12 Northeast Power Coordinating Council (NPCC) Formed in 1966 NPCC is one of ten regional reliability councils established within the framework of the North American Electric Reliability Council (NERC) Geographic area includes: New York New England Maritimes (New Brunswick, Nova Scotia) Ontario Quebec

16 NYSRC - New York State Reliability Council The Need for the NYSRC: Reliability Rules adopted following '65 Blackout and strengthened following '77 Blackout. What happened? NERC & NPCC reliability criteria apply. TOs have fiduciary, contractual and common law duties to maintain system reliability!

17 NYSRC - Continued Formed by agreement among the New York Transmission Owners & interested parties. Principal Mission: Develop reliability rules and criteria for the secure operation of the NY Bulk Power System. Rules are binding on the ISO. NYSRC's oversight is limited to basic reliability criteria, specific to facilities under the control of the ISO.

19 New York Independent System Operator (NYISO) The NYISO was formed as a not-for-profit NY Corporation under FERC & applicable NYPSC jurisdiction. Principal Mission: Maintain reliability and provide transmission service on a comparable and non-discriminatory basis.
