1 REGULATION 19 December /011/2011 Period of validity: effective 1 Jan until further notice REQUIREMENTS FOR VOCATIONAL QUALIFICATIONS Vocational Qualification in Social and Health Care - Chiropodist Study Programme/Specialisation - Optional modules Provisions on which the competence to issue the Regulation is based: Act 630/98, Section 13 (2) Decree 811/98, Sections 10, 12 Act 631/98, Section 13 (2) Amends National Board of Education Regulation No. 17/011/2010 of 17 February 2010 The Finnish National Board of Education has rendered its decision regarding amendment of the Qualification Requirements (the National Core Curriculum and the Requirements of the Competence-based Qualification) for the Vocational Qualification in Social and Health Care in accordance with the Annexe. The amendments shall apply to the following sections of the Qualification Requirements: Added the objectives of the Chiropodist Study Programme or Specialisation to Chapter 1.1 Objectives of the Vocational Qualification in Social and Health Care Added the new compulsory and optional modules to Chapter 1.2 The Structure of the Vocational Qualification in Social and Health Care Added the optional module Promotion of Oral and Dental Care and Working in Special Fields of Oral and Dental Care (10 cr.) as Chapter Added Chapter 4.A Chiropodist Study Programme or Specialisation, which includes Chapters 4.A.1 Chiropody (30 cr.) as a compulsory module and Chapter 4.A.2 Wound Care in Chiropody (10 cr.) as an optional module Added the optional module Promotion of the Mental Health of Children and Adolescents (10 cr.) as Chapter Added the optional module Sample-taking and Customer Service in Practical Nurse Work (10 cr.) as Chapter Amended Chapter Modules from upper secondary vocational qualifications Amended Chapter Module from further vocational qualifications Amended Chapter Module from specialist vocational qualifications. The Regulation must be observed in all upper secondary education and training (curriculumbased education and training) and competence-based qualifications starting after 1 January All education and training and competence-based qualifications that have been started prior to entry into force of this Regulation may be completed in accordance with Regulation No 17/011/2010 of 17 February 2010 by 31 December 2021, subject to the provisions of other statutes and regulations In curriculum-based education and training, the education provider must draw up and approve a curriculum in compliance with the provisions of these Qualification Requirements. When arranging preparatory training for competence-based qualifications, the provider decides its contents and how to arrange it in compliance with the Qualification Requirements. Those participating in training must be provided with an opportunity to complete the competence-based qualification as part of the training. The education provider, the competence test organiser and the Qualification Committee shall comply with the terms specified in this Regulation and shall not deviate from it in any way. 4 1 VOCATIONAL QUALIFICATION IN SOCIAL AND HEALTH CARE, PRACTICAL NURSE 1.1 OBJECTIVES OF THE VOCATIONAL QUALIFICATION IN SOCIAL AND HEALTH CARE The attached objectives of the Chiropodist Study Programme or Specialisation have been added to Chapter 1.1 Objectives of the Vocational Qualification in Social and Health Care. A practical nurse who has completed the Chiropodist Study Programme or Specialisation knows how to work in the chiropodist's vocation in social and health care and co-operate in a multidisciplinary expert network while acknowledging the responsibilities and limits of a practical nurse. He/she knows how to use researched information and approved care and operating instructions in his/her chiropody work. He/she knows how to guide a client or patient and various groups in promotion of health and well-being as well as foot health and in performing foot self-care. He/she knows how to prepare a chiropody treatment area in different environments and to work in an aseptic manner. A practical nurse knows how to prevent misalignments and stress injuries of the lower extremities and, in his/her work, take into consideration the chiropody needs of individuals of different ages, examine and identify changes in clients feet, compile a chiropody treatment plan and carry out a chiropody treatment. He/she knows how to provide pharmaceutical care and kinetic treatment as well as to plan and implement padding and to massage clients or patients feet. He/she knows how to carry out maintenance of the instruments and devices he/she uses, to assess chiropody treatment and to direct clients for further treatment. The practical nurse knows how to direct clients or patients to find services provided by social and health care. He/she knows how to provide guidance in the acquisition and use of mobility aids. He/she knows how to prevent health hazards related to his/her work and promote his/her own well-being at work and that of the working community. A practical nurse who has completed the Chiropodist Study Programme or Specialisation can work at health care centres, hospitals, rehabilitation centres and care institutions for the elderly in the public and private sectors. 1.2 STRUCTURE OF THE VOCATIONAL QUALIFICATION IN SOCIAL AND HEALTH CARE VOCATIONAL QUALIFICATION IN SOCIAL AND HEALTH CARE, PRACTICAL NURSE, 120 cr. IN UPPER SECONDARY VOCATIONAL IN A COMPETENCE-BASED QUALIFICATION EDUCATION AND TRAINING 4. Vocational modules, 90 credits 4. In education provided in Swedish, the scope of studies in the second national language is 2 credits, the scope of compulsory core subjects is 17 credits and the scope of optional modules is 3 credits. The scope of compulsory studies is 1 credit each in both physical education and health education. The education provider may divide compulsory studies in physical education and health education differently, however, in such a way that their overall scope totals 2 credits. 6. Free-choice modules in upper secondary vocational education and training, 10 cr. The qualification modules comprise a minimum of 1.5 credits of guidance counselling Promotion of Oral and Dental Care and Working in Special Fields of Oral and Dental Care The Study Programme or Specialisation in Vocational Qualification in Social and Health Care can include, as a module optional for all, the module Promotion of Oral and Dental Care and Working in Special Fields of Oral and Dental Care through the student's or candidate's individual study plan or individualisation. Prior to commencing the studies in the optional module, the student must successfully complete the following modules compulsory for all in the Vocational Qualification in Social and Health Care: Support and Guidance of Growth (15 cr.), Nursing and Care (20 cr.) and Rehabilitation Support (15 cr.) as well as the Study Programme in Oral and Dental Care (30 cr.). Prior to the competence test in the optional module, the candidate must successfully complete the following modules compulsory for all in the Vocational Qualification in Social and Health Care: Support and Guidance of Growth, Nursing and Care and Rehabilitation Support as well as the Study Programme in Oral and Dental Care in a competence test. The scope of the module in upper secondary vocational education and training is 10 credits. In the competence-based qualification system, the education provider must have a valid contract for arranging the competence-based qualification in question or the education provider can purchase the competence tests from an education provider with a contract. A certificate of a completed upper secondary vocational qualification module is always
8 awarded by the Qualification Committee in charge of the upper secondary vocational qualification concerned. The Qualification Committee for the field approves the module in question as part of the Vocational Qualification in Social and Health Care based on the certificate. Ways of demonstrating vocational skills The student or candidate demonstrates his/her vocational skills through work in the special fields of oral and dental health promotion and oral and dental care as a member of a care team in an oral and dental care unit either in the public or private sector. Vocational skills are demonstrated in the following work entities: systematic work and mastering the work as a whole, oral and dental care promotion and working in orthodontics, oral surgery, prosthetics and stomatognathic physiology. In addition, he/she must master knowledge of oral and dental care promotion and orthodontics, oral surgery and prosthetics and stomatognathic physiology as well as the key competences for lifelong learning. Work is carried out to the extent that it can be established that vocational skills meet the skills requirements. A vocational skills demonstration is to comprise mastering the work process completely; mastering working methods, equipment and material completely; mastering underpinning knowledge completely; key competences for lifelong learning completely.
13 If the vocational skills required for the module cannot be fully demonstrated in a vocational skills demonstration or a competence test, it is to be supplemented by other types of assessment of competence, such as interviews, assignments and other reliable methods. 4. A. CHIROPODIST STUDY PROGRAMME OR SPECIALISATION 4.A.1 Chiropody The student must pass the compulsory modules for all (Support and Guidance of Growth, Nursing and Care and Rehabilitation Support) before the study programme starts. The candidate must pass the compulsory modules for all (Support and Guidance of Growth, Nursing and Care and Rehabilitation Support) before the specialisation competence test.
