4 REPORT TO THE HEAD OF TRANSPORT, TRAFFIC AND PARKING SERVICES Worst First Road Safety Schemes A57 Mosborough Parkway 1.0 SUMMARY 1.1 The Worst First project is a joint venture between the four South Yorkshire Local Authorities, South Yorkshire Police, the South Yorkshire Safety Camera Partnership, the South Yorkshire Road Safety Officers Group, and the South Yorkshire Local Transport Plan Partnership. The aim is to improve road safety and reduce the number of injury collisions on the A and B Roads in the County with the highest collision rates. 1.2 The A57 Mosborough Parkway has been identified as part of this work. This report is to seek approval to implement a speed limit reduction on this route along with additional signing and lining improvements. 2.0 WHAT DOES THIS MEAN FOR SHEFFIELD PEOPLE 2.1 The introduction of a speed limit reduction along with additional signing and lining improvements will bring about a reduction in the number and severity of road traffic collisions, thus helping to create safe and secure communities. Implementing the measures described in this report will contribute to the creation of a safer residential environment and a Great Place to Live. 3.0 OUTCOME AND SUSTAINABILITY 3.1 The introduction of the lower speed limit along with additional signing and lining improvements will contribute to the delivery of: the sustainable and safe transport objective of the Corporate Plan; Policy W of the Sheffield City Region Transport Strategy (To encourage safer road use and reduce casualties on our roads); the Council s Vision For Excellent Transport In Sheffield (a better environment; a healthier population; a safer Sheffield); 4.0 MAIN BODY OF THE REPORT 4.1 Under the Worst First Project, work has been carried out to identify routes in South Yorkshire for road safety engineering treatment where a high incidence of collisions have occurred in the previous 5 year period. This route has been identified as part of that work. The introduction of measures to improve road safety at this location will input into the continuing task of casualty reduction in the County. 5 A57 Mosborough Parkway Worst First Scheme between Sheffield Parkway and City Boundary 4.2 This scheme comprises of a reduction of the speed limit along the A57 Mosborough Parkway (between Coisley Hill roundabout and the boundary with Rotherham Metropolitan Borough Council) from 60mph to 50mph and improvements to the signing and lining at the four main roundabouts along the route. 4.3 This scheme is a joint one with Rotherham Metropolitan Borough Council (RMBC) who are also implementing a 50mph speed limit reduction on their side of the boundary. The work is to be coordinated so that the new speed limit is implemented at the same time. 4.4 The remaining section of the A57 Mosborough Parkway 9from Sheffield parkway to the roundabout with Coisley Hill) is already 50mph. 4.5 In a five year period there have been 39 collisions on Mosborough Parkway (from the roundabout with Sheffield Parkway to the RMBC boundary) of which 4 were serious and 35 were classed as slight. Car occupants account for 92% of the casualties on the route. 4.6 The Speed Limit Order was advertised from the 12th December 2014 to the 16 th January Ward councilors and the emergency services were also consulted on the proposals. No objections were received. 4.7 Along with the speed limit reduction, the scheme also comprises of signing and lining improvements at the four roundabouts on the route. These are at Sheffield Parkway, Coisley Hill, Moss Way and Woodhouse Lane. Please see the attached roundabout plans in Appendix A. Relevant Implications 4.8 No specific legal implications have been identified as at this time. However should any legal implications arise, appropriate consultation and advice will be sought on the issues as required. 4.9 Financial implications have been identified as the cost of implementing this schemes and the ongoing maintenance (commuted sum). The total cost to implement this scheme is estimated to be 70,000. Funded from the South Yorkshire Safer Roads LTP allocation. The total estimated commuted sum of 40,000 covering future maintenance, is not included as part of the capital cost. It is also claimed from the South Yorkshire Safer Roads LTP, and then held in the revenue contribution account BU22183 and paid to Amey at the end of the financial year to cover related maintenance expenditure over the next 25 years. However should any other implications arise, appropriate consultation and advice will be sought on the issues as required No equality implications have been identified. 6 differential equality implications identified with this scheme. Fundamentally it is positive for all people regardless of age, sex, race, faith, disability, sexuality, etc. 5.0 ALTERNATIVE OPTIONS CONSIDERED 5.1 The alternative option is to not implement the speed limit reductions and road safety measures at these locations. This has been rejected as it is hoped that the planned schemes will reduce the number of injury collisions at these locations. 6.0 REASONS FOR RECOMMENDATIONS 6.1 The introduction of a 50mph speed limit along with additional signing and lining improvements will bring about a reduction in the number and severity of road traffic collisions. 6.2 This report is delegated for officer decision as it is not a key decision and is not considered to be controversial and the scheme costs less than 250,000. Consultation has been carried out and no objections to the scheme have been received 7.0 REASONS FOR EXEMPTION (if a Closed report) 7.1 Not applicable. 8.0 RECOMMENDATIONS 8.1 Approve the introduction of a 50mph speed limit on the A57 Mosborough Parkway and the implementation of additional signing and lining improvements subject to: 3) Approval of the scheme through the capital gateway approval process 4) Confirmation of funding in the form of a purchase order from the PTE.
