1 American Community Survey Income Data for Gwinnett County by Census Tract The following maps depict American Community Survey income and poverty data for Gwinnett County by census tract. More specifically, the income information depicted on the maps include Median Household Income, Census Tracts Above or Below the County Median Household Income, Mean Household Income, Median Family Income, Mean Family Income, Per Capita Income, Census Tracts Above or Below the County Per Capita Income, Percent of the Population Below the Poverty Level and Percent of Families Below the Poverty Level. The actual data are presented in the tables following the last map. All of the data depicted are from the American Community Survey by the U.S. Census Bureau. The American Community Survey (ACS) is a nationwide survey designed to provide communities with reliable and timely demographic, social, economic, and housing data every year. The U.S. Census Bureau releases data from the ACS in the form of both single-year and multiyear estimates. The ACS samples nearly three million addresses each year, resulting in nearly two million final interviews. All data that are based on samples, such as the ACS, include a range of uncertainty. Two broad types of error can occur: sampling error and nonsampling error. Nonsampling errors can result from mistakes in how the data are reported or coded, problems in the sampling frame or survey questionnaires, or problems related to nonresponse or interviewer bias. Sampling error occurs when data are based on a sample of a population rather than the full population. Sampling error is easier to measure than nonsampling error and can be used to assess the statistical reliability of survey data. For any given area, the larger the sample and the more months included in the data, the greater the confidence in the estimate. The ACS needs to combine population or housing data from multiple years to produce reliable numbers for small counties, neighborhoods, and other local areas. The primary advantage of using multiyear estimates is the increased statistical reliability of the data for less populated areas and small population subgroups. While the main function of the decennial census is to provide counts of people for the purpose of congressional apportionment and legislative redistricting, the primary purpose of the ACS is to measure the changing social and economic characteristics of the U.S. population. As a result, the ACS does not provide official counts of the population in between censuses. Instead, the Census Bureau s Population Estimates Program continues to be the official source for annual population totals, by age, race, Hispanic origin, and sex. U.S. Census Bureau A Compass for Understanding and Using American Community Survey Data: What General Data Users Need to Know U.S. Government Printing Office, Washington, DC, Median Household Income The Median Household Income by Census Tract Map indicates that census tracts with lower median incomes are located in the older suburban areas of the western section of the county including portions of Doraville, Pleasantdale, Norcross, Lilburn and Pleasant Hill primarily within the I-85 corridor. Additional pockets of lower median income households were located in the southern sections of the cities of Snellville and Lawrenceville. Gwinnett s highest median household incomes-over $125,000-were located in Peachtree Corners and Suwanee adjacent to the Chattahoochee River. Other census tracts with high median household incomes generally bordered the Chattahoochee River and Lake Lanier in the Berkley Lake, Duluth, Sugar Hill and Buford areas. The Census Tracts Above and Below the Median Household Income Map depicts the census tracts where the median household income was either above or below the County median household income of $61,944. Areas that had median household incomes greater than the County median included Downtown Norcross, Peachtree Corners, Berkeley Lake, Downtown Duluth, Suwanee, and areas of Sugar Hill and Buford bordering the Chattahoochee River and Lake Lanier. In addition census tracts located in the Collins Hill, Hamilton Mill, Hog Mountain, Braselton, Auburn, Dacula and Harbins areas also had median household incomes larger than the County median income. Lastly, households with higher median incomes were located in a swath of census tracts beginning in Mountain Park, Killian Hill, Five Forks and Brookwood stretching eastward across Scenic Highway, North Snellville, and Webb Gin House and finally into the Grayson, New Hope and Tribble Mill areas of southeast Gwinnett. Households that had incomes below the County median income were primarily located in the southwest area of Gwinnett including portions of Doraville, Pleasantdale, Norcross, and Lilburn stretching into the Pleasant Hill and Gwinnett Place areas along I-85 and then within the Georgia Highway 316 corridor into central Gwinnett and Lawrenceville. In addition, households with lower median incomes were also found south of U.S. Highway 78 in the Stone Mountain, Centerville, Annistown and Snellville areas bordering DeKalb and Rockdale counties. Finally, several census tracts encompassing portions of the cities of Buford and Sugar Hill and the town of Rest Haven in northeast Gwinnett near Hall County also had median household incomes less than the county median.

2 Per Capita Income The Per Capita Income by Census Tract Map reveals that the census tracts with the highest per capita incomes were located west of I-85 specifically in Downtown Norcross, Peachtree Corners, Berkeley Lake, Duluth, Suwanee and Sugar Hill. In a spatial pattern similar to that of median household incomes, the lowest per capita incomes were found in many of the census tracts located in sections of Doraville, Pleasantdale, Norcross, Lilburn, and Pleasant Hill within the I-85 corridor in the older, more developed areas of the county. The Census Tracts Above and Below the Per Capita Income Map depicts the census tracts where the per capita income was either above or below the County per capita income of $26,442. Areas that had median per capita incomes greater than the County per capita income included Downtown Norcross, Peachtree Corners, Berkeley Lake, Duluth, Suwanee, and areas of Sugar Hill and Buford bordering the Chattahoochee River and Lake Lanier. In addition census tracts located in the Collins Hill, Hamilton Mill, Hog Mountain, Braselton, Auburn, and North Dacula areas also had per capita incomes greater than the County per capita income. Lastly census tracts with per capita incomes greater than the County s were located from Stone Mountain, South Lilburn and Mountain Park to Killian Hill, Five Forks and Brookwood stretching eastward through Scenic Highway, North Snellville and Webb Gin House, and finally into the Grayson, New Hope and Loganville areas in southeast Gwinnett. Census tracts that had per capita incomes below the County per capita income were primarily located in the southwest area of the county including portions of Doraville, Liberty Heights, Mechanicsville, Pleasantdale, Norcross, and Lilburn extending into the Pleasant Hill and Gwinnett Place areas along I-85 and then within the Georgia Highway 316 corridor into central Gwinnett and Lawrenceville. Poverty Level The Percent of Population Below Poverty Level map shows that areas with the highest concentrations of people living in poverty are in the southwest area of the county including portions of Doraville, Liberty Heights, Mechanicsville, Pleasantdale and Norcross in the I-85 corridor and adjacent to DeKalb County. The proportion of the population living in poverty within these census tracts ranged from 20 percent to a high of 44 percent. The smallest percent of persons living below the poverty level (generally less than five percent) were located in the Peachtree Corners, Collins Hill, Hamilton Mill, Mountain Park, Five Forks and Brookwood sections of the county. The location of families living below the poverty level is similar to the spatial pattern of individuals with the largest proportion of families living in poverty located in the southwest Gwinnett including sections of Doraville, Liberty Heights, Mechanicsville, Pleasantdale, Norcross and Lilburn in the I-85 corridor and adjacent to DeKalb County. Approximately 25 to 36 percent of the families in these census tracts lived below the poverty level. Census tracts located in the Peachtree Corners, Collins Hill, Hamilton Mill, Mountain Park, Five Forks and Brookwood areas of the county contained the smallest proportion of families in poverty less than five percent. Income maps are important in exploring equity issues, as they provide information about where households and families with fewer financial resources are located and where childhood poverty may be concentrated and they can be used to analyze policy questions related to public and private service delivery.
