We would like to welcome you as an extension to the CYO staff and thank you for allowing our athletes, coaches, and spectators access to your facility. As the Diocese of Cleveland CYO moves forward, we are looking to provide ways to improve our parish facilities and venues for the upcoming year. When hosting CYO events venues are able to use stipends to put back into their own parish programs. CYO has a strong commitment to using some of the best of facilities in Northeast Ohio. As always, we appreciate all of your hard work and effort to promote our Mission Statement of: CYO endeavors to help young people be more Christ-like in the way they live. Staffing a CYO Site can be broken down into 4 categories: Pre-Event Management Pre-Game Preparations Game Time Post Game Management 2

4 Saturdays begin at 9:00am and conclude at 9:00pm. Venue needs to be available at least 30 minutes before the 1 st contest of the day. Example: Enter at 8:00am - match would start no earlier than 8:30am. Exit at 5:00pm - last game would start no later than 4:00pm. Sundays begin at 1:00pm and conclude at 9:00pm. Venue needs to be available at least 30 minutes before the 1 st contest of the day. Example: Enter at 12:30pm - match would start no earlier than 1:00pm. If exit at 6:00pm - last match would start no later than 5:00pm. Cross Country Meets are expected to last 2.5 hours. Teams may arrive 1 hour prior to meet and take 30 min to clean-up after the meet. 5 Staffing Requirements The foundation of a safe and well managed facility is the site staff. Each facility is responsible to provide personnel for all events assigned. Below is a breakdown of the appropriate staffing each facility is required to have during the regular season and Championships. Regular Season Staffing Site Director This person will supervise the facility, teams, officials, and crowd management during all games. The Site Director is responsible for reading aloud the announcements and the Pre-Game and Post-Game Prayers to the spectators, coaches, and athletes. This individual is responsible for inputting all scores within 48 hours of the completion of the event. All Site Directors must submit a Site Director Application form to the CYO Athletic Office. Site Directors appointed by the facility must be at least 25 years old, or be approved by the CYO Athletic Administration. Scoreboard and Clock Operator This individual is responsible for accurately keeping score throughout each game on the scoreboard. This person is also in charge of operating the game clock. Official Scorer/Tracker/Play-Counter This individual is responsible for accurately keeping score, participation, and substituting throughout each game on the official score sheet. Course Monitors (Cross Country) These individual are responsible for keeping the runners on the course. Event Leader (Track & Field) This individual is responsible for the administration of a specific field event. Concession Workers (if applicable) We encourage each facility to provide a concession stand as an opportunity to serve our spectators and a chance for the facility to create revenue. Please see staffing under the sports specific section for additional personnel that may be needed. Championship Tournament Staffing In addition to the staffing listed above, each facility assigned Tournament Championship games must provide the following additional staff: Gate Person This individual will collect admission, t-shirt, and program sales. PA Announcer This individual is responsible for introductions and announcements during Tournament Championship Games. 5

6 Site Staff Requirements Bylaw 7, Section 4 Site Staff The Site Director must submit a Site Director Application form to the CYO Athletic Office. Each person that will serve as a site director must submit an application. Site Directors appointed by the facility must be at least 25 years old, or be approved by the CYO Athletic Administration All site staff must attend Virtus, supervision and scorer/timing/volunteer training as required All site staff must complete background checks as required All site staff must Read and acknowledge the Diocese of Cleveland, Policy for the Safety of Children in Matters of Sexual Abuse and the Diocese of Cleveland, Standards of Conduct for Ministry as required All Site Directors must complete the National Federation of State High School Associations Concussion in Sports - What You Need to Know on-line training program and submit the certificate of completion to the CYO Athletic Administration or Pastoral Designee. Site Director Responsibilities The CYO Site Director is responsible for the overall coordination of the facility, equipment and personnel needed to host the event. The CYO Site Director should be aware of means to handle emergencies that should arise. Pre-Event Management Attend CYO Site Director Meeting Coordinate Staffing score table workers, concessions, etc. Develop Emergency Plan Set-up signage and supplies Check that sound system and scoreboard is operating Make sure you have pinnies (those sites that requested them were given ones) Know the chain of command. Who do you call with questions or issues CYO Commissioner Pre-Game Management Greet teams and coaches as they enter the facility o Instruct them on pregame process On-court warm-up time Pre-Game Announcements & Pre-Game Prayer o Give the coach the score sheet to complete o Show the teams to meeting/locker-room areas o Pinnies- When two teams have the same color of uniform; the officials will flip a coin to determine which team will wear the pinnies. The home team, as listed on the schedule, will call the flip. 6

7 Greet the officials as they enter the facility o Instruct them of the need for a pre-game conference o Instruct on uniform rule o Instruct on rules - See CYO Handout Clock Rules Participation/Substitution o Forfeit - called 15 minutes after scheduled start time. In-Game Management Circulate through the site in order to monitor the score table & team area, crowd and site conditions. Make announcements as needed to maintain a sportsmanship friendly environment. Do not let any non-player or coach on the court/field during time outs or pre/post game. Incident Reports should be filled out immediately when an incident occurs. Post-Game Management Coordinate and maybe execute the postgame announcement & prayer Have the officials sign the arbiter sign-in form. If any ejections or injuries or other incidents occurred, complete an incident report form and call your CYO Commissioner immediately with the details. Input scores in Sports Tech program - input scores on-line by Monday evening. Site Directors will submit score sheets, score reporting form, and arbiter official s sign-in sheets every other week to their assigned commissioners. Severe Weather Lightning & Inclement Weather When the officials recognize inclement weather they are duty bound to suspend the game. Coaches and Pastoral Designees are responsible for application of this policy at practice. When thunder is heard or a lightning bolt is seen at a practice or competition, the teams must suspend play and take shelter immediately. Play cannot resume until at least 30 minutes after the last thunder heard or lightning flash seen. When snow has reached severity a decision will be made by the Athletic Director(s) to cancel games. Announcements related to the status of competitions will be posted on the main page of the schedule. Please refer to the sports rules and By-Law 2 for additional weather related information 7

8 Site Director Meetings and Site Staff Trainings In the eyes of the coaches, players and fans, Site Personnel are the front-line representatives for CYO on the court, field and track. It is important that all Site Personnel be an example of Christian behavior during competitions since they represent the CYO program as a whole. Site Personnel are required to attend a training or meeting before each season. The purpose of the training and meeting is to provide staff with the necessary training, expectations, and resources for the upcoming season. As they represent the whole CYO program, site personnel need to be punctual and responsible in the fulfillment of their obligations. This includes but is not limited to arriving on time, demonstrating good public relation skills and being knowledgeable of the CYO Charter & Bylaws, sport rules and responsibilities of their position. 9 What Determines How Many Games A Facility is Assigned? The Diocese of Cleveland CYO scheduled 9,127 games, matches and meets in the regular seasons while utilizing 237 facilities. The CYO Athletic Directors try their best to allocate scheduled games to all available facilities. When scheduling games, we pay close attention to the following criteria when selecting venues to utilize. Facility Is the facility a Diocesan Parish/School or a Private Site? Does the facility provide adequate availability throughout the season? Price Is the rental rate appropriate? Is the facility restricted to certin levels of play? Does the facility provide a lower rate for home games? Staffing Does the facility provide a reliable staff? Did the Site Personnel attend CYO trainings? Does the Site Director handle conflict and incidents well? Does the Site Director properly fill out score sheets? Location Is the facility geographically centralized? Does the facility provide adequate parking? Is the facility easy to access? Atmosphere Does the facility provide an approperiate playing surface? Does the facility provide adequate seating? Does the facility provide a proper lighting? Does the facility provide a positive experience for the teams and spectators? Home Games Does the facility have home teams? 14 Baseball/Softball Facility and Equipment Needs A. Field Size Baseball a. Intermediate & Youth Divisions i. The distance between bases will be 80 feet ii. The pitching distance will be 55 feet, measured from the front of the pitching plate to the back point of home plate. b. Cadet Division i. The distance between bases will be 70 feet ii. The pitching distance will be 50 feet, measured from the front of the pitching plate to the back point of home plate. c. Developmental, Elemental & Minor Divisions i. The distance between bases will be 60 feet ii. The pitching distance will be 46 feet, measured from the front of the pitching plate to the back point of home plate. d. Fields must be lined and bases set to the proper distance prior to the start of every game. B. Field Size Softball a. Intermediate & Youth Divisions i. The distance between bases will be 60 feet ii. The pitching distance will be 40 feet, measured from the front of the pitching plate to the back point of home plate. iii. A 16-foot diameter pitchers circle will be used around the pitcher plate b. Cadet, Developmental, Elemental, & Minor Divisions i. The distance between bases will be 60 feet ii. The pitching distance will be 35 feet, measured from the front of the pitching plate to the back point of home plate. iii. A 16-foot diameter pitchers circle will be used around the pitcher plate c. Fields must be lined and bases set to the proper distance prior to the start of every game. Coaches and the umpires will adjust the bases and mound accordingly on days with back to back games. C. Game Balls a. All game balls will be given to the coaches prior to the start of the season D. Field Management a. The Site Personnel is responsible for the prepping of the field prior to the start of the scheduled game time. This includes but is not limited to: i. Drag and line the field ii. Set the three bases at the appropriate distances iii. Place the pitching plate at the appropriate distance Staffing A. Championship Tournaments Each facility assigned Championship games must provide a Gate Person. This individual will collect admission, t-shirt sales, and program sales. a. There must be controlled access to the field for the Gate Person to collect admission. Basketball Facility and Equipment Needs A. Court Size a. The basketball court shall be no greater than 94 feet in length by 50 feet in width. The ideal basketball court size is 84 feet in length by 50 feet in width. If your basketball court does not meet this requirement please indicate the size of your court on your Facility Application. Your parish/school may still be able to host lower levels of play depending on the court size. 14

15 b. There shall be at least 3 feet, preferable 10 feet of unobstructed space around the perimeter of the playing court. If on an unofficial court and there is less than 3 feet of unobstructed space outside any sideline or end line, a narrow dashed line shall be marked on the court parallel with and 3 feet inside that boundary. This includes but is not limited to the scorer s table, custodial equipment, trash cans, bleachers, and team benches. c. Games shall be played on the appropriate floor size depending on the level of play B. Free Throw Markings a. Intermediate, Youth and Cadet Divisions will use the 15-foot free throw line b. Developmental, Elemental and Minor Divisions will use the 12-foot free throw line c. Facilities are encouraged to lay floor tape on the gym floor to indentify the free throw lines. C. All facilities are responsible for providing the following equipment a. Scorer s Table b. Scoreboard c. Game Clock d. Possession Arrow e. Team Benches f. Seating for Spectators g. PA System D. Game Balls & Score Sheets a. Regulation balls and score sheets will be provided at the Site Directors Meeting before each season for all facilities. Staffing A. Each facility is responsible for providing the following staff: a. Site Director b. Scorer This individual is responsible for accurately keeping score on the official score sheet. This includes keeping track of substitutions, timeouts, and participation. c. Timer This individual will keep score on the scoreboard, run the play clock, and keep track of the possession arrow. d. Concession Workers (if applicable) B. Championship Tournaments In addition to the staffing listed above, each facility assigned Championship games must provide a Gate Person. This individual will collect admission, t-shirt sales, and program sales. Entering Scores A. All scores must be entered in Sports Pilot within 24 hours of the conclusion of the game. B. Forfeit Score If a team forfeits, enter 0 for the team that forfeited and a 2 for the team that is awarded the victory. Cheer Facility and Equipment Needs A. During games, squads are permitted to perform from the sidelines within reasonable distance of the out-of-bounds line. B. Specific Guidelines when cheering at football or soccer games. a. The performance location shall be behind the bench area of their team. b. If time allows, prior to the game, each squad may perform one (1) short cheer on the field. c. At half time each, each squad may perform two (2) cheers or dance routines of no longer than 2 minutes total per squad, time permitting. d. On-field cheers are not allowed during timeouts. C. Specific Guidelines when cheering at basketball games. 15

16 a. The performance location shall be located at the end(or side) of the basketball court near their team s bench. A cheer squad is not to be positioned under the basket or by the bench of the opposing team. b. If time allows, prior to the game, each squad may perform one (1) short cheer on the floor. c. At half time each squad may perform two (2) cheers or dance routines of no longer than 2 minutes total per squad, time permitting. d. Short cheers may be allowed on the floor during timeouts. Squads should alternate time-out performances. e. Squads must leave the floor at the referee s whistle and are not to be with-in the court boundaries while the game is in play. f. Sites may limit/restrict performances/size due to space and safety concerns. D. Competitions/Expos a. Facility needs to provide a minimum of seats for spectators and participants. b. Facility is responsible for enclosing the competition area and if possible provide mats (wrestling) on the floor of the competition area. c. Facility needs to provide a sound system for announcements and competition music. d. Facility needs to provide staffing to assist with event operations; 2 gate workers, 2 result runners, one person to work with the sound system and one person to manage the performance clock. Cross Country Facility and Equipment Needs A. Course Length Sites must provide a 1.5 and 2.0 mile course B. Accessible Parking Parking lot should provide a minimum 350 parking spaces C. Amenities a. Restrooms b. Spectator Area D. All courses are responsible for providing the following equipment: a. Map of courses 2 weeks prior to meet. b. Map of facility and parking 3 weeks prior to meet. c. Marking of course. d. Set-up of course supplies i. Finish Line Chute ii. Cones iii. Directional Flags Staffing A. Each facility is responsible for providing the following staff: a. Site Director b. Event Workers 15 volunteers to assist with the supervision of the course and help with the finish line. B. CYO will provide Result Workers C. Championship Tournaments Courses are in charge of providing the staff listed above. D. In addition, CYO will approve course layout and provide a PA Announcer and Finishing Line Personnel. Flag Football Facility and Equipment Needs A. Field Size a. The size of the field must be 60 yards in length by 30 yards wide 16

17 b. The end zones will be 5 yards deep. c. Hash marks will be placed approximately 10 yards from the sideline. d. The field must be opened and free of equipment 5 yards surrounding the perimeter of the field. e. Games will only be played on grass fields. B. Equipment a. Chains, down markers must be provided on the home team sideline b. Goal posts must be padded when applicable A. Game Balls a. Elemental & Minor Divisions will use the Junior size ball. Teams are permitted to use either a composite or leather ball b. Novice & Primary Divisions will use the Pee Wee size ball. Teams are permitted to use either a composite or leather ball Staffing A. Each facility is responsible for providing the following staff: a. Site Director b. Play Counters (2) Responsible for ensuring that all eligible players have completed their required amount of plays. c. Concession Workers (If applicable) Entering Scores A. All scores must be entered in Sports Pilot within 24 hours of the conclusion of the game. B. Forfeit Score If a team forfeits, enter 0 for the team that forfeited and a 1 for the team that is awarded the victory. Football Facility and Equipment Needs A. Field Size a. The size of the football field must be 120 yards in length by yards in width b. 8-Man Football The size of the field is NFHS regulation length and the width will be measured from sideline to opposite hash mark c. The field must be opened and free of equipment 5 yards around the perimeter of the field. Field markings must be in compliance with the National Federation of State High School Associations guidelines d. Turf fields take priority over grass fields. It is recommended that Intermediate and Youth games be played on turf fields. B. Equipment a. Chains, down markers must be provided on the home team sideline b. Long Jump to the sand pit- Can be the edge of the runway or maximum of 6 feet from the long jump board to the pit. f. Standing Long Jump to the sand- Edge of the runway to the sand pit. g. Discus Cage h. Shot Put Circle and Board i. Tables & chairs at Finish Line 18

Each site is responsible for providing the following staff: a. Meet staff will be coordinated by the site and compensated, Finish line judge, Clock Operator, Time Recorder, Long Jump Judge, Shot Put Judge, High Jump Judge, Discus Judge, Standing Jump Judge b. Teams scheduled at the venues will be coordinated to provide the following support help at the meet; Finish line results (3), Timers (6 or 8), Long Jump(3), Shot Put(3), High Jump(2), Discus(3), Standing Jump(2). B. CYO will provide up to 3 Certified Officials for each meet to manage the event in coordination with the Site Director C. Championship Meets In addition to the staffing listed above, each facility assigned Championship meets must provide the following: a. Gate Person (2-3) These individuals will collect admission, t-shirt sales, and program sales. b. Announcer To announce results throughout meet. c. Exchange Zone Judges (6) These individuals monitor the exchange zones in the 4x100m and 4x200m relays. d. Award Personnel (1) This individual will oversee the distribution of awards into team envelopes. Volleyball Facility and Equipment Needs A. Court Size a. The length of the volleyball court must be at least 60 feet in length by 30 feet in width. If your volleyball court does not meet this requirement please indicate the size of your court on your Facility Application. Your parish/school may still be able to host lower levels of play depending on the court size. b. It is recommended there shall be at least 6 feet of unobstructed space around the perimeter of the playing court. This includes but is not limited to the scorers table, custodial equipment, trash cans, bleachers, and team benches. B. Service Area a. Intermediate and Youth The serving area will be beyond each end-line from sideline to sideline. b. Cadet, Developmental, and Elemental The serving area will include an area that will be 6 feet from the end-line and extend the entire width of the court. Facilities are encouraged to lay floor tape on the gym floor to identify this serving area. c. Minor The serving area will include an area that will be 10 feet from the endline and extend the entire width of the court. Facilities are encouraged to lay floor tape on the gym floor to identify this serving area. C. Net Size a. The net should be 3 feet wide and at least 32 feet in length. The height of the net measured in the center shall be 7 4-1/8 for all divisions. The net measurements at the ends shall not exceed this height by more than ¾. Net antennas shall be attached to the net in line with the outside of the sideline. D. Game Balls a. Game balls will be provided at the Site Directors Meeting before each season 19

20 i. The Intermediate and Youth divisions use a regulation leather ball. ii. The Cadet, Developmental, Elemental, and Minor divisions use a Volley- Lite ball. Staffing A. Each facility is responsible for providing the following staff: a. Site Director b. Scorer This individual is responsible for accurately keeping score throughout each match on the official scoresheet and the scoreboard. c. Tracker This individual will track the serving rotation on the Lineup Roster. This person will also keep the official tracking rotation Tracking Form for Intermediate division only. d. Concession Workers (if applicable) B. Championship Tournaments a. In addition to the staffing listed above, each facility assigned Championship matches must provide additional staffing: i. Gate Person This individual will collect admission, t-shirt and program sales. ii. Two (2) Line Judges These two individuals must be an experienced high school athlete or an adult to judge the out-of-bounds areas. This is a volunteer position. Entering Forfeit Score A. All scores must be entered in Sports Pilot within 24 hours of the conclusion of the game. B. If a team forfeits, enter 0 for all three sets of the team who forefeited.
