7 Vocational Special Education In Finland There are approx SEN students in vocational education the majority of them study in mainstream vocational education either integrated or in small groups approx in vocational special education institutions Vocational special education colleges / training centres for students with the most severe disabilities (7 institutions) special needs education is tailored as much as possible to suit each student s individual needs -> Individual Education Plan (IEP) and Individual Study Plan (ISP) is drawn to each special education needs student

9 Individual Education Plan (IEP) For Each Student Individual education plan must set out details of the qualification to be completed the national core curriculum or the requirements of the competence-based qualification observed in education and training the scope of the qualification the individual curriculum drawn up for the student grounds for providing special education and training special educational and student welfare services required for studying as well as other services and support measures provided for the student. Each education provider is responsible for organizing special education and training and services
10 Individual education plans are drawn up so as to enable assessment and monitoring of pupils learning processes, rehabilitation and achievement of their individual educational objectives. Each plan must include the following information as required to individualize instruction provided for the pupil: a description of the pupil s learning abilities and strengths special needs related to learning and the needs to develop teaching and learning environments as required by these;
11 long- and short-term objectives for instruction and learning; the numbers of weekly lessons per year included in the pupil s study plan; a list of those subjects where the pupil s studies differ from syllabi for regular instruction; the objectives and core contents of those subjects where the pupil follows an individual syllabus;
12 principles for monitoring and assessment of the pupil s progress; interpreting and assistant services, other teaching and pupil welfare services, communication methods and special aids and teaching materials required for participation in education; a description of the provision of instruction for the pupil in conjunction with other education and/or in a special education group; people participating in organization of the pupil s teaching and support services and their areas of responsibility; monitoring of the implementation of support services
13 The Government Programme includes implementation of a social guarantee for young people The social quarantee for young people under 25 years old involves producnig an estimate of the needs for services and a job-seeking plan at an early stage in the job-seeking process The job-seeking plan is a starting point An individual job-seeking plan must be done in 2 weeks after registration as a job seeker All the young people are offered some services or active measures after being unemployed at the most for 3 months

15 Tailored route to employment during studies: job coaching in practise Support of a Job coach Psychosocial support Training rules of working life, individually and in groups The Job coach supports students in their work when necessary. The main focus is to encourage students to recognise their strengths The Job coach supports students to maintain their strengths and knowledge The Job coach supports students to find a suitable placement after graduation A genuine working environment within the institute / Association or organisation which supports student s goals The joint organisation: a mentally and socially open working environment A workplace which advances the student s chances of employment Employment In co-operation with the student, teacher, job coach and workplace tutor Goals of Job Coaching Students learn practical working life and realise their goals Students receive feedback on their strengths and weaknesses To increase students working experience To maintain students strengths and improve on their weaknesses To advance the students chances of employment 15
16 The Meaning of job coaching A job coach helps the student to cope during on-the-job training periods and to find suitable work after studies Provides additional support in co-operation with teachers and other internal experts Constant communication with student, teacher and onthe-job training counsellor at work is a typical element of the job multiprofessional teamwork and co-operation with employers, employment offices, Social Insurance Institute, insurance companies and social and health service sector etc consultative support for the employers: information and guidance e.g. for special employment arrangements and financial aid when they employ people with special needs
