care The Region of Southern Denmark s biggest challenge lies in the area of health, with an expenditure of approx. 2.8 billion euros a year. The region operates four hospital units: Odense University Hospital, Svendborg Hospital Lillebaelt Hospital Hospital South West Jutland Hospital Sønderjylland Health The Region of Southern Denmark collaborates with 800 GPs to provide medical treatment. In addition, the region subsidises medicine and treatment by dentists, physiotherapists, chiropodists, chiropractors and psychologists. The region is responsible for Establishing policies for how to manage the hospitals Prioritising between treatment areas Ensuring that hospitals and GPs collaborate seamlessly Advising municipalities on preventive services. The municipalities are responsible for preven tive services, as well as for rehabilitation and home care. The Region of Southern Denmark employs around 18,800 people in the health sector. It has a health budget of 2.8 billion euros, some 80% of which is financed by the state. The remainder is financed by the municipalities by way of fixed basic contributions and other activity-related contributions.
8 Social services and special needs education a good framework for citizens with special needs The Region of Southern Denmark administers around 30 social services and social-psychiatric schemes for citizens with disabilities, mental illness and other special needs: Day and residential care for children and young people with physical or mental disabilities Sheltered employment and activity and social schemes Housing schemes for citizens with serious physical and/or mental dis abilities and for citizens suffering from mental illness A secure institution for young offen ders. The Region of Southern Denmark also runs three regional and national educational institutions: The Centre for Hearing Loss, which works with children who are deaf or hard of hearing Nyborgskolen, a national boarding school for young people who are deaf or hard of hearing Strandhøjskolen, a special school for children with impaired mental/ physical abilities. The region is also responsible for coordinating available places and social services through an annual framework agreement between the region and the 22 municipalities, and between the municipalities themselves. The region is responsible for Running specialised schemes for citizens with special needs Drawing up a framework agreement for the social services sector in Southern Denmark. The municipalities are responsible for providing social services for citizens in their respective areas. Social services and special needs education There are around 2,100 people employed in the area of social services in the Region of Southern Denmark. The annual budget of approx. 133 million euros is primarily financed by the municipalities at flat rates.
9 Psychiatric services quality, cohesion and accessibility The Region of Southern Denmark is responsible for the psychiatric treatment of citizens suffering from mental illness. This takes place in close cooperation with the municipalities and GPs. Psychiatric services are split into four areas: Psychiatric services for children and young people (0 19 years of age) General psychiatric services (20 69 years of age) Geriatric psychiatric services (70+ years of age) Forensic psychiatric services (the treatment of mentally ill criminals who have been sentenced to treatment). The Region of Southern Denmark also offers treatment and rehabilitation of traumatised refugees and victims of torture. This task is undertaken by The Centre for Trauma and Torture Survivors (CETT) in Vejle The Rehabilitation Centre for Torture Survivors and Traumatised Refugees (RCT Fyn) in Odense The independent Rehabilitation Centre for Torture Victims (RCT Jylland) in Haderslev. In addition, the region runs a psychiatric information centre (usually referred to as PsykInfo). PsykInfo is an information and advice centre that gathers and passes on information on mental illness through advice, library facilities, courses and events. The centre s target group comprises the mentally ill and their relatives, as well as other interested parties. The region is responsible for Psychiatric treatment in the form of outpatient treatment and 24 hour care. By far the majority of citizens with a mental illness receive outpatient care in their local area. The municipalities are responsible for socio-psychiatric services. Psychiatric services Around 2,500 people are employed in the psychiatric services sector in the Region of Southern Denmark. The psychiatric services sector has an annual budget of 173 million euros, financed by block grants from the state and fixed basic contributions from the municipalities, as well as various activity-related contributions.
10 Regional development we create jobs The Region of Southern Denmark is the driving force behind a regional initiative to create the best possible framework for citizens and the business community, and to make Southern Denmark an active and dynamic region. This requires close cooperation with the municipalities, businesses, the labour market and academic institutions. The region is responsible for The regional development plan The growth forum for regional business development and employment Coordinating youth education services and basic adult education services (VUC) Coordinating spatial planning and certain environmental schemes Soil pollution prevention (mapping and cleaning) Transport operators and commissioning and paying for regional bus services. region s development. The plan sets out desired developments in terms of: Employment Business and tourism Nature and the environment Education and culture Rural and outlying districts. Growth forum The regional growth forum has a decisive influence on business development in Southern Denmark. The forum comprises 20 members appointed by the Regional Council based on recommendations from municipalities and organisations. The growth forum includes representatives from the Regional Council, the municipalities, academic institutions, the business community and professional associations. The German minority in Southern Jutland is represented by an observer. Regional development Regional development plan The regional development plan outlines a coherent vision and strategy for the The Region of Southern Denmark employs 130 staff in the regional development department. The department has an annual budget of approx. 62 million euros. Upwards of 70% of the budget is financed by block grants from the state, while the remainder is funded by the municipalities.
