Model Quality Control (MQC) and Commissioning for HVAC Systems Situation in the Netherlands Cauberg-Huygen Consulting Engineers BV the Netherlands Peter Op t Veld
Dutch Energy Performance Regulations (EPR) Mandatory by Dutch Building Decree: Performance (Marginal Value <> Energy performance coefficient - EPC) Determination methods: Standards Residential: NEN 5128 Non-residential: NEN 2916 Residential Buildings: Introduction end of 1995 > EPC = EPC 1.4 > EPC 1.2 > 1.0 2
Impact of the EPR in the Netherlands Building envelope; higher level of thermal insulation low emitting glazing is standard now increased air tightness Building services - HVAC systems high efficient conversion energy efficient ventilation MVHR (η( >90%) New advanced DCV systems energy efficient lighting in office buildings Application of Renewables 3
Example of impact: Market penetration ventilation systems residential sector (new) MVHR ME PSV EPC
Risks and Concerns Growing concern about: energy saving (i.e. ventilation) versus IAQ and health increasing influence and application of installations (heating, cooling, ventilation, DHW Quality of climate installations performance on energy performance on IAQ, thermal comfort, noise etc. Need for Quality Control! 5
Why Quality Control From the Market s point of view: Making Quality visible (poor vision on quality has negative impact on price levels for HVAC systems) Influence on Quality Level Reduction of failure costs Professional image branch organisations From the Government s point of view: Poor quality building services are barrier for CO 2 reduction policy (Kyoto protocols) 6
Cx in relation to Certification Purpose of Cx = Purpose of Certification Assurance of defined level of quality of a product and/or service Assessed by independent authorities Essential is: ratio between risk/costs leading leading to optimum leading leading to methods of systematically controls, random checks, etc. 7
Basis for certification Customer Company Third Party 8
Systems for Certification in relation to HVAC systems product certification process certification certification of the HVAC system as a product certification of the service, installing the HVAC system quality system certification certification of the organisation, installing the HVAC system ISO
Process vs Quality System Certification Process more in detail specific and discriminating can be dealing with subsystems like HP, Solar, Air, etc. etc. conformity by technical specifications (In NL >) can be linked with building reg s Quality System generic general applicable emphasis on organisation and procedures if organisation is certified quality of all processes and end-products will be assured 10
Why process certification for Quality Control In the Netherlands: process certification can be linked with Building Regulations (Dutch Building Decree) Local authority responsible for control, inspection and maintaining building reg s, but Lack of knowledge, skills, experience, etc. Solution: certification (with requirements for companies, processes and products) In Netherlands: Linked to Building Decree 11
Dutch National Assessment Guidelines Basis for process certification Linked with the Building Regulations Fixed structure Using a National Assessment Guideline for a process (i.e. process certification) gives the Authorities good confidence that is build/constructed conform all standards and regulations Process Certification instead of Building Inspections! 12
Strucure of (National) Assessment Guideline Chapter 3 - Quality Requirements for: - Services; - HVAC systems Chapter 4 - Requirements of the process: - Requiremnt specification; - Assessment of the design; - Assignment; - Boundary conditions; - TAB; - Determing nominal values and specifications; - Manual. 13
Chapter 5 - Requirements for the installer/company - Licences; - Competence of personnel; Chapter 6 - Requirements on the Internal Quality Handbook - Quality policy; - Responsibilities, skills; - IQC-scheme (control procedures); - Description of procedures Chapter 7 - External Quality Control - Admittance procedures - Follow-up controls - Requirements for the auditor - Handling of complaints 14
Technical References for Quality ISSO (Netherlands Institute for Research of ISSO Building Services): publications in MQC structure Counselling Commission Separation between issues based on public law and private law Basic quality and facultative quality levels and issues 15
Model Quality Control as an instrument. and solution MQC: quality control of the total production process: programme phase <> operation phase Commissioning, avoiding failures on strategic moments in process process phases PROGRAM DESIGN ELABORATION REALISATION OPERATION Including: - specifications - design - construction - hand-over/acceptance 16
Definitions of Commissioning Two definitions: control of specifications and performances in hand-over phase control of total process: programme phase - operation phase ASHRAE : 1: the process of ensuring that systems are designed, installed, functionally tested and capable of being operated in conformity with the design intent 17
Model Quality Control Structure Logical and structural way of recording all aspects actions, and responsibilities In sequential phases of the process: 5 5 process phases 10 quality control aspects Applicable for all kind of processes Applicable also for documents and guidelines 18
Model Quality Control Matrix project phase quality control aspect I programme II design III elaboration IV realisation V operation 0 general 1 organisation 2 communication 3 requirements 4 means 5 purchase 6 time 7 finances 8 realisation 9 experience
Process Phases PROGRAM Inventory of requirements, and expectations of the system, including limiting boundary conditions, preliminary selection of the concept DESIGN Elaboration of design; final selection of the concept ELABORATIONElaboration to a system and a component level. Elaboration of specifications and materialisation including detailed financial calculations. REALISATION Actual construction of the system. Phase ends with acceptance and hand-over of the installation including ( classical ) commissioning OPERATION Actual operation of the building and system after the acceptance and hand-over. Commissioning by continued adjustment, optimisation and modification of the system, including maintenance to meet and to maintain the specified requirements. 20
9 Experience Evaluation of the process at the end of the phases Quality Control Aspects: 0 General Description the general objective(s) of each phase. 1 Organisation Description and allocation of tasks and responsibilities. 2 Communication Description and recording of the necessary information exchange. 3 Requirements Inventory of internal and external. 4 Means Listing of all necessary means. 5 Purchase Description of necessary external expertise that has to be purchased. 6 Time Guarding of the object and as process planning. 7 Finances Controlling and guarding of the object costs and process costs. 8 Realisation Reporting of the input and output of all sequencing phases.

Implementation of MQC in NL MQC is implemented by Netherlands Institute for Building Services (ISSO) and Installers Branch Organisation (Uneto-VNI) on HVAC systems and Building Services MQC is used for ISSO publications, documents and (quality) guidelines Two major generic publications: ISSO 50 for heating ISSO 61 for ventilation ISSO 50 (and 61) are adopted by GIW (Netherlands Institute Quality Guarantees for Dwellings) market instead of legislation project/real estate developers, contractors, end users 23
MQC and certification MQC is used as an instrument for process certification ISSO publications in MQC format are used as Technical References for national assessment guidelines Definition of Quality Levels possible: basis: Building Regulations > this is not always required Quality Level 1: Level of minimal (basic) quality ( = building reg s or better) 2: Optional: extra quality level In programme phase: demand specification with quality levels Providing consequences of decisions!! 24
