1 Pearland Independent School District Agriculture Science Facility Rules and Fees Updated January 21, 2011 Effective January 21, 2011 The Agriculture Science Facility is located on the corner of Veterans and Bailey road, in Pearland, Texas. The purpose of the Pearland I.S.D. Agriculture Science Facility is to provide an extension to classroom instruction to maximize learning and to allow FFA members to utilize the facility for their Supervised Agriculture Experience Program (S.A.E.P.) animal projects. In order for all parties to best utilize the Agriculture Science Facility, there are rules and regulations, which must be observed and complied with. To ensure compliance, Pearland Independent School District employees including agriculture science teachers, facility managers, and administrators will monitor and manage the facility (both physically and via security cameras). All participants must comply with the following criteria: 1. The Agriculture Science Facility is a part of the Pearland Independent School District and therefore, all rules and regulations found in the student handbook and the code of conduct apply. This includes the summer months. 2. Neither Pearland I.S.D., its employees, volunteers, nor the FFA are responsible for damage or loss to personal property, injury of members, animal projects, guests, or family of participants. 3. Only dues paid FFA members in good standing may utilize the agriculture facility. Any animal that is raised as a project at the facility and enters for show under any group other than Pearland FFA will lose their facility privileges for the individual and for the family for 5 years. 4. Only one guest under 18 years of age may accompany a student with an animal project to the facility, unless a parent or legal guardian accompanies student. Parents, Guardians, or Guests who cause a disturbance while at the Ag Facility will loose their privilege to enter the Agriculture Facility. 5. Any student previously evicted from the Agriculture facility will not be allowed to utilize the facility in the future. Students who have been assigned more than 5 days of ALA the semester before the feeding period begins will not be allowed to utilize the Ag Facility for that feeding period (feeding period after the semester the student was assigned ALA). 6. A student must do the following things before bringing any animal onto the agriculture facility grounds: obtain permission from an agriculture teacher attend a meeting with their parent/legal guardian and agriculture teacher understand and sign the rules agreement pay all relevant barn fees (See attached barn fee schedule.) Pearland Independent School District Agriculture Science Facility Barn Fee Schedule The student is subject to barn fees, which are required for each project entered into the facility. These fees are used to maintain the barn area of the facility. Rates are non-negotiable and are due prior to any animal s arrival at the facility. Two-year heifer projects will require a second fee after the completion of Brazoria County Fair and approval for major shows. Swine: Sheep: $75 per head per feeding period $75 per head per feeding period 1

2 Goats: Cattle: $75 per head per feeding period $100 per head per feeding period 7. FACILITY HOURS The agriculture facility hours are from 5:00 a.m. to 9:15 p.m. Gates are to remain closed and locked at all times. No unauthorized personnel shall feed or be at the facility for any reason before 5:00 a.m. or after 9:15 p.m. without express permission from agriculture teacher or school administrator. Failure to be out of the facility or rear parking lot by 9:15 P.M. will result in a 20 point deduction. 8. GATE CARDS There will be a $10 charge for each new gate entrance card. Each feeding period there will be a $5 charge for each renewed card. Cards are deactivated at the end of each feeding period or when a student no longer maintains an animal at the barn. All card fees and cards will be handled through the CTE office located at the ESC 1928 N. Main. 9. ANIMAL COST The student is responsible for the initial cost of the animal, as well as any expenses incurred while feeding and caring for the animal during the school year. This includes any major medical expenses (EX: vet bills, etc.) 10. CARE OF ANIMAL The student is responsible for proper care of his/her animal. This includes adequate nutrition and hydration for proper growth, the development of the animal project, cleaning the pen and surrounding area. If any animal is found to be in need of immediate emergency care, Ag Teachers or Facility Manager reserves the right to seek treatment for that animal at owner s expense, when owners are unable to be contacted. 11. CARE OF STALLS AND BEDDING The pen is to be maintained with adequate approved bedding. The pen should be changed on a regular basis as to ensure the health and well being of the animal project. The pens should be changed according to the following minimum schedule listed below: Heifer or Steer every 5 days Lamb or Goat every 10 days Pig every 5 days All soiled bedding is to be promptly and properly disposed of in designated areas. If cattle are removed from pen for more than one week, the student must remove all bedding material. Wheel barrows must be emptied into dumpsters every time they are used. No new bedding may be put on top of old bedding. 12. PROCEDURE CHANGES Procedures may be added, modified, or adjusted for any livestock as deemed necessary by the Agricultural Science teacher over the species. Students and parents affected by the changes will be notified by the teacher immediately. 2

3 13. POINT SYSTEM To insure the cleanliness and safety of the Pearland ISD Agricultural Facility, a point system will in place to manage all students and animal projects. All students will be put on a point system of 100 points. Each student will have one point system per feeding period. Students with multiple animal projects will be on one point system. When a student is out of points, the student will be evicted. Point value decisions are made by Ag Science teachers and administrators. Points can be made up by performing extra duties around the Pearland Agricultural Facility. Extra duties will be deemed appropriate by the Agriculture Science Facility Teacher. Points earned must be made up within 7 days of points lost infraction. Make up points will be based off of Ag teacher s schedules only. (EX: cleaning out trailer, washing aisles, unloading shavings, etc.) Students may only gain a maximum of 10 points per week. If a student has questions about their point value, they will need to see the Ag Science Teacher over that animal project area. Points will be deducted when infractions occur. Points will be deducted as follows: Any student falling below 25 points during the feeding period will automatically lose Ag Facility privileges for 1 year. (Feeding period is defined as the period of time an animal is on feed for a show designated for that animal. As an example, the fall shows would include the State Fair, County Fair, and Alvin Pearland Show. The spring shows will include (but not limited to) the major shows such as Fort Worth, San Antonio, and Houston. If a heifer is kept to show in a following feeding period, the student will need to reapply and pay the necessary facility fees.) 10 POINTS Failure to perform daily feeding duties Failure to dispose of trash (feed sacks, etc.) Failure to clean pen and put down new shavings when scheduled (10 points per day that it goes over schedule) Failure to empty wheelbarrow Loitering at the Ag Facility Failure to put away tack or equipment Failure to follow Agricultural Science teacher/s set procedures will result in a penalization of points per animals per day. 20 POINTS Failure to perform scheduled duties (sweeping aisles/tack rm.) Failure to clean up grooming area when finished Failure to participate in a barn clean up Failure to show up and load and unload the animals for a livestock show Failure to exit Ag Facility and or rear parking lot by 9:15 P.M. Bringing more than one guest under the age of 18 without a parent supervising 3

4 50 POINTS Any unsafe practices that could result in harm or damage to yourself, others, animal projects, or the Ag facility Moving pens without permission of Ag Teacher Climbing over or under the Ag Facility Gate at the Ag Facility Entrance into the Ag Facility between 9:15PM and 5:15AM without livestock medical emergency approval from PISD staff 80 POINTS - Refer to Student Code of Conduct (Office Referrals) Disrespect or insubordination to an adult (teacher, barn manager, parent, school personnel, etc.) Fighting and/or harassment of another student or parent. Use of or possession of tobacco products while at Ag Facility. 14. PEN ASSIGNMENTS: Due to space restrictions, students will be restricted to one animal per project season at the Agriculture Facility unless approved by an Agriculture Science teacher. Animals will be approved by Agriculture Science teachers based on student s past performance (determined by the point system) and availability of pens. Students maybe allowed one pen per project season. Students who fall below 25 points during the feeding period will loose Facility privileges for 1 year. Students will be assigned pens upon bringing a project into the facility. Students may not move, or expand pens for any reason, unless approved by agriculture teacher or facility manager. 15. PROJECT PLANNING DEADLINES: Students must comply with the project planning deadlines to reserve a pen. These dates will be established in advance and announced by the Ag teachers. Any student turning in an agreement and fees after the deadline will be on first come first serve basis pending teacher approval and pen availability. 16. SENIOR STUDENTS: No senior student may start a project which will not finish before school is released in May. Graduated seniors will not be allowed to utilize the Agriculture Facility. 17. REMOVAL OF ANIMALS AFTER SHOWS 18. ANIMAL DEATH The student is to remove all projects from the Ag facility within two (2) weeks after their respective show unless otherwise directed by an agriculture teacher. This rule applies to all animals including heifers. If the animal is not removed by the two week period, the student will be assessed a $100 hauling/handling fee to deliver the animal to the Rosharon Auction Barn. If an animal project dies at the agriculture facility, it is the student s/parent s responsibility to remove the animal carcass within two (2) hours of being notified of its existence. If the carcass is not removed within 2 hours, this service will be provided at the expense of the owner of the animal project. 19. ANIMAL PROJECT MANAGEMENT 4

5 This animal project is the student s project and responsibility. All animal project management decisions will be made by the student/parent. Agriculture teachers are available to assist and aid a student when a student requests this assistance. Agriculture teachers will closely monitor all show rules. Ethical treatment of animals is required at all times and rule violations will not be tolerated. 20. STUDENTS BEHAVIOR 21. ARENA Students are expected to act in a professional manner at all times at the agriculture facility. Any activities, which endanger the health or physical wellbeing of students/parents/teachers/manager/facilities or animals, will not be permitted. Loitering or other activities not directly related to the furtherance of the Student Agriculture Experience Project (SAEP) will not be permitted on school grounds. Students will not be able to enter the Ag Facility while serving a sentence for ALA or suspension. The arena is to be used during clinics or shows hosted only by agriculture teachers. The arena availability and use will be handled by the Agriculture Science Teachers. 22. TACK ROOMS Tack rooms are to be clean and free of hay and open feed. Hay is not to be stored in the tack/feed rooms, but in the designated hay trough area at the agriculture facility. Students may not keep multiple bales of hay at the agriculture facility. A lockable trash container will be issued to each student to keep his or her animals feed in. No show boxes are allowed. Valuables should be brought to and from home as needed. (EX: show stick, etc.) Pearland I.S.D. and its employees are not responsible for theft or damage of any personal items. All tack is to be labeled. 23. BARN CLEAN UPS The appearance of the agriculture facility is a priority; there will be periodic Barn clean-ups which are mandatory for students with animal projects housed at the agriculture facility. If a student is unable to attend for any reason, they are responsible for finding a suitable replacement. 24. AGRICULTURE TEACHERS USE OF ANIMALS Student projects may be used by agriculture teachers for livestock judging practice or to teach skills such as weighing, leading, or vaccination. 25. USE OF LIVESTOCK TRAILERS There will be a $25 fee for use of trailer to cover cost of maintenance. Staff members will have first priority for use of all trailers. Use of the Agriculture bumper pull livestock trailers may be granted to parents or family members that assist the Ag staff in transporting livestock to designated shows. The trailers are used to haul only projects designated to show as Pearland FFA. Individuals must: Be at least 25 years of age Meet requirement for towing: At least a half ton vehicle. 5

6 Compatible wiring on the vehicle. No alterations are permitted to the trailer. Provide the following information to the Career and Technology office one month prior to requesting to use trailer. Driver s License Information for a complete Department of Public Safety background check Proof of insurance each renewal period A trailer checkout form must be completed each time the trailer is loaned from the Ag Facility. All bumper pull trailers will be checked in and out through the Pearland Agricultural Facility Manager. Trailers will be checked out at 8:00 pm to 8:30 pm the night before the trailer is to be used. All bumper pull trailers will be checked out in sequential order according to the Pearland Agriculture Facility Manager. Brazoria County Fair, Validation, state and national shows will take precedence over all other shows. Trailers will be blocked off for all validation periods and will not be available for check out until the teacher has released the trailer(s). Trailers may be requested no more than one month in advance. The only exception is for medical emergencies when trailers are available and accessible. When requesting a trailer, the exact location, purpose of the trailer s use, and the number of animals being hauled will need to be stated in writing on the check out form. When checking out a trailer, a personal lock may be placed on the trailer once a manager has assigned the trailer over to the requestor. A key must be left with the manager at the time of check out. When returning the trailer, personal locks must be removed immediately. If personal locks remain on the trailer and the keys have not been left with the manager, the lock will be cut. No alterations are permitted to the trailers. (EX: Wiring, etc.) Trailer privileges will be revoked if trailer is not return clean. Trailers must be washed out upon return of the trailer to the Pearland Agriculture Facility. Trailer privileges may also be revoked by Pearland I.S.D. Administration at their discretion. Any expenses due to accident or damage will be paid for by the person who checks out the trailer. The Agriculture gooseneck trailer will only be used by Agriculture Science teachers and the facility manager. TRAILER CHECK OUT PROCEDURES 1. Make sure you are cleared with PISD to pull trailer. (License checked and cleared; insurance up to date and on file) 2. Reserve trailer with facility manager up to 30 days from usage date. (Trailers that are reserved will be displayed on calendar on the Ag facility office window.) See attached form to be completed at time of request. Trailers will only be assigned once a completed form is turned in. There will be a locked box for returning forms. No calls, verbal requests or s will be accepted in reserving a trailer. 3. Trailers will be assigned with the first reservation receiving trailer number 1, the second trailer number 2, and the third trailer number 3. 6

7 4. At 8:00 pm to 8:30 pm the night before the trailer is used you will need to do a walk around inspection of the trailer with the facility manager. The time will be strictly enforced; Arriving early or late may constitute loss of reservation. 5. You will need to provide a lock with a spare key to be given to the facility manager. The facility lock will be removed. You may then replace the lock with the one you provide the facility manager. 6. After the use of the trailer you will need to clean and wash out the trailer. Trailers that are not adequately cleaned will result in the following: First Offense Warning and a clean out fee will be charged Second Offense Failure to pay clean out fee or bringing trailer back not clean will result in loss of trailer use privileges. The facility manager has total control on determining the cleanliness of the trailer upon return. 7. You will park the trailer where you picked it up and put your lock back on the trailer. The facility manager will remove your lock with the key you provided and replace it with the facility lock. * Requests for traveling out of state will be handled through the CTE office and on a case by case basis. 26. STUDENT ELIGIBLITY FOR LIVESTOCK SHOWS In order to be eligible to participate in any livestock show as an FFA student, students must meet the following requirements: Be enrolled in an agriculture science class. Have approval of supervising teacher. Be a member in good standing of the Pearland FFA Chapter. Attend all mandatory livestock meetings for the specific livestock project. Be passing ALL subjects at the time that eligibility is determined per UIL guidelines. If a student is ineligible to show due to grades, the animal is ineligible to show unless eligibility is defined differently at that show. Have paid entry fees on time and meet show requirements. 27. PROBLEMS AND CHAIN OF COMMAND The Ag manager only has for staff communications. All information that needs to be ed should go to the supervising teacher. When a problem or concern arises, the best way to resolve it is by following set chain-ofcommand. Always begin with the supervising teacher. TERMS CONDITIONS AND CONSEQUENCES The Agriculture Program reserves the right to remove any animal from the facilities if any one of the following conditions exists: Animal abuse or neglect in any form Diseased or infected animals Animals that are unsafe to handle Students failing to observe rules Animals not being fed for show purposes Student is no longer involved in the program Any animal shown under 4-H when animal project is housed at the Agriculture facility. 7

8 Student expelled from PISD. If the student fails to abide by any of the above-mentioned rules or guidelines, actions can be taken to remove the animal and/or ban any future agriculture facility privileges. The student is subject to disciplinary action for failure to comply with these rules/guidelines. 29. NOTICE OF EVICTION WILL PROCEED AS FOLLOWS: Written warning issued by an agriculture teacher Teacher/Student Conference Teacher/Student/Parent Conference Referral to school administrator for disciplinary action Immediate removal of project from the agriculture facility. Major infractions of school, facility, or student code of conduct rules while at agriculture facility may result in immediate eviction, as deemed appropriate by Pearland I.S.D. administration. 30. Natural Disaster and/or Emergency: Pearland ISD Mission for Hurricane Preparedness: Pearland ISD s first and foremost priority is the safety and security of the students, parents, faculty, livestock and facilities. Four (4) days from a named hurricane predicted in which Brazoria County is in the zone of impact notification will be made to all students and parents who have animals at the facility. Timing and responsibilities to insure the safety of the students, parents, faculty, and animals will be defined at this time. Responsibilities that are organized by the staff and implemented by both staff and students/parents will include the following: Secure all equipment, tack, supplies, etc. that are around the barns and storage facilities Secure wind curtains Place all hanging objects such as fans, rakes, and shovels in the wash pens Remove shavings from pens Fill water barrels for each of the livestock sections Secure feeders, hay bags, feeding equipment in pens Responsibilities of the students/parents Fill with feed and/or hay to allow several days of feeding due to the uncertainty of when you will be able to return. Ag Facility Closing Once the facility is issued a notice to close, the facility will be secured and entrance will not be permitted by students, parents, or faculty. This notification will be through the Connect Ed Phone System issued by Pearland ISD Administration. 8

9 Ag Facility Reopening Once the facility is deemed safe to reenter by the Pearland ISD Administration, the facility will be reopened for normal use. The notification will be through the Connect Ed Phone System (if functioning) or through signs posted at the facility by a Pearland ISD employee. PEARLAND ISD EMPLOYEES WILL NOT ASSIST WITH THE EVACUATION OF ANIMALS. ONCE A MANDATORY EVACUATION IS IN PLACE THE AG FACILITY WILL BE CLOSED DURING THE EVACUATIOIN TIME. By signing this document, I agree to the following terms: Student: I agree to abide by the rules and criteria set forth in the Pearland I.S.D. facility rules that I have received, read, understood, and signed. I agree to pay all relevant fees associated with the expense and upkeep of my project animal. I agree to conduct myself in a professional manner at all times. Parent/Legal Guardian: I agree to abide by the rules and criteria set forth in the Pearland I.S.D. facility rules that I have received, read, understood, and signed. I agree to pay all relevant fees associated with the expense and upkeep of my student s project animal. I agree to indemnify Pearland I.S.D., Pearland I.S.D. s employees and volunteers of liability for and injury that my child, my guests, or I may sustain by participation in activities at the Pearland Independent School District Agriculture Science Facility, and I agree to monitor my student for compliance with the above stated rules.
