The President shall administer the College in such a manner as to ensure its effective operation. 3 TITLE: Assumption of the President's Section: 1.0 Administrative Responsibilities in Case of Absence Policy Number- 12 Date Adopted: February 20, 2014 May 10, 2007 August 11, 2005 October 14, 2004 June 12, 2003 August 27, 1998 In the absence of the College President, the Vice President of Academic Services - Chief Academic Officer shall assume the responsibilities of the office. 4 TITLE: Administrative Staff Guidelines Section: 1.0 Administrative Policy Number: 1.3 Date Adopted: February 20, 2014 August 11, 2005 August 27, 1998 The President shall develop, maintain and publish Administrative Staff Guidelines that contain the basic administrative and personnel procedures. Copies of the Guidelines shall be distributed to the appropriate College staff. All procedures must be reviewed at least once every three years. 5 TITLE: Emergency Procedures Section: 1.0 Administrative Policy Number: 1.4 Date Adopted: February 20, 2014 September 22, 2011 August 11, 2005 August 27,1998 The President shall develop a plan for action in the case of emergencies. The plan shall: 1. Provide for responses to emergencies. 2. Specify positions and/or levels of authority to take such action as may be needed, and designates alternates who may act in the absence of the primary personnel. 3. Detail the working relationships, transference of authority, and operational mechanisms for the use of outside law enforcement agencies. The plan shall be presented annually to the Board of Trustees for their review in June. Last reviewed February 2014

6 TITLE: Use of College Seal Section: 1.0 Administrative Policy Number: 1.5 Date Adopted: February 20, 2014 May 10, 2007 June 12,2003 August 27, 1998 The College shall maintain an official College seal located in two offices. One shall be kept in the President's Office and the other shall be kept in the Office of the Registrar. The one in the President's Office shall be used for official documents and certificates only. Any document requiring the seal must be approved by the President. The one in the Office of the Registrar shall be used only to verify official transcripts. 7 TITLE: College Publications Section: 10 Administrative Policy Number- 16 Date Adopted: August 27, 1998 The President shall have the authority and responsibility for the publication of materials to promote the educational programs and services of the College. Copies shall be given to the Board of Trustees and distributed to appropriate members of the College community and to the public. Last reviewed January 2014

8 TITLE: Weapons on Section: 1.0 Administrative College Property Policy Number: 1.7 Date Adopted: September 22, 2011 February 8, 2011 May 21, 2009 May 10, 2007 August 11, 2005 August 27, 1998 No individuals, except those law enforcement officers and authorized College employees exempted under X.I.S.A. 2C:39 et seq., including but not limited to 2C:39(1), shall have weapons in his/her possession on College property. Weapons are defined as firearms, grenades, knives, explosives, flammable materials, or any other instrument that may be used to cause bodily harm or damage to property. Violation of the policy shall result in disciplinary action and/or referral to the appropriate law enforcement authorities. Last reviewed January 2014

10 TITLE: Academic Freedom Section: 1.0 Administrative Policy Number: 1.9 Date Adopted: September 22, 2011 June 12, 2003 August 27, 1998 Salem Community College, as an institution of higher education, is conducted for the common good and not to further the interest of either the individual faculty member, administrator or the institution as a whole. This common good demands the free search for truth and its free expression. A. Academic Freedom Academic freedom is essential to these purposes and applies to both teaching and research. Freedom in research is fundamental to the advancement of truth. Academic freedom in its teaching aspect is fundamental for the protection of the rights of the teacher in teaching and of the student to freedom in learning. It carries with it responsibilities correlative with rights. With this in mind, the Board hereby adopts the following statement on academic freedom (modeled after the 1940 Statement on Principles on Academic Freedom as set forth originally by the American Association of University Professors and subsequently approved by numerous other organizations). 1. The faculty member and/or administrator is entitled to full freedom in research and in the publication of the results, subject to the adequate performance of other academic duties; but research for pecuniary return must be based upon an understanding with the College as set forth in the provisions contained in this agreement pertaining to patents and copyrights. 11 No. 1.9 Academic Freedom 2. The faculty member and/or administrator is entitled to freedom in the classroom in discussing subject matter, but should be careful not to introduce controversial matter which has no relation to the subject currently being taught. 3. The College faculty member and/or administrator is a citizen, a member of a learned profession, and an officer of an educational institution. When the College faculty member and/or administrator speaks or writes as a citizen, he/she should be free from institutional censorship or discipline, but his/her special position in the community imposes special obligations. As a scholar and an educational officer, the College faculty member and/or administrator should remember that the public may judge one's profession and institution by his/her utterances. Hence, he/she should at all times be accurate, should exercise appropriate restraint, should show respect for the opinions of others, and should make every effort to indicate that he/she is not an institutional spokesperson. 12 TITLE: Outside Speakers Section: 1.0 Administrative on Campus Policy Number Date Adopted: February 20, 2014 September 22, 2011 August 11, 2005 August 27, 1998 The College shall encourage diversity of thought and opinion and foster an environment that allows the free flow of information. Student organizations and faculty shall be allowed to invite speakers to the campus. Those routine approval procedures required by Salem Community College before a guest speaker is invited to appear, shall be designed only to ensure safety and the orderly scheduling of facilities and adequate preparation for the event, and that the occasion is conducted in an appropriate manner without disruption to the College community. The control of College facilities shall not be used as a device of censorship. Sponsorship of guest speakers does not necessarily imply approval or endorsement of the views expressed, either by the sponsoring group or the College. Last reviewed February 2014.

13 TITLE: Public Information Section: 1.0 Administrative And Organizational Policy Number: 1.11 Date Adopted: February 20, 2014 May 21, 2009 August 11, 2005 June 12, 2003 August 27, 1998 Two-way channels of communication must be kept open at all times between the College and the public. The College shall make every effort to keep the public fully informed on matters concerning the operation of the College, its instructional programs and other community services that are offered by the College. All public announcements concerning the College are to be handled through the Office of the President and/or delegated to his/her designee. Last reviewed February 2014.

14 TITLE: Political Issues Section: 1.0 Administrative And Correspondence Policy Number: 1.12 Date Adopted: February 20, 2014 May 21, 2009 August 11, 2005 August 27, 1998 During their working hours, employees of the College shall not actively solicit support for any political candidates nor the support for any issue of any public referendum matter except as approved by the Board of Trustees. Employees of the College are permitted, as citizens, to express their opinions through letters to the editor or letters to other media. In such cases, unless express approval is granted by the Board or President, personnel will refrain from identifying themselves as employees of the College. This precludes the use of College letterheads for such correspondence. Additionally, candidates for elected office or their representatives are prohibited from distributing political materials on all owned and leased College property without approval from the College President or his/her designee. 15 TITLE: Membership in Section: 1.0 Administrative Service Organizations Policy Number: 1.13 Date Adopted: August 11, 2005 August 17,1998 The President may be a member in a service organization which provides help and assistance to the county community. The membership fees and dues shall be paid by the College. The President, as an official representative of the College, may attend at College expense charitable, social, civic and other functions which are appropriate and beneficial to the College. 16 TITLE: Acceptance of Gifts Section: 1.0 Administrative And Organizational Policy Number- 114 Date Adopted: February 20, 2014 August 11, 2005 June 12, 2003 August 27, 1998 The President has the authority to. accept, on behalf of the College, gifts of any nature which, in his/her judgment, will be beneficial to the program of Salem Community College subject to the limitation specified below. Gifts and donations offered to Salem Community College, including conditions of acceptance, will be evaluated by the College staff to determine the financial and operational impact on the institution. Items that are valued at less than or equal to $5,000 may be accepted by the President and letters of appreciation sent to the donors. Items valued over $5,000 will be presented to the Board of Trustees for acceptance by the College. In thank-you letters to donors, the College shall establish a value for non-monetary gifts. 17 TITLE: Legal Liability Section: 1.0 Administrative Policy Number: 1.15 Date Adopted: August 11, 2005 August 27, 1998 Whenever any civil action has been brought against the Board of Trustees, individual trustees, or persons employed by the Board of Trustees for any act or omission arising out of and in the course of the performance of their duties and responsibilities, the Board of Trustees shall defray all costs defending such action, including reasonable attorney fees and expenses together with costs of appeal, if any, and may hold harmless and protect such person from any financial loss resulting therefrom; and the Board of Trustees shall arrange for and pay the premium for appropriate insurance to cover all such losses and expenses. This policy shall not cover unlawful acts of commission or other illegal activities. Last reviewed January 2014.

18 TITLE: Memorial Policy Section: 1.0 Administrative Policy Number Date Adopted: May 10, 2007 August 11, 2005 August 27,1998 Salem Community College shall acknowledge major illnesses and deaths of the following groups and their immediate family members: Trustees College faculty, administration, staff members, and current students College Foundation members Major contributors and supporters to the College or its programs Such acknowledgement shall be in the form of cards, flowers, fruit baskets, or a contribution to the College scholarship fund. No more than $100 shall be expended per occurrence. Last reviewed January 2014.

19 TITLE: Board Orientation Section: 1.0 Administrative Policy Number- 117 Date Adopted: May 21, 2009 May 10, 2007 August 11, 2005 August 27, 1998 In order to facilitate smooth functioning of the Board of Trustees, it shall be the responsibility of all new Trustees to participate in an orientation program designed by and provided by the Board Chair and President of the College. In addition, the Board shall conduct and/or offer the opportunity for new members to attend state, regional and national seminars/workshops and orientations during which they can contemplate long-term objectives, methods and the role of the Trustees and the Board. 21 TITLE: Americans with Disabilities Act Section: 1.0 Administrative Policy Number: 1.19 Date Adopted: February 20, 2014 September 22, 2011 May 21, 2009 August 11, 2005 August 27, 1998 In providing access to employment or education for persons with disabilities, Salem Community College shall offer services, accessibility and reasonable accommodations pursuant to Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990 (the "ADA") and subsequent amendments. The Administration shall prepare, publish and distribute policy statements and procedures to comply with the letter and the spirit of ADA. The President shall ensure the following: 1. Appointment of ADA Coordinators with sufficient authority to oversee compliance with Section 504, ADA and ADA Amendments. 2. Maintenance of a comprehensive self-evaluation of all programs and activities of the institution, including employment. 3. When necessary, appointment of a Task Force to assist the ADA Coordinators in the preparation of the self-evaluation and implementation of a plan to achieve compliance. 4. Allocation of resources for the activities of the ADA Coordinators, the selfevaluation, and the provision of reasonable accommodation or auxiliary aids and services. A copy of Section 504, the ADA, ADA Amendments and related materials shall be maintained by the ADA Coordinators. Last reviewed February 2014

22 TITLE: Use of Alcohol - Special Section: 1.0 Administrative and Events Benefiting the Organizational College Policy Number: 1.20 Date Adopted: May 21, 2009 March 14, 2002 In accordance with Board Policy, Salem Community College generally prohibits the use and possession of alcoholic beverages on the campus of Salem Community College or at any other site where the College offers instruction or services. However, the Board recognizes there may be special events benefiting Salem Community College when the use of alcoholic beverages is appropriate. Therefore, upon a written request to the President and the approval of the Board of Trustees, alcohol may be served on the campus when the following conditions are met: 1. The group making the request must provide proof that it is a valid non-profit 501(c)3 organization. 2. The special event must result in a direct benefit to the College or the College Foundation. 3. The use of alcohol must be associated with the service of food and non-alcoholic beverages. 4. The event where the use of alcoholic beverages is permitted shall not exceed a time period of six hours. 5. The service of alcoholic beverages must be by an entity which is properly licensed to serve alcoholic beverages. 6. The sale of the alcoholic beverages is prohibited under any and all circumstances. 7. Alcoholic beverages must be served and consumed only in Davidow Hall. 8. The service of alcoholic beverages must be limited to those individuals attending the special event. Last reviewed January 2014.

23 TITLE: New Jersey Open Public Records Act Section: 1.0 Administrative and Organizational Policy Number- 121 Date Adopted: March 20, 2014 February 8,2011 June 18, 2009 June 13, 2002 Salem Community College complies with the New Jersey Open Public Records Act (OPRA). This policy demonstrates the College's commitment to make government records, as defined by the Act, readily accessible for inspection, copying or examination. However, the College shall safeguard from public access any proprietary or personal information entrusted by a furnishing party with the reasonable expectation that SCC will treat such information as confidential and or private. The College shall maintain a written procedure in Collegiate Services for responding to OPRA requests. Last reviewed March 2014.

24 TITLE: Smoke- and Tobacco- Free Policy Section: 1.0 Administrative and Organizational Policy Number: 1.22 Date Adopted: May 26, 2011 May 21, 2009 October 9, 2003 Consistent with N.J.S.A. 26:3D-17 through 20 which prohibit smoldng in public college buildings, Salem Community College's facilities including off-campus instructional sites are smoke- and tobacco-free. 25 TITLE: Solicitation By Individuals Section: 1.0 Administrative and Organizations on College Property Policy Number Date Adopted: February 20, 2014 May 10, 2007 August 11, 2005 The Bookstore and the Oak Cafe are the only agencies regularly authorized to sell on College property. No individuals (students included) or organizations shall distribute literature, advertise, or otherwise solicit customers, seek donations, or make sales without the written authorization of the Vice President of Collegiate Services. 26 TITLE: College Diversity Section: 1.0 Administrative Statement Policy Number: 1.24 Date Adopted: May 10, 2007 Salem Community College is committed to promoting an environment of respect, understanding and tolerance among individuals and groups. The College shall express this commitment in the form of a diversity statement that reflects the input of the Institutional Diversity Committee and the College community at large. The statement shall be presented to the College President for recommendation to the Board of Trustees for approval. Any revisions to the diversity statement shall be reviewed by the Institutional Diversity Committee and presented to the President for recommendation to the Board of Trustees for approval. 27 TITLE: College Governance Section: 1.0 Administrative and Bylaws Policy Number: 1.25 Date Adopted: April 14, 2009 Salem Community College shall create and maintain a Governance and Bylaws. The Governance is designed to provide the mechanisms by which institutional planning, academic programming and other related policy and procedure initiatives may be generated and discussed prior to the recommendations for implementation. Updates to the Governance and Bylaws shall be presented to the College President for recommendation to the Board of Trustees for approval. Last reviewed January 2014

28 TITLE: Red Flag Policy Section: 1.0 Administrative Policy Number: 1.26 Date Adopted: February 20, 2014 June 23, 2011 As required by the Federal Trade Commission's "Red Flag Rule," Salem Community College shall maintain written procedures to detect warning signs of identity theft in dayto-day operations. The Vice President of Collegiate Services shall administer the College's Red Flag Program and report to the President annually on compliance with the program's requirements.
