4 Goals: guarantee access to food products in the quantity, quality and frequency needed for individuals in condition of food and nutritional insecurity; promote social inclusion in rural areas by strengthening the family agriculture. It allows the purchase of the goods produced by family farmers up to R$ 3, per family per year. In the modality Milk, the limit is R$ 7, per semester. Legal yardstick: The Food Acquisition Programme was created by article 10 of Law n.º , of July 2 nd 2003, and it is one of Zero Hunger s actions

8 The Steering Committee Coordination: Ministry of Social Development and Fight Against Hunger Food Acquisition Programme Responsibilities: Defining the methodology, prioritizing regions and conditions of donation and sales. Operational measures, requesting reports to the organizations involved, identifying complementary resources, courses, supporting other actions related to acquiring the products, aiming to strengthen the family agriculture and the land reform settlements. 1. 9 The Programme s Beneficiaries Consumers people in condition of food and nutritional insecurity to whom the products acquired are donated. Producers - the family farmers, quilombolas (communities of remaining traditional settlements of African descendents), families affected by barriers, rural workers without land and in temporary settlements(*), indigenous communities, preferably organized in cooperatives, associations or informal groups. (*) Defined according to Administrative Order MDA nº. 111, de 20/11/03 (**)Those who fit in PRONAF, according to chapter 10, section 2 of the Rural Credit Manual, who have a Declaration of Aptitude to PRONAF - DAP

The organization acquires the production from family farmers and their partners and it stores the goods to be commercialized later on, in more favourable conditions. MDS CONAB, States and Municipalities Individual, Cooperative, Association. Incentive to Production and Consumption of Milk Milk Programme To provide milk for families in conditions of food and nutritional insecurity and to foster family production. MDS Northeastern States and MG (north) Individual, Cooperative, Association Food Acquisition for supplying school meals To acquire the production from family farmers (according to the standards and regulations of the Food Acquisition Programme) and distribute such products so they can be destined to the school meals. 11 Producers 1º Quilombolas, indigenous communities and rural workers without land and in temporary settlements; 2º Producers in PRONAF s B group; 3º Producers in PRONAF s A group; 4º Produtcers in PRONAF s A/C group; 5º Family farmers. Entities Food Acquisition Programme Beneficiaries Order of Priority Preferably lacking resources and food products; Who offer continuous meals at no cost.
12 Beneficiary Entities The beneficiary entity will participate in the products selection process through a Participation Proposal, considering: Entity s profile: type and number of meals per day, special dietary, days of the week, kind of assistance, income sources, etc. Beneficiaries profile: number of people, gender, age, traditional communities, etc.

16 PAA (Anual Base) Farmers People Assisted * ,3 millions Since the beginning of the Programme, 1,215,033 thousand tons of food products were acquired through 435,528 operations of purchase from the family farmers; In average, 87,000 family farmers and 25,000 entities who assist people in situation of food and nutritional insecurity participated in the programme. The Programme is present in about 2.6 Brazilian municipalities. Milk Acquisition and Distribution: Up until June 2008, approximately R$ 744,7 millions have been invested in the purchase of milk from 29,000 family farmers.
