6 Project handbook - section Objective This Instruction gives an overview of the measures to be taken for the shipping preservation, packing and site-storage of Turbine, Generator and Governor and BOP components in order to prevent them from damage during transshipment and storage It considers the conservation for seaworthy packing and also for short term storage at site For showing the importance of this subject This document covers the general aspects of the contract and will be supplemented by modules for the specific parts Note: For preservation and packing, a standard period of 6 month is assumed for the duration of site storage until the parts are assembled or installed If the duration for site storage exceeds 6 months, or the duration for transport and site-storage exceeds 12 months, special precautions have to be taken For quick reference see the following items which are the backbone of this document: Preservation matrix Item 6 Preservation codes (K0 - K6) Item Goods classes (GK1 - GK9) Item 8 Packing matrix Item 9 Packing categories (VK0 - VK10) Item 11 Page 6 of 82

8 Project handbook - section General conditions for preservation and packing The packing has to fulfill the requirement stated in item 13 of this document and shall be suitable for various handling operations, long distance ocean and inland transportation, as well as it shall ensure the protections of goods therein contained against weather elements or other, not only during the time required for transport and transshipment, but also for at site storage at climate condition of the plant site for a total time not less than 12 months For any different typology of packing not covered by this specification, the contractor shall propose at time of the quotation submittal on the basis of proper manufacturing experiences, other packing solutions that in his opinion are more economic and more suitable for specific applications and needs Any alternative proposals submitted after the placement of order will not be considered The regulations of the respective countries for importation of wooden packing material according to IPPC Standard No 15 (valid at time of importation) are to be observed (see item 16 of this document) 31 Climate conditions Kindly refer to project specific document or the Purchase Order, in which below information is given Climate conditions on plant site are as follows: Temperature: o Extreme lowest temperature o Extreme highest temperature Humidity: o Maximum relative humidity o Minimum relative humidity Rainfall: o Maximum in one hour o Average per year to be informed: to be informed: to be informed: to be informed: to be informed: to be informed: Snowfall to be informed: Page 8 of 82
9 Project handbook - section 2 GENERAL DOCUMENT Sea Breeze to be informed: Miscellaneous to be informed: 32 Abnormal dimensions/heavy lifts/transport drawings In the event that abnormal dimensions should be included in scope of supplies, supplier is obliged to respect the relative regulations for such transportation and get necessary permits as per the agreed price basis in due time prior to dispatch of the goods Supplier should submit to Voith Hydro, as soon as possible, but at least 3 months after receipt of the order or at least 60 days ahead of the ex works date, three dimensions transport drawings (3-fold), for all equipment exceeding the following dimensions and / or weight (or a part) in packed condition (in case of deliveries less than 60 days, the notification should be made immediately after placement of the order) Note: National and international standard for package sizes and weight limitations for land transport: Gross weight: 20 tons and / or Dimensions: 1180 x 230 x 230cm (length x width x height) For more details see also paragraph 12 of this document Days advice The attached 28 days advice form has to be completed according to the specification and should be submitted to Voith Hydro at least 45 days prior to the delivery date This information is required in order to be able to book the necessary vessel stowage space 34 External packing inspection (for direct deliveries) 1 Voith Hydro has the right to inspect packing at the contractor's at any time 2 If repeated inspections are necessary due to the contractor's fault, the contractor must bear the resulting costs (eg personnel, travel, material costs) 3 Inspection of packing does not release the contractor from its contractual obligations 35 Guarantee The contractor guarantees the contractual design of the packing according to the state of the art, in particular the best quality and suitability of the packing material, as well as Page 9 of 82
10 Project handbook - section 2 GENERAL DOCUMENT suitability of the packing, taking into account the goods to be packed and the actual stresses, for the warranty period set forth in the relevant contracts The contractor is responsible for all goods losses and/or damages deriving from defective packing (March 2008, VN 15-1) 4 Special conditions for preservation and packing For preservation and packing of equipment for hydro power units, the requirements and procedures are structured in this document as follows: Preservation matrix Paragraph 6 Preservation code (K0 K6) Paragraph Goods classes (GK1 GK9) Paragraph 8 Packing matrix Paragraph 9 Packing categories (VK0VK10) Paragraph 11 Packing standard and construction of packings Paragraph 13 Dispatch and marking instruction for handling of the goods Paragraph 1 Packing instruction for special parts Paragraph 18 Attached Standards Paragraph 19 If in case of direct deliveries the contractor cannot unambiguously determine the goods class, Voith Hydro must be contacted 1 The contractor is responsible for selecting the packing category, corrosion protection according to this document and the materials to be used If wooden supports, pallets, crates, part packing, etc are made the packing must be reasonably designed for the weight and properties of the goods as described herein 2 This packing standard must be understood as minimum requirements If additional measures are required in the contractor's experience to protect the goods, they must be taken in agreement with Voith Hydro 3 The contractor is obliged to use economical and space-saving packing Options of copacking must considered and utilized after discussion with Voith Hydro 4 Packing must generally be designed in such a manner that the packed goods and the packing can be transported and stored without damage Furthermore, the packing must withstand several transshipments during transport Page 10 of 82
11 Project handbook - section 2 GENERAL DOCUMENT Small parts (bolts, nuts, washers, etc) must be packed in plastic bags 6 The climatic conditions of sea transport (eg contact to salt water, condensation water, salty air, temperature variations, etc) must be taken into account especially with respect to corrosion protection and selection of the packing category The designation and description of the content of packing must completely and fully correspond with the packing lists A copy of this packing list must be attached waterproofed to the packing (in a metal or plastic frame) Special care must be taken that there is no indication of the supplier (neutral paper or packing list handed over by Voith Hydro) See also paragraph 121 of this document 8 If the packing is specified in other documents (eg project guideline, drawing, etc) for specific orders or products, these specifications must be met 9 Packing must take special care to pack assemblies together 10 Dangerous goods have always to be packed separately, never together with nondangerous goods; shipping documents for dangerous goods have to be as well separately Page 11 of 82
12 Project handbook - section PRESERVATION REQUIREMENTS for shipping 51 Corrosion protection Due to the long transport and storage period, all sensitive equipment - in addition to corrosion protection applied to the goods by the manufacturer - must be protected from corrosion For the preservation for packing and shipping follow the instruction given in this document The processing requirements for the relevant corrosion protection agent must be met under all circumstances In case that no special instructions are applicable, the following has to be adhered for packing of goods: Materials, which are sensitive for corrosion due to their design and properties, have to be shrink-wrapped into film sheeting The minimum thickness of the film is 02 mm When selecting the film (polyethylene or aluminum compound sheeting), its barrier properties against water together with the transport and storage time have to be taken into consideration (see also item 1522 for more detailed information) (According VN15-1 paragraph 521, attached to this document at the end for reference) Note: For transport and storage time of 12 month, add a quantity of moisture absorbent (silica gel) to the packed item which is sufficient to keep the relative humidity within the barrier sheeting below the value of 50 % for the entire duration of transport and storage (calculated according to DIN HPE Standard), see also item 52 and 53 below The use of hygroscopic filler and cushioning means (eg wood shavings, hay, straw, paper) for filling empty gaps and cushioning purposes is not permitted The required preservation conditions for the various turbine - generator - governor and BOP equipment are given below and have to be applied to the individual components This information is based on the VSN Preservation and Storage, which is attached to this document at the end for reference Page 12 of 82

24 Project handbook - section Instructions for shrink-wrapping A special PE shrink-wrap foil must be used so that machine parts can be shrink-wrapped The foil is placed on the object to be packed and stapled to the supporting wood or pallet, if any Then the shrink-wrap foil is evenly heated by means of a gas flame or electrical heater Care must be taken that the heater is not held in one place for too long, but traced over the foil in coating movements (see photos below) Heating softens the plastic which clings to the object to be shrink-wrapped After cooling, the foil tightly clings to the packed good and has significantly more strength than in the original condition If holes occur during the shrinking process, they must be closed by means of adhesive tape Tools for shrink-wrapping Page 24 of 82
25 Project handbook - section Packing category VK 2: Cardboard box Small and spare parts for transport within Europe, or air freight shipment, should be packed in stable cardboard boxes of standard design, provided that their dimensions are suitable Note: Do not use Card boxes for overseas shipment! From a gross weight of 5 kg, the boxes are to be surrounded by steel or polyester bands From 30 to 1000 kg gross weight, one-way or Euro pallets must be installed under the boxes Over 1000 kg, special pallets must be used that have the required carrying capacity Generally, pallets or special pallets must be used that were treated according to IPPC standard Fig 2 Example: Cardboard box Page 25 of 82
26 Project handbook - section Packing category VK 3: Wooden supports This packing category must be combined with packing category VK 1 (shrink-wrap in PE foil) Application: For cylindrical vessels or similar goods All openings must be sealed watertight, eg by means of plugs, metal or plastic protective caps and/or larger openings by means of blind flanges (wood or steel) Vessels and apparatus with their own support bearings must be provided with min 30 mm thick wooden supports as slide protection Fig 3 Example: Design of the supports 115 Packing category VK 4: Pallets This packing category must be combined with packing category VK 1 (Shrink-wrap in PE foil) For goods that cannot be packed in boxes, due to their size, pallets or suitable wood structures must be made in order to allow transshipment by means of forklifts Preferably, four-way flat pallets of wood, 1200x800 mm (EURO pallet) according to ÖNORM A 5300 or DIN are to be used For packed goods up to 1000 kg and max Pallet size - 40 mm (the pallets or wood structures must be at least 20 mm larger that the work piece to be packed in order to avoid damage) Page 26 of 82
27 Project handbook - section The wood used to manufacture the packing must be treated according to IPPC standard The parts are fastened by means of suitable steel band, plastic band or screws, so that slipping is impossible The parts must be protected appropriately from damage by the means of fastening In any case, there must be s suitable sealing layer between the goods and the packing woods, eg aluminum foil, antiskid mat or the like Fig 4 : Recommended number of support woods for pallets: Page 2 of 82
28 Project handbook - section Packing category VK 5: Standard drum Application: for cable on cable drums The cable ends must be preserved and routed to the inside, if possible Fig 5 Example: Drum design 11 Packing category VK 5a: Seaworthy drum packing Cables on cable drums for seaworthy packing must be packed using packing category 5 In addition, this packing must be combined with packing category VK 1 (shrink-wrap in PE foil) and packing category VK 8 (seaworthy crate with lining) 118 Packing category VK 6: Sheathing Sheathing can be made by means of wooden laths or lamella packing (Fig 6) 1181 Lamella packing The lamella packing is to be fixed by means of adhesive tape 1182 Wooden laths If wooden laths are used, care must be taken that a watertight sealing layer is installed between the wooden laths and the component The lath width must be selected according to the component diameter, but max 0 mm The wooden laths must be fixed by means of zinc anodized steel band or plastic bands Page 28 of 82

33 Project handbook - section Crate and cover design According to packing category VK Goods The goods are to be shrink-wrapped in aluminum foil Edges or projecting parts must be padded adequately Distance between foil and crate wall mm Direct contact of the aluminum foil with the crate floor must be avoided (install air cushion foil, foam material, etc) After processing After processing of the foil, the enclosed air must be exhausted (vacuum approx 6 mbar) and a leakage test to be carried out For absorption of humidity, desiccants of sufficient quantity (silica gel, etc) must be added, and/or suitable measures must be taken so that a corrosion preventing room climate is created In order to prevent contact corrosion, the desiccant must be attached in such a manner that direct contact to the packed good is not possible The desiccant packs must be guaranteed to be dustproof and so stable that they will not open under any circumstances Packed goods The packed goods must be secured in such a manner inside the crate against horizontal forces that may occur (tilting, marshaling shock, impact, etc) that such loads are withstood without damage They may be secured by bolting to the skids and/or the floor, fixing to the floor by means of frames, padding between the device and crate wall, etc Goods that may vibrate Goods that may vibrate must be secured in such a manner (using rubber-metal connection, spring elements, etc), that the mass and exciting forces cannot reinforce each other and resulting damage is prevented Page 33 of 82

39 Project handbook - section Preservation of Pipes 12 Preservation and packing of pipes for transport to site This instruction for preservation of pipes is based on the VN Dispatch Preservation of Machine Parts, which is attached to this document at the end for reference 1211 Pipes of stainless steel: Independently of the intended use, such pipes are not preserved However, take special care to avoid direct contact between stainless steel pipes and carbon steel pipes during transport and storage 1212 Pipes of carbon steel: Precision steel pipes to DIN 2391: They have to be ordered (material order sheet) oiled on the inside and outside and have to be stored under roof when delivered They are shipped in condition as supplied to the site Pipes < inside dia 50 to DIN 2448, DIN 2440 and DIN 2441: Anticorrosive agent applied neither inside nor outside Unless the Purchaser makes special requirements (eg galvanizing), the pipes if used for water lines are delivered to the site without being preserved on the inside Pipes used for oil or air lines (not for oxygen lines) are to be ordered (material order sheet) in oiled condition (oiled on the inside) unless special requirements are made and are to be stored under roof Pipes > inside dia 50 to DIN 2448, DIN 2440 and DIN 2441: Pipes used for water, oil or air lines (not for oxygen lines) are delivered in condition not treated on the inside and outside to the site unless the Purchaser makes special requirements The pipes have to be closed at their ends by means of plastic cups In addition to the stipulation given in this document, it is recommended in any case to Page 39 of 82

59 Project handbook - section Packing and shipping procedure Machine parts and other components with nozzles, or openings have to be plugged with suitable fixed plastic cups or wooden disks Cable passing holes for terminal boards of the electric motors shall be sealed with plastic cups The material shall be fixed to the case bottom beams using either bolts or the rods or by other adequate stirrups All valves shall be plugged with suitable fixed plastic cups or wooden disks The cases shall be braced and reinforced to withstand any load (static or dynamic) likely to occur during transportation by rail, road or ship (rail: 4g, road: 12g, ship: 11g) : For detailed information see paragraph 132 Load assumption Measures shall be taken to prevent the item from shifting within the packed unit, ie screwing together, bolting to the bottom of the case, etc Exclusively wood of quality class II / III (pine/spruce) according to DIN 40/4 part 1 and 2 may be used for the production of cases The boards for the outer surfaces must have a thickness between 24 and 30 mm, depending on the type, dimensions and weight of the goods to be packed The boards have to be butt joined and nailed One of the crucial criteria of the case design is their capability to be stacked, ie sufficient internal bracing using squared timber and diagonal struts have to be provided The case has to be provided with skids and sub-skids (for the attachment of the lifting cable/ropes) Number and thickness of the skids must match the total weight, the length and width of the packed item For gross weights above 5 tons, the sling points (bottom/side and side/cover) have to be reinforced by additional angled sheet steel (at least 3mm thick) in order to prevent the cables/ropes from being constricted For cases having an overall weight of 1,000kg and above, the front timbers have to be permanently bolted to the case skids The packed item has to be protected against any displacement by appropriate measures (screw connection with each other, bolted down to the case bottom, etc) The internal case walls have to be lined with barrier sheeting (eg jute cardboard or tarred brown cardboard) Page 59 of 82

61 Project handbook - section All wood used (crates, pallets, dunnage bars, etc) must be treated according to IPPC Standard and marked accordingly Associated standards 1611 ISPM 15 GUIDELINES FOR REGULATING WOOD PACKAGING MATERIAL Many countries have put quarantine regulations in place to protect their native forests from the introduction of wood pests In order to prevent the proliferation of differing import regulations, the International Plant Protection Convention (IPPC) Secretariat, part of the Food and Agriculture Organization (FAO) of the United Nations, has issued ISPM 15 (International Standards for Phytosanitary Measures) "Guidelines for Regulating Wood Packaging Material in International Trade" The standard ISPM 15 also gives GUIDELINES FOR REGULATING WOOD PACKAGING MATERIAL IN INTERNATIONAL TRADE and describes phytosanitary measures to reduce the risk of introduction and/or spread of quarantine pests associated with wood packaging material (including dunnage), made of coniferous and nonconiferous raw wood, in use in international trade OUTLINE OF REQUIREMENTS Wood packaging material made of unprocessed raw wood is a pathway for the introduction and spread of pests Because the origin of wood packaging material is often difficult to determine, globally approved measures that significantly reduce the risk of pest spread are described NPPOs (National Plant Protection Organization) are encouraged to accept wood packaging material that has been subjected to an approved measure without further requirements Such wood packaging material includes dunnage, but excludes processed wood packaging material Page 61 of 82
62 Project handbook - section 2 GENERAL DOCUMENT Procedures to verify that an approved measure, including the application of a globally recognized mark, has been applied should be in place in both exporting and importing countries Other measures agreed to under a bilateral arrangement are also considered in this standard Wood packaging material that does not comply with the requirements of this standard should be disposed of in an approved manner The key features of ISPM 15 are given in the table below for reverence: The key features of ISPM 15: ISPM 15 applies only to solid wood, with derived timber products and solid wood thinner than 6 mm (according to the EU Harmonized System) being exempt Treatment of the packaging by approved measures, which include heat treatment (HT) to a core temperature of 56 C for at least 30 minutes, for example by kiln drying (KD), provided that the above-stated specifications are achieved Chemical pressure impregnation (CPI) is approved only if the required HT specifications are achieved, which is not generally the case Another measure is fumigation with methyl bromide (MB) depending on concentration, duration and temperature Permanent and legible marking of the packaging must be provided on two opposite sides of the package The mark is composed of the ISO 3166 two letter country code (eg DE for Germany), the regional identifier (eg NW for North Rhine-Westphalia) and a registration number issued by the regional phytosanitary authority to the packaging container manufacturer, the packer or the consignor (unique number beginning with 49) The treatment method is denoted by the abbreviation HT for heat treatment or MB for fumigation with methyl bromide The letters DB may also be included where debarking is required Figure 1: Example of IPPC mark IPPC symbol Country code to ISO 3166, eg DE for Germany Regional identifier, eg NW for North Rhine-Westphalia Page 62 of 82
