2 Rescue at sea operations are often related to irregular maritime migration and should be approached broadly within the wider framework of migration management. So while rescue at sea issues can first and foremost considered humanitarian, IOM also assists Governments, Local authorities, NGOs and other stakeholders to : Effectively manage irregular migration, including maritime flows Prevent smuggling and trafficking, and Enhance the protection and support provided to migrants, including vulnerable migrants such as unacompanied minors and victims of trafficking.

3 Humanitarian Assistance for persons rescued at sea upon disembarkation Reception and screening assistance Referral to competent authorities and partners Comprehensive and viable solutions for those rescued at sea, having regard for individual situations Capacity Building for governments/ngos in host countries and countries of origin Promotion of best practices Strengthening of reception, screening and referral capacities in countries of disembarkation Strengthening the migration management policy and operational framework, including maritime migration.

4 Via the Praesidium project, assistance is provided to those rescued at sea who are disembarked at key transit points in Italy. The assistance includes: Legal counselling to migrants on consequences of irregular entry; Monitoring of conditions at reception centres and general treatment of migrants; Identifying vulnerable groups (victims of trafficking and unaccompanied children, people in need of specific medical attention); Counselling on family reunification; Referral to competent authorities (police, judicial authority); and Referral of international protection concerns to competent entities. Referral for Counseling and Assisted Voluntary Return support

5 IOM s response specifically in Somaliland and Puntland, Djibouti, Ethiopia and Yemen includes the following activities: a) Outreach and advocacy targeting migrants and host communities; b) Emergency assistance, including assisted voluntary return; c) Support to livelihood projects in home and host communities; d) Capacity building for local authorities and local partners; e) Countering human trafficking & smuggling; and f) Supporting a medium to long-term approach encouraging regional dialogue and cooperation. The programme includes a specific component to enhance the capacity of national coast guards in meeting international obligations.

6 In Indonesia, one of IOM s longer standing programs Provide logistical assistance to marine police in caring for survivors and rescued groups; Training on smuggling in persons including how to assist rescue groups, to both navy and marine police; Medical & Psychosocial care, food and accommodation assistance; Identification of vulnerable groups including victims of TiP and UAMs; Referral to competent authorities and UNHCR; Counseling and Assisted Voluntary Return support

7 In locations lacking targeted programmes, IOM works with the concerned governments and partners to set up emergency structures to facilitate the screening and assistance for those rescued at sea. Ex: Mauritania, Marine One, February 2007
