1 CITY OF ORILLIA ENERGY MANAGEMENT PLAN Date: June, 2014
2 Introduction The City of Orillia Energy Management Plan is the path for the municipality to realize its goals and objectives as they relate to energy use by the Corporation. City Council and Senior Management Team have made a commitment to demonstrate the leadership required to ensure the fulfillment of the Energy Management Plan. Everyone has a role in the wise use of energy. The City of Orillia, through this Plan, will showcase the appropriate leadership within operation of the Corporation facilities and fleets by implementing measures to improve energy efficiency, reduce energy costs and to enhance the overall quality of life in the community In 2011 City Council adopted a new Strategic Plan, with a vision for the City of Orillia to be A healthy progressive community that respects people and promotes growth in a sustainable environment. The Energy Management Plan is consistent with that vision and the priorities and initiatives set out in the 2011 City of Orillia Strategic Plan. Declaration of Commitment On June 23, 2014, in their meeting Council confirmed its commitment to the Energy Management Plan by adopting the following resolution: As set out in the City of Orillia 2011 Strategic Plan and the requirements of Ontario Regulation 397/11, The Green Energy Act, 2009, the City will develop and implement a strategic Energy Management Plan that will increase energy efficiency through the prudent use of energy and resources; while maintaining an accepted level of service to our residents and the general public. Purpose of the Energy Management Plan The successful implementation of the Energy Management Plan will benefit the City in many direct and indirect ways; cost savings, increased comfort, increased productivity, increased safety, increased environmental quality, improved reliability, reduced environmental impact, maximized efficiencies, optimized energy supply, energy demand reduction, reduction of maintenance costs, better resource allocation, improved service delivery, improved corporate and community awareness and energy education. ~ 2 ~
3 Goals and Objectives of the Energy Management Plan Goal The goal is to implement a successful Energy Management Plan for the Corporation. Objectives The objectives of the Plan are to meet the legislative requirements of Ontario Regulation 391/11, the Green Energy Act, 2009, support the vision of the City of Orillia s Strategic Plan 2011 and implement a plan that utilizes energy efficiently. Path Commit Understand Plan Act Evaluate Commit City Council and the Senior Management Team have made a commitment to provide the leadership and guidance necessary to initiate and implement the plan. An Energy Management Team (EMT) will be created that will have overall responsibility for corporate energy management. This team is comprised of individuals who carry significant responsibility for energy performance and can make essential input into energy management processes. The Energy Management Team s goal will be to implement a successful Energy Management Plan for the Corporation. Understand Energy is a controllable asset that the Corporation purchases every year to deliver required services to the City. The Provincial Government has stated that the cost of electric energy will increase yearly % for the next several years. It is therefore prudent to use energy efficiently and invest in alternate less costly and more environmentally friendly energy sources. ~ 3 ~
4 Plan The Energy Management Team will be led by the Director of Facilities & Special Projects and will be comprised of staff members from the Facilities and Special Projects, Parks, Recreation and Culture, Environmental Services, Public Works and Treasury Departments. The EMT will meet on a regular basis and will ultimately be responsible for the successful delivery of the Energy Management Plan. The Plan is a living document that will be posted on the City s website. This document covers a 5 year planning horizon and will be reviewed and updated on an annual basis. Act The EMT will achieve the planned objectives through the creation and implementation of programs, processes and projects focused these key elements: Procurement Leadership Incentives Knowledge Operations, Maintenance Communication Energy Sources Energy Use ~ 4 ~
5 Leadership By successfully implementing and promoting the Plan, the Corporation will become an example to the businesses and citizens of Orillia for good energy conservation and management. Knowledge The EMT will utilize existing knowledge and gain additional required skills through training. The EMT is committed to share this with the employees and the community. The greatest success in energy efficiency will be achieved through the combination of latest technology initiatives and employee training. Communication The EMT will communicate their activities through the City s website to help sustain awareness of energy efficiency among employees and the community which will lead to a more energy efficient culture. Energy Use The baseline data reported is the electric and natural gas usage for City buildings and this will be reported annually on the City s website. The EMT will review other energy usage types including street lighting and fleet fuels. The greenhouse gas emissions data is a result of the electrical and natural gas consumption. ~ 5 ~

Operations The EMT will review the current City facility and fleet operations procedures and implement programs and processes that support energy efficiency. Energy training among operational staff will be supported. Opportunities to add energy management to job functions and management procedures will be recommenced. The Team will provide technical and information support to operations. ~ 7 ~
8 Evaluate Maintenance The EMT will review maintenance programs and agreements to ensure that together energy efficiency, equipment performance and lifecycles are maximized. Incentives The EMT will review and recommend incentive programs that can be used to achieve the Plan objectives and goal. Procurement The EMT will introduce energy management into the City equipment purchasing procurement process. This will include technology, energy efficiency, performance and lifecycle costs. Programs, Process and Projects requiring funding will become part of the Capital and Operational Budget process and approved by Council. The City has been recording facility energy consumption on a yearly basis since 2011 based on the billings received, as part of the legislation requirement under the Green Energy Act. This is the how much or usage part of the energy equation. Moving forward and using 2011 benchmarking calculations the EMT will examine the how efficiently do we use energy. This will be determined through audits, data management, utility billing verification, key performance indication, load profiling, benchmarking and sub metering. The Energy Management Plan will be monitored and progress reported to ensure that efficiencies are being achieved. The Plan will continually evolve in pursuit of optimal energy management in the City of Orillia. ~ 8 ~
